Abstract:It is crucial to anticipate nuclear emergency scenarios and implement effective measures. Japan's climate and topography make it vulnerable to natural disasters; thus, it is necessary to address compounding and cascading disaster scenarios involving the simultaneous occurrence of natural and nuclear disasters. On January 1, 2024, an earthquake hit the Noto region of Ishikawa Prefecture, resulting in damage to the area around the Shika Nuclear Power Plant, located 90 km from the epicenter. This earthquake revealed that, in the event of a complex disaster, residents living within 30 kilometers of the Shika Nuclear Power Plant may be completely unprepared for a nuclear disaster. In the event of a complex disaster, it is crucial to implement appropriate countermeasures while balancing responses to both nuclear and natural disasters and optimizing radiation disaster prevention measures.

Abstract:Earthquake Spectra, Ahead of Print. This article presents the results of a research that is part of a larger collaborative effort between the Lawrence Berkeley National Laboratory and the Pacific Earthquake Engineering Research Center, funded by the US Department of Energy Office of Cybersecurity, Energy Security and Emergency Response. The main objective of this study is to assess a suite of near and far-field simulated ground motions obtained from 20 realizations of an M7 Hayward Fault earthquake in the San Francisco Bay Area, California USA, and inform the selection of rupture simulation parameters leading to strong motions. To this aim, comparisons are conducted with NGA-W2 and directivity ground-motion models and a selected population of records. An archetypal steel moment-resisting frame is utilized to assess infrastructure response distributions. The analyses carried out for each simulated event and subdomain with consistent properties in terms of shallow shear-wave velocity proved to be instrumental for better interpreting the differences between simulated motions and empirical models. The main reasons identified for variances between simulations and empirical relationships included (1) directivity effects fully captured by the simulations across the full breadth of rupture models; (2) site vicinity to ruptures that incorporate large-slip patches, particularly if these are in the forward-directivity direction; and (3) presence of geologic structures that can "trap" seismic waves and produce ground motions with large amplitude and long signal duration. The analyses carried out in this work provide a path for interpreting ground-motion site and event specificity obtained from a suite of physics-based simulations, differing only in the rupture model characterization, to inform the selection of simulation scenarios for site-specific engineering analyses under strong excitations. Evidence from this work points to the possibility that current hazard models may underestimate ground-motion intensities in areas where the combined effect of directivity and site conditions results in large ground-motion amplitudes.

Abstract:Strong earthquakes rank among the most devastating natural disasters, with the potential to inflict catastrophic damage on communities and critical infrastructure worldwide. The structural geological and geophysical study of seismogenic features remains a cornerstone of earthquake research, providing essential insights into the dynamic processes driving these powerful events. High-resolution investigations in geomorphology, stratigraphy, and structural geology allow for a detailed understanding of the spatial and temporal characteristics of seismic deformations, encompassing co-seismic, post-seismic, and inter-seismic stages, potentially spanning multiple earthquake cycles. The integration of cutting-edge techniques—such as high-resolution data from Light Detection and Ranging (LiDAR), Structure from Motion (SfM), geophysical surveys, drilling, and frictional laboratory experiments—coupled with precise dating methods, enables quantitative analysis at high spatial resolutions across diverse temporal ranges, from years to millions of years. Recent advancements in frictional experimental techniques and numerical modeling have also significantly refined our understanding of deformation processes within seismogenic structures. This special issue compiles research on tectonic activities related to seismogenic structures from varied global tectonic setting, with a focus on leveraging high-resolution spatial data and sophisticated dating techniques. The contributions aim to deepen our understanding of the dynamics underlying strong earthquakes and improve our capacity for seismic hazard assessment.

Abstract:Abstract A team of social scientists from the United States and Japan has conducted a study exploring the extent to which municipal governments in Japan have developed plans for response to an operational earthquake forecast from the Japan Meteorological Agency (JMA), indicating that seismic activity in the Nankai trough region has elevated the short-term probability that a major earthquake may occur. Employing both survey research and in-depth interviews, the team explored various aspects of the history and science behind the alerting system, guidance from the national government of Japan, and planning by local jurisdictions for a possible future Nankai trough major earthquake. The survey included questions regarding planning actions included in response plans for receipt of “special earthquake warning information” as well as questions regarding challenges in the planning process, expectations that an earthquake would follow the issuance of an alert, and whether planning would reduce the number of fatalities and injuries. We also conducted in-depth interviews that explored the scientific basis for the alerting system and asked working disaster managers in the Nankai region what they had done to plan and the reasons for not planning if plans had not been developed. We received 469 responses from a total of 736 jurisdictions that comprise the Nankai region—a response rate of 63.7%. We conducted a total of 17 in-depth interviews. In general, we found that a majority of jurisdictions have response plans for receipt of an alert from the JMA; however, the plans lacked a number of planning elements considered important from a disaster management perspective. In addition, many smaller jurisdictions lacked the staffing, resources, and guidance to form comprehensive response plans. Our report identifies both the strengths and weaknesses of existing plans, and outlines a program for improving planning in the region.

Abstract:Hazard reduction policies include seismic hazard maps based on probabilistic evaluations and the evaluation of geophysical parameters continuously recorded by instrumental networks. Over the past 25 centuries, a large amount of information about earthquake precursory phenomena has been recorded by scholars, scientific institutions, and civil defense agencies. In particular, hydrogeologic measurements and geochemical analyses have been performed in geofluids in search of possible and reliable earthquake precursors. Controlled experimental areas have been set up to investigate physical and chemical mechanisms originating possible preseismic precursory signals. The main test sites for such research are located in China, Iceland, Japan, the Russian Federation, Taiwan, and the USA. The present state of the art about the most relevant scientific achievements has been described. Future research trends and possible development paths have been identified and allow for possible improvements in policies oriented to seismic hazard reduction by geofluid monitoring.

Abstract:Anti-disaster measures along with disaster medicine aims at reducing loss of property and life and facilitating grief work of the suffered people. In contrast the care system for patients with intractable disease has the same aim. According to the experiences of two large earthquakes including Chuetsu (2004) and Chuetsu-oki earthquake (2007), earthquake-resistant buildings are necessary for maintaining hospital function as well as reviving community after occurrence of large earthquake. A list of patients living with ventilator and their individual care plan designed for disaster need to be prepared to transport each patient to the hospital at appropriate timing, when electricity and visiting nurse care system are damaged. Satellite telephone is very useful for communicating with such patients and medical teams because telephone connection is limited to only the specific calling number just after occurrence of earthquake.

Abstract:Abstract The preparation process of natural earthquakes is still difficult to quantify and remains a subject of debate even with modern observational techniques. Here, we show that foreshock activity can shed light on understanding the earthquake preparation process based on results of meter-scale rock friction experiments. Experiments were conducted under two different fault surface conditions before each run: less heterogeneous fault without pre-existing gouge and more heterogeneous fault with pre-existing gouge. The results show that fewer foreshocks occurred along the less heterogeneous fault and were driven by preslip; in contrast, more foreshocks with a lower b value occurred along the more heterogeneous fault and showed features of cascade-up. We suggest that the fault surface condition and the stress redistribution caused by the ongoing fault slip mode control the earthquake preparation process, including the behavior of foreshock activity. Our findings imply that foreshock activity can be a key indicator for probing the fault conditions at present and in the future, and therefore useful for assessing earthquake hazard.

Does Non‐destructive Earthquake Experience Affect Risk Perception and Motivate Preparedness?

Abstract:There are thousands of earthquakes every year, but most of them are small and are not disasters. This study explored whether non-destructive earthquake experience affects public risk perception and motivates preparedness. The study respondents were from the Jiaodong Peninsula, China, where more than 20 small earthquakes have occurred during the past decade. The results show that non-destructive earthquake experience positively affected public perception of the probability of an earthquake but not the perception of consequences. The relationship between non-destructive earthquake experience and preparedness intention was not statistically significant. In addition, this study revealed that the perception of consequences was a positive predictor of earthquake preparedness intention, that is people with higher levels of perceived consequences of an earthquake were more likely to be motivated to prepare. However, non-destructive earthquake experience moderated this relationship, that is weakened the strength of this relationship between perceived consequences and skill preparedness intention. These findings permit the identification of potential pathways to increase levels of disaster preparedness and potential barriers to enhancing disaster resilience in regions experiencing small hazards.

Abstract:Abstract. The new field of complex systems supports the view that a number of systems arising from disciplines as diverse as physics, biology, engineering, and economics may have certain quantitative features that are intriguingly similar. The Earth is a living planet where many complex systems run perfectly without stopping at all. The earthquake generation is a fundamental sign that the Earth is a living planet. Recently, analyses have shown that human-brain-type disease appears during the earthquake generation process. Herein, we show that human-heart-type disease appears during the earthquake preparation of the earthquake process. The investigation is mainly attempted by means of critical phenomena, which have been proposed as the likely paradigm to explain the origins of both heart electric fluctuations and fracture-induced electromagnetic fluctuations. We show that a time window of the damage evolution within the heterogeneous Earth's crust and the healthy heart's electrical action present the characteristic features of the critical point of a thermal second-order phase transition. A dramatic breakdown of critical characteristics appears in the tail of the fracture process of heterogeneous system and the injured heart's electrical action. Analyses by means of Hurst exponent and wavelet decomposition further support the hypothesis that a dynamical analogy exists between the geological and biological systems under study.

Abstract:Pandemics and natural disasters – what do they have in common? Both disrupt social and organisational practices. Both call for resilience in society. Information systems can foster and enhance the resilience of people, communities and organisations by strengthening their ability to adapt to uncertainty, enabling a transition towards an appropriate restoration of order in society. COVID-19 has caused significant disturbances at all societal levels. The impacts range from national lockdowns to social distancing and self-isolation. Everyday practices and business processes are severed or have been halted. Resilience is needed. But how can we foster resilience in the face of a pandemic? What lessons can we learn from other crises like natural disasters? The purpose of this brief communication is to identify important insights from a study of the Great East Japan Earthquake of 2011 and illustrate how they are relevant to the current crisis. We identify the role of information systems in fostering resilience against crisis, and suggest some recommendations regarding transformation for resilience more generally.

Is It Possible to Predict Strong Earthquakes?

Abstract:The possibility of earthquake prediction is one of the key open questions in modern geophysics. We propose an approach based on the analysis of common short-term candidate precursors (2 weeks to 3 months prior to strong earthquake) with the subsequent processing of brain activity signals generated in specific types of rats (kept in laboratory settings) who reportedly sense an impending earthquake few days prior to the event. We illustrate the identification of short-term precursors using the groundwater sodium-ion concentration data in the time frame from 2010 to 2014 (a major earthquake occurred on February 28, 2013), recorded at two different sites in the south-eastern part of the Kamchatka peninsula, Russia. The candidate precursors are observed as synchronized peaks in the nonstationarity factors, introduced within the flicker-noise spectroscopy framework for signal processing, for the high-frequency component of both time series. These peaks correspond to the local reorganizations of the underlying geophysical system that are believed to precede strong earthquakes. The rodent brain activity signals are selected as potential "immediate" (up to 2 weeks) deterministic precursors due to the recent scientific reports confirming that rodents sense imminent earthquakes and the population-genetic model of Kirshvink (2000) showing how a reliable genetic seismic escape response system may have developed over the period of several hundred million years in certain animals. The use of brain activity signals, such as electroencephalograms, in contrast to conventional abnormal animal behavior observations, enables one to apply the standard "input-sensor-response" approach to determine what input signals trigger specific seismic escape brain activity responses

Abstract:The National Research Institute for Earth Science and Disaster Resilience (NIED) is working on three tasks: predicting disasters, preventing damage, and realizing speedy reconstruction and recovery efforts in the event of natural disasters such as earthquakes, tsunamis, volcanic eruptions, landslides, torrential rains, blizzards, and ice storms. In the last three years of the NIED’s fourth mid/long term plan period, which began in 2016, natural disasters have occurred every year, including earthquake disasters such as the 2016 Kumamoto earthquake (M7.3) and the 2018 Iburi, Hokkaido, earthquake (M7.1). Disasters of the rainfall include the heavy rainfall in the northern Kyushu (Fukuoka and Oita) in July 2017, the heavy rain event in southwestern Japan in July 2018, the rainfall in northern Kyushu (Saga) in August 2019, and the heavy rainfall in Kanto and Tohoku in October 2019. There were also other disasters: an avalanche accident on Nasudake in 2017 and a phreatic eruption of Kusatsu-Shiranesan in 2018. Due to the above-mentioned very frequent occurrence of such natural disasters on the Japanese islands, our institute has conducted several research projects to mitigate the damage from such disasters and to accelerate the recovery from them. As the third NIED special issue in the Journal of Disaster Research, several related research results were presented such as those on seismic disasters (Wakai et al., Nakazawa et al., and Ohsumi et al.), those on climatic disasters (Nakamura, and Ishizawa and Danjo), and those of their integrated researches for disaster risk reduction (Cui et al. and Nakajima et al.). Although the achievements detailed in these papers are the results of individual research, the NIED hopes that these results as a whole will be fully utilized to promote science and technology for disaster risk reduction and resilience. The NIED hopes that this special issue awakens the readers’ interest in new research and, of course, creates an opportunity for further collaborative works with us.
Patterns of Firm Responses to Different Types of Natural Disasters

Abstract:This article examines the relationships between disaster type and firms’ disaster responses. We draw on a unique dataset of 2,164 press releases related to the occurrence of 206 natural disasters (hurricanes, flooding, tornadoes, and wildfires) over a 10-year period (2005-2014) to analyze how firm responses are shaped by the type of disaster it faces. Firms play an increasingly important role in disaster response. We find that firms engage in more anticipatory responses when the type of disaster a firm faces exhibits even impact dispersion and high expected recurrence, and provides substantial warning. Our study draws a relationship between physical geography, disaster type, and more anticipatory firm responses which can improve how firms and communities respond to the risks posed by different types of natural disasters. The article concludes by outlining an agenda for future research on firm responses to natural disasters.

Abstract:Modern technology allows real-time seismic monitoring facilities to evolve into earthquake early warning (EEW) systems, capable of reducing deaths, injuries, and economic losses, as well as of speeding up rescue response and damage recovery. The objective of an EEW system is to estimate in a fast and reliable way the earthquake’s damage potential, before the strong shaking hits a given target.The necessary framework for EEW implementation is provided by the observed relationships between different parameters measured on the signal onsets and the final earthquake size. The implication of these observations on the physics of fracture processes has given rise to a significant debate in the seismological community.Currently, EEW systems are implemented or under testing in many countries of the world, and different methodologies and procedures have been studied and developed. The leading experience of countries like Japan or Mexico shows that, with a proper education of population and end-users, and with the design of real-time systems for the reduction of vulnerability/exposure, EEW can be an effective approach to the mitigation of the seismic risk at short time-scales.

Abstract:Hospitals play a crucial role in providing emergency medical care to the local community immediately after an earthquake. While the impact of an earthquake may damage critical systems and medical facilities, the effective response of hospitals depends heavily on the capability of the medical personnel to continue delivering medical services to an increasing number of casualties. Previous studies have emphasized the need to improve hospital preparedness, but it does not explain how hospital preparedness predicts the response readiness of the medical personnel for disaster emergencies. The roles of leadership and group integration on influencing the response readiness have often been overlooked. Hence, to improve the disaster response effectiveness, this study aims to explore the impact of disaster management preparedness, leadership, and group integration on the response readiness for an earthquake. Questionnaires were developed and validated through expert interviews, in which a total of 121 valid survey responses were received from four hospitals in Mianzhu City, Sichuan Province, China. The hierarchical component modeling was performed and achieved a model fit on the measurement and structural models. Results revealed that disaster management preparedness has a significantly positive impact on response readiness. Leadership also affected group integration, which significantly mediated the relationship between management preparedness and response readiness. This study addressed the knowledge gap on the mechanism that affects disaster response readiness, thus developing a valid measurement tool. These findings offer the hospital management a guideline with which to assess the hospital response capability and further improve their response performance.
