Abstract:The article reveals the features of modern military conflicts waged with the use of unmanned aerial vehicles (drones). Author traces the transformation of identity of fighters participating in high-tech wars. While the identity of combatants in conventional wars can be described with “killing- being killed” structure, post-heroic drone warfare leads to the formation of a split identity: on the one hand, a combatant reliably protected from mortal risks and threats, on the other hand, his defenseless victim. Author also studies the features of panoptic surveillance carried out with the drones. It is shown that modern war is entering the phase of unprecedented asymmetric confrontation, which cannot be overcome solely by technical means.

Abstract:The Russian invasion of Ukraine has led to the first large-scale, high intensity war where both sides have extensively deployed military and commercial drones. What the conflict has so far highlighted is that the frequently mentioned "game-changing effect" of drones on warfare depends on the game. Based on their category, drones produce distinctive military effects either as an extension of air power or as ammunition. Military thinking is therefore changing, making armed drones more politically acceptable. There is also reduced focus on the large armed and surveillance drones known from counterterrorism operations, as better integrated small drone scouts now serve land forces in combat. Far from being a mere security nuisance, small drones have yet to be effectively countered with air defenses. Military and dual-use export controls require adaptation to keep pace with these evolving battlefield realities. The drone lessons of the war in Ukraine thus point to many future challenges lying in wait for the international community.

Abstract:The increasing prevalence of drone strikes, and the expanding applications of drones in different industries, are dissolving the boundaries between military and civilian realms. This special issue considers 'the art of drone warfare' by surveying the field of scholarship on drone warfare and drone art to date. It addresses the affective, discursive, technopolitical, and colonial histories underpinning drone systems, through essays discussing various cultural works encompassing marketing video, film, literature, and the visual arts. Despite the unresolved controversies surrounding the ethics of remote warfare, military drone use has become normalised. Examining the art and aesthetics of drone warfare helps to make its politics perceptible at a time when the logic behind autonomous military systems is becoming entrenched.

Abstract:Early studies on state drone proliferation argued that it would be temperate, constrained by high financial, technical, and infrastructural requisites and fielded according to the logic of scarce, exquisite airpower. While this rationale has held for limited conflicts, the high attrition and massive demand of a total war compelled strong standing armies to follow a different model of adoption: emulating weaker violent nonstate actors leveraging low-cost commercial platforms. The Russia-Ukraine war has captured this trend. Despite earlier expectations of armies maintaining advanced airpower for strategic ends, underdog Ukraine, followed by Russia have developed heavy reliance on commercial drone technologies for tactical aims. Framing this in military and battlefield innovation literature and drawing on studies on commercial drone use among violent nonstate actors, we argue that this constitutes a new trajectory involving mixed military arsenals enhanced with dual-use commercial platforms.

Abstract:Drone warfare is the most emblematic manifestation of so-called remote warfare. And yet, how 'remote' is it really? Based on extensive interaction with French drone crews, and interviews conducted in 2020, this article shows how drone warfare is not so new, not so distant, not so different, not so indifferent, and not so riskless. In other words, how distancing is a constant in the history of warfare; how the cliché of the drone pilot killing people between the groceries and the family dinner is a partial reflect of reality; how the videogame-like immersive environment of drone pilots is not that different from the one of modern inhabited aircrafts; how drones contradict the widespread assumption that propensity to killing is proportionate to physical distance from target; and finally how drone warfare is not that riskless, at least compared to its most likely alternatives. Therefore, drone warfare is not that remote.

Abstract:The article challenges traditional notions of war and war ethics from the standpoints of a terrorist attack victim and of a drone strike victim, of the decentralized opposition of “old” and “new” wars, “major” wars and “small” ones, combatants vs. non-combatants, soldiers vs guerilla fighters, friends vs enemies, victors vs defeated. Accordingly, the authors consider the political status and social role of ethnographic, anthropological and ethical research within the context of “new wars,” which include guerilla warfare and resort to terrorist tactics. Building on current research in sociology, anthropology, ethics and political studies (Hugh Gusterson, Mary Kaldor, Jeff McMahan, Lucy Sachman, Emran Feroz, Grégoire Chamayou, Kirill Martynov, Victor Vakhshtayn et al.), the authors regard whether drone technologies and other automated weapons conform to the Russia’s military ethics. They also speculate upon prospects of some technologies being socially adapted in different world cultures. The article brings up to date critique of violence by Walter Benjamin and problematizes the concept of the political by Carl Schmitt through the lens of the present-day military ethnography (see Nikolai Ssorin-Chaikov’s Hybrid Peace: Ethnographies of War in this issue of Logos). Analyzing historical transformations and inversions of guerillas, suicide pilots, UAV operators and suicide bombers deconstructs the notion of “hybrid war” as well as “hybrid peace.” Finally, the authors introduce a project of a less rigoristic and not purely prohibitive ethical program (“drone ethics”) which might serve as a basis for automated systems’ algorithms to make decisions during military crises and states of emergency. The article continues to address the range of problems brought up in the Logos issue on war (Vol. 29 #3 2019).

Abstract:AI-based, autonomous weapon systems (AWS) have the potential of weapons of mass destruction and thereby massively add to the intensifying dialectic of fear between ground and space and the pervasive mass human vulnerability of being tracked and targeted from above. Nevertheless, the dangerous effects of the proliferation of AWS have not been and still are not widely acknowledged. On the one hand, the capabilities and effects of AWS are downplayed by the military and the arms industry staging these systems as precise and clean. Recently, it is also argued that they can be built on the basis of a 'responsible' or 'trustworthy' artificial intelligence (AI). On the other hand, inadequate sociotechnical imaginaries of AI as a conscious, evil super-intelligence circulated by Hollywood blockbuster films such as 'Terminator' or 'Ex Machina' dominate the public discourse. Their massive overstatement of the power of the technology and also their focus on often irrelevant imaginaries such as the 'Terminator' hinders a realistic understanding of the AI's capabilities. Against this background, arms control advocates develop new imaginaries to show the loss of 'meaningful human control' (Sharkey 2016) and its problematic consequences. In October 2023, the deployment of autonomous military in the battlefield has already been officially confirmed by an Ukrainian drone company (Hambling 2023).

Abstract:The use of unmanned aerial vehicles (UAVs) or “drones” in military contexts has skyrocketed in the last two decades, with missions ranging from surveillance, reconnaissance, and intelligence to combat support. Technological advances have led to an increase in drone capabilities and reliability, on the one hand, and to a decrease of production costs, on the other hand. Furthermore, drone availability has also drastically increased, and equipment that was once the exclusive privilege of a few countries can now be obtained by all national armed forces – and, as evidenced by recent attacks, by non-official forces. In this context, drones can become part of any conflict, and military strategists have to include response to drones and to potential drone swarms in their operational scenarios. Therefore, defense against drones has to become a component of any full-fledged military strategy. This analysis explores the conceptual and operational changes for military forces triggered by the massive emergence of drones, including the theoretical and practical challenges related to training and implementing specific anti-drone units. First, the evolution of the threats related to drones and drone swarms is identified. We then summarize the different possible countermeasures. Finally, we propose practical solutions to deploy these countermeasures, notably by exploring the possibilities of development and deployment of specialized anti-drone units and examining some of the challenges associated with fighting high-tech unmanned enemies rather than fighting soldiers in conventional battlefields.

Abstract:Although contemporary unmanned systems are used in every environment, they overwhelmingly dominate the airspace. They are commonly called aerial drones or unmanned aerial vehicles (UAVs), while the systems supporting and controlling UAVs are called unmanned aerial systems (UASs). The widespread adoption of aerial drone technology has led to their increasing use on the battlefield. Therefore, finding an effective counter-drone (counter - UAS) weapon has become a serious challenge. This task is particularly difficult because we are dealing with a huge variety of unmanned aerial systems while their numbers are increasing at a record-breaking pace. At this point, there are also no fully proven counter-drone solutions, with most existing systems still in the research phase or newly introduced prototypes. The emerging problems and the set of uncertainties associated with them have become the fundamental basis for addressing and presenting this issue in this publication. This article discusses the crucial subject of defense against unmanned aerial systems from the perspective of modern warfare. The author addresses the question of how to plan and implement counter-drone defense in military operations, as well as what technical solutions could be useful for this purpose. Throughout this study, the author employed various methods, including analysis, synthesis, comparison, and case studies, primarily by examining available open-source information on recent armed conflicts in Nagorno-Karabakh and the ongoing conflict in Ukraine. These methods enabled the author to validate his main hypothesis: there are currently no effective drone countermeasures systems, particularly against drones that can operate autonomously, utilize artificial intelligence algorithms for guidance and decision-making, or engage in large-scale attacks, known as swarms. Simultaneously, the author points out what new technical solutions should be developed to enable effective countermeasures and what tactics should be incorporated into military training to address this threat. Additionally, the article discusses to what extent existing air defense systems can be adapted for counter-drone defense and whether there are effective methods of force protection against such threats.

Abstract:Journal of Conflict Resolution, Ahead of Print. How do drones affect escalation dynamics? The emerging consensus from scholarship on drones highlights increased conflict initiation when drones allow decisionmakers to avoid the risks of deploying inhabited platforms, but far less attention has been paid to understanding how drones affect conflict escalation. Limited theorization and empirical testing have left debates unresolved. I unpack the underlying mechanisms influencing escalation decisions involving drones by proposing a logic of remote-controlled restraint: drones limit escalation in ways not possible when inhabited assets are used. To test this logic and explore its instrumental and emotional microfoundations, I field "comparative wargames." I immerse national security professionals in crisis scenarios that vary whether a drone or inhabited aircraft is shot down. I validate wargame findings using a survey experiment. The wargames shed light on the microfoundations of escalation, highlight limits of existing theories, and demonstrate the utility of comparative wargaming as an IR research tool.

Abstract:How will the robot age transform warfare? What geopolitical futures are being imagined by the US military? This article constructs a robotic futurology to examine these crucial questions. Its central concern is how robots - driven by leaps in artificial intelligence and swarming - are rewiring the spaces and logics of US empire, warfare, and geopolitics. The article begins by building a more-than-human geopolitics to de-center the role of humans in conflict and foreground a worldly understanding of robots. The article then analyzes the idea of US empire, before speculating upon how and why robots are materializing new forms of proxy war. A three-part examination of the shifting spaces of US empire then follows: (1) Swarm Wars explores the implications of miniaturized drone swarming; (2) Roboworld investigates how robots are changing US military basing strategy and producing new topological spaces of violence; and (3) The Autogenic Battle-Site reveals how autonomous robots will produce emergent, technologically event-ful sites of security and violence - revolutionizing the battlespace. The conclusion reflects on the rise of a robotic US empire and its consequences for democracy.

Abstract:Recently, a military robot has autonomously taken the decision to attack enemy troops in the Libyan war without waiting for any human intervention. Russia is also suspected of using such kind of robots in the current war against Ukraine. This news has highlighted the possibility of radical changes in war scenarios. Using a Catholic perspective, we will analyze these new challenges, indicating the anthropological and ethical bases that must lead to the prohibition of autonomous “killer robots” and, more generally, to the overcoming of the just war theory. We will also point out the importance of Francis of Assisi, whom the encyclical Fratelli tutti has proposed again as a model for advancing towards a fraternal and pacified humanity.

Abstract:This study was designed to determine the characteristics and tendencies of drones, which have emerged as a key weapon system in the Russian-Ukrainian War since 2022, and their use in modern warfare. A spatiotemporal analysis was conducted on 5,491 coordinates of drone-based battles within the city with a multidimensional model. The analysis revealed extensive drone operations by both Russia and Ukraine, with Ukraine shifting to offensive actions in 2023, and distinct temporal patterns by day of the week at battle sites, as indicated by the frequency of drone-based battles. Moreover, Russia maintained the momentum of offensive drone operations, intercepting 85.1% of Ukrainian drones and achieving a 54.0% success rate in drone-based attacks, whereas Ukraine intercepted 43.3% of Russian drones, with a success rate of only 14.3%. Based on this study, the spatiotemporal analysis of drone-based combat across Ukraine enabled an examination of the operating areas, roles, and efficiency of this weapon system as well as an understanding of the impact and multifaceted characteristics associated with its deployment on the battlefield.

Abstract:<span>Drones, no matter whether military or civilian, have been widely theorized as a media technology. An important notion for conceptualizing the particular scopic regimes of drones has been "drone vision." Recently, some scholars have suggested to shift the attention toward the "more-than-optical", "more-than-visual" or "synesthetic" characteristics of drones. Drawing on a (post-)phenomenological reading of First Person View (FPV) drone flight, this article asks, firstly, how the "more-than" component in the notion "more-than-optical" emerges in the embodied actions and perceptions of amateur drone users, and secondly, how these experiences might be conceptualized. As a key concept for my reflection, I take up the notion of telepresence, which emerged in the discourse on remote control and teleoperation technologies and finally found its way as an artistic strategy and popular motif into our contemporary socio-technical imaginaries. This article suggests first steps toward an empirical and theoretical exploration of the heterogeneous technogene sensations of drones.</span>
