Abstract:In the U.S.higher education system,the management of academic programs generally assumes a style of negotiation between the inside and outside stakeholders of universities and between the government and universities. Although the approval and adjustment of academic programs are free from the restriction of a program catalog,they are subject to the government's supervision and society's participation.The shared governance among the universities, government and society ensures the flexibility,diversity and orderliness of the development of academic programs. This article introduces the management systems and operation mechanisms of program management at the state governments and universities,and analyzes their unique features and experience.

Abstract:Accreditation,as the system for American higher education quality assurance and quality improvement,has evolved into one of the most important ways for higher education quality management in the whole world.The concerns with higher education quality in China,as the result of expansion at the end of the 1990s,have directed the home scholars' interests towards American higher education accreditation.However,the internal logic and core mechanism of accreditation for the US higher education quality assurance and quality improvement have to be further explored.The study cautiously examined how student assessment was becoming the most important catalyst for the transformation of accredited organization since the 1980s based on the historical analysis of their reciprocal influence as to explain the internal logic of the transformation of quality concept and assurance mechanism of American Higher Education.

Abstract:On the turning point of European and world history, it is extremely important to unveil and effectively utilize the potential of effective high-quality education to make the future better for generations to come. Higher education quality management through accreditation has a long history of development in the United States, and time-proven standards, stimulating accredited institutions to continually improve academic quality. The concepts, systems, principles and practices of accreditation arouse in the United States out of the need to meet the demands for quality, and evolved over decades, to form a coherent set of standards and frameworks of continuous improvement in all meaningful directions of the educational institutions’ life, striving for teaching excellence and high learning outcomes. At present, accreditation principles and processes, as exemplified by the Accreditation Council for Business Schools and Programs (ACBSP) programmatic accreditation, are implemented in the US and numerous countries of the world, to ensure high standard and continuous improvement of business education quality, to raise the competitiveness of educational institutions in response to the expectations of public (primarily, students and their families), governments, employers, universities/colleges, academics, and broader communities. This study establishes the correlation of the quality management system via ACBSP accreditation with the continuous improvement of business education quality. This study also provides statistical evidence that the application of quality management principles at institutions of higher education with accredited business programs did result in the association with enhanced student learning outcomes. Higher education quality management leads to higher employability of the institution’s graduates. Since the quality of education is crucial for the country’s economic growth and prosperity, the business education institutions and programs in Ukraine and other Central and Eastern European and Eurasian countries may benefit from implementing quality management through ACBSP accreditation for their undergraduate, graduate, and postgraduate (doctoral) business programs, to satisfy ever-rising expectations of candidates for top managerial and leadership positions. The research suggests that 51% of the institutions of higher education with business programs in the United States, and 93% of the institutions of higher education worldwide could benefit from implementing accreditation principles and processes to maintain and enhance their education quality and competitiveness in the world business education market, for the sake of highest recognition of their graduates’ diploma on the global job markets and significant increase of their employability.

Abstract:Professional accreditation of degree programs has potency in attracting prospective students (and their parents) and often institutionally for universities in demonstrating industry relevance. Without giving away too many secrets, the value of professional accreditation of planning degrees has, at times, provided me with a protective talisman to assert the specific needs and values of an urban planning degree within the seemingly never-ending processes of university curriculum reform. However, these purposes seem to be largely superficial compared to the real work of accreditation; ensuring quality and building links between educational and professional expectations for graduates. Notions of quality and relevance in turn open questions of tensions between a practical and normative stance – often discussed as a contest between preparing graduates for planning practice as it is, or as it ought to be.

Abstract:Higher education has entered the stage of popularization in China. At the end of the 20th century, the Chinese government made a major decision to accelerate the development of higher education. To the 21st century, the scale of higher education has expanded unprecedentedly. The rapid increase in Numbers has caused many quality problems. It has attracted more and more attention of scholars and society how to develop higher education with high quality. In view of the problem, this paper provides an overview of higher education quality assurance in the world, including its rise, development and new trend. To adapt to higher education globalization, we should further deepen reform and innovation, and accelerate the construction and improvement of quality assurance to effectively improve high education quality. Of course, we also do it from the advanced experience of developed countries and reality in China. So we will take measures to improve higher education quality in China in future. We can also call it prospect for higher education quality. For example, there will be special policy and legal basis for quality assurance, professional certification evaluation system, national quality standards, reform and innovation. In fact, we will meet difficulties. And we should make decision to face reality. Altogether, the ultimate aim is to improve promote the good development of higher education quality.

Abstract:This multi-phase mixed-methods study explores provider and recipient perceptions of the current state of early childhood professional development in a southeastern area of the United States. Professional development for the early childhood workforce has been shown to positively influence the quality of early childhood classrooms. This study examines 320 providers and 1022 recipients (including childcare teachers, Head Start teachers and 4k teachers in public school districts) who completed surveys examining the types of professional development opportunities they experienced over the previous year. Findings from these surveys were used to determine a subsample of providers (n = 20) and recipients (n = 27) who were interviewed to gain a deeper understanding of these experiences. Findings from this study indicate overall dissatisfaction with the quality and purpose of current professional development opportunities. Participants describe a lack of access to high-quality experiences and suggest that professional development requirements should be restructured to be based on recipient needs rather than focus on a prescribed set of topics. In addition, data suggest that follow-up support or evaluation of professional development experiences rarely occurs in these settings. Implications for practice and future research are discussed.

Abstract:BACKGROUND:Although the accreditation approach is widely used to ensure the quality of medical education in many countries, there is scant empirical evidence on whether and how it improves actual medical school performance. We focused on conditions in China, which introduced an accreditation system during the 2010s. Specifically, we examined the relationship between first-round accreditation and actual performance based on the results of medical licensing examinations. Referring to organisation theory, we hypothesised that the impacts of accreditation would depend on existing performance gaps.METHOD:In 2022, we analysed panel data from 105 Chinese medical schools during accreditation (2012 to 2021) and pass rates on medical licensing examinations (2011 to 2019), as matched into 834 school-year records in a window of years before and after accreditation. We employed fixed-effects regression models with a comparison group to exclude factors that may have confounded the impacts of accreditation time. We also demonstrated the heterogeneous effects of accreditation by tier and performance gap of medical schools.RESULTS:The conservative estimates showed a substantial cumulative improvement (over 15 percentage points) in pass rates during the years before accreditation, with no clear trend indicating performance drops in the years after accreditation. Lower-tiered medical schools gained greater benefits from accreditation. Medical schools with a larger prior performance gap achieved a greater percentage point increase in pass rates with the passage of time in pre-accreditation years.CONCLUSIONS:This is the first empirical study to investigate whether accreditation has bridged performance gaps among medical schools. The results support the value of accreditation in China, a country that recently established the system, and might work as a substitute for missing information on early accreditation history in countries with long-established accreditation systems. We encourage more studies in countries that have recently introduced accreditation systems.

Abstract:To review the current status of the overseas research on the validity of medical accreditation and thus to provide a basis for the improvement of medical accreditation system and concerned research. Reviewing the journal articles in the Web of Science core collection, 23 core articles were selected based on key words such as "Effectiveness" "Impact of Accreditation" "Continuous Quality Improvement" and "Academic Performance" from January 1, 1990 to November 30, 2020. On the whole, accreditation improves students' academic performance, the quality of school running, and bears the responsibility of improving social health level. However, there are still some barriers, such as limitation of data and research methods, relatively low standard of results and significant regional differences. Therefore, it is recommended to innovate research methods, strengthen the meta-evaluation of standards, enhance regional cooperation in sharing information, continuously improve the accreditation system with accreditation-related research, promote the international exchange of accreditation, and expand the influence of accreditation of medical education in China.
