Abstract:The aim of this study is to determine whether dam reoperation (the adjustment of reservoir operating rules) is an effective adaptation strategy to reduce the potential impacts of climate change and regional socio-economic developments. The Xinanjiang-Fuchunjiang reservoir cascade, located in Hangzhou Region (China), is selected as case study. We use a scenario-based approach to explore the effects of various likely degrees of water stress for the future period between 2011 and 2040, which are compared to the control period from 1971 to 2000. The scenario impacts are simulated with the WEAP water allocation model, which is interlinked with the NSGA-II metaheuristic algorithm in order to derive opti- mal operating rules adapted to each scenario. Reservoir performance is measured with the Shortage Index (SI) and Mean Annual Energy Production (MAEP). For the investigated sce- narios, adapted operating rules on average reduce the SI with 84 % and increase the MAEP with 6.4 % (compared to the projected future performance of conventional operation). Based on the optimization results, we conclude that for the studied case dam reoperation is an effective adaptation strategy to reduce the impact of changing patterns of water supply and demand, even though it is insufficient to completely restore system performance to that of the control period.

Abstract:This study projected the impact of climate change on the amount of precipitation, seasonal distribution, and streamflow of the Omo-gibe basin, Ethiopia. Projections of climate change using the results of high-resolution multimodal ensembles from fifteen regional climate models (RCMs) of the Coordinated Regional Climate Reduction Experiment (CORDEX)-Africa were statistically downscaled and bias-adjusted using a quantile mapping approach. Precipitation and temperature were projected under RCP 8.5 and RCP 4.5 emission scenarios. Climate and streamflow projections from a mean ensemble of RCMs in the near future (2025-2050), medium future (2051-2075), and far future (2076-2100) were compared to the reference (1989-2019). Mann-Kendall (MK) trend testing was used to determine if a change is statistically significant and to detect trends in temperature, precipitation, and streamflow. The Soil and Water Assessment Tool (SWAT) hydrological model was used to project the impact of climate change on the streamflow. According to RCP4.5 and RCP8.5, the emission scenarios predicted significant positive (rising) temperature, but significant negative (decreasing) precipitation and streamflow. The average temperature projected increases range from 2.40-3.34 °C under the RCP 4.5 emission scenarios and 2.6-4.54 °C under the RCP 8.5 emission scenarios. Annual average precipitation projected decreases range between 10.77-13.11% under the RCP 4.5 emission scenario, while the RCP 8.5 emission scenarios decrease range between 11.10-13.86% in the rainy summer season (June-August) and the irregular rain season (March-May). Projected annual average streamflow decrease range between 7.08-10.99% under the RCP 4.5 emission scenarios and 10.98-12.88% under the RCP 8.5 emission scenarios. Results on projected temperature increases and reductions in precipitation and streamflow will help to develop effective adaptation measures to reduce the ongoing impacts of climate change and draw up long-term water resource management plans in the river basin. Both the results and the multidisciplinary approach will be vital to irrigation and hydropower project planners.

Abstract:The unexpected drop of the Blue Nile water in July 2020, attributed to the sudden closure of the Grand Ethiopian Renaissance Dam (GERD) during the first filling in 2020, significantly interrupted the water supply for Khartoum, Sudan. This incident pursued using satellites and hydrological models to estimate inflows into Roseires dam. A hydrological model was developed to predict GERD inflows, while reservoir levels were extracted from Sentinel-1, -2 and Jason-3. A water balance model was developed to predict GERD releases and the dates of overtopping during subsequent fillings events. The study demonstrates the effectiveness of satellite data and models for transboundary reservoir management.

Ensemble modeling of the hydrological impacts of climate change: a case study of the Baro River Sub-basin, Ethiopia

Abstract:Given the Baro River basin's high climatic variability and frequent flooding, climate change is expected to exacerbate the existing issues in the region. Three best-performing climate models from Coupled Model Intercomparison Project phase 6 (CMIP6) were used to examine the potential impact of climate change on the hydrology of the Baro River Basin. The ensemble of the climate models were bias-corrected for the climate change analysis and a calibrated and validated Soil and Water Assessment Tool (SWAT) model was used to examine the impact of the climate changes under two shared socioeconomic pathways (SSP2-4.5 and SSP5-8.5) in the future (2031–2060). The climate change scenarios projected an increase in precipitation and temperature under all scenarios. Consequently, annual increase in surface runoff, water yield, and potential evapotranspiration (PET) was reported by 30.33% (44.67%), 6% (18.1%,), and 4.49% (6.63%) and decline in groundwater by 13.17% (2.64%) under shared socioeconomic pathway, SSP2-4.5 (SSP5-8.5), respectively. The rise in temperature and PET could be responsible for the decline in groundwater, while the projected increase in precipitation is expected to enhance surface runoff, perhaps leading to flooding. This requires an improved water management policy that involves all sectors and takes into account the equity for different users.

Abstract:This paper highlights the effects of damming and farming activities on the Tana and Athi/Sabaki Rivers’ water system. The two activities are responsible for freshwater shortages, pollution, and habitat and community modification downstream. Damming has resulted in modification of the stream flow, and in changes in the water table; while nutrient loading and sedimentation from irrigated agriculture, human settlements and industrial activities upstream are responsible for the pollution effect. The resulting effects were evaluated using the Global International Waters Assessment scoping methodology backed with hindsight experiences of the team members in both environmental and socio-economic issues. The individual scores when averaged led to the following results: 1) the effect of damming the river system was scored at 3 in a scale of 1–3, signifying a severe impact as attested by the freshwater shortages experienced downstream; 2) the effect of nutrient loading and sedimentation, using the same scale, was score at 2, a score that exhibited a moderate pollution problem. The degree of impact from nutrient and sediment loading varied with seasons. It was localized and more pronounced in hot spots in the dry season; while in the wet period, it occurred throughout the system as flooding occurred; 3) reduced stream flow and pollution affected ecosystem functions, resulting in habitat and community modification, 4) the impact of global climate change was difficult to score at the river basin level. However, deforestation resulting from slash and burn agriculture and harvesting of wood to meet domestic energy needs were practiced in a large scale, reducing the action of forests as carbon sinks, while promoting the emission of carbon-dioxide, which contribute to global climate change. This study concluded that freshwater shortages and pollution were issues of major concern and they were causing socio-economic conflicts. To address the concerns, a proactive approach borrowing from the tenets of Integrated Water Resources Management, Ecosystem Based Management and Integrated Coastal Zone Planning and Management, need be adopted as the vehicles that would promote sustainable development in the river basin.

Abstract:The Ethiopian Rift is the most climate change–prone area with limited water resources, facing critical water resource problems. Future climate change will likely further intensify the existing challenges in the near to long-term. Therefore, evaluating the effect of climate change on spatio-temporal hydrological processes is essential for water resource management. This specific research assesses the impact of climate change on water balance components as well as stream flows in the Ziway Lake Watershed (ZLW) situated in central Main Ethiopian Rift. Multiple high-resolution Regional Climate Model (RCM) outputs under two Representative Concentration Pathways (RCP4.5 and RCP8.5) scenarios were used to assess the impact of climatic variables for three future time horizons: 2030s, 2060s, and 2080s. To assess the climate change impact, the Soil and Water Assessment Tool (SWAT) model was forced with the climate datasets to simulate the baseline and future period's water balance components and stream flows under both RCPs. For all future time horizons under both scenarios, the projected climate result shows a declining trend in annual precipitation (PCP). Conversely, the long-term mean annual temperature indicated an uninterruptable increasing trend leading to an estimated rise between 2.46 and 4.81 °C by the end of the twenty-first century. As a consequence of the predicted climate change, a strong impact on the partitioning of the mean annual PCP into different hydrologic components of the watershed is likely to happen. The potential evapotranspiration (PET) may rise, and other hydrologic components such as actual evapotranspiration (AET), surface runoff (SURQ), recharge (RCHG), and water yield (WYLD) may decline compared to the historic period. Most importantly, the SURQ, RCHG, and WYLD expected to decline substantially in the rift floor relative to the opposite-facing rift margins. Correspondingly, the effect of climate change is also propagated in the stream flows (Meki and Katar), which are projected to decline gradually from near to far future time windows. The outcomes of this research work provide valuable insights to implement appropriate water resources management strategies to adapt and mitigate the negative effects of climate change in rift lake basins and other watersheds with similar agro-ecology.

Abstract:The uncertainties around the hydrological and socio-economic implications of climate change pose a challenge for Nile River system management, especially with rapidly rising demands for river-system-related services and political tensions between the riparian countries. Cooperative adaptive management of the Nile can help alleviate some of these stressors and tensions. Here we present a planning framework for adaptive management of the Nile infrastructure system, combining climate projections; hydrological, river system and economy-wide simulators; and artificial intelligence multi-objective design and machine learning algorithms. We demonstrate the utility of the framework by designing a cooperative adaptive management policy for the Grand Ethiopian Renaissance Dam that balances the transboundary economic and biophysical interests of Ethiopia, Sudan and Egypt. This shows that if the three countries compromise cooperatively and adaptively in managing the dam, the national-level economic and resilience benefits are substantial, especially under climate projections with the most extreme streamflow changes.

Abstract:Abstract The landscape of water infrastructure in the Nile Basin is changing with the construction of the Grand Ethiopian Renaissance Dam. Although this dam could improve electricity supply in Ethiopia and its neighbors, there is a lack of consensus between Ethiopia, Sudan, and Egypt on the dam operation. We introduce a new modeling framework that simulates the Nile River System and Egypt’s macroeconomy, with dynamic feedbacks between the river system and the macroeconomy. Because the two systems “coevolve” throughout multi-year simulations, we term this a “coevolutionary” modeling framework. The framework is used to demonstrate that a coordinated operating strategy could allow the Grand Ethiopian Renaissance Dam to help meet water demands in Egypt during periods of water scarcity and increase hydropower generation and storage in Ethiopia during high flows. Here we show the hydrological and macroeconomic performance of this coordinated strategy compared to a strategy that resembles a recent draft proposal for the operation of the dam discussed in Washington DC.

Abstract:More than a hundred hydropower dams have already been built in the Amazon basin and numerous proposals for further dam constructions are under consideration. The accumulated negative environmental effects of existing dams and proposed dams, if constructed, will trigger massive hydrophysical and biotic disturbances that will affect the Amazon basin’s floodplains, estuary and sediment plume. We introduce a Dam Environmental Vulnerability Index to quantify the current and potential impacts of dams in the basin. The scale of foreseeable environmental degradation indicates the need for collective action among nations and states to avoid cumulative, far-reaching impacts. We suggest institutional innovations to assess and avoid the likely impoverishment of Amazon rivers.

Abstract:Emerging climate change mitigation policies focus on the implementation of global measures relying on carbon prices to attain rapid emissions reductions, with limited consideration for the impacts of global policies at local scales. Here, we use the Zambezi Watercourse in southern Africa to demonstrate how local dynamics across interconnected water–energy–food systems are impacted by mitigation policies. Our results indicate that climate change mitigation policies related to land-use change emissions can have negative side effects on local water demands, generating increased risks for failures across all the components of the water–energy–food systems in the Zambezi Watercourse. Analogous vulnerabilities could impact many river basins in southern and western Africa. It is critical to connect global climate change mitigation policies to local dynamics for a better exploration of the full range of possible future scenarios while supporting policy makers in prioritizing sustainable mitigation and adaptation solutions.

Abstract:The impact of climate change on the water resource potential of the Gibe III watershed, Omo-Gibe Basin, Ethiopia, was investigated using the Soil and Water Assessment Tool (SWAT) model and selected climate models of Coupled Model Intercomparison Project Phase 5 (CMIP5) for future projection. Because the Omo-Gibe Basin in general and the Gibe III watershed in particular was the source of hydropower generation, more work toward updating knowledge of climate change impact on it is required so as to manage the sustained use of the water resource and prevent sedimentation of the reservoir. High-resolution (0.25° × 0.25°) datasets of some general circulation models (GCMs) such as GFDL-ESM2M, MPI-ESM-MR, CSIRO-MK3-6-0, NorESM1-M, and MIROC5 were downloaded for six stations. After calibrating and validating the Soil and WaterAassessment Tool (SWAT) model, the impact of climate change was simulated. Accordingly, the annual precipitation was expected to increase by 8.4 and 21.1% during 2050 and 2080, respectively; mean temperature was projected to increase by 1.85 and 2.8 °C in 2050 and 2080, respectively; the stream flow was expected to increase by 55.5 and 81% by 2050 and 2080, respectively, from the base period (1990–2017). The scenario of mean annual sediment yield would increase by 64.5 and 138% by 2050 and 2080, respectively. Therefore, actions toward reducing excess runoff production in the catchment and timely removal of sediment from the reservoir are required.

Abstract:Abstract A water resource modeling process is demonstrated to support multi‐stakeholder negotiations over transboundary management of the Nile River. This process addresses the challenge of identifying management options of new hydraulic infrastructure that potentially affects downstream co‐riparian nations, and how the management of existing infrastructure can be adapted. The method includes an exploration of potential management decisions using a multi‐objective evolutionary algorithm, intertwined with an iterative process of formulating cooperative strategies to overcome technical and political barriers faced in a transboundary negotiation. The case study is the addition of the Grand Ethiopian Renaissance Dam (GERD), and considers how its operation may be coordinated with adaptations to the operations of Egypt's High Aswan Dam (HAD). The results demonstrate that a lack of coordination is likely to be harmful to downstream riparians, and suggests that adaptations to infrastructure in Sudan and Egypt can reduce risks to water supplies and energy generation. Although risks can be substantially reduced by agreed releases from the GERD and basic adaptations to the HAD, these measures are still insufficient to assure that no additional risk is assumed by Egypt. The method then demonstrates how improvements to water security for both downstream riparians can be achieved through dynamic adaptation of the operation of the GERD during drought conditions. Finally, the paper demonstrates how the robustness of potential management arrangements can be evaluated considering potential effects of climate change, including increased inter‐annual variability and highly uncertain changes such as increases in the future persistence of droughts.

Abstract:Abstract When construction of the Grand Ethiopian Renaissance Dam (GERD) is completed, the Nile will have two of the world’s largest dams—the High Aswan Dam (HAD) and the GERD—in two different countries (Egypt and Ethiopia). There is not yet agreement on how these dams will operate to manage scarce water resources. We elucidate the potential risks and opportunities to Egypt, Sudan and Ethiopia by simulating the filling period of the reservoir; a new normal period after the reservoir fills; and a severe multi-year drought after the filling. Our analysis illustrates how during filling the HAD reservoir could fall to levels not seen in recent decades, although the risk of water shortage in Egypt is relatively low. The new normal will benefit Ethiopia and Sudan without significantly affecting water users in Egypt. Management of multi-year droughts will require careful coordination if risks of harmful impacts are to be minimized.

Abstract:Climate change affects the availability of water resources by altering the pattern and magnitude of precipitation, temperature, and streamflow. The projection of climate change impact on the streamflow is used to identify the level of changes and desirable intervention measures. In this research, Soil and Water Assessment Tool (SWAT) model and the regional circulation model (RCM) outputs of CORDEX-Africa climate model associated with mid and high-level Representative Concentration Pathways (RCP4.5 and RCP8.5) climate scenarios were used to evaluate the change in streamflow in two future projection scenarios (2041–2070 and 2071–2099). The study is directed to the Upper Wabe Bridge watershed found in the Wabe Shebele basin, Ethiopia. The result shows an increase in mean temperature by 3.46 and 5.15°C for RCP4.5; and 4.78 and 5.88°C for RCP8.5 in mid and long-term periods, respectively. The study also confirmed an increasing trend in annual precipitation by +26.3 and +31.85% for RCP4.5 and RCP8.5 climate scenarios, respectively, at the end of twenty-first century. In Kiremt (rainy) season precipitation shows an increasing trend by +44.28% and +59.34% for RCP4.5 and RCP8.5 climate scenarios, respectively, but Bega (dry) season show decreasing trend. The future projected annual streamflow shows increase trends under both climate scenarios in both projection periods. The mean seasonally streamflow decreases in the Belg (short rainy) season by −10.91% and increases in the Kiremt (rainy) season by 17.4%. Hence, the increment trend in streamflow during the Kiremt season will have the utmost significance for the requirement of storage and rainwater harvesting structures for irrigation development during dry season. Therefore, incorporating the possible effect of climate change is vital during water resources planning and development.

Unveiling hydrological dynamics in data-scarce regions: experiences from the Ethiopian Rift Valley Lakes Basin

Abstract:The hydrological system of the Rift Valley Lakes in Ethiopia has recently experienced changes over the past 2 decades. Potential causes for these changes include anthropogenic, hydro-climatic, and geological factors. The main objective of this study was to utilize an integrated methodology to gain a comprehensive understanding of the hydrological systems and potential driving factors within a complex and data-scarce region. To this end, we integrated a hydrologic model, change point analysis, indicators of hydrological alteration (IHA), and a bathymetry survey to investigate hydrological dynamics and potential causes. A hydrologic model (the Soil and Water Assessment Tool Plus, SWAT + ) was parameterized for the gauged watersheds and extended to the ungauged watersheds using multi-site regionalization techniques. The SWAT + model performed very well to satisfactorily for daily streamflow in all watersheds with respect to the objective functions of the Kling–Gupta efficiency (KGE), the Nash–Sutcliffe efficiency (NSE), and percent bias (PBIAS). The findings reveal notable changes in lake inflows and lake levels over the past 2 decades. Lake Chamo experienced an increase in area of 30.1 km 2 (9.5 %), an increase in depth of 4.4 m (30.9 %), and an increase in volume of 7.8×108 m 3 (27.2 %). In contrast, Lake Abijata witnessed an extraordinary 68 % decrease in area and a depth decrease of 1.6 m (37.2 %). During the impact period, the mean annual rainfall experienced a decrease of 6.5 % and 2.7 % over Lake Abijata and Lake Chamo, respectively. Actual evapotranspiration decreased by 2.9 % in Lake Abijata but increased by up to 4.5 % in Lake Chamo. Surface inflow to Lake Abijata decreased by 12.5 %, while Lake Chamo experienced an 80.5 % increase in surface inflow. Sediment depth in Lake Chamo also increased by 0.6 m (4.2 %). The results highlight that the changing hydrological regime in Lake Chamo is driven by increased surface runoff and sediment intrusion associated with anthropogenic influences. The hydrological regime of Lake Abijata is affected by water abstraction from feeding rivers and lakes for industrial and irrigation purposes. This integrated methodology provides a holistic understanding of complex data-scarce hydrological systems and potential driving factors in the Rift Valley Lakes in Ethiopia, which could have global applicability.
