Abstract:Many different issues have been identified in forensic science for more than 10 years. While quality management has often been suggested as a path forward, research is generally considered as an essential part of the solution. Through an overview of current forensic science research, this paper aims at evaluating if and how research answer the challenges forensic science is currently facing. While forensic related publications have massively increased over the years, approximately half of the publications were published in non-forensic sources, indicating that forensic science research tends to be led by other disciplines. Over the years, forensic science research has remained largely oriented towards methodological and technological development rather than relevance to the forensic science discipline and practice. Practical implementation of the techniques is rarely discussed from a forensic perspective, and thus research rarely move from the "proof-of-concept" stage to its utilisation in case investigation. The digital transformation also generated a massive increase of data, making it challenging to find the relevant pieces of information in the mass of "forensic" publications available on-line. Thus, we propose to refocus forensic science research on forensic fundamental and practical questions to strengthen the discipline and its impact on crime investigation and security issues. Our propositions represent an incentive to further discuss forensic science research and knowledge transmission through the definition of a common culture within the community, focusing on common fundamental knowledge such as a better understanding of the concept of trace and its case-based information content.

Abstract:This review presents an overview on the application of latent fingerprint development techniques in forensic sciences. At present, traditional developing methods such as powder dusting, cyanoacrylate fuming, chemical method, and small particle reagent method, have all been gradually compromised given their emerging drawbacks such as low contrast, sensitivity, and selectivity, as well as high toxicity. Recently, much attention has been paid to the use of fluorescent nanomaterials including quantum dots (QDs) and rare earth upconversion fluorescent nanomaterials (UCNMs) due to their unique optical and chemical properties. Thus, this review lays emphasis on latent fingerprint development based on QDs and UCNMs. Compared to latent fingerprint development by traditional methods, the new methods using fluorescent nanomaterials can achieve high contrast, sensitivity, and selectivity while showing reduced toxicity. Overall, this review provides a systematic overview on such methods.

Abstract:Forensic science is usually taken to mean the application of a broad spectrum of scientific tools to answer questions of interest to the legal system. Despite such popular television series as CSI: Crime Scene Investigation and its spinoffs--CSI: Miami and CSI: New York--on which the forensic scientists use the latest high-tech scientific tools to identify the perpetrator of a crime and always in under an hour, forensic science is under assault, in the public media, popular magazines [Talbot (2007), Toobin (2007)] and in the scientific literature [Kennedy (2003), Saks and Koehler (2005)]. Ironically, this growing controversy over forensic science has occurred precisely at the time that DNA evidence has become the ``gold standard'' in the courts, leading to the overturning of hundreds of convictions many of which were based on clearly less credible forensic evidence, including eyewitness testimony [Berger (2006)].

Abstract:In this paper, the importance of modern technology in forensic investigations is discussed. Recent technological developments are creating new possibilities to perform robust scientific measurements and studies outside the controlled laboratory environment. The benefits of real-time, on-site forensic investigations are manifold and such technology has the potential to strongly increase the speed and efficacy of the criminal justice system. However, such benefits are only realized when quality can be guaranteed at all times and findings can be used as forensic evidence in court. At the Netherlands Forensic Institute, innovation efforts are currently undertaken to develop integrated forensic platform solutions that allow for the forensic investigation of human biological traces, the chemical identification of illicit drugs and the study of large amounts of digital evidence. These platforms enable field investigations, yield robust and validated evidence and allow for forensic intelligence and targeted use of expert capacity at the forensic institutes. This technological revolution in forensic science could ultimately lead to a paradigm shift in which a new role of the forensic expert emerges as developer and custodian of integrated forensic platforms.

Abstract:Forensic science is an essential service in supporting criminal investigations and the justice system. It also has global humanitarian, peace and security dimensions making it a key factor in achieving several United Nations Sustainable Development Goals. Despite forensic science's universal value, many jurisdictions are at a stark disadvantage in the continued development of forensic science with limitations in resourcing and technological capabilities. To address this challenge, we have proposed the concept of frugal forensics, which we have applied to latent fingermark detection. We argue that the sustainable provision of forensic science must become a critical element of future international discourse.

Abstract:Forensic Science provision in England and Wales underpins scientific evidence in many criminal cases. The quality of scientific investigation by scientists and the presentation of science insights has been under scrutiny and it is increasingly established that multiple significant, deep-rooted and persistent issues exist in the Forensic Science ecosystem. A thematic analysis of seven UK parliamentary inquiry reports that addressed Forensic Science and published since 2000, identified key themes and contextual factors. A matrix model that illustrates the connectivity between these themes and factors was produced. The primary issue identified was the challenge of the traditionally narrow focus of inquiries on specific elements of the Forensic Science ecosystem, rather than considering that ecosystem holistically. Through the analysis of these seven inquiry reports, it was possible to develop a matrix which provides a structured framework to critically consider the interconnections, interdependencies and connectivity between the key elements of the Forensic Science ecosystem. The matrix serves to highlight the need for an integrated approach that brings together an understanding of each component of the system and their intersections and connections to address the Forensic Science ecosystem more holistically and address the root causes of key Forensic Science challenges within the criminal justice system. It is hoped that the insights identified in this study offer a starting point for broader discussions and strategic activities across the Forensic Science community to find pathways forward to address persistent deep-seated challenges that have been identified in Forensic Science and find solutions.
Forensic science as “risky business”: identifying key risk factors in the forensic process from crime scene to court

Abstract:Purpose – The purpose of this paper is to identify and discuss key risk factors in the use of forensic science in the criminal justice system by adopting a holistic and systemic approach that examines the collection and use of forensic evidence from crime scene to court. Design/methodology/approach – The research on which the paper is based was a mixed-method five-year study of the effectiveness of forensic science in the criminal justice system in Australia using qualitative and quantitative methods. The paper draws on the in-depth analysis of qualitative data from 11 case studies of investigations of serious crime to identify key risk factors in the use of forensic science from crime scene to court. Findings – Six key risk factors in the forensic process from crime scene to court are identified: low level of forensic awareness among first responders; crime scene examiners (CSEs) as technicians rather than professionals; inefficient and/or ineffective laboratory processes; limited forensic literacy among key actors in the criminal justice system; poor communication between key actors in the criminal justice system; and, financial resources not directed at the front end of the forensic process. Overall the findings demonstrate that forensic science is not well embedded in the criminal justice system. Practical implications – The paper suggests that the risks inherent in the current practice of forensic science in the criminal justice system can be reduced dramatically through: forensic awareness training among first responders; the professionalisation of CSEs; continued improvements in efficiency and effectiveness at the laboratory with a focus on timeliness and quality; greater forensic literacy among actors in the criminal justice system; appropriate avenues of communication between agencies, practitioners and policymakers in the criminal justice system; and increased allocation of resources to the front end of the forensic process. Originality/value – By adopting a holistic, systemic approach to the analysis of forensic science in the criminal justice system, and identifying inherent risks in the system, this paper contributes to the emerging body of research on the social processes that impact on the effectiveness of forensic science.

Abstract:Forensic soil science is now an accepted discipline in many nations worldwide such as the UK, the Netherlands, Germany, Australia, Russia, Italy, Japan and the USA. Other nations are adopting the approach suitable for their own types of soils, crimes and land cover. There are a range of methods which can be used, with new methods being researched, developed and tested all the time. This chapter will not discuss the specific analytical methods used but instead outlines suggested strategies for examination and analysis and the presentation and communication of these results in court. The methods adopted for analysis in case work will often depend on the case in question, the examiner, the soil type and the individual country and legal system involved. Forensic soil science application can in general be divided into two main areas: (1) for intelligence gathering, such as providing information on search and narrowing down areas of interest, or in crime reconstruction and (2) for trace evidence comparison, evidence provision, evaluation of data and presentation in court. As the area of forensic soil science is relatively well established, this chapter concentrates on legal aspects of the use, acceptance and application of new methods, particularly acceptance and admissibility in court.

Abstract:The branch of science informally known as ‘omics’ are various branches in biology whose names end in the suffix omics such as proteomics, metabolomics, genomics, transcriptomics. The studies regarding the role of omics in various branches of medical field have become an upcoming area and its rising trend has been observed in the last decade. Omics has very recently emerged as an uprising field in forensic medicine also which is already known for its great participation with other branches like forensic toxicology, biochemistry, psychiatry, genetics. The use of state- of-the-art omics technologies has been explored in forensic medicine and sciences in establishing post mortem interval, drugs of abuse, intoxication and cause of death. The various forensic studies presently are aiming omics for future prospective. An elementary attempt has been made in this review article to briefly present the role and advantages of omics in forensic medicine. We, hereby, propose to call it forensomic medicine, to draw attention of the forensic professionals to this novel branch of science in order to encourage new studies to be used in medico legal applications.
Optimising engagement between forensics & policing: Avoiding the dialogue of the deaf

Abstract:Forensic science is increasing in the scale and scope of available or emergent capabilities to aid criminal investigations. Concurrently, investigations are increasing in complexity, with disciplines such as forensic ecology having an input into police work. The many specialisms comprising forensic ecology are helping authorities to counteract the trans-national and inter-jurisdictional criminal operations which are driven by global interconnectedness and the Internet. These factors, when combined with a rise in public oversight, and the media's unrealistic expectation that all crimes are solvable, produce a challenging environment for police investigators. This paper explores the author's experience of effective communication between police investigators and forensic practitioners and reflects on an emergent consultancy model of engagement. This option presents a change in the police operating environment, often with improved investigative outcomes.

Abstract:Forensic laboratories face a multitude of challenges when striving to deliver services to the criminal justice system. While many of these issues change over time, one in particular seems to endure the test of time … the need for faster results. Law enforcement wants and needs quicker response times to access critical information required to investigate their cases. One answer to this persistent problem is evolving technology. Technology not only permits a much quicker response than forensic laboratories are currently delivering, it can open the door to solving previously unsolvable cases. Along with applying new technology, an evaluation of current forensic laboratory product lines, service delivery models, and mindset regarding the role of forensic science-based investigative leads (termed forensic leads) is warranted. Resources and strategic planning are needed to realize the full potential of evolving technologies and what forensic laboratories can do to provide actionable and timely forensic leads to our criminal justice partners as a normal course of action instead of as an exception. This proposal is to establish a permanent, designated Forensic Lead Program (FLP) that resides under the umbrella of an accredited forensic laboratory and is tasked with the development and release of forensic leads. The FLP involves a focused menu of services, defined personnel roles, strict protocols, short turnaround time, standardized expectations, and targeted training, combined with the sense of urgency needed for consistent delivery of timely and actionable forensic leads. A dedicated FLP will save time and money by providing critical information for more focused investigations. 'Speed is the need' … for quick identification of those that threaten public safety and for the equally quick elimination of those wrongfully accused. Programs at two large state forensic laboratories will demonstrate how these concepts could be implemented along with their learning experiences. A business case will also be included to demonstrate the cost benefit of the Forensic Lead Program for DNA (CODIS - Combined DNA Index System) and NIBIN (National Integrated Ballistic Information Network), however other section services are expected to see similar benefits. Improving the response time by one day saves $1677.75 per $1 spent [1]. The return on investment (ROI) for applying DNA to firearms evidence returns $47.88 per $1 spent, or an 4,788 % ROI. Applying NIBIN (National Integrated Ballistic Information Network) to firearms evidence to provide investigative leads is $502.19 per $1 spent, which is a 50,219 % ROI. Recasting the forensic laboratory product line and service delivery model to 'Lead with Speed' makes both economic and investigative sense.

Abstract:Where accredited, the vast majority of forensic science laboratories, globally, are accredited to the ISO Standard ISO/IEC17025:2017 (ISO17025). The standard consists of diverse sections including Resource requirements and Process requirements which are afforded much attention. In our view, given significantly less attention are General and Structural requirements which address important issues that are critical, although often neglected, in the quality landscape, such as Impartiality, Confidentiality, Integrity, Culture and Improper influence. We highlight their importance in this article under the heading 'soft' clauses and suggest some preventive measures to be taken, as neglecting these aspects could be disastrous in many respects.

Abstract:The Queensland DNA Inquiry, conducted by Walter Sofronoff KC, unearthed substantial deficiencies in forensic DNA practices, highlighting the need for rigorous scientific standards and improved management within forensic laboratories. The inquiry's final report made 123 recommendations to overhaul these practices, prompting the Queensland Government to pledge over $95 million towards restructuring forensic services. This paper reflects on a workshop convened by the Victorian Chapter of the Australian Academy of Forensic Sciences, which explored the implications of these recommendations for other jurisdictions. The workshop facilitated a rich dialogue among legal, scientific, and government sectors, emphasizing the necessity of a holistic approach to forensic science within the justice system. It underscored the importance of impartiality in forensic services, the need for fit-for-purpose operational frameworks, and robust quality management to uphold the integrity of forensic evidence. By examining these themes, the paper contributes to ongoing discussions about enhancing forensic science's role in ensuring justice and underscores the potential for significant reforms catalysed by the inquiry's findings.

Abstract:Forensic Scientometrics (FoSci) is emerging as a vital discipline at the intersection of scientific integrity and security. Scholarship and scholarly communication are critical for maintaining scientific integrity, influencing public trust in science, health, technology, policy, and law. Yet, these foundations are threatened by the misuse of scientific research for personal, commercial, ideological, and geopolitical gains, including questionable practices and misconduct. The rise of paper mills and predatory publishers, along with ideological and geopolitical motivations, undermines academic integrity. This field pioneers the integration of traditional scientometric methods with ethics to address pressing challenges in research integrity and security, crucial in an era of heightened scrutiny over science's reliability. FoSci's development signifies a collective commitment to maintaining scientific trust, marked by a call for official recognition and support from stakeholders across the scientific ecosystem.

Abstract:The 21st century will bring us, as the 20th century brought us the specialization of forensic medicine, an increasing integration of subspecialties. The importance of DNA testing in the forensic field as a method of identification lies in its potential applicability to solve many cases that would be difficult to clarify by conventional investigative procedures and in the very high reliability of its results, only comparable with dactyloscopic expertise. The application of this profile allows the use of any fluid from the same person since it presents the same genetic code regardless of where the print comes from such as blood, saliva, semen, hair, sweat. The present research consists of a descriptive investigation that started with a transversal observational study of the application of DNA expertise for identification purposes. A bibliographic review of specialized sources on the subject was carried out, and an assessment was made of the importance of the application of DNA expertise as evidence in criminal proceedings and its impact on due process. It was analyzed the vulnerabilities that threaten the quality of the expertise and how the evaluation of the evidence can be thundered doubtful or inconclusive if the established protocols are not fulfilled, in addition the importance and perspectives of the genetic bank for forensic purposes were widely discussed, as well as the care to be taken by the risks that this has if the security measures provided for this purpose are not met.

Abstract:Skills and knowledge gaps frequently exist between forensic educational programs and practical forensic laboratory needs. An educational outreach project involving three post-secondary academic institutions and a large multidisciplinary forensic laboratory was created to provide lectures to students, enable mentorship with forensic scientists, and provide an interactive experience within the forensic laboratory. Mentorship mixer exercises encouraged meaningful interactions between students and scientists, creating opportunities for practical discussion on employment requirements, optimal class selections based on students' interests and forensic science requirements, and better understanding of the daily tasks and duties of operational forensic scientists. Feedback from students, professors, and forensic mentors have resulted in program improvements which will inform the educational outreach initiative going forward, including broader community outreach.

Abstract:Background/aim: Forensic medicine and sciences is a multidisciplinary branch of science, which frequently benefit from novel technologies. State of the art omics technologies have begun to be performed in forensic medicine and sciences, particularly in postmortem interval, intoxication, drugs of abuse, diagnosis of diseases and cause of death. This review aims to discuss the role and use of great omics (metabolomics, proteomics, genomics and transcriptomics) in forensic sciences, in detail.Materials and methods: A detailed review of related literature was performed, and studies were subdivided as per the type of omics.Results and conclusion: Omics seems as a revolutionary step in forensic science and sure carries it towards a new age. The number of forensic studies utilizing omics steadily increases in last years. Omics strategies should be used together in order to gather more accurate and certain data. Additional studies need to be performed to incorporate omics into routine forensic methodology.

Abstract:The popularity of forensic science television programs has created a hiring challenge for forensic science laboratories. Laboratories receive unprecedented numbers of applicants, yet struggle to identify highly-qualified candidates. Forensic examiners must possess a unique set of knowledge, skills, and abilities (KSAs) plus other characteristics. They must be critical thinkers, detail-oriented, decisive, and self-regulated; be able to communicate clearly and effectively within the laboratory, with customers (typically investigators or attorneys), and in the courtroom; and demonstrate the required core competencies. Currently, no validated instruments, standardized job descriptions, or lists of KSAs exist to aid in forensic science personnel recruitment and assessment, often resulting in high turnover leading to costly new recruitment and training cycles. This article describes how industrial/organizational psychology develops methods and tools to improve workforce selection; describes some tools currently in use in forensic science; and advocates for research and development of better tools for use in forensic science.
