Abstract:In this article we investigate the political and industrial determinants of firm investment in Research and Development. We use data from the European Innovation Scoreboard of the European Commission for 36 countries in the period 2000-2019. We found that firm investments in Research and Development are positively associated with “Linkages”, “Innovation Index”, “International Co-publications”, “Medium and high-tech product exports”, “Non-R&D innovation expenditure”, “Turnover share large enterprises”, “Human Resources”, “Intellectual Assets”. Abstract:In this article we investigate the determinants of the innovation-friendly environment in Europe inthe period 2000-2019. Abstract:This study provides new evidence on factors driving firms ́ eco innovation in the European Union, based on the data of the Community Innovation Survey for the years 2008 and 2014 for eleven European countries. First, our findings reveal that the propensity to eco-innovate changes over time. Second, the propensity to eco-innovate is unequally distributed across sectors, given that it is concentrated in a few sectors. Third, we find that sectoral behavior is strongly influenced by the taxonomy of green sectors introduced by the European Union, since the propensity to innovate is higher in the carbon leakage taxonomy than in the mitigation and adaptation taxonomy. These results provide further insights into the sectoral factors driving eco-innovation diffusion. Moreover, these findings are relevant to increase environmental stringency, as they contribute to the diffusion of eco-innovation across sectors, especially in those that do not innovate.

Abstract:The EU’s stagnation on many innovation indicators led to a number of efforts to spur a turnaround. One of most visible projects has been the Horizon 2020 strategy, which devotes unprecedented levels of funding to the promotion of R&D and innovation. But does this strategy address the right issues to promote innovation? Is Horizon 2020 right to ignore geographical considerations when allocating funding? What policy instruments does Horizon 2020 recommend, and has it led to novel strategies being employed, beyond the increase in R&D funding? What steps are individual countries taking? Most importantly, what impact is Horizon 2020 actually having on innovation in the EU?

Abstract:Abstract The traditional economics of innovation, inspired by Schumpeter and more recent advances on his work, seem unable to explain why firms with similar external conditions may show greatly different performance in innovation. Contrastingly, the literature on corporate governance provides some useful insights for understanding corporate innovation activity, to the extent that such literature examines the economic effects of different modes of coordination between firm members. The process through which individuals integrate their human and physical resources within the firm is central to the dynamics of corporate innovation. This paper provides the first survey of the literature on this issue. We start by discussing how various theoretical approaches to the analysis of the firm deal with technological innovation. We then describe three main channels – corporate ownership, corporate finance and labour – through which a system of corporate governance shapes a firm's innovation activity. Finally, we examine the relationship between country‐level institutional settings, national patterns of corporate governance and the aggregate innovation activity of corporations. We conclude by suggesting that future research should focus more deeply on the interrelation between the various dimensions of corporate governance and on their joint effect on firm innovation.

Abstract:The European Union (EU) has increasingly promoted “Responsible Innovation” (RI) policies in order to better harmonize technological progress with societal interest. RI has also triggered the attention of China, where it is included in the 13th Five-Year National Science and Technology Innovation Program (2016). However, each actor approaches RI in a different way. These differences could arguably be explained by three contextual factors: core values, goals of innovation and institutionalization logic. Taking into account the complex and global character of innovation-related challenges such as climate change, socio-cultural heterogeneity needs to be given serious consideration in order to achieve more effective RI dynamics in terms of anticipation, constituting common visions and goals and developing more coordinated international governance.

Abstract:This paper investigates the effects of digitalization and organizational practices on innovation in Europe, between 2010 and 2016. We analyze the cross-country and industry differences in firms’ investments and capabilities to adopt and use new technologies and their effects on innovation outputs. Along with traditional drivers of innovation, such as research and development (R&D) expenditure, two composite indicators are constructed. One encompasses direct measures of the adoption and use in enterprises of a set of digital technologies. The other measures the learning capacity of organizations, which captures the use of management tools and organizational practices concerned with the improvement of individual and organizational learning. Product, process, organizational, and marketing innovations are identified as well as their combinations within companies. Empirical evidence is provided by a unique dataset based on the integration at the sector within the country level of European Union (EU)-wide employers’ and employees’ surveys: the Community Innovation Survey (CIS), the Community Information and Communication Technologies (ICT) usage and e-commerce in enterprises survey (Eurostat), and the European Working Conditions Survey (Eurofound). The descriptive evidence shows that Digital technology adoption and use is rapidly growing across Europe, while the Learning capacity of organizations remains stagnant. By contrast, our results from the econometric analysis show that these investments can favor all forms of innovations and that, further, they may show some complementarity. Overall, a mix of product/process innovations and organizational/marketing innovations rests on joint investments in R&D, digital technology adoption and use, and learning capacity of the organization.

Abstract:A considerable amount of work has focused on "regulatory innovation" in the social sciences. This scholarship has conceptually defined certain types of regulatory changes as innovations and explored how regulation, as a policy instrument, alters the pace of technological innovation. More recently, a renewed interest for policy mixes and more dynamism in industrial innovation policies around the world has increased the demand for advanced knowledge in this area. In this article, we systematically review the literature on the innovation‐regulation interplay, documenting its evolution, the prevailing thematic areas, and overlooked topics. While the orthodox regulatory stance, modeled on economic efficiency principles, is by far the main thrust, heterodox accounts, premised on systemic and evolutionary thinking, appear as important variations. The latter have recently burgeoned with new theoretical developments promoting the idea of regulation that not only allows for, but intentionally directs innovation.

Abstract:Based on the examples of the GDPR and EU abuse of dominance cases, the Brussels effect of the DMA is likely to be somewhere in between these two past tools of regulatory intervention in digital markets. This is due to the different geographic scope of the different rules, but will also vary according to the different obligations and prohibitions contained in the Articles 5-7 of the DMA. However, the increasing fragmentation of the internet can be expected to act as a complicating factor for this Brussels effect. All of these elements together imply that the DMA is unlikely to specifically help innovation ‘made in Europe’.
Innovativeness and Competitiveness of the New European Union States in Variable Economic Situation between 2006 and 2013

Abstract:The paper discusses the variability of indices of innovation and competitiveness of the European Union states that acceded to the EU on May 1, 2004 and January 1, 2007. Its purpose is to examine the changes in the level of innovativeness and competitiveness of the ‘new’ members and to compare them with the EU between 2006 and 2013. During the research, several methods were applied: a study of literature, an analysis of indices to measure innovation and competitiveness, a comparative analysis. The socio-economic situation of these states and the level of development at the time of acceding to the European Union were different. They felt the effects of the recent global crisis in different ways. Taking into account these factors, the authoress decided to analyse these indices between 2006 and 2013. The adopted scope of analysis will enable us to examine the influence of the variable economic situation on the level of innovativeness and competitiveness of the states surveyed.

Abstract:Value creation is increasingly based on knowledge and intangible assets. This trend has gained momentum with the development of the service sector, the rise in competition as a result of globalisation and deregulation, and the impact of the digital revolution.Innovation has proven to be a key factor in economic growth. In the aftermath of the global crisis; public authorities, states, European organisations (the EU and the Council of Europe) and transnational and international bodies (UN, OECD, WTO, IMF) have a major role to play in regulating the multi-dimensional potential of global growth and defending against the problems inherent in these new, unavoidable processes.The EU sees the Digital Single Market (DSM) and the capital markets union as two priority aspects in the completion of the European Single Market (ESM), This article aims to highlight the main political, technological, institutional and regulatory characteristics and contradictions of the DSM from a global perspective, tracing its development over time and particularly analysing the taxation of the digital economy. The article also examines the EU’s changing role in a complex system of players worldwide, its contribution in setting global standards on fiscal and technological development, its involvement in the governance of new networks. This research is based on a wide range of multilingual and multimedia sources, relevant statistics on the digital economy, and clarifications of notions and terminology as needed.

Abstract:Since the 1980s, a great deal of research has been carried out regarding endogenous economic growth. The focus has been specially put on the triangle of relationships among growth, territories, and innovation, and concepts as means of technological innovation have been extensively studied. In this context, this chapter does not pursue to enhance theoretical knowledge on this topic, but, on the contrary, it intends to remark conclusions previously reached by contrasting them with the implementation of a specific innovation policy program. To achieve this objective, an analysis is made of the European Union programme to foster R&D called Horizon 2020 (H2020). Also, it shows the case of an H2020 Project from the 2015 call, applying an impact assessment analysis.
Governance Innovations for forest ecosystem service provision - Insights from an EU-wide survey

Abstract:This paper analyses the occurrence of governance innovations for forest ecosystem service (FES) provision in the forestry sector in Europe and the factors that influence innovation development. Based on a European-wide online survey, public and private forest owners and managers representing different property sizes indicate what type of governance innovation activities they engage in, and why. To investigate forestry innovations as systems, the analysis focuses on biophysical, social and technical factors influencing innovation development. The results of our exploratory quantitative analysis show that most innovation activities identified are largely oriented towards biomass production. Accordingly, most forest owners implement efficiency-driven optimisation strategies for forest management and technological improvement for provisioning service supply, to generate income. In contrast, the provision of regulating and cultural services is not yet a prominent part of forestry innovation activities.Reasons are rooted in a market-oriented economic rationale focusing on timber production, a lack of financial resources to compensate for other FES provisions or institutions to provide backup and security to forest owners and managers for engaging in innovation development. Given that the provision of a wide range of FES is a politically well-established objective for forest management in Europe, a strategy is needed that helps to align actors and sectors for supporting and co-financing related forest management approaches and business models. The current revision of the forest related policy framework on EU level under the EU Green deal poses a window of opportunity for better fostering novel governance approaches for more sustainable FES provision.

Leading the Charge on Digital Regulation: The More, the Better, or Policy Bubble?

Abstract:For about a decade, the concept of 'digital sovereignty' has been prominent in the European policy discourse. In the quest for digital sovereignty, the European Union has adopted a constitutional approach to protect fundamental rights and democratic values, and to ensure fair and competitive digital markets. Thus, 'digital constitutionalism' emerged as a twin discourse. A corollary of these discourses is a third phenomenon resulting from a regulatory externalisation of European law beyond the bloc's borders, the so-called 'Brussels Effect'. The dynamics arising from Europe's digital policy and regulatory activism imply increasing legal complexities. This paper argues that this phenomenon in policy-making is a case of a positive 'policy bubble' characterised by an oversupply of policies and legislative acts. The phenomenon can be explained by the amplification of values in the framing of digital policy issues. To unpack the policy frames and values at stake, this paper provides an overview of the digital policy landscape, followed by a critical assessment to showcase the practical implications of positive policy bubbles.

Abstract:We investigate the predictive factors of firm innovation capacity (FIC), proxied by intangible assets, as a means towards sustainable competitive advantage in a world of global change and innovation. The primary aim of this paper is to identify the key factors shaping a firm's innovation capacity management style. We use panel data for 1,942 firms (20,171 observations) in Germany, France, Italy, the United Kingdom, United States, and Spain, over the period 1999 to 2014. Our results show that capabilities driven by corporate governance mechanisms currently constitute the pivotal support for firms' innovation capacity (FIC). Our main findings are that corporate governance drivers such as executive incentives (E‐P) and the presence of independent nonexecutive directors (INEDs) have a bearing on FIC. Meanwhile, managerial performance (MP) and institutional shareholder activism (AI) emerge as basic motivational instruments and mechanisms of alignment between firm ownership and control. The influence of incentives and INEDs is found to be negative and that of institutional shareholder activism and MP to be positive. With respect to the business context, we find evidence of higher efficiency in firm disciplinary mechanisms in the Anglo‐American than in the Continental corporate governance model.

Abstract:This study investigates the influence of formal and informal institutions on firm innovation in transitional economies of Central and Eastern Europe (CEEs) by explicitly differentiating between corruption and bribery as distinct informal institutions. We integrate institutional theory and legitimacy theory to explain that the failure of formal institutions creates an environment of corruption which encourages firms to use bribes to facilitate economic exchange. We test our hypotheses on the innovation performance of a sample (n = 1603) of firms in 11 CEEs. The results show that weak rule of law and ineffective business regulations in CEEs propagate the perception of corruption that inhibits firm innovation. However, the use of bribery enables firms to transform this environment of corruption into innovation outcomes. The policy and managerial implications of our research for differentiating between corruption and bribery and our findings that bribery acts as the glue that binds formal and informal institutions are fully discussed.

Understanding territorial innovations in European regions: Insights from radical and incremental innovative firms

Abstract:<p>Innovation is widely considered to be a key driver of regional economic growth and resilience. Economic openness, R&D, public support, absorptive intensity, human capital, and innovation cooperation are known to produce spill over effects on regional innovations and growth. Several studies within individual European countries have shown different results from these activities. The same is true for firms' approaches to innovations (open versus closed or radical versus incremental innovation). Using the Community Innovation Survey datasets, we analysed 1,820 firms from 10 European countries to assess the factors that significantly influence innovative outputs from the perspective of radical and incremental SMEs and Large firms. The results emphasize the significance of human capital intensity, suggesting that both incremental and radical innovative firms in these regions are effective in absorbing new knowledge that improves new product development. On the other hand, surprisingly, our results contradict previous assumptions about the importance of innovation cooperation and demonstrate the lack of significance in most of the collaboration activities, signifying some extent of unviability in R&D cooperation in both radical and incremental innovating SMEs and Large firms. This study has theoretical and practical implications for regional innovation policies in these regions.</p>
Beyond EU-US Trade Dynamics: TTIP Effects Related to Foreign Direct Investment and Innovation

Abstract:The international economic debate on the Transatlantic Trade and Investment Partnership (TTIP) has focused mainly on trade induced real income gains while the FDI related and innovation induced benefits have been largely neglected, although the EU and the US are leading FDI host countries and FDI source countries. Moreover, from a theoretical perspective a knowledge production function has to be considered in order to analyze FDI and innovation dynamics – and this can then be linked to output and economic growth, respectively. It is argued that such a Schumpeterian approach for an open economy is needed to understand deep integration dynamics while the standard CGE model used by Francois et al (2013) leads to an underestimation of deep integration projects such as TTIP. The panel data estimation of knowledge production functions for 20 EU countries between 2002-2012 shows clear empirical evidence that a rise of the number of researchers and of the FDI stock-GDP ratio (or related variables) will raise patent applications. Additionally, a higher per capita income – that could reflect trade related real income gains in the context of TTIP – also contributes to new knowledge and a fortiori to higher GDP. Time series data analysis for Germany indicates additionally that FDI induced higher innovation dynamics will raise output – combining trade benefits and FDI/innovation related real income gains plus transatlantic macroeconomic interdependency effects a real income gain of nearly 2% should be expected for Germany (and the EU): considerably higher than what the official TTIP report for the European Commission has suggested. The results also suggest positive employment effects.

Abstract:Social innovation approach has been increasingly used by governments in delivery of public services, since the development of more and more complex societal challenges requires the establishment of new multi-actor implementation structures and arrangements. More recently, a call for a more robust analytical framework emerged in order to enable evaluation of the growing number and types of socially innovative practices implemented in different European contexts. This article takes up this challenge by assuming the governance perspective on social innovation, i.e. the establishment of new implementation arrangements in relations between the public and non-profit sectors. Drawing on the public governance literature, the article describes a three-step methodology with which to design and implement socially innovative oriented governance, and it illustrates an empirical application to the issue of refugee integration. The article argues that the proposed methodology is suitable both for assessing if and to what extent civil society organizations are actually involved in horizontal and cooperative relations with public actors when new implementation tasks are required, and for guiding scholars and practitioners in investigating what should be improved to achieve socially innovative governance within a public policy process.
