Abstract:In the past several years, Fermi National Accelerator Laboratory (Fermilab) has suffered a number of troublesome setbacks. In some cases, failures to respond effectively have only made things worse, resulting in the current crisis atmosphere at the laboratory. This is reflected in part in the poorly rated performance appraisals (or PEMP) that the DOE provides to the lab every year. Three entities are currently responsible for supporting, managing, operating, and leading the lab: the Department of Energy (DOE), Fermi Research Alliance (FRA), and the Laboratory Director Office. Two recent events provide opportunities for interested parties to reverse the recent decline: the release in December 2023 of the P5 Report and the DOE decision to rebid the Management & Operating (M&O) contract. The P5 Report a decadal update of recommendations for US particle physics, includes an ambitious and positive roadmap for projects and activities at Fermilab. Carrying out the P5 plan successfully, however, will also require addressing many of the other problems currently besetting the lab. The selection of a new M&O contractor is under the responsibility of the Deputy Director for Operations of the DOE Office of Science Dr. Juston Fontaine. A new M&O Contractor would replace FRA and name a new Director effective January 1, 2025. A new management team, one hopes, would be motivated to solve problems and would enjoy a honeymoon period, enabling them to make positive changes more easily. Stimulated by these recent developments, the authors of this document, all present or past employees, convened confidentially in order to collect testimonials on a series of events symptomatic of the lab problems, to provide constructive criticism and offer possible solutions. This document summarizes this work.

Abstract:This paper examines the roles of vision and leadership in creating and directing Fermi National Accelerator Laboratory from the late 1960s through the 1980s. The story divides into two administrations having different problems and accomplishments, that of Robert R. Wilson (1967-1978), which saw the transformation from cornfield to frontier physics facility, and that of Leon Max Lederman (1979-1989), in which the laboratory evolved into one of the world's major high-energy facilities. Lederman's pragmatic vision of a user-based experimental community helped him to convert the pioneering facility that Wilson had built frugally into a laboratory with a stable scientific, cultural, and funding environment.

Abstract:We report on the status of the Fermilab accelerator complex, including recent performance, upgrades in progress, and plans for the future. Beam delivery to the neutrino experiments surpassed our goals for the past year. The Proton Improvement Plan is well underway with successful 15 Hz beam operation. Beam power of 700 kW to the NOvA experiment was demonstrated and will be routine in the next year. We are also preparing the Muon Campus to commission beam to the g-2 experiment.

Abstract:The upcoming long baseline neutrino experiments aim to enhance proton beam power to multi-MW scale and utilize large-scale detectors to address the challenge of limited event statistics. The DUNE experiment at LBNF will test the three neutrino flavor paradigm and directly search for CP violation by studying oscillation signatures in the high intensity $\nu_{\mu}$ (anti-$\nu_{\mu}$) beam to $\nu_{e}$ (anti-$\nu_{e}$) measured over a long baseline. Higher beam power and improved accelerator up-time will enhance neutrino flux for the neutrino program by increasing the number of protons on target. LBNF/DUNE, as well as PIP-II upgrade and Accelerator Complex Evolution (ACE) plan, play a vital role in this effort. The scientific potential of ACE plan extends beyond neutrino physics, encompassing endeavors such as the Muon Collider, Charged Lepton Flavor Violation (CLFV), Dark Sectors, and exploration of neutrinos beyond DUNE.\par In the era of higher-power accelerator operation , research in target materials and beam instrumentation is crucial for optimizing design modifications. This abstract discusses Fermilab ACE, the science opportunities it provides, and how Fermilab is pushing the limits of proton beam power and accelerator infrastructure. By tackling neutrino beam challenges and exploring research and development ideas, we are advancing our understanding of fundamental particles and their interactions.

Abstract:In 1980 Leon Lederman started Saturday Morning Physics with a handful of volunteer physicists, around 300 students and all the physics teachers who tagged along. Today Fermilab offers over 30 programs annually with help from 250 staff volunteers and 50 educators, and serves around 40,000 students and 2,500 teachers. Find out why we bother. Over the years we have learned to take advantage of opportunities and confront challenges to offer effective programs for teachers and students alike. We offer research experiences for secondary school teachers and high school students. We collaborate with educators to design and run programs that meet their needs and interests. Popular school programs include classroom presentations, experience-based field trips, and high school tours. Through our work in QuarkNet and I2U2, we make real particle physics data available to high school students in datadriven activities as well as masterclasses and e-Labs. Our professional development activities include a Teacher Resource Center and workshops where teachers participate in authentic learning experiences as their students would. We offer informal classes for kids and host events where children and adults enjoy the world of science. Our website hosts a wealth of online resources. Funded by the U.S. Department of Energy, the National Science Foundation and Fermilab Friends for Science Education, our programs reach out across Illinois, throughout the United States and even around the world. We will review the program portfolio and share comments from the volunteers and participants.

Abstract:The potentially realizable beam power at the Fermilab long-baseline neutrino program has motivated a reinvigorated design and optimization effort for a rapid-cycling synchrotron (RCS) intensity upgrade of the Fermilab proton complex. We examine areas of technological development with the potential for high-impact on the Fermilab RCS design - low-loss slip-stacking, advanced neutrino-target R\&D, laser-stripping H$^{-}$ injection, fast-ramping super-ferric magnets, nonlinear integrable optics, electron lens devices, and next-generation halo monitors. A brief overview is given on the Fermilab Accelerator Science \& Technology (FAST) facility, where the latter three technologies will undergo comprehensive beam tests.

Abstract:The Illinois Accelerator Research Center (IARC) hosts a new accelerator development program at Fermi National Accelerator Laboratory. IARC provides access to Fermi's state-of-the-art facilities and technologies for research, development and industrialization of particle accelerator technology. In addition to facilitating access to available existing Fermi infrastructure, the IARC Campus has a dedicated 36,000 ft2 heavy assembly building (HAB) with all the infrastructure needed to develop, commission and operate new accelerators. Connected to the HAB is a 47,000 ft2 Office, Technology and Engineering (OTE) building, paid for by the state, that has office, meeting, and light technical space. The OTE building, which contains the Accelerator Physics Center, and nearby Accelerator and Technical divisions provide IARC collaborators with unique access to world class expertise in a wide array of accelerator technologies. At IARC scientists and engineers from Fermilab and academia work side by side with industrial partners to develop breakthroughs in accelerator science and translate them into applications for the nation's health, wealth and security.

Abstract:Science, especially large-scale basic research, is a collaborative endeavor, often drawing on the skills of people from a wide variety of disciplines. These people include not just scientists, but also administrators, engineers, and many others. Fermilab, a Department of Energy National Laboratory and the United States' premier particle physics laboratory, exemplifies this kind of research; many of its high-energy physics experiments involve hundreds of collaborators from all over the world. The Fermilab Archives seeks to document the history of the lab and the unique scientific research its staff and visitors perform. Adequately documenting the lab's work often requires us to go far beyond things like the writings and correspondence of scientists to also capture the administrative and social histories of the experiments and the context in which they were performed. At Fermilab, we have sought to capture these elements of the lab's activities through an oral history program that focuses on support staff as well as physicists and collection development choices that recognize the importance of records documenting the cultural life of the lab. These materials are not merely supplementary, but rather essential documentation of the many types of labor that go into the planning and execution of an experiment or the construction of an accelerator and the context in which this work is performed.

Abstract:Modernizing the Fermilab accelerator control system is essential to future operations of the laboratory's accelerator complex. The existing control system has evolved over four decades and uses hardware that is no longer available and software that uses obsolete frameworks. The Accelerator Controls Operations Research Network (ACORN) Project will modernize the control system and replace end-of-life power supplies to enable future accelerator complex operations with megawatt particle beams. An overview of the ACORN Project and a summary of recent research and development activities will be presented.

Abstract:Significant upgrades to Fermilab's accelerator complex have accompanied the development of LBNF (the Long Baseline Neutrino Facility) and DUNE (Deep Underground Neutrino Experiment). These improvements will facilitate 1-MW operation of the NuMI (Neutrinos at the Main Injector) beam for the first time this year through changes to the Recycler slip-stacking procedure and shortening of the Main Injector ramp time. The modifications to the Recycler slip-stacking and efforts to reduce the duration of the Main Injector ramp will be discussed. Additionally, details regarding further shortening of the ramp time and the subsequent impacts on future accelerator operations are presented.

Abstract:Active discussion on the high energy physics priorities in the US carried out since summer of 2013 resulted in changes in Fermilab plans for future development of the existing accelerator complex. In particular, the scope of Project X was reduced to the support of the Long Base Neutrino Facility (LBNF) at the project first stage. The name of the facility was changed to the PIP-II (Proton Improvement Plan). This new facility is a logical extension of the existing Proton Improvement Plan aimed at doubling average power of the Fermilab's Booster and Main Injector (MI). Its design and required R&D are closely related to the Project X. The paper discusses the goals of this new facility and changes to the Project X linac introduced to support the goals.

Abstract:A staged approach towards muon based facilities for Intensity and Energy Frontier science, building upon existing and proposed facilities at Fermilab, is presented. At each stage, a facility exploring new physics also provides an R&D platform to validate the technology needed for subsequent stages. The envisioned program begins with nuSTORM, a sensitive sterile neutrino search which also provides precision neutrino cross-section measurements while developing the technology of using and cooling muons. A staged Neutrino Factory based upon Project X, sending beams towards the Sanford Underground Research Facility (SURF), which will house the LBNE detector, could follow for detailed exploration of neutrino properties at the Intensity Frontier, while also establishing the technology of using intense bunched muon beams. The complex could then evolve towards Muon Colliders, starting at 126 GeV with measurements of the Higgs resonance to sub-MeV precision, and continuing to multi-TeV colliders for the exploration of physics beyond the Standard Model at the Energy Frontier. An Appendix addresses specific questions raised by the Lepton Colliders subgroup of the CSS2013 Frontier Capabilities Study Group.

Abstract:Fermilab carries out an extensive program of accelerator-based high energy particle physics research at the Intensity Frontier that relies on the operation of 8 GeV and 120 GeV proton beamlines for a number of fixed target experiments. Routine operation with a world-record 700 kW of average 120 GeV beam power on the neutrino target was achieved in 2017 as a result of the Proton Improvement Plan (PIP) upgrade. There are plans to further increase the power from 900–1000 kW. The next major upgrade of the FNAL accelerator complex, called PIP-II, is under development. It aims at 1.2 MW beam power on target at the start of the LBNF/DUNE experiment in the middle of the next decade and assumes replacement of the existing 40 years old 400 MeV normal-conducting Linac with a modern 800 MeV superconducting RF linear accelerator. There are several concepts to further double the beam power to [Formula: see text] 2.4 MW after replacement of the existing 8 GeV Booster synchrotron. In this review, we discuss current performance of the Fermilab proton accelerator complex, the upgrade plans for the next two decades and the accelerator R&D program to address cost and performance risks for these upgrades.
