Abstract:Balancing the subsistence allowance system for both urban and rural residents is the starting point for the realization of overall development of urban and rural social security, and an important part of the overall development of urban and rural social security, so the overall development of subsistence allowance system for both urban and rural residents is of great signifieance in the overall development of urban and rural social security. This paper first describes the dualistic status presented in the laws & regulations, security standard, financing methods, and management system and other aspects of the subsistence allowance system for China's urban and rural residents, and then conducts a deep analysis on the economic barriers, institutional barriers, ideological barriers, technical barriers and so forth in the overall development process of the subsistence allowance system for China's urban and rural residents, and finally proposes specific measures to accelerate the overall development of the subsistence allowance system for China's urban and rural resident, including legislating for the overall development of the subsistence allowance system for both urban and rural residents, scientifically defining the security objects, contents and standards of the subsistence allowance system, constructing reasonable burden sharing mechanism, realizing the diversification Of capital source channels, integrating the management and operating mechanism of the urban and rural subsistence allowance system and so on.
