Abstract:India was perhaps the only country among the developing world with a colonial past to have organised and established national science community much before it attained its independence. Nehruvian science and technology (S&T) policy in India’s formative years left a distinct imprint in the post-colonial and post-independent India. With a huge population of nearly 1.35 billion people, India is not dependent on food on outside countries since the 1960s. Green and White Revolutions have made immense contribution to develop scientific and technical capacities in agriculture. India’s innovation system, including higher education, has given her some comparative advantage through ‘human capital’ in information technology, biotechnology, pharmaceuticals, space research and so on. In export promotion and economic competitiveness in technology-based industries, we lag compared with East Asian ‘Dragons’. India’s informal sector poses a formidable challenge with more than 95% of the total labour force, about 550 million, 90% of which is 8th class dropouts. When we begin to assess our national innovation system, one feature that stands out to research observers is few islands of excellence and vast ‘hinterlands’ of underdeveloped research potential. There is clearly a gap between theory and practice of science policy in India. Our gross expenditure on research and development as a proportion of gross domestic product remained relatively stagnant and, in fact, receded from 0.8% in the 1990s to 0.7% in 2020. In this period, our neighbour, China, left us far behind in S&T for development.

Abstract:During the last two decades, India has emerged as a major knowledge producer in the world, however different reports put it at different ranks, varying from 3rd to 9th places. The recent commissioned study reports of Department of Science and Technology (DST) done by Elsevier and Clarivate Analytics, rank India at 5thand 9th places, respectively. On the other hand, an independent report by National Science Foundation (NSF) of United States (US), ranks India at 3rd place on research output in Science and Engineering area. Interestingly, both, the Elsevier and the NSF reports use Scopus data, and yet surprisingly their outcomes are different. This article, therefore, attempts to investigate as to how the use of same database can still produce different outcomes, due to differences in methodological approaches. The publication counting method used and the subject selection approach are the two main exogenous factors identified to cause these variations. The implications of the analytical outcomes are discussed with special focus on policy perspectives.

Abstract:In India, as in many countries, the main focus in science classrooms is on exams rather than musing on the fascinating concepts and understanding of the world that science offers. This can mean that students lose interest in studying science -a problem that is further hampered where there is a lack of facilities, expertise or mentors. We started the 'Science is fun' outreach programme to address these problems. The 15-person team, led by undergraduate and research scientists, conducted four workshops with underprivileged children in Indian primary and secondary schools during December 2014 and January 2015. The workshops explored basic science concepts, reinforced by hands-on experiments using readily available materials. They were generally successful, with students keen to participate and motivated to learn more after the workshops. We were also pleasantly surprised to see students engaging with new concepts and not hesitating to participate in the discussions. We tried to ensure teachers were central to the activities, and also designed the experiments to be easily repeatable so that teachers could incorporate them into their own lessons once the workshops were over. In this article, we describe three of our successful activities: building a periscope and a digital microscope, and two experiments based on the physical gas laws. All are cheap and easy to perform, yet reveal interesting scientific principles. Each activity takes about an hour.

Abstract:One of the core principles of science is to aid socio-economic growth. Open science is a movement that reinforces the primacy of science in the direction of economic and social welfare. UNESCO's recommendation on open science aims to provide an international framework for open science policy and practice. It endorses unrestricted access to scholarly publications and data, the use of digital technologies to drive scientific processes, more collaboration and cooperation among the actors in the scientific ecosystem, sharing of research infrastructure, acknowledgment of diverse knowledge systems, and science for society. Open science could enable a productive science ecosystem in global south countries through efficient knowledge circulation, resource sharing, and collaboration. Analysis of open science policy from a global south country can provide valuable insights. India is preparing to adopt an open science framework recommended in the 5th Science, Technology, and Innovation Policy (STIP) draft, released in December 2020. The STIP draft recommends open access to articles and research data from publicly funded projects, access to research infrastructure beyond the boundary of academic and research institutions, strengthening of Indian journals, and open educational resources. However, the draft lacks an exhaustive implementation plan. The draft falls short in devising strategies to foster collaboration between actors of the STI ecosystem, the inclusion of traditional knowledge systems, and society's role in knowledge creation processes. The science policymakers and advisers of the Department of Science and Technology and the government of India should probe these areas to develop a more effective and inclusive open science framework.

Abstract:America's scientific success is no accident. It has been powered by a decades-long commitment to federal investment in fundamental research that, in turn, nurtured both domestic and foreign talent and prompted the translation of breakthroughs to fuel the economy, improve health, fortify national security, and inspire awe. The world has benefited from the proliferation of this model, and partnerships between the US and other countries have resulted in game-changing discoveries, from medicines to machine learning. Yet what got America to this point will not get the country to where it needs to go. A new vision is required to respond to an evolving global science and technology ecosystem.

Abstract:Policy Brief on "Large Projects in Astronomy: An Indian Endeavour", distilled from the corresponding panel that was part of the discussions during S20 Policy Webinar on Astroinformatics for Sustainable Development held on 6-7 July 2023. Cutting-edge astronomy initiatives often entail substantial investment and require a high level of expertise. Even the most technologically advanced nations recognize the value of establishing international partnerships to secure both financial resources and talent for these ambitious endeavours as they hold immense promise for catalysing transformative scientific discoveries, driving technological innovation, provide training opportunities for the next generation of scientists and engineers, and expanding our understanding of the cosmos that surrounds us. Crucially, large-scale multilateral collaborations serve as powerful agents for promoting unity and peace among the global population. Participants from various nations share a vested interest in the success of these projects and the wealth of knowledge they yield, fostering a sense of common purpose and shared goals. By utilizing astroinformatics capabilities, these initiatives are not merely enhancing our comprehension of the universe but are also actively contributing to the attainment of sustainable development objectives. In this discussion, we delve into the challenges faced, and prospects for substantial astronomical undertakings. Additionally, we present recommendations aimed at guaranteeing their effectiveness and optimizing their influence on both scientific advancement and society. Abstract:India is emerging as a major knowledge producer of the world in terms of proportionate share of global research output and the overall research productivity rank. Many recent reports, both of commissioned studies from Government of India as well as independent international agencies, show India at different ranks of global research productivity (variations as large as from 3rd to 9th place). The paper examines this contradiction; tries to analyse as to why different reports places India at different ranks and what may be the reasons thereof. The research output data for India, along with the ten most productive countries in the world, is analysed from three major scholarly databases: Web of Science, Scopus and Dimensions for this purpose. Results show that both, the endogenous factors (such as database coverage variation and different subject classification schemes) and the exogenous factors (such as subject selection and publication counting methodology) cause the variations in different reports. This paper reports first part of the analysis, focusing mainly on variations due to use of data from different databases. The policy implications of the study are also discussed.

Abstract:THE question of reorganising and developing scientific work in India discussed in the leading article in NATURE of February 19 is of the utmost importance to all concerned with the welfare and scientific reputation of the Empire. Now that there is a prospect of recognition by the Government of India and the Secretary of State of the necessity for increased expenditure on scientific investigation, it is essential that the new era should be inaugurated under the most favourable conditions. Two policies are apparently under consideration, which may be referred to respectively as centralisation and decentralisation; these are clearly defined in the article of February 19. The advantage of organising research within certain limits is generally admitted; facilities should be afforded for supplying information, for suggesting problems, and for the co-ordination of the activities of individuals or institutions, but it would seem that the policy of centralisation advocated by the Indian Industrial Commission, presided over by Sir Thomas Holland and “favoured by a number of administrators,” is much more than this. It is in short, a proposal to bring scientific investigation into line with routine official work—a procedure which, one learns with surprise, has the support of several scientific witnesses examined by the Commission. If there is one thing vital for the successful prosecution of scientific research of the best type and for the encouragement of the full development of a researcher's capacity, it is freedom of action.

Abstract:Scientific collaboration at international level has increased manifolds during last two decades. Collaboration is not only associated with higher research productivity but has also been found to be positively correlated with impact. Considering the benefits and advantages of international collaboration for the national science and technology systems of a country, policymakers in different countries have designed programs to promote international collaboration in science. This paper attempts to measure and characterize the international collaboration patterns in Indian scientific research for the last 20 years (2001–2020) using data from WoS. The existing methods from scientometrics and a new formalism of boost in productivity, citations and visibility, is used for the purpose. Analytical results show that India’s international collaboration has grown with a CAGR of 12.27% during this period, rising from 20.73% internationally collaborated papers in 2001 to 32.35% internationally collaborated papers in 2020. USA, Germany, England, and China remain the top collaborating partners in terms of volume of papers, however, the relative intensity of collaboration with South Korea and Saudi Arabia has increased significantly. Among the internationally collaborated papers of India, about 50% papers have an Indian researcher as lead (first) author, and further the internationally collaborated papers of India have more than 50% authors from India. The Indian indigenous scholarly ecosystem is found to be significantly productive, but slight and heavy dependence for impact and visibility, respectively, is found on international collaborations. The probable factors shaping the Indian international collaboration and the major policy implications for India are discussed.

Abstract:A forecast of the global scenario a decade hence is attempted, and the policies India should follow to gain the most advantage are suggested. The nation state system will continue, but there will be major and continuing change in the capacity and power projection of more important states and hence in their relationship. Power in all aspects will shift from the Atlantic powers to Asia and the Indian Pacific Ocean Region resulting in a multipolar system. To manage this better Asia needs to establish a regional cooperation structure. China has emerged as the single most powerful country in Asia, and the current leadership is seeking to put its own model in place. India can and should ensure a leading role for itself by becoming the most effective power in the South Asian and Indian Ocean region. For this it will have to forge a working partnership with China which will not exclude an element of competition. The boundary problem needs to be resolved. The relations with Pakistan must be managed. Relations with all other neighbours must be improved as speedily as possible. The USA will still remain the single most powerful country and close bilateral relations are crucial even while independence is not surrendered. The growing conflicts in the Middle East and the flux in supply and prices of energy need to be addressed. Enhancing domestic capacity will power India’s external projections. The demographic dividend can only be harvested by a determined pursuit of skills innovation and technology to attain excellence in economic production and social goals. This is only possible in a democracy if it moves towards greater inclusion and provides opportunity to all. Success will ensure India becomes a major global power by 2025.
