Abstract:The Anthropocene is marked by twin crises: climate change and biodiversity loss. Climate change has tended to dominate the headlines, reflecting, in part, the greater complexity of the biodiversity crisis. Biodiversity itself is a difficult concept. Land plants dominate the global biomass and terrestrial arthropods probably dominate in terms of numbers of species, but most of the Tree of Life consists of single-celled eukaryotes, bacteria, and archaea. Wild plants provide a huge variety of products and services to people, ranging from those that are species-specific, such as food, medicine, and genetic resources, to many which are partly interchangeable, such as timber and forage for domestic animals, and others which depend on the whole community, but not on individual species, such as regulation of water supply and carbon sequestration. The use of information from remote sensing has encouraged a simplified view of the values of nature's contributions to people, but this does not match the way most people value nature. We can currently estimate the proportion of species threatened by human impacts only for a few well-assessed groups, for which it ranges from 14% (birds) to 63% (cycads). Less than 8% of land plants have been assessed, but it has been estimated that 30-44% are threatened, although there are still few (0.2%) well-documented extinctions. Priorities for improving protection of biodiversity include: improving the inventory, with surveys focused on geographical areas and taxonomic groups which are under-collected; expanding the protected area system and its representativeness; controlling overexploitation; managing invasive species; conserving threatened species ex situ; restoring degraded ecosystems; and controlling climate change. The Convention on Biological Diversity (CBD) COP15 and the United Nations Framework Convention on Climate Change (UNFCCC) COP26 meetings, both postponed to 2021, will provide an opportunity to address both crises, but success will require high ambition from all participants.

Abstract:Over the last 50 years, dramatic changes in global climate, biodiversity, availability of agricultural land and many other factors have come to threaten the future of societies and the existence of ecosystems on planet Earth (Díaz et al. 2019 ). By now it is unmistakably clear that we are in the midst of a major anthropogenic ecological crisis that fundamentally questions the way humans relate to nature. Not least given the scientific evidence that recently informed the 'now or never'-statement by UN General-Secretary António Guterres in his reaction to the latest findings of the Intergovernmental Panel on Climate Change, which sees the world 'on a fast track to climate disaster' should we fail to take immediate action (United Nation 2022 ). Moreover, we also face the challenges posed by the post-factual era, in which people seem to rely more on emotions and beliefs than on facts (Cambridge Advanced Learner's Dictionary & Thesaurus n.d. ). Thus, it is not only necessary to generate and interpret data that show in concrete terms the influence of humans on the planet and its environment, but also to examine the implications of these for socio-ecological conditions and to formulate alternative paths of action that contribute towards finding answers to these challenges. In this, not only the inter- and transdisciplinary research into and conservation of global biodiversity and sustainable human interactions with Earth systems is a priority scientific and societal challenge, but it is also essential to share science-based, multi-perspective information using knowledge transfer and participation (IPBES 2019 ).
International Legal Protection of Animals: Problems and Prospects

Abstract:INTRODUCTION . The purpose of this work is to identify the main problems of modern international legal protection of animals and the theoretical justification of the need to change their legal status (regime). The main task of the research is to study modern concepts that have already become the basis of international legal acts for the protection of various categories of animals, as well as ideas that have sufficient potential to lay the foundation for a more conscious attitude to other biological species. Furthermore, the research highlights significant shortcomings of the global legal policy on animal protection, which hinder the achievement of the main goals of international cooperation in this area. The research also suggests new approaches that can solve both ethical and environmental problems of human-animal relationships in the very near future. In addition, this scientific work provides various philosophical and legal arguments that confirm the need to assign a special legal status to animals. MATERIALS AND METHODS . The research examines the doctrinal positions of mainly foreign researchers and legal experts dealing with the problems of international legal protection of animals. This study uses the norms of some international legal agreements of a global and regional nature, as well as the provisions of recommendation documents. The research used general theoretical (analysis, synthesis, comparison, induction, deduction, abstraction, generalization, idealization, analogy, modeling, concretization, logical, systematic and comparative approaches) and special legal methods (historical-legal, formal-legal and the method of legal forecasting). RESEARCH RESULTS . Based on the results of the study, the author identifies the main problems of international legal regulation of relations on the conservation of biodiversity in the framework of the implementation of the concepts of environmental protection and sustainable development. In addition, the study highlights the most important achievements and significant gaps in the EU's legal policy on animal welfare. Through the synthesis and generalization of the main provisions of the concept of well-being and the concept of animal rights, this scientific work forms an idea of the most successful model of international legal protection of animals. Based on the obtained result, the study predicts the inevitable change in their legal status (regime) and the revision of the existing anthropocentric paradigm of modern legal science. DISCUSSION AND CONCLUSIONS . The vast majority of existing international legal agreements on the protection and use of animals protect the secondary interests of modern consumer society, where animals have a rank based on their usefulness, without taking into account their immanent value. If the trends of recent decades continue, the environmental goals set by international environmental law will remain unattainable. In order to solve a layer of ethical and environmental problems, it is necessary to abandon the anthropocentric approach, which permeates the entire system of international law, in favor of a more perfect organization of human relations with nature (for example, in favor of anthropocosmocentrism, cosmocentrism, biocentrism, etc.). In addition, the identification of animals with property does not correspond to modern ideas about them as sentient beings. It is unacceptable to treat them as «things» within the framework of national legal systems and international law. Regardless of whether they will have legal capacity or will lead a new, specific category of persons, animals must have a certain set of international legal guarantees.
Global inequities and political borders challenge nature conservation under climate change

Abstract:Underlying sociopolitical factors have emerged as important determinants of wildlife population trends and the effectiveness of conservation action. Despite mounting research into the impacts of climate change on nature, there has been little consideration of the human context in which these impacts occur, particularly at the global scale. We investigate this in two ways. First, by modeling the climatic niches of terrestrial mammals and birds globally, we show that projected species loss under climate change is greatest in countries with weaker governance and lower Gross Domestic Product, with loss of mammal species projected to be greater in countries with lower CO2 emissions. Therefore, climate change impacts on species may be disproportionately significant in countries with lower capacity for effective conservation and lower greenhouse gas emissions, raising important questions of international justice. Second, we consider the redistribution of species in the context of political boundaries since the global importance of transboundary conservation under climate change is poorly understood. Under a high-emissions scenario, we find that 35% of mammals and 29% of birds are projected to have over half of their 2070 climatic niche in countries in which they are not currently found. We map these transboundary range shifts globally, identifying borders across which international coordination might most benefit conservation and where physical border barriers, such as walls and fences, may be an overlooked obstacle to climate adaptation. Our work highlights the importance of sociopolitical context and the utility of a supranational perspective for 21st century nature conservation.

Abstract:It is for reasons of age I will have to terminate my work at the Literary Review in the form developed since 1995. The report is being reduced to a concentration of ethically relevant reviews as exemplified in the fourth-quarter issue of ALTEX. This is to ascertain that essential developments in this field will not be overlooked. Insofar, the Literary Review will be continued under the heading "New literature concerning topics of animal ethics". The more central topics of animal ethics are being "used up" the more new questions are being formulated. Thus it was that during the last few years the plant-world, long neglected, was rediscovered and received attention through the publication of important works. Another recent discovery concerns itself with "cognitive ethology" which developed out of the critique of behaviourism and which is dealt with in a separate chapter in this issue. But there is also a "classic" of ethics who has been reviewed and interpreted anew repeatedly. In her book "Albert Schweitzer, a prophet of medical ethics", Heike Baranzke describes Schweitzer's ethics as not sentimental or nostalgic but rather as a radically modern stance, committed to the enlightenment. Manuel Schneider, also, conveys a comprehensive view of Albert Schweitzer's ethics in "Life in the middle of life - the relevance of the ethics of Albert Schweitzer", a book edited by Altner, Frambach, Gottwald and himself in 2005. For this, in particular, he derives a possibility of a physiocentric ethics. By contrast, Beate Weinzierl approaches Schweitzer on a complete personal and human level in "Yearning for nature - access to inner and outer nature with Albert Schweitzer". Wolfgang Senz is undertaking a critical appreciation of Albert Schweitzer's concept of "life" and this, foremost, in the light of Schweitzer's rejection of the Cartesian "I am". In the end, Jean Claude Wolf cannot manage without citing Schweitzer either, referring to him in his not accepting the (western) world's excessive meat consumption as a "cruel necessity". Klaus Peter Joern also enters into Schweitzer's fundamental argumentation in his "A good bye to the disparagement of our fellow creatures". Quotation: "It just cannot go on that Christianity lets the validity of the commandment of love end at the behaviour towards humans, simply because that is the tradition. We rather have to, in this instance, deny the authority of the Bible it's due respect, as this has deemed Schweitzer already inevitable." The killing of animals, irrespective of the motives, remains a critical issue in the understanding (or the lack thereof) with regard to the dignity of all creation. Manuela Linnemann, Charles Patterson, Evelyn Ofensberger and the German Veterinary Association for the Protection of Animals have dealt with this issue extensively. As always, more space is taken up by publications dealing with legal questions and developments. In particular, the conference report of the Protestant Academy at Bad Boll should be mentioned "Animal protection on good constitution". Contributions to this report, edited by the academy, include Hans Georg Kluge's "The governmental aim 'animal protection' and it's implementation in jurisdiction" and Johannes Caspar's "effects of the governmental goal 'animal protection' in the protected area of unconditional fundamental rights". Regarding animal experiments, the last two position papers commissioned by the Foundation for animal-free research (FFVFF), dealing with perspectives of 3R research, have been published within the period of time covered by this report. Alternatives in basic research (with once again rising numbers of experimental animals) and in biomedical education are the themes dealt with by Franz P. Gruber and his co-authors Thomas Hartung and David Dewhurst.

Remote Sensing in Ecology and Conservation

Abstract:Abstract Transboundary cooperation is being promoted as an effective way to conserve biodiversity that straddles national borders. However, monitoring the ecological outcomes of these large‐scale endeavours is challenging, and as a result, the factors and processes likely to shape their effectiveness remain poorly identified and understood. To address this knowledge gap, we tested three hypotheses pertaining to natural vegetation loss across the W‐Arly‐Pendjari protected area complex, a key biodiversity hotspot in West Africa. Using a new methodology to compare land cover change across large remote areas where independent validation data is unevenly distributed across time, we demonstrate widespread agricultural expansion outside protected areas over the past 13 years. Protected areas with high protection status appear considerably more effective at preventing land conversion than other protected areas. We moreover report marked differences in cropland expansion rates between countries, which we suggest may be linked to differences in rural population growth. Altogether, our results suggest that there can be considerable spatial heterogeneity in anthropogenic pressure across transboundary protected area complexes and call for more comprehensive assessments that capitalize on the current availability of remote sensing information.

Abstract:Animal migration has fascinated scientists and the public alike for centuries, yet migratory animals are facing diverse threats that could lead to their demise. The Anthropocene is characterised by the reality that humans are the dominant force on Earth, having manifold negative effects on biodiversity and ecosystem function. Considerable research focus has been given to assessing anthropogenic impacts on the numerical abundance of species/populations, whereas relatively less attention has been devoted to animal migration. However, there are clear linkages, for example, where human‐driven impacts on migration behaviour can lead to population/species declines or even extinction. Here, we explore anthropogenic threats to migratory animals (in all domains – aquatic, terrestrial, and aerial) using International Union for the Conservation of Nature (IUCN) Threat Taxonomy classifications. We reveal the diverse threats (e.g. human development, disease, invasive species, climate change, exploitation, pollution) that impact migratory wildlife in varied ways spanning taxa, life stages and type of impact (e.g. from direct mortality to changes in behaviour, health, and physiology). Notably, these threats often interact in complex and unpredictable ways to the detriment of wildlife, further complicating management. Fortunately, we are beginning to identify strategies for conserving and managing migratory animals in the Anthropocene. We provide a set of strategies that, if embraced, have the potential to ensure that migratory animals, and the important ecological functions sustained by migration, persist.

Abstract:Parrots, with their vibrant plumage and remarkable intelligence, play a crucial role in ecosystems worldwide. They contribute to seed dispersal, plant protection, and overall ecosystem functioning, influencing plant life cycles and contributing to ecosystem stability. However, the ecological importance of parrots is threatened by habitat loss and the impacts of global warming. As climate change intensifies, parrots face challenges such as shifts in geographical ranges, disruptions in synchronized relationships with plants, habitat loss, and increased vulnerability to extreme weather events. Effective conservation strategies are crucial for safeguarding parrot populations, including preserving key habitats, establishing protected areas, and implementing sustainable management practices. Tailored approaches, education, addressing land tenure issues, and promoting ecotourism are among the key solutions to mitigate the effects of global warming and protect these ecologically important birds.

Abstract:Peri-urban landscapes are transitional areas between urban and rural areas that are constantly changing. They are characterised by land use mixes and land cover changes, leading to significant changes in wildlife habitats. These changes, combined with an increasing anthropogenic presence, turn peri-urban landscapes into arenas of intensified human-wildlife interactions. In many scientifically documented cases, scientists are focusing on negative interactions. Furthermore, research about appropriate policy instruments for managing human-wildlife interactions is rare. This study focused on case studies and their characteristics from around the world on positive, neutral, or negative interactions between humans and wildlife at local level. In addition, influencing factors of human-wildlife interactions and policy instruments for managing human-wildlife interactions in peri-urban landscapes were addressed. A survey was conducted with an international group of scientists and practitioners working in this field. The results showed that various species were involved in human-wildlife interactions in peri-urban landscapes worldwide, with mammals as being the most common taxon. Contemporary changes in land use and land cover could be identified as a significant factor for increasing human-wildlife interactions in peri-urban landscapes. It can be highlighted that a policy mix consisting mainly of social and cultural instruments in combination with legal and regulatory instruments could be most suitable to address this situation.

Abstract:Abstract Meeting global commitments to conservation, climate, and sustainable development requires consideration of synergies and tradeoffs among targets. We evaluate the spatial congruence of ecosystems providing globally high levels of nature’s contributions to people, biodiversity, and areas with high development potential across several sectors. We find that conserving approximately half of global land area through protection or sustainable management could provide 90% of the current levels of ten of nature’s contributions to people and meet minimum representation targets for 26,709 terrestrial vertebrate species. This finding supports recent commitments by national governments under the Global Biodiversity Framework to conserve at least 30% of global lands and waters, and proposals to conserve half of the Earth. More than one-third of areas required for conserving nature’s contributions to people and species are also highly suitable for agriculture, renewable energy, oil and gas, mining, or urban expansion. This indicates potential conflicts among conservation, climate and development goals.

Abstract:Animal welfare is not currently regulated by a single, comprehensive international law instrument. This article considers prevailing frameworks in international law that address animal welfare in some way, but by themselves do not meet the hallmarks of an effective global protection regime, including comprehensiveness and enforceability. Emerging frameworks that might fill the gap in global animal welfare protection include a universal declaration on animal welfare, the entrenchment of World Organisation for Animal Health (OIE) animal health standards and an international convention for the protection of animal welfare. While the prospects of any of these models succeeding in the short term are uncertain at best, the challenge now is to think carefully about what legal form an international framework for animal protection might take. Policy Implications Currently there is a significant gap in the international protection of animal welfare. Prevailing international frameworks with implications for animal welfare lack comprehensiveness and enforceability. New frameworks for global animal protection are being developed, but may still fall short of providing a comprehensive and enforceable global protection regime. While the short-term prospects for the adoption of a new international framework are not good, now is the time for citizens and their political representatives, policy makers, lawyers and scientists to think carefully about the form international protection should take, so as to be ready when a suitable political opportunity for advancement arises.

Abstract:Protection of natural or semi-natural ecosystems is an important part of societal strategies for maintaining biodiversity, ecosystem services, and achieving overall sustainable development. The assessment of multiple emerging land use trade-offs is complicated by the fact that land use changes occur and have consequences at local, regional, and even global scale. Outcomes also depend on the underlying socio-economic trends. We apply a coupled, multi-scale modelling system to assess an increase in nature protection areas as a key policy option in the European Union (EU). The main goal of the analysis is to understand the interactions between policy-induced land use changes across different scales and sectors under two contrasting future socio-economic pathways. We demonstrate how complementary insights into land system change can be gained by coupling land use models for agriculture, forestry, and urban areas for Europe, in connection with other world regions. The simulated policy case of nature protection shows how the allocation of a certain share of total available land to newly protected areas, with specific management restrictions imposed, may have a range of impacts on different land-based sectors until the year 2040. Agricultural land in Europe is slightly reduced, which is partly compensated for by higher management intensity. As a consequence of higher costs, total calorie supply per capita is reduced within the EU. While wood harvest is projected to decrease, carbon sequestration rates increase in European forests. At the same time, imports of industrial roundwood from other world regions are expected to increase. Some of the aggregate effects of nature protection have very different implications at the local to regional scale in different parts of Europe. Due to nature protection measures, agricultural production is shifted from more productive land in Europe to on average less productive land in other parts of the world. This increases, at the global level, the allocation of land resources for agriculture, leading to a decrease in tropical forest areas, reduced carbon stocks, and higher greenhouse gas emissions outside of Europe. The integrated modelling framework provides a method to assess the land use effects of a single policy option while accounting for the trade-offs between locations, and between regional, European, and global scales.

Abstract:Earth's biodiversity and human societies face pollution, overconsumption of natural resources, urbanization, demographic shifts, social and economic inequalities, and habitat loss, many of which are exacerbated by climate change. Here, we review links among climate, biodiversity, and society and develop a roadmap toward sustainability. These include limiting warming to 1.5°C and effectively conserving and restoring functional ecosystems on 30 to 50% of land, freshwater, and ocean "scapes." We envision a mosaic of interconnected protected and shared spaces, including intensively used spaces, to strengthen self-sustaining biodiversity, the capacity of people and nature to adapt to and mitigate climate change, and nature's contributions to people. Fostering interlinked human, ecosystem, and planetary health for a livable future urgently requires bold implementation of transformative policy interventions through interconnected institutions, governance, and social systems from local to global levels.

Abstract:Crossing “safe” limits for biodiversity loss The planetary boundaries framework attempts to set limits for biodiversity loss within which ecological function is relatively unaffected. Newbold et al. present a quantitative global analysis of the extent to which the proposed planetary boundary has been crossed (see the Perspective by Oliver). Using over 2 million records for nearly 40,000 terrestrial species, they modeled the response of biodiversity to land use and related pressures and then estimated, at a spatial resolution of ∼1 km 2 , the extent and spatial patterns of changes in local biodiversity. Across 65% of the terrestrial surface, land use and related pressures have caused biotic intactness to decline beyond 10%, the proposed “safe” planetary boundary. Changes have been most pronounced in grassland biomes and biodiversity hotspots. Science , this issue p. 288 ; see also p. 220

Animal welfare: a complex domestic and international public-policy issue--who are the key players?

Abstract:Animal-welfare issues are usually portrayed in the media in a black-and-white fashion, with simple, single-perspective solutions proposed for what are often, in fact, complex policy issues. In this article, we argue that animal welfare is a multifaceted international and domestic public-policy issue that must take account of not only scientific, ethical, and economic issues but also religious, cultural, and international trade policy considerations. Management of animal welfare at a government policy level also requires an approach based on incremental change. Such change must be both science based and ethically principled, and the rate of change must recognize both the expectations of society and the constraints on the animal user. Ideally, such change should involve full ownership and buy-in from the affected animal user group. The range of stakeholders involved in the animal-welfare debate includes industry and producer groups, science bodies, and animal-welfare non-governmental organizations and professional groups, including the veterinary and legal professions. The veterinary profession, in particular, is expected to play an animal-welfare leadership role, and we discuss expectation versus reality at both a national and an international level. This latter discussion includes specific reference to the role of the World Organisation for Animal Health (the OIE) as an intergovernmental organization representing 175 countries and details some of the major achievements since the OIE assumed its international animal-welfare standard-setting role in 2002. We also address the role of the veterinary profession at national, regional, and international levels.
