Abstract:ITER is a nuclear facility. It is essential to maintain operational safety or to bring this facility to a safe state in case of accidents or incidents. During plasma operation ITER plasma will generate significant heat loads on the plasma facing components. For a few reference accidents there is the need to stop plasma reliably within a certain time. Fusion power shutdown system is the safety system to implement this termination function for ITER. It is based on the concept of massive gas injection.This paper summarizes the safety requirements, logics and the physics requirements on this system for reliable termination of ITER plasma. With regard to the quantity of gas, transient behavior simulation is shown, subsequently providing guideline for laboratory bench-testing. Abstract:There has been some good news, and some bad news in the controlled fusion community recently. The good news is that the Lawrence Livermore National Laboratory (LLNL) has recently produced a burning plasma. It succeeded on several of its shots where ~1.5-2 megajoules from its laser (National Ignition Facility, or NIF) has generated ~ 1.3-3 megajoules of fusion products. The highest ratio of fusion energy to laser energy it achieved, defined as its Q, was 1.5 at the time of this writing. While LLNL is sponsored by nuclear stockpile stewardship, this author sees a likely path from their result to fusion for energy for the world, a path using a very different laser and a very different target configuration. The bad news is that the International Tokamak Experimental Reactor (ITER) has continued to stumble on more and more delays and cost overruns, as its capital cost has mushroomed from ~$5 billion to ~ $25B. This paper argues that the American fusion effort, for energy for the civilian economy, should switch its emphasis not only from magnetic fusion to inertial fusion but should also take much more seriously fusion breeding. Over the next few decades, the world might well be setting up more and more thermal nuclear reactors, and these might need fuel which only fusion breeders can supply. In other words, fusion should begin to color outside the lines.

Abstract:Fusion energy is a promising source of clean energy, which could solve energy shortages and environmental pollution. Research into controlled fusion energy has been ongoing for over half a century. China has created a clear roadmap for magnetic confinement fusion development, where superconducting tokamaks will be used in commercial fusion reactors. The Experimental Advanced Superconducting Tokamak (EAST) is the world's first fully superconducting tokamak with upper and lower divertors, which aims at long-pulse, steady-state, H-mode operation, and 101-s H-mode discharge had been achieved. In 2007, China joined the International Thermonuclear Experimental Reactor (ITER) and became one of its seven members. Thirteen procurement packages are undertaken by China, covering superconducting magnets, power supplies, plasma-facing components (PFCs), diagnostics, etc. To bridge the gap between the ITER and fusion demonstration power plants (DEMOs), China is planning to build the Chinese Fusion Engineering Testing Reactor (CFETR) to demonstrate related technologies and physics models. The engineering design of the CFETR was completed in 2020, and Comprehensive Research Facilities for Fusion Technology (CRAFT) are being constructed to explore the key technologies used in the CFETR.

Abstract:Fusion energy is often regarded as a long-term solution to the world's energy needs. However, even after solving the critical research challenges, engineering and materials science will still impose significant constraints on the characteristics of a fusion power plant. Meanwhile, the global energy grid must transition to low-carbon sources by 2050 to prevent the worst effects of climate change. We review three factors affecting fusion's future trajectory: (1) the significant drop in the price of renewable energy, (2) the intermittency of renewable sources and implications for future energy grids, and (3) the recent proposition of intermediate-level nuclear waste as a product of fusion. Within the scenario assumed by our premises, we find that while there remains a clear motivation to develop fusion power plants, this motivation is likely weakened by the time they become available. We also conclude that most current fusion reactor designs do not take these factors into account and, to increase market penetration, fusion research should consider relaxed nuclear waste design criteria, raw material availability constraints and load-following designs with pulsed operation.

Abstract:The final phase of the feasibility demonstration of fusion, namely the construction and operation of ITER, will require a large and prolonged effort and strong determination by all parties involved. The time is therefore appropriate to revisit the motivations in support of fusion development. The supply of energy would become an issue today if due consideration were given not only to the limits `internal' to the energy systems but also to those `external', to it. The first ones are not so stringent because reserves in particular of fossil fuels are ample, but the second ones are very stringent because of the limited capability of self-regeneration of the environment. Energy consumption is anticipated to triple in the next 50 years and if the share among the sources remains as of now the risk of a major climate change due to the release of CO2 from burning of fossil fuels, with catastrophic consequences on the environment, is high. The development of sources with better compatibility with the environment and acceptable to society, such as fusion, as well as of more efficient energy technologies, should be pursued with a great determination. The potential of fusion as an energy source could be demonstrated in all of its main aspects by carrying out the ITER programme.

Abstract:International Thermonuclear Experimental Reactor (ITER) is one of the largest and the most influential international scientific and technological cooperation projects in the world. China is participating in ITER project as an equal partner. The successful implementation of ITER project would probably ensure that human kind rapidly and widely utilizes the fusion energy without pollution emission, thus permanently solving the energy problem. In this paper, the progress of ITER Implementation in China is introduced. Its rapid progress indicates that China has already taken the lead position towards the manufacture of ITER components, and pushes the scientific and technological development forward in fusion energy research field. On the other hand, the rich experience resulted from ITER project will be of benefit in our next DEMO: China Fusion Engineering Experimental Reactor (CFETR).

Abstract:Among the possible future options for steady (baseload) electricity generation is nuclear fusion. Fusion has a number of attractive properties, particularly in terms of resource availability, generation of waste and emissions, and low external costs, but has consistently proven to be technically challenging. Even the most well-developed current research programs do not lead to commercial fusion energy being widely available before the end of the century, meaning it is a long-term low-carbon solution not a near-term fix for current climate change issues. Abstract:We identify potential early markets for fusion energy and their projected cost targets, based on analysis and synthesis of many relevant, recent studies and reports. Because private fusion companies aspire to start commercial deployment before 2040, we examine cost requirements for fusion-generated electricity, process heat, and hydrogen production based on today's market prices but with various adjustments relating to possible scenarios in 2035, such as "business-as-usual," high renewables penetration, and carbon pricing up to 100 \$/tCO$_2$. Key findings are that fusion developers should consider focusing initially on high-priced global electricity markets and including integrated thermal storage in order to maximize revenue and compete in markets with high renewables penetration. Process heat and hydrogen production will be tough early markets for fusion, but may open up to fusion as markets evolve and if fusion's levelized cost of electricity falls below 50 \$/MWh$_\mathrm{e}$. Finally, we discuss potential ways for a fusion plant to increase revenue via cogeneration (e.g., desalination, direct air capture, or district heating) and to lower capital costs (e.g., by minimizing construction times and interest or by retrofitting coal plants).

Abstract:This article objectively discusses the potential of development of nuclear fusion as a profitable energy source for the society of the future. After a brief exposition treating the physical foundations on which nuclear fusion is based – that are known for a century -, attention is drawn to the formidable difficulties that have been encountered when trying its practical implementation in a controlled device, and to the different proposals for reactors which have been conceived with the aim of overcoming them and demonstrate its scientific-technical feasibility. Information is provided regarding the most relevant (public and private) projects that are currently being developed in this field, which exhibits a situation characterized by the strong irruption of private initiative in recent years, and by diversification in terms of concepts and reactor designs, without it being clear at the moment which solution will prevail in the commercial stage, or whether the path to that goal will be completed by several models that will coexist. It is estimated that, in the most optimistic case and thanks to the impetus given by private initiative, the first commercial fusion energy plants could be available in the 2040s, making it plausible that public-private collaboration mechanisms will proliferate. The enormous advantages that this resource would bring to society are pointed, taking account of its virtues as a clean, safe, almost unlimited and cheap energy. This article will be continued by another devoted to exploring the economic viability of fusion technology, assuming the high level of uncertainty associated with both the vagueness of the details in the design and operation of the plants, as well as the lack of knowledge in the energy environment, economic and social in the coming years. Abstract:Maintainability improvement on tokamak fusion reactor may prove to be a critical path in order to launch the fusion energy into commercial use. The more the development of tokamak device progresses from an experimental reactor to a commercial reactor, the more important the maintenance issue becomes. The maintenance difficulty of tokamak system is due to its configuration complexity, enormous electromagnetic loads and material radioactivation. In order to mitigate the difficulty, a very low activation material of SiC/SiC composite and a torus configuration with high aspect ratio of eight are introduced. The torus system is radially divided into equal sectors and each sector forms an assembly unit. All the piping and feeder systems are extracted to the spacious torus central region. The new concept is called 'DREAM' tokamak reactor, which stands for DRastically EAsy Maintenance. The maximum toroidal field strength of 20 T and the plasma major and minor radii of 16 m and 2 m lead to high fusion power of 5.5 GW under the moderate physics constraints such as a 'non-reversed shear profile' with the MHD safety factor of 3, Troyon factor of 3 for the beta limit and the energy confinement time enhancement factor of 2. Abstract:This article presents some general considerations related to the economic and financial evaluation of commercial nuclear fusion plants for energy generation. Following the issues described in a previous article, focused on the current technical state of the art, here we present some approximate approaches to assess the economic feasibility of fusion power plants. Given the immaturity of this technology, difficulties and uncertainties will characterize any attempt with this purpose. Currently, public and private research in this field is limited to a experimentation stage, via various types of reactors under laboratory conditions that in the medium term, if the scheduled technical milestones are reached, would be incorporated into the pilot plants layout, prior to the commercial phase. Therefore, the results will be affected by a lack of definition of parameters both of technical and economic and financial nature, inherent to the unknown design and operating rules of the future plants, and the energetic, economic and social uncertainties of the environment in which they will operate. This approach is illustrated with a numerical implementation applied to the cost analysis of two categories of plants, belonging to each of the two groups of plants that can be established, taking into account the technology on which they are based -magnetic and inertial confinement-, without going into the details of the modifications to be adopted when evaluating specific versions in these groups. Finally, a series of issues to be resolved to prevent them from hindering the development of commercial plants are stated, which go beyond the well-known technological difficulties set out in the previous article. Specifically, efforts will be required to establish a clear regulatory framework and design appropriate remuneration policies and practices for nuclear fusion generation plants, including the definition in advance of issues related, among others, to nuclear safety and mitigation of barriers to entry that could appear at the beginning of their pace as a new source of energy among those already existing. Abstract:Fusion energy is at an important inflection point in its development: multiple government agencies and private companies are now planning fusion pilot plants to deliver electricity to the grid in the next decade. However, realizing fusion as a technically and economically viable energy source depends on developing and qualifying materials that can withstand the extreme environment inside a fusion power plant. This Perspective seeks to engage the broader materials science community in this long-term effort. We first outline the principal materials challenges and research opportunities for fusion. Next, we argue that fusion is distinct from other energy applications with respect to materials, not just in the magnitude and complexity of the technical challenges but also in the present level of uncertainty in materials design requirements. To address this, we finally propose a research framework based on an iterative co-evolution of materials science and fusion power plant design requirements.

Abstract:This paper is focused on three points: (1) overcoming obstacles to tokamak power plants may require a configuration modification as large as that of a stellarator. (2) The demonstrated reliability of the computational design of stellarators should change fusion strategy. (3) Deployment of carbon-free energy sources is mandated by the thirty-year doubling of carbon dioxide emissions. Carbon-free energy options must be developed and fully deployed within a few doubling times. Unit size and cost of electricity are only relevant in comparison to alternative worldwide energy solutions. Intermittency, site specificity, waste management, and nuclear proliferation make fusion attractive as the basis for a carbon-free energy system compared to the alternatives. Nonetheless, fusion is not an option for deployment until a power plant has successfully operated. A critical element in a minimal time and risk program is the use of computational design as opposed to just extrapolation. Only the stellarator has an empirical demonstration of the reliable computational design through large changes in configuration properties and scale. The computational design of stellarators should proceed while the inventions necessary for a more tokamak-like power plant are sought. The cost of computational design is extremely small, but adequate time is required for the development of ideas that maximize attractiveness and minimize risk. Rapid power-plant construction without many intermediate steps may seem risky, but the price is small compared to the cost of trillions of dollars for each year's delay in addressing carbon-dioxide emissions.

Abstract:Full power operation of the International Thermonuclear Experimental Reactor (ITER) has been delayed and will now begin in 2035. Delays to the ITER schedule may affect the availability of tritium for subsequent fusion devices, as the global CANDU-type fission reactor fleet begins to phase out over the coming decades. This study provides an up to date account of future tritium availability by incorporating recent uncertainties over the life extension of the global CANDU fleet, as well as considering the potential impact of tritium demand by other fusion efforts. Despite the delays, our projections suggest that CANDU tritium remains sufficient to support the full operation of ITER. However, whether there is tritium available for a DEMO reactor following ITER is largely uncertain, and is subject to numerous uncontrollable externalities. Further tritium demand may come from any number of private sector “compact fusion” start-ups which have emerged in recent years, all of which aim to accelerate the development of fusion energy. If the associated technical challenges can be overcome, compact fusion programmes have the opportunity to use tritium over the next two decades whilst it is readily available, and before full power DT operation on ITER starts in 2035. Assuming a similar level of performance is achievable, a compact fusion development programme, using smaller reactors operating at lower fusion power, would require smaller quantities of tritium than the ITER programme, leaving sufficient tritium available for multiple concepts to be developed concurrently. The development of concurrent fusion concepts increases the chances of success, as it spreads the risk of failure. Additionally, if full tritium breeding capability is not expected to be demonstrated in DEMO until after 2050, an opportunity exists for compact fusion programmes to incorporate tritium breeding technology in nearer-term devices. DD start-up, which avoids the need for external tritium for reactor start-up, is dependent upon full tritium breeding capability, and may be essential for large-scale commercial roll-out of fusion energy. As such, from the standpoint of availability and use of external tritium, a compact route to fusion energy may be more advantageous, as it avoids longer-term complications and uncertainties in the future supply of tritium.

Abstract:This carefully researched book presents facts and arguments showing, beyond a doubt, that nuclear fusion power will not be technically feasible in time to satisfy the world's urgent need for climate-neutral energy. The author describes the 70-year history of nuclear fusion; the vain attempts to construct an energy-generating nuclear fusion power reactor, and shows that even in the most optimistic scenario nuclear fusion, in spite of the claims of its proponents, will not be able to make a sizable contribution to the energy mix in this century, whatever the outcome of ITER. This implies that fusion power will not be a factor in combating climate change, and that the race to save the climate with carbon-free energy will have been won or lost long before the first nuclear fusion power station comes on line. Aimed at the general public as well as those whose decisions directly affect energy policy, this book will be a valuable resource for informing future debates.

Abstract:Well-coordinated international fusion materials research on multiple fundamental feasibility issues can serve an important role during the next ten years. Due to differences in national timelines and fusion device concepts, a parallel-track (multimodal) approach is currently being used for developing fusion energy. An overview is given of the current state-of-the-art of major candidate materials systems for next-step fusion reactors, including a summary of existing knowledge regarding operating temperature and neutron irradiation fluence limits due to high-temperature strength and radiation damage considerations, coolant compatibility information, and current industrial manufacturing capabilities. There are two inter-related overarching objectives of fusion materials research to be performed in the next decade: (1) understanding materials science phenomena in the demanding DT fusion energy environment, and (2) application of this knowledge to develop and qualify materials to provide the basis for next-step facility construction authorization by funding agencies and public safety licensing authorities. The critical issues and prospects for development of high-performance fusion materials are discussed along with recent research results and planned activities of the international materials research community.

Abstract:The path of tokamak fusion and International thermonuclear experimental reactor (ITER) is maintaining high-performance plasma to produce sufficient fusion power. This effort is hindered by the transient energy burst arising from the instabilities at the boundary of plasmas. Conventional 3D magnetic perturbations used to suppress these instabilities often degrade fusion performance and increase the risk of other instabilities. This study presents an innovative 3D field optimization approach that leverages machine learning and real-time adaptability to overcome these challenges. Implemented in the DIII-D and KSTAR tokamaks, this method has consistently achieved reactor-relevant core confinement and the highest fusion performance without triggering damaging bursts. This is enabled by advances in the physics understanding of self-organized transport in the plasma edge and machine learning techniques to optimize the 3D field spectrum. The success of automated, real-time adaptive control of such complex systems paves the way for maximizing fusion efficiency in ITER and beyond while minimizing damage to device components.

Abstract:Fusion energy, the process that uses the same reaction that powers the sun and the stars, offers the promise of virtually unlimited, carbon-free energy and is approaching reality. Recently, there's been a dramatic global increase in the investment and research focused on addressing the hurdles to commercialize fusion energy. While a majority of the effort has been focused on gaps in technology, little work has been done to address the societal and environmental impacts of this technology. Three community- and environmentally-focused research priorities are identified for commercializing fusion energy: 1) understanding the environmental impacts of fusion energy across the technology lifecycle, 2) developing risk and safety assessment methodologies for fusion power plant technologies, and 3) creating a community-based socially engaged approach for fusion technology design and development. This approach will benefit private companies who wish to deploy future fusion power plants as concerns about the technology will be addressed early in the design process, thus minimizing delays in deployment that may result in increased costs for developers. Community engagement around fusion technology development must be evidence-based in order to build trust between communities and technology developers. Such an approach is grounded in informed consent is vital for the sustainable development and use of fusion technologies.
