Abstract:This paper studies the contributing factors of maritime piracy by analyzing previous incidents that have been reported to the International Maritime Organization (IMO). Part of the analysis is to filter those ship types that are particularly vulnerable to piracy attacks. The paper also introduces the guidelines developed by the IMO and the industry envisaging to minimize the risk to ships that are exposed to attacks from pirates. It further describes the initiatives taken to develop a sustainable mechanism in the high-risk area (HRA)(1) to suppress piracy and other maritime crimes. This study reflects the fact that maritime security and piracy issues' importance has been increasingly recognized in the 40 year history of Maritime Policy & Management.

Abstract:Marine piracy has traditionally been a serious threat to marine security, highlighting the great significance of piracy risk assessment and prevention to the marine industry and global economy. This study uses data on piracy attacks between 1994 and 2017 to estimate the probability of a vessel being attacked by pirates and the success rate of piracy attacks. The results of the employed binary logistic regression model show that small vessels and open registry vessels are more likely to be targeted by pirates. Further, the probability of successful boarding by pirates is higher for a vessel at berth or anchor, at night, in territorial waters and port areas, and in South America, the South China Sea, and the Strait of Malacca. Moreover, the rate of successful boarding will decreases from 99.42% to 86.71% if crews take passive measures and decreases further to 9.39% if crews take active measures. These results can not only be used by stakeholders to estimate the likelihood of piracy incidents, but can also provide information on how and the extent to which the identified factors influence piracy, helping marine stakeholders take appropriate anti-piracy measures. Moreover, these results can also be used for crew training and education to counter pirates as well as to help insurance companies set a premium rate for the different risk levels calculated by the model.

Abstract:Maritime piracy constitutes a major threat to global shipping and international trade. We argue that fishers turn to piracy to smooth expected income losses and to deter illegal foreign fishing fleets. Previous investigations have generally focused on cross-national determinants of the incidence of piracy in territorial waters. These investigations neglect piracy in international waters and ignore its spatial dependence, whereby pirate attacks cluster in certain locations due to neighborhood and spillover effects. We conduct a geographically disaggregated analysis using geo-referenced data of piracy and its covariates between 2005 and 2014. We demonstrate that the incidence of piracy in a particular location is associated with higher catch volumes from high-bycatch and habitat-destroying fishing, even when controlling for conditions in proximate coastal areas. We find, additionally, that illegal, unreported, and unregulated fishing exerts an especially pronounced effect on piracy. These findings highlight the need for anti-piracy solutions beyond enforcement to include the policing of fishing practices that are illegal or are perceived by local fishers in vulnerable coastal areas to be harmful to small-scale fishing economies.

Abstract:Since the International Maritime Organization (IMO) introduced the Port State Control (PSC) programme in 1982, it has been playing a vital role in the enforcement of safety law at sea worldwide. This paper addresses the effectiveness of PSC and the effectiveness of the methods for selecting ships to be inspected adopted by regional PSC. Data on ship total loss (from 1973–2003) and on the PSC records (from 1994–2005) have been collected. The study reveals that the enforcement of PSC is effective in improving the safety level of maritime transport. The methods adopted by regional PSC are compared on their effectiveness, efficiency and stability in identifying substandard ships. Suggestions are made on the improvement of the enforcement of PSC.

Abstract:Maritime safety has undergone considerable change in the past decades, particularly inits improved approach to risk quantification analysis. This article reviews the challenges of maritime safety analysis and the different approaches used to quantify the risks in maritime transportation. Formal safety assessment (FSA) is examined with a focus on its deficiencies, and its recent developments are described at the International Maritime Organization (IMO) level. The possible applications of FSA in maritime security and piracy analysis are discussed given its growing impacts on safety at sea. Some new uncertainty and risk modelling techniques are also presented to demonstrate how risk quantification analysis facilitates the transformation of maritime safety culture from a reactive prescriptive scheme towards a proactive goal-setting regime.

Abstract:Navigation is becoming more and more complex over the years. The increase in maritime traffic and vessel size is inducing a global escalation of ship collision accidents, with consequent losses of human lives and economic assets worth billions. This is particularly true for port basins, with maritime authorities struggling worldwide to keep up with the ever-increasing ship traffic. In this respect, the demand for advanced methods to assess and mitigate ship collision risk has never been higher. The interdependency between physical failures, weather conditions, logistics, governance and human factors requires sophisticated frameworks to effectively assist maritime authorities and navigators in decision-making. The present work reviews the most recent advancements in the risk assessment of ship collision. The article focuses on new, rising technologies, identifying the current main trends and discussing future perspectives and challenges. The review revealed a wide and diversified range of methods, including machine learning, clustering techniques, swarm intelligence algorithms and others. To frame the methods in the current literature and compare them with previous efforts, they are categorized according to literature classifications. Advancements of well-established approaches and new promising tools are discussed, considering methods that allow the inclusion of quantitative and qualitative variables in the assessment. Furthermore, a comprehensive analysis of a database of maritime accidents in port areas is carried out to investigate prevailing trends in both worldwide and Mediterranean Sea contexts. Results indicate that ship collision accidents constitute the majority compared with other types of accidents, especially in the Mediterranean.

Abstract:Maritime shipping has become a trillion-dollar industry that now impacts the economy of virtually every country around the world. It is therefore no surprise that countries and companies have spent billions of dollars to modernize shipping vessels and ports with various technologies. However, the implementation of these technologies has also caught the attention of cybercriminals. For example, a cyberattack on one shipping company resulted in nearly $300 millions in financial losses. Hence, this paper describes cybersecurity vulnerabilities present in the international shipping business. The contribution of this paper is the identification and dissection of cyber vulnerabilities specific to the shipping industry, along with how and why these potential vulnerabilities exist.

Abstract:Critical maritime infrastructure protection has become a priority in ocean governance, particularly in Europe. Increased geopolitical tensions, regional conflicts, and the Nord Stream pipeline attacks in the Baltic Sea of September 2022 have been the main catalysts for this development. Calls for enhancing critical maritime infrastructure protection have multiplied, yet, what this implies in practice is less clear. This is partially a question of engineering and risk analysis. It also concerns how the multitude of actors involved can act concertedly. Dialogue, information sharing, and coordination are required, but there is a lack of discussion about which institutional set ups would lend themselves. In this article, we argue that the maritime counter-piracy operations off Somalia, as well as maritime cybersecurity governance hold valuable lessons to provide new answers for the institutional question in the critical maritime infrastructure protection agenda. We start by clarifying what is at stake in the CMIP agenda and why it is a major contemporary governance challenge. We then examine and assess the instruments found in maritime counter-piracy and maritime cybersecurity governance, including why and how they provide effective solutions for enhancing critical maritime infrastructure protection. Finally, we assess the ongoing institution building for CMIP in Europe. While we focus on the European experience, our discussion on designing institutions carries forward lessons for CMIP in other regions, too.

Abstract:In recent years,the seizure of ships and crews has become an eminent factor which threatens the safety of international shipping industry.Most of the cases were solved by means of paying the ransom to the piracies by ship-owners whose ships have been seized.Though the act of piracy should be attributed to the research area of international criminal law,the outcomes for paying the ransom to piracies is closely connected with questions in respect of shearing the risks and distribution of the losses.Therefore,it is necessary to make a study on this issue from the perspective of maritime law.Ransom can be classified according to the object which the piracies are aiming at when they demand the ransom,into three categories,which are,for ships and goods,for crews and for passengers,and the bearer of loss should be determined in the light of nature of ransom.

Abstract:In recent years the international community has engaged in an unprecedented joint naval effort to combat piracy and armed robbery off the coast of Somalia. This paper examines the legal basis of the multinational police missions deployed in Somali territorial and internal waters and the law applicable to their operations. Subsequently it discusses the scope of domestic criminal jurisdiction to try Somali pirates and armed robbers and the mechanisms for transferring suspects to the authorities of the prosecuting State. The responsibility of States and international organizations for wrongful acts allegedly perpetrated in the course of these counterpiracy operations is also assessed. Stressing the peculiarity of the Somali case and highlighting both the achievements and shortcomings of the missions authorised by the UN Security Council, it is argued that the “Somali strategy” is unlikely to be replicated elsewhere and is particularly unsuitable for the new hotbeds of piracy and armed robbery: the Gulf of Guinea and Indonesia.

Abstract:Navy escorts are considered crucial in countering illegal piracy attacks. In this paper, a novel approach is developed to investigate the effect of navy escorts on piracy incidents by models based on two enhanced Tree‐Augmented Naïve (TAN) Bayesian networks. This approach offers a systematic investigation into the various factors that influence pirate activities, and helps to identify changes in piracy attack behaviors when confronted by navy escorts and assess the effectiveness of anti‐piracy measures. An empirical study is conducted utilizing a unique data set compiled from multiple sources from 2000 to 2019. The empirical evidence shows that there was a gradual reduction in the incidence of piracy attacks in East Africa following the implementation of navy escorts in 2009, but with a surge in 2010 and 2011. The data set is, thus, divided into two time periods at the point of 2009 to facilitate a robust and comprehensive analysis, resulting in the development of two TAN models. Meanwhile, the geographical distribution of pirate attacks has shifted from international waters to port areas and territorial waters. We argue that the surge and geographical shift could be attributed to the calculating behavior of pirates when they encounter external pressures. Finally, a Shapely approach is introduced to evaluate the potential effectiveness of the implemented risk management strategies from a Game Theory perspective. This study offers new insights into the promotion of navy escorts and contributes to the development of a framework for assessing piracy risks in uncertain and dynamic anti‐piracy environments.

Abstract:This chapter provides a new perspective on the subject of maritime security. It argues that piracy and armed robbery at sea are in reality land-based problems, the root causes of which still remain to be addressed by the international community. However, this chapter also maintains that, instead of focussing on short-term security measures, the stress factors that lead to instability, insecurity, and uncontrolled mass migration should also be addressed. The aim should be to improve economic development, supported by maritime development and underpinned by maritime security. Furthermore, the chapter examines not only the issue of piracy and terrorism at sea but also International Maritime Organization (IMO) measures aimed at improving security of international movements of containers, which has a wider implication than just prevention of terrorism and the protection of customs revenues.

Abstract:The maritime industry has become vulnerable to attacks lately. These attacks often come in different forms, including cyber and piracy. Future increase in cyberattacks and cyber vulnerability for maritime supply chains is already an established consensus among practitioners and academics. It is therefore important to enact policies and build resilient systems to effectively address the threats posed by these attacks. However, there is little information in the literature regarding the research gaps and future needs of the maritime industry in terms of cyber security. In this conceptual paper, a review study is undertaken to identify the research gaps in maritime cybersecurity, proposal of how these gaps could be addressed and future research priorities are discussed. In addition, it identifies policies that needs to be updated and enacted. The results show that there is currently a huge gap as: 1) the literature does not have real time data on maritime cyber-attacks, making it difficult for modelling and future prediction of such attacks to be carried out, 2) the economic impact of maritime cyber-attack has only been addressed rather slightly, 3) the curriculum and educational system for training maritime professionals is limited in building their capacity to address current and future cyber threats. In addition, current national and international laws are structurally inadequate to regulate the maritime cyber space.

Abstract:The paper presents a classification of cyber attacks within the context of the state of the art in the maritime industry. A systematic categorization of vessel components has been conducted, complemented by an analysis of key services delivered within ports. The vulnerabilities of the Global Navigation Satellite System (GNSS) have been given particular consideration since it is a critical subcategory of many maritime infrastructures and, consequently, a target for cyber attacks. Recent research confirms that the dramatic proliferation of cyber crimes is fueled by increased levels of integration of new enabling technologies, such as IoT and Big Data. The trend to greater systems integration is, however, compelling, yielding significant business value by facilitating the operation of autonomous vessels, greater exploitation of smart ports, a reduction in the level of manpower and a marked improvement in fuel consumption and efficiency of services. Finally, practical challenges and future research trends have been highlighted.
A Structured Analysis of Information Security Incidents in the Maritime Sector

Abstract:Cyber attacks in the maritime sector can have a major impact on world economy. However, the severity of this threat can be underestimated because many attacks remain unknown or unnoticed. We present an overview about publicly known cyber incidents in the maritime sector from the past 20 years. In total, we found 90 publicly reported attacks and 15 proof of concepts. Furthermore, we interviewed five IT security experts from the maritime sector. The interviews put the results of our research in perspective and confirm that our view is comprehensive. However, the interviewees highlight that there is a high dark figure of unreported incidents and argue that threat information sharing may potentially be helpful for attack prevention. From these results, we extract threats for players in the maritime sector.

Abstract:Maritime security is essential in protecting national territory and economic activities at sea. Southeast Asia is a vast sea with the busiest maritime route, making management and supervision difficult. According to the United Nations, Southeast Asian waters are the world's most dangerous territorial waters, accounting for 41% of piracy and armed attacks over the years, with losses of up to $8.4 billion a year. Based on different sources, the article presents the issue of cooperation between Southeast Asian countries in protecting the familiar sea. The study results show that countries that coordinate, share information, and cooperate will ensure good maritime security.
Anticipating Illegal Maritime Activities from Anomalous Multiscale Fleet Behaviors

Abstract:Illegal fishing is prevalent throughout the world and heavily impacts the health of our oceans, the sustainability and profitability of fisheries, and even acts to destabilize geopolitical relations. To achieve the United Nations' Sustainable Development Goal of "Life Below Water", our ability to detect and predict illegal fishing must improve. Recent advances have been made through the use of vessel location data, however, most analyses to date focus on anomalous spatial behaviors of vessels one at a time. To improve predictions, we develop a method inspired by complex systems theory to monitor the anomalous multi-scale behavior of whole fleets as they respond to nearby illegal activities. Specifically, we analyze changes in the multiscale geospatial organization of fishing fleets operating on the Patagonia Shelf, an important fishing region with chronic exposure to illegal fishing. We show that legally operating (and visible) vessels respond anomalously to nearby illegal activities (by vessels that are difficult to detect). Indeed, precursor behaviors are identified, suggesting a path towards pre-empting illegal activities. This approach offers a promising step towards a global system for detecting, predicting and deterring illegal activities at sea in near real-time. Doing so will be a big step forward to achieving sustainable life underwater.

Abstract:Vessels cybersecurity is recently gaining momentum, as a result of a few recent attacks to vessels at sea. These recent attacks have shacked the maritime domain, which was thought to be relatively immune to cyber threats. The cited belief is now over, as proved by recent mandates issued by the International Maritime Organization (IMO). According to these regulations, all vessels should be the subject of a cybersecurity risk analysis, and technical controls should be adopted to mitigate the resulting risks. This initiative is laudable since, despite the recent incidents, the vulnerabilities and threats affecting modern vessels are still unclear to operating entities, leaving the potential for dreadful consequences of further attacks just a matter of "when", not "if". In this contribution, we investigate and systematize the major security weaknesses affecting systems and communication technologies adopted in modern vessels. Specifically, we describe the architecture and main features of the different systems, pointing out their main security issues, and specifying how they were exploited by attackers to cause service disruption and relevant financial losses. We also identify a few countermeasures to the introduced attacks. Finally, we highlight a few research challenges to be addressed by industry and academia to strengthen vessels security.

Abstract:This study is an investigation into cyberattacks on autonomous vessels, focusing on previous "real-world" cyberattacks and their consequences. The future of commercial and noncommercial shipping is moving toward autonomous vessels. Autonomous ships can provide significant financial and logistical benefits for shipping companies and their stakeholders. However, these vessels suffer from shortcomings concerning cybersecurity. Previous cyberattacks are investigated to understand how the command system of an autonomous ship is infiltrated, the consequences of an attack, and the shortfalls of the security of the vessel. This aim is achieved via a literature review concerning cyberattacks on autonomous vessels with a focus on sources indicating how the security systems of previous vessels were breached, the consequence of said cyberattacks, and their capability for recovery. Sources used include Web of Science, Scopus, Google Scholar, Mendeley, Zotero, SciFinder, broadsheet, and newspaper articles. The results of the literature review showed that autonomous vessels are significantly vulnerable to cyberattacks. Autonomous vessels were determined to have relatively easy-to-breach security systems. In most cases, the consequences of a cyberattack had a negative financial impact, a loss of cargo, and a potential breach of oceanic airspace, resulting in military action. The vessels analyzed were left "dead in the water" until they were recovered, and after a severe attack, the affected shipping company servers suffered potential weeklong incapacitation. This study also aims to fill the gaps in the transport industry and maritime market concerning the security of autonomous vessels and viable recovery procedures.
