Abstract:This analysis seeks to attain two primary objectives. The first is to illustrate how U.S.-based information policy has been shaped and affected following the 9/11 terrorist attacks on the United States. The second is to produce a valid, qualitative evaluation regarding policy effectiveness, the impacts on public life, and best practices in government. Literature reviews from many disciplines and sources demonstrate that there has been a significant change in the U.S. information policy post-9/11. The findings of this study reveal what organizations and federal agencies dealing with information policy in emergency management and response have accomplished and what they have not accomplished. The discussion section offers future directions as to how to increase the effectiveness of emergency preparedness and management.
Domestic preparedness: the grand illusion

Abstract:The problems posed by terrorism to not only the emergency response community, but to national security at large can be overwhelming. Adoption of what would be considered prudent and effective business practices by implementing a disciplined and effectively structured central strategy cannot be overencouraged. The emerging strategy must take into account the existing emergency response infrastructures and build upon existing capacity in an effort to achieve greater readiness. This technique is no different than the training and issuance of radiological response equipment to emergency responders in the 1950s by the then Civil Defense Agency. The training that is offered, especially to EMS providers, needs to be institutionalized to ensure that our peers, on a regular basis, revisit curriculum content. Incorporating a training module within the existing DOT NHTSA initial and refresher EMT and paramedic educational curricula could easily achieve this goal. Implementing fiscal support to the local emergency response agencies in a sustainable manner is a must. The costs associated with training, equipping and servicing the equipment and medication stores are budget-busters. This is a threat to national security and, as such, the federal government needs to rise to the challenge of supporting the local response organizations that will meet this threat head-on during the aftermath of an attack. As previously mentioned, when the U.S. faced its last large national security threat (Soviet nuclear missiles), we witnessed the materialization of a comprehensive agenda that provided most of the attributes we desire with the contemporary problem of terrorism. There is no single solution to the problem of terrorism. In fact, it will take many individuals and functional areas to come together and stop viewing the threat as a "cash cow." The improved response capacity for acts of terrorism will have an inevitable "spillover benefit" of better trained and equipped emergency responders for everyday emergencies; which will inevitably be our "payday."
The Role of Public Health Emergency Management in Biodefense: A COVID-19 Case Study

Abstract:Introduction: The emergence of the COVID-19 pandemic has had significant impact on human lives as well as economic and social stability. The United States has a complicated history with biosecurity as policy making, biodefense activities, and government transparency have historically been in contention. The terror attacks of September 11, 2001 uncovered various weaknesses in the national public health infrastructure that have persisted into the current pandemic. Methods: This study explores the biodefense and public health preparedness landscape for trends in federal support and capacity building. It also investigates the applicability of public health emergency management principles to the biodefense structure. A mixed method was utilized in this study to investigate the qualitative and quantitative factors of the research inquiry. Braun and Clarke's six phase framework for thematic analysis will assist with defining the important information from a review of the literature. The concurrent triangulation design permits that use of qualitative and quantitative data to more accurately define and analyze the relationship among the variables of interest. Results: The results included the identification of 8 common themes of failure during the COVID-19 response: (1) accountable leadership, (2) statutory authorities and policies, (3) inter-agency coordination, (4) coherent data system for situational awareness, (5) strategic national stockpile and supply chain, (6) testing and surveillance, (7) health care system surge capacity and resilience, and (8) federal funds and the role of public health emergency management in the evolving landscape of biothreats, both intentional and natural. Discussion: To counter the increasing biothreats, the United States must invest in revamping the biodefense infrastructure to mimic and support public health emergency preparedness initiatives which will increase our resilience to various biothreats.

Abstract:Emergencies often have causes and effects that are global. However, emergencies are also inherently local: They occur in a particular place and point in time. While it is critical for governments and society to better organize emergency management top-down, it is also important to become more aware of local community-level values, planning, involvement, knowledge, and skill. Local communities plan collaboratively for potential emergencies of varying scales.Our discipline of Human-Computer Interaction studies the interaction between people and computers. Researchers in this field consider how information technology affects emergency management. They aim to improve emergency management through the design of useful and novel interfaces to technology. The purpose of our work was to take a broader perspective on emergency management and investigate the models and patterns of emergency-related work practices. In particular, we examined emergency management from a local community perspective. This focus on local communities partly stems from our prior research on community groups and their use of information technology. It is also motivated by the realization that emergencies are local events, which happen in communities.This paper reports on a study of one community's emergency planning activities. Five aspects of community preparedness are discussed: collaborative efforts, local area details, local culture, geographic information, and emergency plans, and a case study provides concrete examples of each. Local community preparedness is complex and gives rise to many collaboration issues. Revealing this complexity, the paper offers some implications for community emergency management technology.

Abstract:Abstract This study examines what motivates local emergency management officials to implement federal emergency management and homeland security policies within their own departments since the September 11 attacks. Pre-existing research claims there is confusion among local governments about potential changes to the role local emergency management services play before, during, and after natural, accidental, or terror related incidents. Meanwhile, additional research claims the federal disaster management policies (The National Response Plan, National Incident Management System, and Incident Command System) lack flexibility in implementation expectations, and there is limited cohesion among the layers of government, actors, and interests involved. This study asserts that something must spur local actors to comply with federal policy demands in their daily operations given how the post-September 11 policies change the field. The study specifically examines the effects of coercion, defined as actions taken by the federal government to force state and local implementers to comply with federal policy demands. Available federal grant dollars for emergency management and homeland security practices could make a dramatic difference to local emergency management operations, forcing these actors to comply with federal policy demands, even if it is in a begrudging fashion that deviates from traditional Comprehensive Emergency Management (CEM) principles.

Abstract:This special issue of focuses on the challenges involved in preparing for, and responding to, disasters and crises. The collection of insights, evidence and best practice set out in this issue deserves the closest of attention by all public servants, practitioners and students of public service generally. For it is when disaster strikes that government and public servants are tested in real time.For some three decades, the workings of government, at national, regional and local level, have been seen through the prism of new public management (NPM). The emphasis has been on the apparent weakness of the government in achieving its intended goals and thereby on the potential of new methods of organisation and management to improve cost-effective service outcomes.More recently, this NPM prism has broadened to incorporate organisational approaches that seek better outcomes based on service co-design with users as well as on more creative collaboration between public agencies in solving social problems. But even by 2019, for better or worse, public agencies and public management are still narrowly viewed as an instrument for delivering public infrastructure, achieving better service outcomes and allocating public goods. By contrast, far too little attention has been placed on the foundational role of the state in minimising public 'bads' and public risks (Quirk 2011 Quirk, B. 2011. Reimagining Government: Public Leadership and Management in Challenging Times. London: Red Globe Press.[Crossref] , [Google Scholar]).The basis of our understanding of the modern relationship between citizens and the state begins with Thomas Hobbes. The essence of his argument is that we covenant to subject ourselves to a city or body politic as citizens in exchange for the state providing us with security (Skinner 2008 Skinner, Q. 2008. Hobbes and Republican Liberty. Cambridge: Cambridge University Press. [Google Scholar]). In the mid-seventeenth century, this was viewed by Hobbes as providing citizens with security from the brutal instincts of others; with the unfolding of modernity, this is now more usually viewed as security from excessive risk and chronic uncertainty.From this Hobbesian perspective, it is clear that many of the disasters that beset communities across the world can undercut the very covenant between citizens and the state. That is why it is not the disaster which is the focus of public attention but the apparent failure of the state: failure to foresee the consequence of embedded system weaknesses (Clearfield and Tilcsik 2018 Clearfield, C., and A. Abstract:Emergency planning is directed at events of periodic rather than routine occurrence. The paper focuses on three major problems in emergency planning: 1.(i) Most planning is directed at specific agent-caused effects. This focus diverts attention away from more generalized principles of planning that cut through all types of emergencies. This focus also emphasizes agent uniqueness rather than the similarity of consequences which can be produced by quite diverse agents. A series of generalized principles is presented.2.(ii) Most planning is segmented and is often restricted to those segments of the society most directly affected. Such segmentation is the cause of later lack of coordination. An argument is presented that the effective planning unit is one of larger scope, the local community system.3.(iii) Most planning is oriented to create artificial, and thus irrelevant social structures and to impose those on others. Such a model insures its failure. A critique is made of the dominant emergency model, one of command and control, and an alternative is suggested, an emergent human resources model. That model is based on the idea of the importance of the continuity of behavior, individually and organizationally. In sum, the notion of emergency refers to the disruption of social systems, rather than to physical and material damage or disruption. Consequently, such planning needs to be rooted in research and knowledge drawn from the social sciences.

Conservation Officers: A Force Multiplier for Homeland Security

Abstract:Today's law enforcement officers—both conservation and police—find themselves adapting to an emerging and dynamic threat environment. Policies and practices aimed at the prevention of threats have focused primarily on federal, state, and local police agencies. At a time when terrorists, extremists, and activists have begun to widen their array of attack methods, collaboration across all sectors of law enforcement becomes essential. More specifically, an increased vulnerability to biological threats has not been met by steps to prevent or mitigate these threats. Conservation officers have a unique and integral role to enhance homeland security efforts given their day-to-day operations and interactions with the community, especially rural America. This article will discuss the role of conservation officers as it relates to homeland security—a significant conceptual component to research and practice that has largely been ignored by both academics and professionals. The integration of conservation officers into the proactive information sharing environment will be discussed to strengthen a culture of information sharing as it pertains to an “all-threats, all-hazards” philosophy and to enhance national security awareness. Moreover, this article will challenge the traditional range of threats associated with biological terrorism by providing an illustrative case study.

Abstract:Scholarship examining U.S. homeland security policy proceeds from the assumption that homeland security policy-making is a largely domestic—that is, United States-centric—endeavor. This article challenges that assumption. The mission of the Homeland Security Enterprise is domestic security but achieving a satisfactory state of preparation, prevention, response, recovery and resilience requires efforts that extend beyond our boundaries. We argue that advances in technology and globalization have accelerated the degree to which global events directly and indirectly influence U.S. homeland security. Contemporary threats do not recognize national boundaries; efforts to counter them, accordingly, must transcend border lines as well. In this article, we present evidence from the homeland security sub-fields of border security, counterterrorism, cybersecurity, public health, and disaster management to show that U.S. homeland security policy is now inherently transnational in nature and therefore best analyzed and understood by taking a broader, global perspective.

Abstract:How do we best prepare and organize ourselves in advance, and respond in the moment, to the significant natural and man-made disasters governments are often called upon to address Some of these disruptions occur sufficiently frequently to be "routine emergencies," allowing the development of organizations and routines and the provision of people, skills, equipment, and resources that are well-designed to address the resulting challenges. By contrast, other disasters involve significant levels of novelty (different sources [or combinations of sources] of damage, different scale, or other departures from prior experience that invalidate standard approaches and require rapid improvisation of response activities). Still other major disruptions begin as routine situations and "emerge" as novel crisis emergencies. In this chapter, we examine these different types of emergencies and their implications for the types of actions, the forms of organization, the nature of decision making, and the forms of preparation that are most likely to lead to the most successful outcomes possible in these differing circumstances.

Abstract:Introduction: Understanding how to best prepare hospital staff for disasters or emergencies is critical, as there is increasing frequency and scope of these events. Considerations include: identifying key staff, their roles, strategies to support continuity of care, delivery mode of education, and resource allocation. Method: Participants experienced in disasters and major emergencies or preparation at three tertiary referral teaching hospitals were purposively selected during 2016 and 2019. An interpretive paradigm and case study design enabled the exploration of perspectives concerning effective and preferred methods for preparedness. Fifty-five allied health professionals, medical practitioners, and nurses participated in semi-structured interviews; and support staff participated in focus groups. Results: Key findings: 1. Recognition that allied health professionals and support staff are essential and must be included in disaster or major emergency preparation and plans. 2. Factors that increase the likelihood of staff deciding to be absent from work include: perception of danger, insufficient understanding of responsibilities, and hospital preparation is perceived inadequate. Staff understanding their role has a positive influence for attendance and coping during disasters. 3. Preferred and most effective method of disaster preparedness is practical learning, combined with other preparation methods. Online learning as the major mode was unpopular. 4. Challenges of inadequate resources limits managers' ability to facilitate staff preparation and care delivery during disasters. Resources affect method, duration and multidisciplinary inclusion in disaster preparation. Conclusion: This research found disaster preparedness in hospitals is critical. Site and occupation specific differences need to be addressed. To mitigate impacts of disasters or major emergencies, preparation must include identification of required resources. Disaster preparedness and management must be inclusive of multidisciplinary staff, including allied health and support staff. Facilitation of role understanding to promote continuity of care during disasters or major emergencies is imperative to promote staff participation and effectiveness in response to disasters.

Abstract:Local governments have the authority to implement emergency management and are the primary responders in emergencies. They are strategically positioned to lead the charge in disaster response. Similar to other wicked problems, disasters require comprehensive and complicated responses. Local emergency management networks facilitate the exchange of information and resources between local entities and their collaborating partners. Successful collaboration across local governments is imperative in unexpected and urgent incidents. This paper applies the institutional collective action (ICA) framework to investigate the effects of relational risk and vulnerability on the formation of networks. The relational risk perceived by each collaborative organisation and the vulnerability of the community are crucial factors in the establishment and maintenance of collaborative networks. In addition, the need for resource exchange also affects the formation of networks. Logistic regression estimates the effect of collaboration risk and vulnerability on network formation using data from the 2015 Seoul EM survey. The findings confirm that the perceived collaboration risk negatively influences the establishment of collaborative ties in networks, while the perceived vulnerability level positively affects the arrangement of collaborative networks. In addition, the respondent's need for resource exchange increases when building networks. These results imply that relieving the relational risk levels is important for facilitating inter‐organisational collaboration. Furthermore, the actors' assessments of the vulnerability of the community influence their willingness to join networks to relieve external uncertainty and susceptibility. Lastly, organisations' give‐and‐take relationships on information sharing and physical resource transmission have the potential to stimulate the establishment of collaborative networks. Points for practitioners Sustainable interconnectedness among functionally and horizontally fragmented organisations is crucial for dealing with disasters efficiently, but it does not come solely from emergency management planning itself. Understanding the risk mechanism embedded in an interdependent relationship should increase the potential benefits of a successful response. The degree of vulnerability in a community affects the level of risk perception when collaborating with other organisations. Beyond the internal capacity or assessment of their organisation, how they view their community in general influences their decision‐making differently when it comes to forging inter‐relational collaboration. Resource sharing in a timely manner is crucial during disasters. Each organisation has different negotiating powers and needs to consider building interdependent relationships.

Abstract:Abstract Although disasters have exacted a heavy toll of death and suffering, the future seems more frightening. Good disaster management must link data collection and analysis to the decision-making process. The overall objectives of disaster management from the viewpoint of public health are: 1) needs assessments; 2) matching available resources with defined needs; 3) prevention of further adverse health effects; 4) implementation of disease-control strategies; 5) evaluation of the effectiveness of the application of these strategies; and 6) improvement in contingency planning for future disasters. The effects of sudden-onset, natural disasters on humans are quantifiable. Knowledge of the epidemiology of deaths, injuries, and illnesses is essential to determine effective responses; provide public education; establish priorities, planning, and training. In addition, the temporal patterns for the medical care required must be established so that the needs in future disasters can be anticipated. This article discusses: 1) the nature of disasters due to sudden-onset, natural events; 2) the medical and health needs associated with such events and disasters; 3) practical issues of disaster responses; and 4) the advance organization and management of disasters. The discussion also includes: 1) discussions of past problems in disaster management including non-congruence between available supplies and the actual needs of the affected population; 2) information management; 3) needs assessments; 4) public health surveillance; and 5) linking information with decision-making. This discussion is followed by an analysis of what currently is known about the health-care needs during some specific types of sudden-onset, natural disasters: 1) floods; 2) tropical cyclones; 3) tornadoes; 4) volcanic eruptions; and 5) earthquakes. The article concludes with descriptions of some specific public-health problems associated with disasters including epidemics and disposition of corpses. All natural disasters are unique in that the regions affected have different social, economic, and health backgrounds. But, many similarities exist, and knowledge about these can ensure that the health and emergency medical relief and limited resources are well-managed.

Abstract:In 1984, the Federal Emergency Management Agency (FEMA) and the National Association of Schools of Public Affairs and Administration (NASPAA) collaborated to foster a community of scholars focused on research and professional practice in emergency management. The intent was to build a community of researchers and professional practitioners who would support improved performance for an increasingly challenging set of problems confronting emergency managers at all levels of jurisdiction. The financial investment was small, but the NASPAA/FEMA initiative led to the evolution of a community of scholars engaged in emergency management research and professional practice. The authors review changes in FEMA since the 1984 workshop and the impact of the NASPAA/FEMA fellows on research and practice in emergency management, placing this initiative in the wider context of public administration.

Abstract:Owing to the increasing frequency and destruction of natural and manmade disasters to modern highly-populated societies, emergency management, which provides solutions to prevent or address disasters, have drawn considerable research over the last few decades and become a multidisciplinary area. Because of its open and inclusive nature, new technologies always tend to influence, change or even revolutionise this research area. Hence, it is imperative to consolidate the state-of-the-art studies and knowledge to meet the research needs and identify the future research directions. The paper presents a comprehensive and systemic review of the existing research in the field of emergency management from both the system design aspect and algorithm engineering aspect. We begin with the history and evolution of the emergency management research. Then the two main research topics of this area, "emergency navigation" and "emergency search and rescue planning", are introduced and discussed. Finally, we suggest the emerging challenges and opportunities from system optimisation, evacuee behaviour modelling and optimisation, computing patterns, data analysis, energy and cyber security aspects.

Abstract:How public organizations respond strategically to natural hazards is relevant for maintaining functionality and protecting citizens. An essential component of strategic response is coordinating with multiple organizations in ways that provide resources and mutual support. Drawing from resource dependence and cognitive behavior theories, we investigate how different contextual factors predict coordination strategy. We focus on transit agencies in the US and develop hypotheses about how the experience of natural hazards, the transit infrastructure conditions, and public managers' risk perceptions determine their coordination as responses to immediate and future extreme weather events. This study aims to contribute to the strategic management of natural hazards literature. In particular, we expect that the findings will illuminate how transit agencies consider service area vulnerabilities as part of their strategic coordination efforts. Further, the study will provide insights to managers who are facing the need to balance organizational capacity, risk, and equity.

Abstract:The United States arguably faces the most serious disaster it has faced since World War II: the COVID-19 pandemic. The pandemic itself has created further cascading economic, financial, and social crises. To date, approximately 114,000 Americans have died and approximately 2,000,000 (as of this writing) have become infected. American emergency planning and response, including for pandemics, begins at the local (city, town, and county) level, close to the individuals and communities most impacted. During crises like COVID-19, natural and other disasters, best practices include “whole of government” and “whole community” approaches, involving all parts of the government, community organizations, institutions, and businesses, with representation from diverse individual community stakeholders. Local emergency management and public health agencies are at the heart of emergency planning and response and thus warrant further examination. While collaboration between the two is recognized as a best practice, in reality there appear to be silos and gaps. This Commentary describes the American emergency planning system and the roles of local emergency management and public health departments. Closer examination illuminates similarities and differences in practitioner demographics, professional competencies, organizational goals, and culture. The Commentary reviews the limited research and observations of collaboration efforts and suggests areas for integrating the two practice areas in future research, education, professional training, and practice. Breaking down the silos will strengthen local emergency and public health preparedness planning and response, ultimately leading to stronger community health, well-being, resilience, and more efficient local administration.

Abstract:This paper presents a structure for emergency management system, using the disaster chain theory for more scientific and effective loss prevention and disaster manipulation. One disaster may trigger one or more disasters at certain circumstances and sometimes those secondary disasters might be of greater magnitude. Disaster chains are established based on investigations of a large number of disasters and are helpful in forecasting and preparing against secondary disasters. A method was presented to establish a disaster chain based on computational models and logical analysis. Reacting to a disaster, a chain consists of appropriate emergency response plans should be activated by government and various enterprises or organizations. Thus a two-dimensional structure was design to describe the relation between the two chains. According to the structure, an emergency management system was constructed capable of presenting suggestions and reminders on preparing against later possible emergencies in a scientific and effective way.
