Abstract:VOL. 30:1 WINTER 2006 As Hurricanes Katrina, Rita, and Wilma successively lashed the gulf coast starting in late August 2005, nature’s fury exposed serious weaknesses in the United States’ emergency response capabilities. These problems were not simply the failure of particular places or leaders to be ready for disaster but rather an indication of more fundamental issues. These must be addressed if the country is to be ready for serious challenges that may lie ahead, whether severe natural disasters, outbreaks of emergent infectious disease, or renewed terrorist attacks. Not all emergencies pose this magnitude of challenge. In the United States, the initial—and usually major—responsibility for disaster response rests with local authorities. This “bottom-up” system of emergency management has a long history and continues to make sense in most circumstances. Because local governments are proximate to disaster sites and have at least some emergency capacity, they can respond quickly to initial alerts. They have detailed knowledge of local conditions, and in many cases have agreements for mutual aid to secure additional help rapidly from nearby jurisdictions. Abstract:The paper presents the results of the Battle of Postdisaster Response and Restoration (BPDRR) presented in a special session at the first International water distribution systems analysis & computing and control in the water industry (WDSA/CCWI) Joint Conference, held in Kingston, Ontario, Canada, in July 2018. The BPDRR problem focused on how to respond and restore water service after the occurrence of five earthquake scenarios that cause structural damage in a water distribution system. Participants were required to propose a prioritization schedule to fix the damages of each scenario while following restrictions on visibility/nonvisibility of damages. Each team/approach was evaluated against six performance criteria: (1) time without supply for hospital/firefighting, (2) rapidity of recovery, (3) resilience loss, (4) average time of no user service, (5) number of users without service for eight consecutive hours, and (6) water loss. Three main types of approaches were identified from the submissions: (1) general-purpose metaheuristic algorithms, (2) greedy algorithms, and (3) ranking-based prioritizations. All three approaches showed potential to solve the challenge efficiently. The results of the participants showed that for this network, the impact of a large-diameter pipe failure on the network is more significant than several smaller pipes failures. The location of isolation valves and the size of hydraulic segments influenced the resilience of the system during emergencies. On average, the interruptions to water supply (hospitals and firefighting) varied considerably among solutions and emergency scenarios, highlighting the importance of private water storage for emergencies. The effects of damages and repair work were more noticeable during the peak demand periods (morning and noontime) than during the low-flow periods; and tank storage helped to preserve functionality of the network in the first few hours after a simulated event. Citizen-Led Disaster Preparedness: Adaptive Survival and Safety Techniques in the Face of Limited Resources

Abstract:Citizens proactively preparing themselves and working together at the neighbourhood level are often key to a successful disaster reaction. When communities don't have a lot of outside help after a disaster, this article looks at how grassroots organising and adaptive survival techniques can help them stay alive and get back on their feet. Texas tornadoes and Hurricane Katrina are two examples of how citizen-led planning and mutual help can fill in important gaps in response. When official first responders are too busy, Oklahomans help each other out by giving each other emergency supplies, a place to stay, and search and rescue services. People in the community came together during Hurricane Katrina in 2005 to give out supplies and provide housing for people who were stuck for days without help. With decentralised preparation, this book suggests flexible methods that people and communities can use to become more resilient. Communication networks should be set up using all available channels; complete emergency supply kits should be put together and updated on a regular basis; backup power and clean water sources should be made sure of; shelters should be strengthened to withstand high winds and flooding; and coordinated evacuation and neighbourhood watch plans should be made. Citizens can help each other on their own if reaction capabilities are exceeded by setting up localised chains of command, stockpiling supplies, and making it clear who is responsible for sheltering who. In order to better coordinate their efforts and get back on their feet faster after a disaster, communities that establish clear roles and mutual deals are better organised. By applying adaptive strategies, citizens can overcome resource limitations and environmental vulnerabilities through self-sufficiency and mutual aid. Widespread civilian preparation and cooperation builds resilience to withstand catastrophic events when facing delayed or restricted formalized relief efforts.
Disasters, community vulnerability, and poverty: The intersection between economics and emergency management

Abstract:Climate change will create more intense and frequent disasters, resulting in the increased exposure of the most vulnerable populations. It is debatable whether the vulnerability research that follows major disasters, like Hurricane Katrina, has resulted in increased resiliency of those who were the most vulnerable during that disaster. It may even be plausible to suggest that research that exposes countless vulnerabilities within a population is guilty of helping none. Through support from a focused review of the related literature, research findings include the following: (1) post-disaster research analysis tends not to present an actionable hierarchy for public agencies and community organizations to prioritize efforts, (2) the most common thread that runs through societal vulnerability in daily life, and opposite the force multiplying effects of climate change, is poverty; and (3) climate change is likely to facilitate more post-disaster windows of opportunity characterized by increased public consonance that can galvanize transformative change at a local level.

Abstract:Social science research conducted since the late 1970's has contributed greatly to society's ability to mitigate and adapt to natural, technological, and willful disasters. However, as evidenced by Hurricane Katrina, the Indian Ocean tsunami, the September 11, 2001 terrorist attacks on the United States, and other recent events, hazards and disaster research and its application could be improved greatly. In particular, more studies should be pursued that compare how the characteristics of different types of events-including predictability, forewarning, magnitude, and duration of impact-affect societal vulnerability and response. This book includes more than thirty recommendations for the hazards and disaster community.

Abstract:Due to global warming and rising sea levels, Honolulu, Hawai’i—a city on a remote island in the Pacific Ocean—is becoming more vulnerable to climate disasters. This article utilizes a mixed-method approach to investigate the challenges of maintaining disaster relief supply chains in the face of the emerging risks to Honolulu. We conduct eighteen in-depth interviews with key emergency management stakeholders to understand current approaches to supply chain risk management. Based on the research, three main challenges influence disaster preparedness in Hawai’i. First, the physical location of the island and the spatial distribution of risk, assets, and capabilities supporting emergency relief present large, unusual constraints not found in other jurisdictions. Second, the challenges of supply chain management, planning, communications and coordination are exacerbated during disruptions and disaster events. Unlike other states, with neighboring, contiguous jurisdictions, there are severe limitations to mutual aid and assistance from outside sources. Third, our research has also identified cultural challenges associated with social, political, and economic development and change. Stronger institutional collaboration both within the state and beyond its boundaries are key to increased supply chain resilience and effective response and recovery from disasters. We conduct social network analysis focusing on measures of density, degree, betweenness, and centrality to better understand the status and gaps in institutional collaboration. The social network analysis reveals that the current levels of collaboration are relatively low with significant gaps between government agencies and the private sector, as well as limited vertical collaborations with respect to supply chain management between federal, state and local partners. There is a need for stronger leadership with deeper engagement across stakeholders. A pathway forward includes: (1) vulnerability analyses focused on private sector supply chain management and public sector transport hubs, networks, and facilities, (2) exercises and training on emergency supply chain management, and (3) longer-term actions to support sustainability, self-sufficiency, local production, and community resilience. Our research is relevant not just to Hawai’i and other island and isolated communities but also to communities threatened by supply chain disruptions.

Abstract:Absorptive capacity–the ability to learn and apply external knowledge and information to acquire material resources–is an essential but overlooked driver in community adaptation to new and unprecedented disasters. We analyzed data from a representative random sample of 603 individuals from 25 coastal communities in Louisiana affected by the Deepwater Horizon oil spill. We used simultaneous equation models to assess the relationship between absorptive capacity and resource acquisition for affected individuals after the disaster. Results show that the diversity of individuals’ prior knowledge coupled with the community’s external orientation and internal cohesion facilitate resource use. They go beyond simply providing resources and demonstrate individual and community features necessary for absorbing information and knowledge and help devise adaptation strategies to address the dynamics of changing economic, social, and political environment after the disaster.

Abstract:BackgroundSince hurricane Katrina, developer and planners are looking at a tools and sustainable ways to minimize vulnerabilities in events of disasters especially along the coast. In this setting, remote sensing and Geographic information systems (GIS) have the capacity to provide valuable and timely information about coastal resources, and form an important basis for sustainable planning for land management and decision making. This paper focuses on the design of appropriate coastal databases in six counties in Southern Mississippi using remote sensing and GIS technology. The intent is to enable planners and policy-makers contribute to improved land administration and coastal resources management in order to enhance their competence in decision-making. In order to achieve these objectives, satellite image and digital elevation models (DEMs) data were downloaded from the United States Geological Survey (USGS) seamless data warehouse National Elevation Dataset (NED). From there, the DEM data was co-registered to the satellite image to facilitate draping of the image over the DEM to create terrain models.ResultsResult reveals greater part of the three counties along the coast lies less than 10 meters above mean sea level with exposure to coastal disaster vulnerability.ConclusionsIn the context of the objectives of the research anchored on the applications of GIS and remote sensing towards efficient land administration and coastal resource management in six coastal counties in an ecologically fragile area already dubbed the epicenter of coastal disasters. Considering the changes that took place in the six counties after Hurricane Katrina debacle, the findings in this study not only stand out, but they remain highly beneficial to decision makers made up of planners and policy makers in several ways. Just as the study injected elements of novelty by identifying digital elevation model information for the six counties in low lying areas, revealing the steeper areas in the north portion of the study stands out as a major finding and study contribution in a way beneficial to decision makers in the region. With that they are now better informed in sharing and cautioning and pinpointing to the public the hidden critical pathways to coastal vulnerability that were previously unknown to ordinary people.

Abstract:This study delves into the difficulties in rural areas of building resilience to disasters and ensuring long-term sustainability. While cities typically receive attention during disaster recovery efforts, previous research shows that rural regions encounter obstacles such as geographic limitations, transportation issues, financial constraints, and a lack of media attention. This study aims to better understand rural disaster resilience and recovery by examining the impact of Hurricane Maria on Puerto Rico through interviews with 18 professionals involved in the recovery process from a variety of sectors including governmental organizations, emergency managers, non-governmental organizations (NGOs), and community leaders from community-based organizations (CBOs). The key findings stress the importance of implementing initiatives in rural areas that bolster sustainability—addressing economic, social, and environmental aspects. This study highlights the importance of customizing disaster response and resilience strategies to meet the needs of rural communities as opposed to a one-size-fits-all approach. It also offers insights for policymakers and urban planners seeking to develop disaster response plans tailored to address the distinctive challenges faced by rural areas.

Abstract:How do we best prepare and organize ourselves in advance, and respond in the moment, to the significant natural and man-made disasters governments are often called upon to address Some of these disruptions occur sufficiently frequently to be "routine emergencies," allowing the development of organizations and routines and the provision of people, skills, equipment, and resources that are well-designed to address the resulting challenges. By contrast, other disasters involve significant levels of novelty (different sources [or combinations of sources] of damage, different scale, or other departures from prior experience that invalidate standard approaches and require rapid improvisation of response activities). Still other major disruptions begin as routine situations and "emerge" as novel crisis emergencies. In this chapter, we examine these different types of emergencies and their implications for the types of actions, the forms of organization, the nature of decision making, and the forms of preparation that are most likely to lead to the most successful outcomes possible in these differing circumstances.

Abstract:This article contributes to the disaster literature by measuring and connecting two concepts that are highly related but whose relationship is rarely empirically evaluated: social vulnerability and community resilience. To do so, we measure community resilience and social vulnerability in counties across the United States and find a correlation between high levels of vulnerability and low levels of resilience, indicating that the most vulnerable counties also tend to be the least resilient. We also find regional differences in the distribution of community resilience and social vulnerability, with the West being particularly vulnerable while the Southeast is prone to low levels of resilience. By looking at both social vulnerability and community resilience, we are able to map communities' social risks for harm from threats as well as their capacities for recovering and adapting in the aftermath of hazards. This provides a more complete portrait of the communities that might need the most assistance in emergency planning and response, as well as whether such interventions will need to be tailored toward reducing damage or finding the path to recovery.

Abstract:Many communities in the US Upper Midwest have been battling record floods in recent decades. This chapter focuses on a spring flood event in 2009, when the Greater Fargo area avoided destruction from the Red River of the North by utilizing mitigation efforts. Included in the undertaking was the mobilization of the community to place millions of sandbags, as well as the creative repurposing of resources. This case study presents a model of community resilience in a geographically vulnerable region. It illustrates the achievement of flood disaster prevention in the face of imminent and severe threat; the reinforcement and enhancement of community resilience based on averting disaster; the channeling of fear-related behaviors into constructive community actions; and the complexity of factors that create unique flood risks along the Red River of the North. Lessons-learned provided for not only a recovery framework, but also a recognition of the value of behavioral health leadership in disaster situations.

Abstract:Abstract Some oil spills become disastrous for communities who live and work in proximity of the spill, even when a disaster is not formally declared. For decades, social science researchers have reported the negative impacts of such oil spills on communities, but their findings remain in the literature and have not resulted in improvements to oil spill preparedness and response practice. Effective response to an oil spill which has the potential to become a social disaster requires leaders in emergency management to proactively address spill threats to public welfare in addition to stopping the release of oil and cleaning up the spill. To accomplish this, the oil spill community could proactively engage stakeholders at the grass-roots level to share information, address questions and concerns through risk communication, and include inputs for pre-spill planning. The capacity to engage with vulnerable communities and stakeholders before, during, and after an oil spill is one measure of a successful response. This paper is a collaborative effort among oil spill specialists, social science researchers, and community members on the Eastern Shore of Virginia to prepare for a serious oil spill and mitigate its potential threats. This remote area of global ecological significance is highly vulnerable to an offshore persistent oil spill that could negatively impact the way of life of many community members who depend upon the environment. Prior to this effort, community members were not engaged in oil spill preparedness. A subcommittee of the Virginia Area Committee sought community input in developing a new annex of the Area Contingency Plan. This effort engaged non-governmental organizations (NGOs), academia, watermen, local governmental agencies, and others on the Eastern Shore, recognizing the importance of two-way communications with stakeholders, rather than one-way outreach. In addition, social scientists who have studied major spills identify opportunities to adapt oil spill practices and help communities recover from potential psychosocial and incident-specific impacts. The community aspects of the new annex were exercised during a 4-day, full-scale Area Exercise under Preparedness for Response Exercise Program (PREP), along with other pre-exercise activities, to support public welfare and community resiliency. Through this work, the authors demonstrate adaptations to strengthen incident management by leveraging networks of trusted relationships developed during planning with local government, elected officials, and communities.

Abstract:Despite the ubiquity of disaster and the increasing toll in human lives and financial costs, much research and policy remain focused on physical infrastructure–centered approaches to such events. Governmental organizations such as the Department of Homeland Security, United States Federal Emergency Management Agency, United States Agency for International Development, and United Kingdom’s Department for International Development continue to spend heavily on hardening levees, raising existing homes, and repairing damaged facilities despite evidence that social, not physical, infrastructure drives resilience. This article highlights the critical role of social capital and networks in disaster survival and recovery and lays out recent literature and evidence on the topic. We look at definitions of social capital, measurement and proxies, types of social capital, and mechanisms and application. The article concludes with concrete policy recommendations for disaster managers, government decision makers, and nongovernmental organizations for increasing resilience to catastrophe through strengthening social infrastructure at the community level.

Emergency management and homeland security: Exploring the relationship

Abstract:In the years after the 9/11 tragedy, the United States continues to face risks from all forms of major disasters, from potentially dangerous terrorist attacks to catastrophic acts of nature. Professionals in the fields of emergency management and homeland security have responsibilities for ensuring that all levels of government, urban areas and communities, nongovernmental organizations, businesses, and individual citizens are prepared to deal with such hazards though actions that reduce risks to lives and property. Regrettably, the overall efficiency and effectiveness of the nation's ability to deal with disasters is unnecessarily challenged by the absence of a common understanding on how these fields are related in the workforce and educational arenas. Complicating matters further is the fact that neither of these fields has developed agreed definitions. In many ways, homeland security and emergency management have come to represent two different worlds and cultures. These conditions can have a deleterious effect on preparedness planning for public and private stakeholders across the nation when coordinated responses among federal, state, and local activities are essential for dealing with consequential hazards. This article demonstrates that the fields of emergency management and homeland security share many responsibilities but are not identical in scope or skills. It argues that emergency management should be considered a critical subset of the far broader and more strategic field of homeland security. From analytically based conclusions, it recommends five steps that be taken to bring these fields closer together to benefit more from their synergist relationship as well as from their individual contributions.

Abstract:The Caribbean is a region of lush vegetation, beaches, active volcanoes, and significant mountain ranges, all of which create a natural aesthetic that is recognized globally. Yet these very same features, molded through geological, oceanic, and atmospheric processes, also pose natural hazards for the developing countries in the Caribbean. The rise in population density, migration to coastal areas, and substandard building practices, combined with the threat of natural hazards, put the region's human population at risk for particularly devastating disasters. These demographic and social characteristics exist against a backdrop of the threat of an evolving climate, which produces a more vigorous hurricane environment and a rising average sea level.

Abstract:This special issue of focuses on the challenges involved in preparing for, and responding to, disasters and crises. The collection of insights, evidence and best practice set out in this issue deserves the closest of attention by all public servants, practitioners and students of public service generally. For it is when disaster strikes that government and public servants are tested in real time.For some three decades, the workings of government, at national, regional and local level, have been seen through the prism of new public management (NPM). The emphasis has been on the apparent weakness of the government in achieving its intended goals and thereby on the potential of new methods of organisation and management to improve cost-effective service outcomes.More recently, this NPM prism has broadened to incorporate organisational approaches that seek better outcomes based on service co-design with users as well as on more creative collaboration between public agencies in solving social problems. But even by 2019, for better or worse, public agencies and public management are still narrowly viewed as an instrument for delivering public infrastructure, achieving better service outcomes and allocating public goods. By contrast, far too little attention has been placed on the foundational role of the state in minimising public 'bads' and public risks (Quirk 2011 Quirk, B. 2011. Reimagining Government: Public Leadership and Management in Challenging Times. London: Red Globe Press.[Crossref] , [Google Scholar]).The basis of our understanding of the modern relationship between citizens and the state begins with Thomas Hobbes. The essence of his argument is that we covenant to subject ourselves to a city or body politic as citizens in exchange for the state providing us with security (Skinner 2008 Skinner, Q. 2008. Hobbes and Republican Liberty. Cambridge: Cambridge University Press. [Google Scholar]). In the mid-seventeenth century, this was viewed by Hobbes as providing citizens with security from the brutal instincts of others; with the unfolding of modernity, this is now more usually viewed as security from excessive risk and chronic uncertainty.From this Hobbesian perspective, it is clear that many of the disasters that beset communities across the world can undercut the very covenant between citizens and the state. Abstract:Disasters are large intractable problems that test the ability of communities and nations to effectively protect their populations and infrastructure, to reduce both human and property loss, and to rapidly recover. The seeming randomness of impacts and problems and uniqueness of incidents demand dynamic, real-time, effective and cost efficient solutions, thus making the topic very suitable for OR/MS research. While social sciences and humanities literatures enjoy an abundance of articles on disaster management, the OR/MS community is yet to produce a critical mass. In this paper, we survey the literature to identify potential research directions in disaster operations, discuss relevant issues, and provide a starting point for interested researchers.

Abstract:The recent global surge in extreme events is escalating, leading to intensified impacts on lives, livelihoods, and overall well-being with long-lasting effects. As a result, communities in exposed regions with limited adaptive capacity find themselves in modes of constant recovery. However, disaster recovery is often treated as a secondary concern within global disaster risk reduction policies and practices. Previous studies have primarily focused on recovering people, places, and processes, neglecting a comprehensive examination of the relationships between actors, institutions, and decision-making across different time horizons. This paper aims to address this gap by introducing the concept of disaster recovery pathways and presenting a multidimensional framework for assessing these pathways. The framework comprises four interconnected components: systems, community capacity, actors relationships, and institutions. To develop this framework, we first review existing frameworks on disaster recovery and identify their limitations. We then apply the new framework to Ahr Valley in Germany and Lagos in Nigeria through policy document analysis and in-depth interviews with stakeholders. Our findings reveal that both countries face challenges in achieving a truly sustainable and resilient recovery. Financial constraints, political polarization, and administrative factors often serve as barriers to "build back better," and immediate relief and reconstruction efforts frequently prioritize innovative and sustainable practices in the recovery process. Our findings underscore the importance of collaboration, trust, and communication among stakeholders in driving effective recovery pathways efforts. We conclude that disaster recovery pathways encompass not only the reconstruction of physical infrastructure but also social, economic, psychological, environmental, and governance dimensions.

Abstract:The COVID-19 pandemic and active hurricane seasons posed complex challenges for coastal communities, requiring innovative and adaptive emergency management approaches. Using in-depth interviews with Florida emergency management professionals, this study examines emerging challenges and strategies implemented by governmental and nonprofit agencies during the hurricane-pandemic compound disasters of the 2020 and 2021 hurricane seasons. Our findings reveal the interconnectedness of challenges across different disasters and their interplay with existing vulnerabilities. We find that social distancing due to COVID-19 strained human and financial resources for hurricane preparedness, response, and recovery. Moreover, the increased remote work due to COVID-19 increased reliance on information communication technologies (ICTs), which intensified the negative impacts of the existing urban-rural digital divide in Florida. These ICT challenges impeded inter-agency collaboration and external funding for rural communities, further amplifying disparities in hurricane response and recovery. Our study also uncovers multifaceted strategies addressing competing priorities between hurricane evacuation and COVID-19 prevention, resource limitations, information and communication gaps, and collaboration challenges. These insights provide practical guidance to coastal communities to enhance future preparedness and response efforts in hurricane-pandemic compounding disasters.
