Abstract:The failure of the USD 100-billion climate finance pledge under the United Nations Framework Convention on Climate Change (UNFCCC) could be attributed to a series of reasons: the inconsistent rules, the ambiguity of accountability issues, the political and economic motivations of donor countries, the weak governance capability of developing countries, etc. In addition to the predicament of climate finance commitments made by industrialized nations, South-South cooperation is becoming an important supplemental approach and is acknowledged by the Paris Agreement as an essential means of support. Through studying a broad set of literature on climate finance governance, the study aims to provide a clear picture of the current muddle in climate finance and China's new role in the architecture. We do this by first looking into the disjointed system of reporting and accounting standards for climate finance as well as what causes the international climate finance gap. On the one hand, the self-interests and geopolitical concerns of donor countries led to considerable challenges to distributive justice in climate finance allocation. On the other hand, climate finance from rich countries has yet to make a substantial dent in enhancing developing countries' resilience to climate change. Finally, we argue that China-led climate-related development assistance and South-South cooperation on climate change has a tremendous potential for vulnerable countries to realize their climate action priorities and address the climate injustice.

Abstract:Abstract Finance is vital for the green energy transition, but access to low cost finance is uneven as the cost of capital differs substantially between regions. This study shows how modelled decarbonisation pathways for developing economies are disproportionately impacted by different weighted average cost of capital (WACC) assumptions. For example, representing regionally-specific WACC values indicates 35% lower green electricity production in Africa for a cost-optimal 2 °C pathway than when regional considerations are ignored. Moreover, policy interventions lowering WACC values for low-carbon and high-carbon technologies by 2050 would allow Africa to reach net-zero emissions approximately 10 years earlier than when the cost of capital reduction is not considered. A climate investment trap arises for developing economies when climate-related investments remain chronically insufficient. Current finance frameworks present barriers to these finance flows and radical changes are needed so that capital is more equitably distributed.

Abstract:Empirical studies of the determinants of access to climate finance have coalesced around a broad set of independent variables, including recipient need, merit and adaptive capacity, and donor interest. This paper provides comprehensive and nuanced insights into the allocation of the varied sources of climate finance by providing answers to the following questions: (i) Do the eligibility criteria used by donors to determine which countries receive climate finance differ from the criteria used to determine the amount of finance allocated? (ii) Do the eligibility criteria and determinants of amounts allocated for mitigation aid differ from those for adaptation aid? (iii) Do different kinds of donors determine eligibility for financing and amount of finance allocated in different ways? (iv) Do SIDS receive more (or less) climate finance than is justified by their relative vulnerability and adaptive capacity? The results provide a better understanding of the challenges faced by SIDS in accessing climate financing, highlight an underemphasized bifurcation within this group of countries, and underscore the need for further exploration of suitable types of support and modalities of delivery.

Abstract:This paper analyzes the factors explaining the underprovision of climate finance from developed countries to developing countries from 2011 to 2020. Developed countries committed to mobilize USD 100 billion per year by 2020 for developing countries but failed to achieve this goal. To address these issues, we use a unified empirical framework to study the relationships between climate finance and three donor countries’ characteristics: payment capability, self-interests and political commitment. First, our results demonstrate the importance of the existence of international agreements. Donor countries’ climate aid behavior has changed significantly after making political commitments to the international community. Second, it is the long-term economic development level but not the short-term economic disturbance that affects the provision of climate finance. Third, donor countries’ domestic political tendencies toward the green have positive but very weak impacts on climate aid. Finally, our results support the existence of tied aid effects that innovations in energy technologies and gross exports are beneficial for climate finance provisions. The findings in this paper can shed light on the improvement in global climate finance governance in the future.

Abstract:The sources and governance of climate finance have been widely debated since the 2009 climate change summit in Copenhagen, when rich countries promised to provide US$ 30 billion in additional climate finance by 2012 and to mobilize US$ 100 billion a year by 2020 to address the mitigation and adaptation needs of developing countries. Have developed countries respected their financial commitments? Which countries have been the main beneficiaries of international climate money? As simple as these questions may seem, answers to them have proved to be highly controversial and have contributed to a continuous erosion of trust between Parties in international climate negotiations. This article explores the controversies around international climate finance figures. It examines how the lack of internationally agreed modalities to account for climate finance has given rise to a plethora of accounting and reporting practices that leads to widely contrasting statements on climate finance. We show that, despite some gaps, the Paris Agreement’s “enhanced transparency framework” could lead to marked improvements in the way climate finance is accounted and reported.

Abstract:Introduction: Climate change is exacerbating a pre-existing child rights crisis. Lower- (low- and lower-middle-) income countries have borne 99% of the disease burden from the crisis, of which children under five carry 90%. In response, much of the recent global policy efforts focus on climate action. However, unsustainable levels of debt and tax abuses are draining countries of crucial revenue to handle the crisis. Like the climate crisis, these are primarily facilitated by entities domiciled within higher- (upper-middle- and high-) income countries. This paper aims to review these revenue leaks in countries where children are at the greatest risk of climate change to identify opportunities to increase climate change resilience. Methods: We compiled data on tax abuse, debt service and climate risk for all lower-income countries with available data to highlight the need for intervention at the global level. We used the Climate Change Risk Index (CCRI), developed by UNICEF. Additionally, we used figures for tax abuse and debt service as a percentage of government revenue. Results: We present data on 62 lower-income countries with data on revenue losses, of which 55 have CCRI data. Forty-two of these 62 countries (67.7%) are at high risk of lost government revenues. Forty-one (74.5%) of the 55 countries with CCRI data are at high risk of climate change. Thirty-one countries with data on both (56.4%) are at high risk of both climate change and revenue losses. Most countries at high risk of both are located in sub-Saharan Africa. This shows that countries most in need of resources lose money to arguably preventable leaks in government revenue. Discussion: Higher-income countries and global actors can adopt policies and practices to ensure that they do not contribute to human rights abuses in other countries. Highlighting the impact of a failing global economic model on children's economic and social rights and one which increases their vulnerability to the climate emergency could help drive the transition towards a model that prioritises human rights and the environment on which we all depend.

Abstract:Abstract ‘Climate finance’ is becoming an important feature of the emerging legal and policy regimes to address global warming. However, the current approach largely confines the financial sector to a transactional agent to mobilise capital for clean energy and to broker emission allowance trading. The sector's potential to leverage more sweeping positive changes in the economy as sought historically through the movement for socially responsible investment (SRI) has been insufficiently acknowledged. Indirectly, by regulating greenhouse gases the legal system is helping to create a business case for investors to respond to climate change threats. However, the potential contribution of SRI to address climate change problems more comprehensively is presently limited owing to inadequate governance frameworks, as well the sector's increasing abandonment of its traditional ethical agenda.

Abstract:This study focuses on climate-related financial risks as a governance issue, which drives our attention to the quality of stakeholders’ interactions. The theoretical approach is undertaken through the institutional literature lens, along with the works of Rawls (1971, 2001) and Sen (1992, 2000, 2009), and contributions from the conceptions of co-creation and inclusive development. The applied analysis is carried out by connecting climate change to financial risks under a scenario of uncertainty (Bolton, Despres, Pereira da Silva, Samama, & Svartzman, 2020; TCFD, 2017; Daniel, Litterman, & Wagner, 2019; Carney, 2016; Maier et al., 2016; NGFS, 2018, 2019). The core objective of this study is to present a public policy proposal that aims to support effective international climate-related agreements, from a procedural perspective. To this end, we start by presenting an institution, which is broken down into three propositions. This process enables us to undertake a critical analysis from a technical and normative standpoint. The latter is based on Bush (1987). The main contribution of this study is the rationale underlying that the best set of policies to face climate change issues is that representing agents’ strong engagement and commitment. Finally, although the applied analysis focuses on climate change issues, the discussion conducted here can be reproduced in other areas.

Abstract:Given the exponential growth in financial investments to support climate change mitigation and adaptation, particularly shaped as capital flows from the Global North to the Global South, an incredible amount of research has come out in recent years interrogating various modes of climate finance. This article provides an overview of "climate finance justice," an emerging subfield of scholarship that asks "What kinds of justice and injustice do we see in climate finance? How does climate justice influence flows and constructions of capital? And how can finance be more just?" As climate finance is often framed as a response to calls for climate justice, climate finance justice offers a space in which to rigorously and comprehensively analyze the outcomes of these flows of capital, finance and power. Yet the field is still new, and would benefit from further inclusion of a broader array of fields and influences, including postcolonial, poststructural, feminist, indigenous, urban, post‐political and other critical perspectives to inform scholarship, and challenge dominant conceptualizations of justice and equity. This article highlights the field of climate finance justice and explores the United Nations Framework Convention on Climate Change (UNFCCC) and voluntary carbon markets (VCMs) as a means of understanding its applied implications. It situates the evolution of the subfield within the broader literature on neoliberal natures, political ecology, and the critical geographies of the carbon economy.

Abstract:Africa has only contributed a small fraction of global greenhouse gas emissions yet faces disproportionate risks from climate change. This imbalance is one of many inequities associated with climate change and raises questions concerning the origin, distribution and thematic prioritization of funding for climate-change research on Africa. This article analyses a database comprising USD 1.51 trillion of research grants from 521 organizations around the world and covering all fields of research from 1990 to 2020. At most 3.8% of global funding for climate-change research is spent on African topics – a figure incommensurate with Africa's share of the world population and vulnerability to climate change. Moreover, institutions based in Europe and North America received 78% of funding for climate research on Africa, while African institutions received only 14.5%. Research on climate mitigation received only 17% of the funding while climate impacts and adaptation each received around 40%. Except for Egypt and Nigeria, funding supported research on former British colonies more than other African countries. The findings highlight the need to prioritise research on a broader set of climate-change issues in Africa and to increase funding for Africa-based researchers in order to strengthen African ownership of research informing African responses to climate change.

Abstract:In the current crisis period, the Sustainable Development Goals (SDGs) have provided a framework for new norms about governance of and access to external financing that emphasize stimulating investor interest and creating a suite of innovative instruments to address major development challenges. However, the inadequacies associated with extant financing streams are in sharp relief since they do not address damages and losses associated with the climate crisis. The current global configuration aimed at generating from “billions to trillions” of development finance are awfully mute on historical responsibility for the uneven and extreme consequences facing climate-impacted communities in the Global South. This paper interrogates the role of the SDGs, in particular SDG17, in both adducing financialisation as an evolutionary process, further extracting profit from racialized communities, and a source of instability in the global economy. It points to the manner in which the “trillions” deemed necessary are ostensibly mobilized in pursuit of financial returns to be made from climate disaster that generate further debt, dispossesses racialized populations in the global south, and thereby ushering in a new era of “bond-age” and coloniality. Current development financing arrangements under the SDGs would increase the cost burdens and compromise the Global South’s capacities to democratically manage and meet their developmental needs due to accumulating losses and damage from major extreme climate-induced events. Loss and damage compensation for marginalised developing countries at the forefront of the climate crisis must therefore come from another source: climate reparations. Climate reparations offer an appropriate encompassing philosophical and policy apparatus for first understanding the magnitude of climate breakdown, and second for mounting a response to ongoing environmental harm in vulnerable countries that is centred on climate justice.

Abstract:In recent decades, economic growth in developing economies and the growth of the middle class lead to a surge in energy consumption and greenhouse gas emissions. Within the framework of the United Nations (UN) sustainable development goals established in 2015, the solution to poverty and inequality thus comes into conflict with climate change mitigation. The existing international system of climate regulation does not address this contradiction. Today, global climate governance relies on estimates of aggregate emissions by countries without considering their level of development and the distribution of emissions among income groups within each country. Emissions from production are being monitored, while consumption-related emissions, albeit known to experts, rarely underlie decision-making. Meanwhile, income distribution has a higher impact on consumption-based emissions in comparison to production-based ones. Decisions on emissions regulation are made at the national level by countries with different development agendas in which climate change mitigation often gets less priority in comparison to other socio-economic objectives. This paper proposes a set of principles and specific mechanisms that can link climate change and inequality within a single policy framework. First, we highlight the need to modify the global emission monitoring system for the sake of accounting for emissions from consumption (rather than production) by income groups. Second, we suggest the introduction of a new redistribution system to address climate change which would include the imposition of a “fine” on households with the highest levels of emissions. Such a system follows the principles of progressive taxation but supports climate mitigation objectives and should be understood not as taxation of high incomes but rather as payment for a negative externality. Third, we outline the need to adjust climate finance criteria; priority should be given to projects designed to reduce carbon-intensive consumption by social groups entering the middle class, or to help the poorest population groups adapt to climate change. A special role in the implementation of these principles may belong to BRICS (Brazil, Russia, India, China and South Africa), which may view this as an opportunity for a proactive transition to inclusive, low-carbon development.

Abstract:Reaching a greenhouse gas emissions pathway in line with the Paris Agreement commitments will require a fundamental transformation of global economies along with massive investment needs [1]. In the energy sector, for example, a 2°C pathway translates into an annual investment need of 2–4 trillion USD until 2050 [2]. At the same time, the severe impacts of climate change require investments for adaptation. Accordingly, inducing climate finance flows ranks highly on the climate policy agenda. A growing community of public policy scholars aims to provide evidence-based advice for policymaking with respect to climate finance. Important insights have been gained (e.g., the collection of research and practitioners' experiences in [3]), although we believe that many aspects are still severely understudied.

Abstract:The Paris Agreement's rapid entry into force, less than one year after it was adopted, reaffirmed that the international community would continue its efforts to mitigate greenhouse gas emissions and adapt to climate change impacts. Yet structures created under the Kyoto Protocol, like the Adaptation Fund, were left in a state of unprecedented ambiguity because parties had to actively approve their continuation under the Paris Agreement, or risk seeing them fade into history. Drawing on narrative political analysis of negotiating texts and observations at meetings of the Conference of the Parties (COP), we argue that the Adaptation Fund negotiations became a particularly intense site for the contestation of justice-based norms in international climate policy. Developing countries' ardent and almost unanimous support for the continuation of the Adaptation Fund, despite the Fund's relatively small share of international climate finance, provides important insights into processes of norm contestation in international climate negotiations since the Paris Agreement, which marked a significant transition toward liberal norm structures. We explore how this unwavering support for the Adaptation Fund—and the claims to distributive and procedural justice it represents—could impact not only Fund governance and structure in the post-Paris Agreement period, but also the success of future adaptation efforts and the Paris Agreement itself.As global environmental governance moves towards a more liberal conception of justice, developing countries are holding on to specific issues, such as adaptation finance, to preserve distributive justice-based norms, deeply rooted in the history of the United Nations Framework Convention on Climate Change (UNFCCC).A critical tension in international adaptation finance is contrasting conceptualizations of justice and responsibility. While developed countries increasingly see their climate financing decisions as optional and in the same vein as development aid, developing countries argue that financing is an obligation for countries with historic responsibility for climate change.In order to resolve some of the stickiest issues on climate finance, pressing concerns about procedural and distributive justice must be addressed. Developing countries will focus on defending their position and power in the negotiations, rather than discussing technical decisions, until justice is acknowledged and preserved.

Using the Nested Inequalities Climate Economy (NICE) model, we show that an equal per capita refund of carbon tax revenues implies that achieving a 2 °C target can pay large and immediate dividends for improving well-being, reducing inequality and alleviating poverty. In an optimal policy calculation that weighs the benefits against the costs of mitigation, the recommended policy is characterized by aggressive near-term climate action followed by a slower climb towards full decarbonization; this pattern—which is driven by a carbon revenue Laffer curve—prevents runaway warming while also preserving tax revenues for redistribution. Accounting for these dynamics corrects a long-standing bias against strong immediate climate action in the optimal policy literature.

Abstract:With the frequent occurrence of extreme weather in cities, economic, ecological and social activities have been greatly impacted. The adverse effects of global extreme climate and effective governance have attracted more and more attention of scholars. Considering the differences between developed and developing countries in climate response capacity, a key issue is how to encourage developed countries to provide adequate assistance to developing countries and enhance their enthusiasm to participate in addressing climate change challenges. Given this background, we evaluated the carbon emission reduction effects of developing countries before and after a “quasi-natural experiment” which involved obtaining the assistance of climate-related funding from developed countries. Specifically, we analyzed the assistance behavior for recipient countries and found that climate assistance can effectively reduce the carbon emissions level of recipient countries, and this result has a better impact on non-island types and countries with higher levels of economic development. Furthermore, the achievement of this carbon emissions reduction target stems from the fact that climate assistance has promoted the optimization of the energy structure of recipient countries and promoted the substitution of renewable energy for coal consumption. In addition, climate-related development finance plays a significant role in promoting the scientific and technological level of recipient countries, especially the development impact of the adaptive climate-related development finance. Therefore, this paper suggests that the direction of climate assistance should focus more on island countries and countries with low economic development level, and pay more attention to the “coal withdrawal” of recipient countries and climate adaptation field.
