Abstract:The dynamic growth of global sourcing of innovation is indicative of the evolving ecology of global innovation that is expected to usher significant changes in firms, industries as well as careers of S &E talent, which are yet little understood. On the one hand, advanced MNCs, which are already in the process of sourcing innovation globally, are realizing that some of the innovation hubs in emerging markets generate entirely new technological solutions and business processes. However, at the same time, they find themselves facing a “global war for talent” initially due to a growing shortage of S &E talent in the developed countries. On the other hand, local entrepreneurship, such as service providers, are growing rapidly and significantly in emerging economies and especially in China and India. It is further reinforced by the dynamic reciprocal feedback and interaction between global demand and developmental policy aspirations of emerging economies, which are eager to seize a share of the high-end global innovation market. China and India are particularly prominent cases, partly due to a growing rivalry between them, but also because of a new breed of local players which are rapidly growing in the two countries. This symposium is intended to advance discourse on a number of dimensions which are shaping the dynamic process illustrated above, including the role of MNCs with the challenges they face in transforming their organizations into globally distributed innovation networks, the institutional contexts in China and India that are affecting their domestic science and engineering based entrepreneurship, as well as the increasing role of Diaspora talent networks in global innovation and circulation of talent as a way of moderating the anticipated worldwide shortage of S &E talent. This symposium also addresses the All-Academy Theme “informal economy”, at two levels: 1) at the level of business process, emerging ecology of global innovation has created new forms in doing business activities, such as web-based collaborative platforms, which cannot be easily regulated within the traditional legal boundaries of national states; 2) at the individual level, the Diaspora talent network evokes a new way to examine organization of work, given the active role it has played ranging from stimulating entrepreneurship to facilitate global circulation of talent
