Abstract:The British people voted to leave the European Union (EU) in a 2016 referendum. The United Kingdom (UK) has been a member of the EU since the Maastricht Treaty was signed in 1993 and before that a member of the European Communities (EC) since 1973. EU animal health and welfare regulations and directives have had a major impact on UK animal protection policy. Similarly, the UK has had a substantial impact on EU animal protection. Brexit represents a substantial political upheaval for animal protection policy, with the potential to impact animal welfare in the UK, EU and internationally. Brexit’s impact on farmed animals will determine the overall impact of Brexit on animals. A major threat to animal welfare is from importing lower welfare products. A major opportunity is reform of UK agricultural policy to reward high welfare outside the Common Agricultural Policy (CAP). A soft Brexit, in which the UK remains in the single market and/or customs union, mitigates the threat of importing lower welfare products. A harder Brexit means threats to animal welfare are more likely to materialise. Whether threats and opportunities do materialise will depend on political considerations including decisions of key political actors. The Conservative Government delivering Brexit has a problematic relationship with animal protection. Furthermore, Brexit represents a shift to the political right, which is not associated with progressive animal protection. There is significant political support in the Conservative Party for a hard Brexit. Further research is required to investigate whether the various threats and opportunities are likely to materialise.

Abstract:Use of repetition as a debating device has characterised the 2024 general election campaign in the UK. The same questions are asked, and the same answers are given. At some point in most recent debates, a Conservative candidate will be asked why the British economy has performed so badly and they will inevitably blame the covid-19 pandemic and the Russian invasion of Ukraine. Similarly, a question about NHS performance, perhaps asking why waiting lists are increasing, will also be attributed to the pandemic. Abstract:The widely held view that the health secretary for England, Andrew Lansley, was the sole begetter of his own political misfortunes over the Health and Social Care Act is mistaken, concludes a new account of the controversial legislation.1 Nick Timmins, former public policy editor of the Financial Times , finds the fingerprints of the Liberal Democrats all over the bill and identifies the confusion that arose in the weeks after the coalition was formed as the key to understanding why an evolutionary change became revolutionary turmoil. Abstract:The British people voted in a 2016 referendum to leave the European Union (EU). Brexit presents both threats and opportunities to animal protection in the United Kingdom (UK), EU and internationally. This paper discusses threats to animal protection in terms of five criteria. These are first, political context; second, regulatory changes; third, economic and trade factors; fourth, institutional and capacity-related factors; and fifth, EU and international considerations. The EU has the most progressive animal welfare laws in the world. The Conservative Government delivering Brexit has a mixed record on animal protection. Major time and resource constraints inherent in Brexit risk negatively impacting animal protection. Brexit is projected to have a negative economic impact, which is generally associated with lower animal welfare standards. The development of Brexit policy suggests there to be a substantial risk that the major threat of importing lower welfare products to the UK will materialise. Brexit will reduce the political influence of the progressive animal protection lobby in the EU. Post-Brexit, the politically and economically weakened EU and UK risks a detrimental impact on animal protection on an international scale. Brexit poses substantial threats to animal protection, with a high risk that many threats will materialise. Further research is needed to assess the opportunities presented by Brexit to judge whether Brexit will be overall positive or negative for animal protection.

Abstract:Historically, the UK has sought to position itself as a "leader in global health."1 Indeed, the last Labour government launched one of the first global health strategies, Health is Global, arguing that investing in global health was good for the UK's interests; increased annual funding to £2.3bn; and contributed to reshaping the global health architecture.23 The strategy enjoyed substantial cross-party consensus, and expenditure was maintained under Conservative governments up until the covid-19 pandemic. Abstract:A major aim of the Labour Government elected in May 1997 was to change British social policy away from passive income maintenance towards promoting employment, investment and opportunity. Many of its policy initiatives bear the clear imprint of a social development model. Investment in education and health are seen as paramount, community rebuilding through partnership‐based economic renewal and the promotion of social capital through neighbourhood renewal are all explicit priorities in the government's spending plans. Note: this approach to policy will continue in Britain now that Labour has been returned for a second term in the June 2001 general election.

Abstract:Objective: We reflect upon the processes of mental health administration in Australia with reference to George Orwell's novel, 1984. Conclusions: Mental healthcare in Australia is distorted by politicisation, spin and a refusal to acknowledge the reality of the current situation. These challenges for mental healthcare demonstrate some similarities with the Ministries of Truth and Plenty, which conversely performed as their opposites in Orwell's novel. Psychiatrists and their professional bodies should play a greater role in advocacy for clinician-led, evidence-based services in partnership with our communities.

Abstract:Robin Cook argued that New Labour’s foreign policy would have ‘ethical dimensions’,(Cook, “Robin Cook’s Speech on the Government’s Ethical Foreign Policy.”) and an assumption is often made, within existing literature, that this is an accurate statement when considering the overseas development agenda of New Labour government’s between 1997 and 2010. Tingley argues that the more left-wing a party, the more likely they are to increase attention on, and funding of, overseas development aid (ODA) projects.(Tingley, “Donors and Domestic Politics.”) This article uses the New Labour governments, from 1997 to 2010, as a case study to test the argument of Tingley and determines that his conclusions are accurate in the case of the UK. This article will then argue, using the work of Breuning that the motivations of the New Labour governments, and the way they conveyed their policy to the electorate changed overtime rather than remaining morally focused for the duration of their time in power.(Breuning, “Words and Deeds.”) By focusing on the rhetoric of the Labour Party, the changes in motivation can be identified in the period 1997–2010, with a distinct move from moral justifications to more self-interested pragmatic reasoning, which confirms Breuning’s argument.

Abstract:New Zealand's primary strategy for tackling greenhouse gas emissions is the emissions trading scheme, which puts a price on emissions from all major industries – except animal agriculture. In the decade since the scheme was introduced, conversations about including emissions from animal agriculture have been shrouded in controversy, with a levy on such emissions dubbed a 'fart tax'. Across two independent samples of New Zealanders, we examined whether support for a charge on farm emissions differed depending on how the charge was framed. We showed that participants were more supportive of including farm emissions in the existing scheme than supporting a 'fart tax', and also that the description of the policy that most closely aligned with the Labour Party's original proposal for the charge (a levy on the agricultural sector to fund research into low carbon farming practices) garnered the most support. Across both samples, support also varied by political affiliation, with support highest among Green voters, followed by Labour voters, and National voters generally opposing the charge, regardless of framing. Frames did not interact with political affiliation in the expected way, suggesting that 'fart tax' referencing reaches across the political divide in undermining support for this policy.
