Abstract:The recently promulgated Navigable Waters Protection Rule eliminates federal protection for ephemeral streams previously covered by the Clean Water Act in the USA, but the regulatory agencies assert that map limitations preclude any quantification of the scope and extent of affected surface waters. However, ephemeral stream channels, which only flow in direct response to precipitation events and are important contributors to water quality and aquatic ecosystems, have been the subject of extensive mapping efforts that do allow for basic estimation of the effects of the new rule. We use the National Hydrography Dataset and a simple headwater stream model derived from digital elevation data to conduct a rapid assessment of ephemeral stream extent. We estimate that, by length, 43 to 56% of conterminous USA stream channels are ephemeral and that ½ of these features will no longer be protected under the new rule.

Abstract:We assess which waters the Clean Water Act protects and how Supreme Court and White House rules change this regulation. We train a deep learning model using aerial imagery and geophysical data to predict 150,000 jurisdictional determinations from the Army Corps of Engineers, each deciding regulation for one water resource. Under a 2006 Supreme Court ruling, the Clean Water Act protects two-thirds of US streams and more than half of wetlands; under a 2020 White House rule, it protects less than half of streams and a fourth of wetlands, implying deregulation of 690,000 stream miles, 35 million wetland acres, and 30% of waters around drinking-water sources. Our framework can support permitting, policy design, and use of machine learning in regulatory implementation problems.

Abstract:The Water Quality Act of 1987 ushered in a new era of clean water policy to the US. The Act stands today as the longest-lived example of national water quality policy. It included a then-revolutionary funding model for wastewater infrastructure - the Clean Water State Revolving Fund - which gave states much greater authority to allocate clean water infrastructure resources. Significant differences between states exist in terms of their ability to provide adequate resources for the program, as well as their ability (or willingness) to meet the wishes of Congress to serve environmental needs and communities. This book examines the patterns of state program resource distribution using case studies and analysis of state and national program data. This book is important for researchers from a range of disciplines, including water, environmental and infrastructure policy, federalism/intergovernmental relations, intergovernmental administration, and natural resource management, as well as policy makers and policy advocates.

Effects of landscape characteristics, anthropogenic factors, and seasonality on water quality in Portland, Oregon

Abstract:Urban areas often struggle with deteriorated water quality because of complex interactions between landscape factors and climatic variables. However, few studies have considered the effects of landscape variables on water quality at a sub-500-m scale. We conducted a spatial statistical analysis of six pollutants for 128 water quality stations in four watersheds around Portland, Oregon, using data from 2015 to 2021 for the wet season at two microscales (100 m and 250 m buffers). E. coli was associated with land cover, soil type, topography, and pipe length, while lead variations were best explained by topographic variables. Developed land cover and impervious surface explained variations in nitrate, while orthophosphate was associated with mean elevation. Models for zinc included land cover and topographic variables in addition to pipe length. Spatial regression models better explain variations in water quality than ordinary least squares models, indicating strong spatial autocorrelation for some variables. Our findings provide valuable insights to city planners and researchers seeking to improve water quality in metropolitan areas by manipulating city landscapes.

Abstract:Many of the remaining mechanisms for reducing land-based nitrogen release in coastal communities depend on behavior change, social acceptance, and public support of localized mitigation programs. These needs necessitate appropriate and effective stakeholder engagement. Cape Cod, Massachusetts, USA, is one example of an area undergoing significant local, regional, state and federal decision-making processes to address nitrogen impacts on coastal waterbodies through an update to its Area Wide Water Quality Management Plan (208 Plan). The 208 Plan Update seeks to support mitigation of nitrogen pollution and restore estuarine health through active community engagement with elected officials, town staff, citizens, and other stakeholders across its 53 embayment watersheds, 35 of which are deemed impaired. With an economy deeply tied to the environment, the region is in the difficult position of needing to make significant infrastructure investments to maintain its reputation for high quality coastal waters. It is the first region in the United States to undergo an extensive revisit of its Area Wide Water Quality Management Plan developed pursuant to Section 208of the federal Clean Water Act for the purpose of addressing nitrogen. The community engagement process for the 208 Plan Update set forth to 1) understand the range of perspectives regarding the extent of the nitrogen impacts as well as the possible solutions, 2) ensure two-way communication of available information, and 3) build trust through a transparent process. The process specifically applied a number of different mechanisms for community engagement which enabled progress in addressing nitrogen management needs. The process helped to determine and address barriers to successful implementation of nitrogen mitigation plans and resulted in a framework for watershed-based planning that relies on regional coordination and supports local selection of mitigation strategies. As a result, communities in the region are developing innovative cross-municipal partnerships and committing to fund infrastructure necessary to decrease nitrogen loading to coastal embayments.

Abstract:Elevated nutrient and suspended sediment concentrations often result in negative environmental impacts within freshwater environments. Studies that directly compare suspended sediment and bioavailable nutrients between predominantly agricultural and predominantly urban watersheds during baseflow conditions are largely lacking. The purpose of this study was to determine the impacts of land cover, stream discharge, and wastewater treatment plant (WWTP) discharge on nutrient and sediment concentrations, across a large land cover gradient in Southwest Ohio streams. Weekly baseflow samples were collected from eight streams over 1 year from November, 2016 through November, 2017. Total suspended sediment, nitrate, and phosphate concentrations were measured. Results indicate that agricultural land cover and WWTPs increase nitrate and phosphate concentrations in the study area. Total suspended sediment and nitrate concentrations increased with discharge, and discharge was a relatively weak predictor of phosphate concentrations. Seasonal water quality trends varied by parameter and land use also had unique impacts on seasonal water quality trends. Results suggest that to improve water quality in the study area, efforts should focus on improving WWTP effluent treatment and agricultural land management.

Abstract:Surface water nutrient pollution, the primary cause of eutrophication, remains a major environmental concern in Western Lake Erie despite intergovernmental efforts to regulate nutrient sources. The Maumee River Basin has been the largest nutrient contributor. The two primary nutrient sources are inorganic fertilizer and livestock manure applied to croplands, which are later carried to the streams via runoff and soil erosion. Prior studies of nutrient source attribution have focused on large watersheds or counties at annual time scales. Source attribution at finer spatiotemporal scales, which enables more effective nutrient management, remains a substantial challenge. This study aims to address this challenge by developing a generalizable Bayesian network model for phosphorus source attribution at the subwatershed scale (12-digit Hydrologic Unit Code). Since phosphorus release is uncertain, we combine excess phosphorus derived from manure and fertilizer application and crop uptake data, flow information simulated by the SWAT model, and in-stream water quality measurements using Approximate Bayesian Computation to derive a posterior that attributes phosphorus contributions to subwatersheds. Our results show significant variability in subwatershed-scale phosphorus release that is lost in coarse-scale attribution. Phosphorus contributions attributed to the subwatersheds are on average lower than the excess phosphorus estimated by the nutrient balance approach currently adopted by environmental agencies. Fertilizer contributes more soluble reactive phosphorus than manure, while manure contributes most of the unreactive phosphorus. While developed for the specific context of Maumee River Basin, our lightweight and generalizable model framework could be adapted to other regions and pollutants and could help inform targeted environmental regulation and enforcement.

Abstract:Across Indigenous scholarship and environmental sciences there is a growing recognition that community and stakeholder partnerships must underpin and guide the co-production of knowledge to better resolve the complex socio-political issues responsible for the production, and ultimately the mitigation, of pollution. This article reports work that aimed to support shared understanding within community stakeholder partners as part of two larger environmental science projects to understand and reduce pollution within an urban waterway. Utilizing participatory action research, transdisciplinary and translational ecology approaches, the research used System Effects Mapping to visualize a networked understanding of people's connections to, and valuing of, their local water ways. This led to discussions on ways that community stakeholders felt they could act to improve the environmental conditions, taking into account how actions may interact. While actions identified were not necessarily novel, the approach supported shared understanding between researchers and community stakeholders and shared investment in the knowledge produced. Systems Effects Mapping was a useful method, with the social network output allowing for deeper exploration of transdisciplinary systems change.

Abstract:We assessed the hydrochemistry of 15 watersheds in the Halton Region, southern Ontario, in high resolution (n > 500 samples across n > 40 streams) to characterize water quality dynamics and governing controls on major and trace element concentrations in this rapidly urbanizing region. In 2022, major water quality parameters were generally in line with historic monitoring data yet significantly different across catchments, e.g., in specific conductance, turbidity, phosphate and chloride, and trace element concentrations. Distinct hydrochemical signatures were observed between urban and rural creeks, with urban stream sections and sites near the river mouths close to Lake Ontario having consistently higher chloride (up to 700 mg/L) and occasional enrichment in nutrients levels (up to 8 and 20 mg/L phosphate and nitrate, respectively). Particularly upper reaches exhibited hydrochemical signatures that were reflective of the catchment surface lithologies, for instance through higher dissolved Ca to Mg ratios. Unlike for chloride and phosphate, provincial water quality guidelines for trace elements and heavy metals were seldom surpassed (on < 10 occasions for copper, zinc, cadmium, and uranium). Concentrations of other trace elements (e.g., platinum group elements or rare earth elements) were expectedly low (< 0.3 µg/L) but showed spatiotemporal concentration patterns and concentration-discharge dynamics different from those of the major water quality parameters. Our results help improve the understanding of surface water conditions within Halton's regional Natural Heritage Systems and demonstrate how enhanced environmental monitoring can deliver actionable information for watershed decision-making.

Abstract:Addressing diffuse agricultural pollution to improve water quality is a socioeconomic, political, and policy challenge worldwide. In New Zealand, catchment load limits are being introduced to regulate nutrient losses from agricultural land. Focused on the South Island region of Canterbury, this article presents an interpretive co-production policy analysis to examine the role of science through modeling in rescaling the knowledge and governance of diffuse pollution. The article assembles a discourse of limits, scientific representations of catchment-scale diffuse pollution, a “fast-track” institutional pathway, and identities of scientists and government as knowledge broker and the community as decision maker. The analysis identifies the paradoxical scripting of “predictable nature” and “uncertain nature” and the enrollment of the future as a governance space essential for resolving water resource conflict. The article illustrates a role for modeling well beyond informing and facilitating environmental decision making to constituting the identities, objects, and spaces of governance.

Limited progress in nutrient pollution in the U.S. caused by spatially persistent nutrient sources

Abstract:Human agriculture, wastewater, and use of fossil fuels have saturated ecosystems with nitrogen and phosphorus, threatening biodiversity and human water security at a global scale. Despite efforts to reduce nutrient pollution, carbon and nutrient concentrations have increased or remained high in many regions. Here, we applied a new ecohydrological framework to ~12,000 water samples collected by the U.S. Environmental Protection Agency from streams and lakes across the contiguous U.S. to identify spatial and temporal patterns in nutrient concentrations and leverage (an indicator of flux). For the contiguous U.S. and within ecoregions, we quantified trends for sites sampled repeatedly from 2000 to 2019, the persistence of spatial patterns over that period, and the patch size of nutrient sources and sinks. While we observed various temporal trends across ecoregions, the spatial patterns of nutrient and carbon concentrations in streams were persistent across and within ecoregions, potentially because of historical nutrient legacies, consistent nutrient sources, and inherent differences in nutrient removal capacity for various ecosystems. Watersheds showed strong critical source area dynamics in that 2-8% of the land area accounted for 75% of the estimated flux. Variability in nutrient contribution was greatest in catchments smaller than 250 km2 for most parameters. An ensemble of four machine learning models confirmed previously observed relationships between nutrient concentrations and a combination of land use and land cover, demonstrating how human activity and inherent nutrient removal capacity interactively determine nutrient balance. These findings suggest that targeted nutrient interventions in a small portion of the landscape could substantially improve water quality at continental scales. We recommend a dual approach of first prioritizing the reduction of nutrient inputs in catchments that exert disproportionate influence on downstream water chemistry, and second, enhancing nutrient removal capacity by restoring hydrological connectivity both laterally and vertically in stream networks.

Abstract:The safety of drinking water is directly related to the occurrence and concentrations of numerous organic micropollutants (OMPs) in source water. In this study, an approach integrating in vitro bioassays and chemical analyses was used to assess the purification effects of a field-scale constructed wetland on the fates of OMPs and their relevant toxicities and health risks in both summer and winter. Overall, 45 of 86 OMPs, including polycyclic aromatic hydrocarbons (PAHs), polychlorinated biphenyls (PCBs), organochlorine pesticides (OCPs), organophosphorus pesticides (OPPs), and phthalates (PAEs), were detected in at least one of the water samples. The constructed wetland significantly decreased the concentrations of most types of OMPs, while showed negative effects on the PAEs and OPPs. Toxicological evaluation of water samples indicated that the cytotoxicity, reactive oxygen species (ROS) level and anti-androgen (Ant-AR) activity were all dramatically decreased after the constructed wetland treatment. PAEs and PAHs were the dominant contributors and accounted for 75.12-97.48% of the predicted Ant-AR potencies, while the total predicted Ant-AR potencies only contributed 3.13-15.97% of the observed Ant-AR potencies in the examined water samples, suggesting more OMPs that pose toxic effects are still undetected. The human health risk assessment demonstrated that noncarcinogenic risks of the water samples were acceptable. However, potential carcinogenic risks that were mainly induced by 2, 6-dinitrotoluene, 2, 4-dinitrotoluene, pentachlorophenol and PAEs cannot be ignored. This study can help to understand the role of constructed wetlands in removing OMPs and biological effects from drinking water sources.
Sources and concentrations of nutrients in surface runoff from waterfront homes with different landscape practices

Abstract:Development along Florida's coastal waterways has led to significant degradation in water quality over time. Numerous sources have contributed to increased nutrient loads in surface waters. Nitrogen (N) and phosphorus (P) pollution from urban fertilizer use has been addressed at the state, county, and municipality level yet the success of these efforts is rarely evaluated. This study aimed to validate these efforts by assessing the source and concentration of nutrients from surface water associated with waterfront homes with or without Florida Friendly Landscaping™, a nonstructural best management practice. The objectives were: to compare nutrient concentrations in runoff from differing landscape designs; compare the NO3- isotopic signature to that of known N sources; and evaluate the impact of a fertilizer ordinance blackout that is in effect during the wet season. Results from the study indicate no statistical reduction in the nutrient concentration of lawn runoff from either landscape design or the implementation of a fertilizer blackout ordinance. Results show that the sources of N in home landscapes are highly variable and cannot be solely attributed to fertilizer sources and highlight the influence of atmospheric depositions and soil nutrient pools which contribute 53-65% of the nitrate in lawn runoff. Nutrient management strategies need to address multiple sources of urban nutrients and mitigation efforts will not be immediate.

Abstract:Urbanization and human-led development have increased more rapidly along shorelines and in coastal watersheds than inland regions over the past century. The result of major land use changes for both urban tracts and agriculture to serve the urban areas, as well as infrastructure development is increased runoff carrying sediments, nutrients, pollutants, pharmaceuticals, and toxins downstream to estuarine systems. The increased runoff levels are only the tip of the iceberg, with human development resulting in increased fecal bacteria from urbanization and excess nutrients from agriculture leading to harmful algal blooms. Estuaries act as a natural filter between land and sea, but have been overloaded by the influx of sediments and pollutants in recent decades. As a result, there have been a variety of impacts to estuarine ecosystems and water quality including increased sediment load, eutrophication, harmful algal blooms, fecal bacteria, as well as shellfish and fisheries declines. In some estuarine systems, the reduction in light penetration to the benthos has led to the loss of seagrasses. In others, seasonal hypoxia is a visible symptom of prolonged eutrophication. There is a need to augment long-term monitoring techniques with new technologies and data processing methods to better understand the current state of estuaries and work towards mitigating human impacts on estuarine ecosystems and water quality.

Abstract:As non-point source pollution has emerged as a significant global and regional concern, climate change (CC), land use/cover transformation (LUCT), and management practices (MP) play vital roles in addressing nutrient pollution. However, current studies lack comprehensive quantification and consistent conclusions on the response to these factors, especially for management practices. To quantify and elucidate the impact of representative environmental factors on rapidly urbanizing regions, this study focused on the Shenzhen River, which serves as the most typical urbanizing watershed. Using a process-based distributed hydrological model with a factor-controlled simulation method, we identified significant differences in nutrient concentrations and the impacts of climate variability, land use/cover changes, and anthropogenic interventions from 2003 to 2020. Moreover, effective measures greatly improved water quality in the Shenzhen River during study period, as evident from trend and cluster analysis. However, ecological water supplements implemented since 2016 have led to a slight reduction in simulated runoff performance, and CC may amplify the synergistic effects of precipitation and temperature on the river system. While the implemented practices have been effective in reducing total nitrogen (TN) and total phosphorus (TP) loads, strong TN pollution control is still needed in rapidly urbanizing areas due to the results of land use/cover type changes. Our findings emphasize the intricate interplay among CC, LUCT, and MP in shaping water quality and hydrological processes in rapidly urbanizing watersheds, and clarify the independent effects of these factors on nutrients. This study contributes to a better understanding of the complex interactions between multiple factors in watersheds and provides guidance for sustainable watershed management.
