Abstract:Spatial planning policies are fundamental blocks for the implementation of sustainable development goals. Still, despite the growing adoption of environmental proxies, as it is nature-based solutions, the study of their institutionalization in policy and spatial planning is in the early stages. Simultaneously, the use of discursive and interpretative methods to unfold the social structures related to environmental issues is growing, nonetheless, their application is more common to supranational narratives. This article proposes a conceptual and methodological approach to using critical discourse analysis for studying the institutionalization and conceptualization of nature-related issues in policy and spatial planning at national and local levels. This is done by discussing the ontological relations between the discursive institutionalist theory and critical discourse analysis as a methodology. It contains four main stages: clarifying the analytical focus; mapping policy and planning documents; analyzing macro discourse, which includes critical textual analysis, text-type analysis, and intertextuality analysis, and, at last, the fourth phase, interpretation within the institutional context. It provides a tool for researchers less familiar with linguistics but interested in performing discourse analysis to understand the integration of environmental narratives within policy and spatial planning.

Abstract:The purpose of this study was to assess the dissemination of information on environmental actions carried out by public agents in municipalities in the Central-West region of Brazil. A Municipal Index of Public Environmental Actions (IMAPA) was created for this purpose, and the municipalities with the best results in terms of including ecosystem services in their planning were verified. Data from the 2017 Municipal Basic Information Survey provided by the Brazilian Institute of Geography and Statistics were also used. Statistical analyses were conducted using factorial and cluster analyses. The municipalities with the best results in terms of public environmental policies were identified, and their respective master plans were analyzed on their institutional websites (the master plan in Brazil is the instrument used to organize the development and urban expansion of municipalities). Furthermore, elements related to ecosystem services were identified using a script to collect information and analyze the content. According to the IMAPA findings, 20 municipalities in the Central-West region have the best indicators or information dissemination in the region for: 1) Environmental legislation on land use, 2) Local payment for environmental services, and 3) Specific environmental legislation to basic sanitation. Based on the script used, content analysis revealed that there are elements inserted in the master plans regarding ecosystem services, with the potential to expand this content in the documents.

Abstract:Monitoring land-use patterns and its trends provides useful information for impact evaluation and policy design. The latest in-depth studies of land-use dynamics for continental Portugal are outdated, and have not examined how municipalities may be classified into a typology of observed dynamics or considered the trajectory profiles of land-use transitions. This paper presents a comprehensive analysis of the spatiotemporal dynamics of land-use in continental Portugal from 1995 to 2018. Our multi-scalar approach used land-use maps in geographic information systems with the following objectives: (i) quantify variations of land-use classes, (ii) assess the transitions between uses, and (iii) derive a municipal typology of land-use dynamics. The methodology employed involved calculating statistical indicators of land-use classes, transition matrices between uses and combinatorial analysis for the most common trajectory-profiles. For the typology, a principal component analysis was used for dimensionality reduction and the respective components were classified by testing several clustering techniques. Results showed that the land-use transitions were not homogeneous in space or time, leading to the growth of territorial asymmetries. Forest (Δ5%), water bodies (Δ28%) and artificial surfaces (Δ35%) had a greater expansion, as opposed to agricultural areas, which had the biggest decline (Δ-8%). Despite the decline of agricultural activities, olive-grove expansion (Δ7%) was a relevant dynamic, and in the case of forests, the increment of eucalyptus (Δ34%) replaced native species such as the maritime pine (Δ-20%). A land-use-dynamics typology was estimated, dividing continental Portugal into 11 clusters, which is informative for sectoral policies and spatial planning, as zonings in need of interventions tailored to their specificities. The findings are a contribution to the study of land-use dynamics in continental Portugal, presenting various challenges for sustainable land uses with regard to the urban system, forest management, food production, soil preservation, and ecosystem protection.

Abstract:Rapidly increasing urbanization trends at the global level increase the interest in sustainable urban life, while also revealing their effects on ecological balance more clearly. In particular, increasing urban areas create negative effects on ecosystems and quality of life through factors such as increasing air temperatures and changing precipitation patterns. This rapid urbanization process negatively affects the natural ecosystems in urban areas, ecosystems are fragmented, deteriorated and even face the danger of complete extinction. For this reason, the development of planning methods to preserve ecological balance has become a great necessity. These planning approaches are seen as the cornerstones of building sustainable cities. Factors such as spatial diversity and temperature variations play a vital role in understanding ecological processes. In this context, although studies on the design and maintenance of sustainable urban landscapes continue, more effective strategies are needed to ensure the sustainability of these landscapes in the long term. Many innovative ideas regarding urban landscape planning and design have been developed in recent years. However, there has been limited success in applicability of these ideas from a sustainability perspective. Sustainable landscape planning and design helps improve environmental quality and multiply social benefits through the integration of various materials and methods in the creation, construction and management of urban areas. Sustainability-focused approaches to landscape planning and design include restoration and enhancement of natural systems, sustainable management of resources, efficient use of water and energy, and protection of external environmental quality. The aim of this study is to discuss new strategies at the urban level. In this way, it is aimed to take ecosystem protection measures in urban areas, create livable environments and achieve sustainability goals more effectively.

Abstract:Coastal areas are fundamental enclaves for economic and recreational development, attracting a large population worldwide. However, these factors have generated significant pressure on the coastal landscape, requiring territorial management strategies to protect and control its degradation. The coastal landscape, composed of abiotic and biotic elements, plays a crucial role in human wellbeing and the conservation of the natural environment. This study focuses on the southeast area of the Ría de Arosa, on the western coast of Galicia, known for its unique geomorphological features such as estuaries. The main objective is to generate high-resolution thematic maps for territorial planning and conservation of the natural and cultural landscape. Using methodologies based on geographic information systems, various factors of the natural environment will be analyzed to obtain objective results, presenting cartography of landscape units, along with quality and fragility landscape maps. In addition, active strategies are proposed such as multiple land uses or the development of geotourism to preserve, exploit, and manage the landscape better. This work contributes to better understanding the vulnerability of the coastal landscape and provides practical tools for its sustainable management in a context of accelerated global change.

Abstract:Abstract Context Landscape ecology as an interdisciplinary science has great potential to inform landscape planning, an integrated, collaborative practice on a regional scale. It is commonly assumed that landscape ecological concepts play a key role in this quest. Objectives The aim of the paper is to identify landscape ecological concepts that are currently receiving attention in the scientific literature, analyze the prevalence of these concepts and understand how these concepts can inform the steps of the planning processes, from goal establishment to monitoring. Methods We analyzed all empirical and overview papers that have been published in four key academic journals in the field of landscape ecology and landscape planning in the years 2015–2019 (n = 1918). Title, abstract and keywords of all papers were read in order to identify landscape ecological concepts. A keyword search was applied to identify the use of these and previously mentioned concepts in common steps of the planning cycle. Results The concepts Structure , Function , Change , Scale , Landscape as human experience , Land use , Landscape and ecosystem services , Green infrastructure , and Landscape resilience were prominently represented in the analyzed literature. Landscape ecological concepts were most often mentioned in context of the landscape analysis steps and least in context of goal establishment and monitoring. Conclusions The current literature spots landscape ecological concepts with great potential to support landscape planning. However, future studies need to address directly how these concepts can inform all steps in the planning process.

Abstract:With the growing concerns about the protection of ecosystem functions and services, governments have developed public policies and organizations have produced an awesome volume of digital data freely available through their websites. On the other hand, advances in data acquisition through remote sensed sources and processing through geographic information systems (GIS) and statistical tools, allowed an unprecedent capacity to manage ecosystems efficiently. However, the real-world scenario in that regard remains paradoxically challenging. The reasons can be many and diverse, but a strong candidate relates with the limited engagement among the interest parties that hampers bringing all these assets into action. The aim of the study is to demonstrate that management of ecosystem services can be significantly improved by integrating existing environmental policies with environmental big data and low-cost GIS and data processing tools. Using the Upper Rio das Velhas hydrographic basin located in the state of Minas Gerais (Brazil) as example, the study demonstrated how Principal Components Analysis based on a diversity of environmental variables assembled sub-basins into urban, agriculture, mining and heterogeneous profiles, directing management of ecosystem services to the most appropriate officially established conservation plans. The use of GIS tools, on the other hand, allowed narrowing the implementation of each plan to specific sub-basins. This optimized allocation of preferential management plans to priority areas was discussed for a number of conservation plans. A paradigmatic example was the so-called Conservation Use Potential (CUP) devoted to the protection of aquifer recharge (provision service) and control of water erosion (regulation service), as well as to the allocation of uses as function of soil capability (support service). In all cases, the efficiency gains in readiness for plans' implementation and economy of resources were prognosed as noteworthy.

Abstract:The 2030 Agenda underscores the vital role of local authorities and civil society in implementing sustainable development goals (SDGs). Aligning with this agenda, the EU's spatial development framework imparts normative values, emphasizing sustainable territorial development, participatory governance, and multi‐level cooperation. This framework serves as a potential facilitator for spatial planning to ensure policy coherence in SDG implementation. Despite its potential, mainstreaming the 2030 Agenda through spatial planning encounters challenges, particularly navigating unresolved tensions between global SDG formulation and local ownership. These challenges are accentuated in countries with conformative planning systems and weak governance structures, requiring a specific methodological approach. To address these complexities, this study investigates the opportunities for leveraging SDGs within the multi‐level governance arena of spatial planning. Employing mixed quantitative and qualitative data analysis methods in a local planning context, the research explores key concerns arising from regional, national, and EU spatial development policies. The study delves into their potential leverage capacity for guiding and funding SDGs within a specific local context. Results suggest that using different policy mechanisms, spatial planning can better address the holistic nature of the 2030 Agenda. Although not all SDGs can be leveraged, a substantial part can be addressed whenever a broader multi‐level governance perspective is considered within local planning contexts.

Abstract:It is necessary to understand the importance of landscapes that comprise the environment across a broad range of time and space and that each part of these landscapes responds to changes in environmental factors and land use. This study employs a multiscale modeling approach in the Rio Doce State Park (PERD), located in Minas Gerais, Brazil, based on a previous study on land use change in this region over the last 30 years (1985-2015), with an aim of predicting possible scenarios for the next 15 years (2015-2030). The results indicate that the municipalities and buffer zones within the PERD will suffer from increased human disturbance in all four land use types present in the region (Urban, Agriculture, Pasture, and Forestry). Correspondingly, areas of natural environment (Forest and Water) will shrink due to an increase in forest fragmentation, causing the loss of permanent ecological reserves, thereby endangering the biodiversity of these areas. Cooperation between the local community and private companies is therefore necessary to improve regional environmental conservation, encourage advanced sustainable development, and improve the quality of life for residents within each municipality near the State Park.
Application of Protection Features to a Biosphere Reserve for the Control and Development of Tourist Activities: The Case of the Gêres–Xurés Park

Abstract:In this study, we consider the importance of applying legal protection and management measures to natural tourist areas. We assess the sensitivity of these areas with respect to tourist demand, which drives the need for protective and corrective measures, such as carrying capacities controlled via admissions; in particular, we analyse the protective features that exist in a transboundary biosphere reserve, the Gêres–Xurés Baixa Limia Reserve, which occupies territory in northern Spain, southern Galicia (Spain) and northern Portugal. Our objective is to assess the relevance and effectiveness of the features used by both countries to protect their natural spaces while guaranteeing sustainability and environmental development. These measures ensure that the value of their resources is not compromised for future generations or negatively affected by tourist use. To carry out the analysis, we first conducted a geographical study of the area to characterize the different areas found in this biosphere reserve. Subsequently, we analysed the regulatory norms used for protection in both countries, and we explain the management mechanisms that have been implemented in both countries. This approach enables us to compare the relative importance assigned by each country for the sustainable management of the chosen territory and tourist space. Furthermore, we can compare the use of control measures for sustainable and respectful tourism planning, such as guiding plans, use plans and management and protective regulations.

Abstract:The aim of this paper is to present the results of the land use dynamic simulations in the municipality of Paragominas-PA. The simulation is based on models built from past land use data and spatial variables of the natural environment and infrastructure. Two spatial units were analyzed: the central area of commercial agricultural production and the area of settlements and smallholdings the east. The results show distinct spatial dynamics between the analyzed areas, among which we highlight the role of soil characteristics and, associated with the topography and the occupation history, are part of the context in which is defined rationality producers. Considering the transition from forest to pasture in the commercial farming area most often associated soils are sandy. This raises the following hypothesis: the deforestation that occurred in the period are related to livestock activities. Livestock favors access to water and low fertility sands does not affect production. On the other hand, the soybean expansion occurred preferentially on existing pastures and on clay soils (Belterra clay), reducing the availability of pastures on these soils. The relative importance of types of soil increases with time. In the area of settlements, the transition from forest to pasture and family crops occurred preferentially on the variegated clay. However, it is possible that the prevalence of this transition on this texture has been given due more to the history of occupation of this area. Historically the sandy valleys were the first to be occupied, and the continuity of the deforestation occurred toward the slopes dominated by variegated clay and plateaus with Belterra clay. These associations observed indicate that, within a wider context of social, economic and political factors, natural variable factors in space are important for the choice of managements in the properties, but they are done differently in the territory, and the best knowledge of these relationships are useful for territorial planning.
Landscape-Based Visions as Powerful Boundary Objects in Spatial Planning: Lessons from Three Dutch Projects

Abstract:In a context of a rapidly changing livability of towns and countryside, climate change and biodiversity decrease, this paper introduces a landscape-based planning approach to regional spatial policy challenges allowing a regime shift towards a future land system resilient to external pressures. The concept of nature-based solutions and transition theory are combined in this approach, in which co-created normative future visions serve as boundary concepts. Rather than as an object in itself, the landscape is considered as a comprehensive principle, to which all spatial processes are inherently related. We illustrate this approach with three projects in the Netherlands in which landscape-based visions were used to guide the land transition, going beyond the traditional nature-based solutions. The projects studied show that a shared long-term future landscape vision is a powerful boundary concept and a crucial source of inspiration for a coherent design approach to solve today’s spatial planning problems. Further, they show that cherishing abiotic differences in the landscape enhances sustainable and resilient landscapes, that co-creation in the social network is a prerequisite for shared solutions, and that a landscape-based approach enhances future-proof land-use transitions to adaptive, circular, and biodiverse landscapes.

Degraded grassland and the conflict of land use in protected areas of hotspot in Brazil

Abstract:The development process in Brazil has impacted the landscape over the years, causing, especially, changes in land cover. A critical topic in global studies on environmental issues. As a counterpoint to this process, the Brazilian State opted for the delimitation of protected natural spaces, with the argument of improving biodiversity conservation, ecosystem services, human subsistence and the well-being of current and future generations. The article assesses changes in the biodiversity of a protected area, considered as a global biodiversity hotspot, in the Brazilian Cerrado. We used the environmental arguments associated with its creation and a 30-year time series analysis. That identified and quantified land uses, levels of landscape degradation and their environmental suitability in relation to permanent protection areas according to the Brazilian Forest Code. Forestry over 10 years (1987–1997) increased by 8%, but decreased to around 5% in subsequent periods (2007–2017). Degraded pasture areas decreased between periods of expansion of forestry. There was a reduction in the area occupied by pastures, which went from 39 to 31% in the period from 1987 to 1997, but increased by 6% in the following years (2007–2017). The results showed that the expansion of silviculture from 1987 to 1997 occurred in areas previously occupied by moderately degraded pastures, evidencing, on the other hand, an improvement in the quality of the pasture areas in the following period. In addition to forestry and pasture, there was also an expansion of irrigated agriculture in the region, as well as conflicts related to water scarcity. The study, in addition to investigating the conservation conditions of the vegetation cover in the Protected Area, can also be used as a reference in the evaluation and formulation of management plans and social coexistence strategies, which are still very limited in protected areas around the world.

Abstract:Expanding and managing current habitat and species protection measures is at the heart of the European biodiversity strategy. A structured approach is needed to gain insights into such issues is systematic conservation planning, which uses techniques from decision theory to identify places and actions that contribute most effectively to policy objectives given a set of constraints. Yet culturally and historically determined European landscapes make the implementation of any conservation plans challenging, requiring an analysis of synergies and trade-offs before implementation. In this work, we review the scientific literature for evidence of previous conservation planning approaches, highlighting recent advances and success stories. We find that the conceptual characteristics of European conservation planning studies likely reduced their potential in contributing to better-informed decisions. We outline pathways towards improving the uptake of decision theory and multi-criteria conservation planning at various scales, particularly highlighting the need for (a) open data and intuitive tools, (b) the integration of biodiversity-focused conservation planning with multiple objectives, (c) accounting of dynamic ecological processes and functions, and (d) better facilitation of entry-points and co-design practices of conservation planning scenarios with stakeholders. By adopting and improving these practices, European conservation planning might become more actionable and adaptable towards implementable policy outcomes. Abstract:It is increasingly recognized that more sustainable approaches are needed for planning and managing landscapes worldwide. New tools are needed to effectively apply sustainable principles to planning and management. The spatial dimension of sustainability engages processes and relations between different land uses, ecosystems and biotopes at different scales, and over time. Therefore, ecological knowledge is essential when planning for sustainability. The paper briefly reviews the historical role of ecology in planning, and ecological planning and management theories and methodologies. Building on existing ecological planning methods, we have developed a conceptual framework for sustainable landscape planning applying landscape ecological concepts and exploring the multiple potential roles of landscape metrics as ecological planning tools. We argue for a common framework that applies ecological knowledge in land planning, applicable to all physical planning activities. We believe this framework represents a significant contribution to increase the acceptance and use of ecological knowledge across the horizontal sectors planning, and to enhance communication between planners, thus contributing to an increased scientific and cultural consensus for sustainable landscape planning. Numerous quantitative metrics have emerged from landscape ecology that are useful for applying landscape ecology concepts to sustainable landscape planning. These metrics are essential tools to address the spatial dimension of sustainability in a quantitatively rigorous and robust manner. This paper proposes a core (sub)set of metrics, identified through literature reviews, which are understood as the most useful and relevant for landscape planning. A two-part sustainable landscape planning perspective is proposed, integrating horizontal and vertical perspectives. We believe that this dual approach can help to structure and clarify why, where, how and which landscape ecological principles and metrics can most effectively assist planning. We include a demonstration of this approach in the Mill River Watershed, USA. We argue that proper and informed use of landscape metrics will contribute to advance landscape planning theory and practice towards the goal of sustainability.

Abstract:While studies on physical activity behavior are widely available, research on physical activity environments is relatively new, particularly when related to ‘natural’ environments. In this chapter planning issues and design elements that can influence the use of urban green areas for physical activity are discussed. Availability, features, conditions, safety, aesthetics and climatic comfort are the main characteristics of urban green areas considered in the discussion, particularly in relation to natural elements. In the first part of the chapter the current literature presenting scientific evidence is examined. Once this evidence is discussed examples of best practices and significant planning and design solutions concerning the most relevant attributes of the green spaces are presented.
