Abstract:In the era of post-Brexit, out of the consideration of completely getting rid of the control of EU,making full use of educational diplomacy to accelerate the realization of the vision of "Global Britain", providing higher-quality educational exchange services for UK participants and promoting the international mobility of students, the UK government decided to withdraw from the EU’s Erasmus+ Programme, and launched its alternative Turing Scheme. The Turing Scheme is a competitive grant funding scheme. During the implementation of the project,on the basis of fully considering the needs of the UK to promote student international mobility, the Turing Scheme will expand the scope of student mobility from Europe to the world, transform inward and outward mobility to outward mobility, pay more attention to disadvantaged background groups and focus on the international mobility of higher education students. As a new project formulated and implemented under multiple predicaments, the Turing Scheme still faces difficulties and challenges such as the "one-way" outward mobility brings risks to education service trade, limited funding and the single function.There are still many difficulties for the Turing Scheme to truly replace the Erasmus+ Programme.

Abstract:United States (US) immigration policies have increasingly focused on national security resulting in universities experiencing declines in international student applications, constraints on international scholar employment, and complications facilitating international research collaborations. The COVID-19 pandemic brought additional travel restrictions, embassy closures, and health and safety concerns that exacerbated these challenges. Science mobility is critical for science education, training, competitiveness, and innovation. Using a representative sample of US and foreign-born scientists in three STEM fields, we explore how recent visa and immigration policies have shaped research collaborations, work with students and postdoctoral scholars, and intentions to leave. We use descriptive statistics, analysis of variance, and logistic regression and find academic scientists report disruptions from visa and immigration policies; negative impacts of immigration policies on US higher education; negative effects on recruitment and retention of international trainees; and increased intentions to leave the US driven by negative perceptions of immigration policy. Abstract:<span>Concerns over the supply of highly-skilled (HS) science, technology, engineering and maths (STEM) workers are well established and have been a feature of policy discourse in the UK for more than 50 years. Since the 2016 referendum on leaving the European Union, these concerns have been exacerbated by uncertainty about the movement of labour between UK and Europe. More recently, the COVID-19 pandemic has highlighted the importance of STEM skills in a wide range of areas. However, despite continued government investment in initiatives to address these concerns, the evidence base for shortages is neither well-established nor compatible with economic theories of labour supply. In order to fill a gap in the current evidence, we report on a unique analysis following the career destinations of STEM graduates from the 1970 British Cohort Study. While only a minority of STEM graduates ever work in highly-skilled STEM jobs, we identified three particular characteristics of the STEM labour market that may present challenges for employers: STEM employment appears to be predicated on early entry to the sector; a large proportion of STEM graduates are likely to never work in the sector; and there may be more movement out of HS STEM positions by older workers than in other sectors.</span>

Abstract:This article examines the geographical mobility of highly skilled scientific personnel with reference to universities as principal recruiters of scientific skills. Its interest is the British academic labour market primarily because the United Kingdom has been a traditional academic destination for foreign scientists and students. Despite much of the talk about the internationalization of the scientific/academic community in the advanced world, the academic community of the United Kingdom is still far from being truly globalized. It is more Europeanized than internationalized. Inflows of foreign skills will enrich the science pool of the United Kingdom, but these, however, will mostly benefit the already high performing universities and departments. Lower performance universities might benefit less, as they will attract fewer foreign “stars” to their modest departments. The concept of “brain circulation” might be skewed through the biased division of this circulation between high performing and less performing institutions.

Abstract:Recruitment is one of the main strategic tools for universities, which aim to hire the best possible candidates for their academic positions. However, not every institution can hire whom they perceive as the best. Our paper investigates what are perceived to be the most pressing hindrances to attracting the best researchers. We focus on national and disciplinary differences in researchers' perceptions of barriers to recruiting the best scholars in their fields. We surveyed researchers in economics and physics in the Netherlands, Norway, and the UK and find that economists emphasize salary level and institutional prestige as the main barriers, while physicists underline competition from non-academic actors and career development opportunities. We further find differences by country. In Norway, limited institutional prestige is a key barrier to attracting the best researchers, while researchers in the UK highlight salary levels. Respondents at Dutch universities claim that they experience multiple, equally important barriers.

Abstract:The US leadership in science and technology has greatly benefitted from immigrants from other countries, most notably from China in the recent decades. However, feeling the pressure of potential federal investigation since the 2018 launch of the China Initiative under the Trump administration, Chinese-origin scientists in the US now face higher incentives to leave the US and lower incentives to apply for federal grants. Analyzing data pertaining to institutional affiliations of more than 2.3 million scientific papers, we find a steady increase in the return migration of Chinese-origin scientists from the US back to China. We also conducted a survey of Chinese-origin scientists employed by US universities in tenure or tenure-track positions (n=1300), with results revealing general feelings of fear and anxiety that lead them to consider leaving the US and/or stop applying for federal grants.

Abstract:Introduction. The article presents an analysis of migration reform in the UK during the first years after its exit from the European Union (20202021). Changing immigration rules and procedures became a difficult task for the UK, as it required British lawmakers pay simultaneous attention both to the needs of the country's internal labor market and to the close economic and social ties between the country and other EU member states. After Brexit, the new immigration policy was built on the principle “people before passports”, which was supposed to abolish unconditional privileges for EU citizens, implement a selective approach to labor migrants and create convenient and transparent conditions of entry to the territory of the UK for citizens of any state interested in education, highly qualified labor activity or business development. The author examines how this principle has been put into practice and assesses the effectiveness of the new immigration rules for the UK in 2022-2024. The article analyzes the country's domestic legislation and statistical data. Materials and Methods. The methodological basis of the study was formed by the following general scientific and special methods of cognition of legal phenomena and processes in the field of international and European law: the method of system-structural analysis; the method of synthesis of socio-legal phenomena; comparative-legal method; formal-logical method; statistical method. Results of the research. The analysis revealed that after the reform immigration policy of the UK has become more practical, as it has allowed to attract highly qualified specialists, talented students and promising entrepreneurs to the territory of the country regardless of the country of their citizenship. Using a wide range of tools (such as an extensive visa system and an electronic platform for selecting candidates for visas), the updated migration policy of the UK aims to regulate migration flows with the maximum benefit for the country and increased opportunities for fulfilling the professional potential of foreign labor migrants. Discussion and conclusion. The article substantiates the application of new tools for regulating external migration in the UK; analyzes their main advantages and disadvantages.

Abstract:This chapter considers the reported shortages of scientists and school teachers in the United Kingdom. STEM (science, technology, engineering and mathematics) subjects, students, and teachers occupy a privileged position in UK government education policy because of their economic importance, but are in short supply and/or reducing in proportion to the number of available opportunities. As with scientists, there appears to be a constant demand for more teachers in the United Kingdom and other developed countries. This chapter shows that whereas UK public spending has declined in real terms since the economic downturn of 2008 onwards, one area where policy-makers have claimed that spending has been sustained and even increased is encouraging the supply of new STEM graduates. The UK government proposals to develop the nation's scientific skills base largely lie in increasing the supply of young people into the STEM professions. Similarly, a whole range of policy initiatives have been proposed and tried to increase the supply of teachers. This chapter shows, however, the issue of shortages has yet to be effectively addressed.
Attracting talent from abroad: Malaysia's experience

Abstract:Attracting skilled people in science, technology and engineering (S&T) has assumed urgency in today's increasingly knowledge-intensive economy.Countries, both rich and poor, have adopted various strategies to entice top talents in S&T to their shores. This paper describes the initiatives adopted by Malaysia to attract skilled personnel to serve the country. These measures, however, have not met with much success. An account of the findings of recent study to review these initiatives is also given. It is suggested that future initiatives accord more emphasis to developing partnerships between local scientists and their counterparts abroad.

Abstract:Brexit — Britain's exit from the European Union — threatens to undermine the country's scientific relationships with nations outside the EU (see E. Masood Nature 535, 467; 2016). The country will need to invest more to maintain its valuable collaboration with China, for example, once EU funding is withdrawn. The United Kingdom could be excluded from exchanges under the EU's Marie Skłodowska-Curie fellowship programme, which have benefited thousands of talented Chinese and British scientists since 2007. For the country to retain its current exchange level of international research talent, it would need to invest more in its Newton Fund to make up the shortfall (see go.nature.com/2bfgzq3). Also under threat will be British scientists' participation in China's projects with the EU, such as its Five-hundred-meter Aperture Spherical Telescope, due to be completed this year (see W. Yang Nature 534, 467–469; 2016). Despite such uncertainties, Brexit could still provide opportunities to strengthen scientific collaboration between the world's second and fifth largest economies — for example, through the collaboration between Research Councils UK and the National Natural Science Foundation of China (see go.nature.com/2bflysi).

How Do Restrictions on High-Skilled Immigration Affect Offshoring? Evidence from the H-1B Program

Abstract:The decision to encourage or restrict high-skilled immigration has long been controversial. Advocates argue that high-skilled immigration is critical for firm competitiveness and innovation; critics argue that skilled immigrants displace native workers and drive down wages. The debate, however, has largely overlooked the secondary consequences of restrictions on high-skilled hiring of immigrants: multinational firms faced with decreased access to visas for skilled workers have an offshoring option, namely, hiring the foreign labor they need at their foreign affiliates. This paper documents the impact of restrictive high-skilled immigration policies on the offshoring of high-skilled jobs by US multinational companies using a unique matched firm-level dataset of H-1B visas and multinational firm activity and two different identification strategies. Both strategies yield the same result: that restrictions on H-1B immigration caused increases in foreign affiliate employment at both the intensive (US multinationals employed more people at their foreign affiliates) and the extensive (US multinationals opened more foreign affiliates) margins. The effects are concentrated among highly H-1B-dependent firms and R&D-intensive firms operating in offshorable services sectors, and the expansion of activity was concentrated in Canada, India, and China. The findings of the paper have important policy implications; the offshoring of jobs appears to be an unforeseen consequence of restricting skilled immigration flows. Even if H-1B immigrants displace some native workers, any policies that are motivated by concerns about the loss of native jobs should consider that these same policies have the unintended consequence of encouraging firms to offshore jobs abroad.
Drivers and barriers of international migration of doctors to and from the United Kingdom: a scoping review

Abstract:Background: Many high-income countries are heavily dependent on internationally trained doctors to staff their healthcare workforce. Over one-third of doctors practising in the UK received their primary medical qualification abroad. Simultaneously, an average of around 2.1% of doctors leave the UK medical workforce annually to go overseas. The aim of this study was to identify the drivers and barriers of international migration of doctors to and from the UK. Methods: A scoping review was conducted. We searched EMBASE, MEDLINE, CINAHL, ERIC and BEI in January 2020 (updated October 2021). Grey literature and citation searching were also carried out. Empirical studies reporting on the drivers and barriers to the international migration of doctors to and from the UK published in the English language from 2009 to present were included. The drivers and barriers were coded in NVivo 12 building on an existing framework. Results: 40 studies were included. 62% were quantitative, 18% were qualitative, 15% were mixed-methods and 5% were literature reviews. Migration into and out of the UK is determined by a variety of macro- (global and national factors), meso- (profession led factors) and micro-level (personal factors). Interestingly, many of the key drivers of migration to the UK were also factors driving migration from the UK, including: poor working conditions, employment opportunities, better training and development opportunities, better quality of life, desire for a life change and financial reasons. The barriers included stricter immigration policies, the registration process and short-term job contracts. Conclusions: Our research contributes to the literature by providing a comprehensive up-to-date review of the drivers and barriers of migration to and from the UK. The decision for a doctor to migrate is multi-layered and is a complex balance between push/pull at macro-/meso-/micro-levels. To sustain the UK's supply of overseas doctors, it is vital that migration policies take account of the drivers of migration particularly working conditions and active recruitment while addressing any potential barriers. Immigration policies to address the impact of Brexit and the COVID-19 pandemic on the migration of doctors to and from the UK will be particularly important in the immediate future.
