Abstract:In the era of post-Brexit, out of the consideration of completely getting rid of the control of EU,making full use of educational diplomacy to accelerate the realization of the vision of "Global Britain", providing higher-quality educational exchange services for UK participants and promoting the international mobility of students, the UK government decided to withdraw from the EU’s Erasmus+ Programme, and launched its alternative Turing Scheme. The Turing Scheme is a competitive grant funding scheme. During the implementation of the project,on the basis of fully considering the needs of the UK to promote student international mobility, the Turing Scheme will expand the scope of student mobility from Europe to the world, transform inward and outward mobility to outward mobility, pay more attention to disadvantaged background groups and focus on the international mobility of higher education students. As a new project formulated and implemented under multiple predicaments, the Turing Scheme still faces difficulties and challenges such as the "one-way" outward mobility brings risks to education service trade, limited funding and the single function.There are still many difficulties for the Turing Scheme to truly replace the Erasmus+ Programme.

Abstract:Introduction. The article presents an analysis of migration reform in the UK during the first years after its exit from the European Union (20202021). Changing immigration rules and procedures became a difficult task for the UK, as it required British lawmakers pay simultaneous attention both to the needs of the country's internal labor market and to the close economic and social ties between the country and other EU member states. After Brexit, the new immigration policy was built on the principle “people before passports”, which was supposed to abolish unconditional privileges for EU citizens, implement a selective approach to labor migrants and create convenient and transparent conditions of entry to the territory of the UK for citizens of any state interested in education, highly qualified labor activity or business development. The author examines how this principle has been put into practice and assesses the effectiveness of the new immigration rules for the UK in 2022-2024. The article analyzes the country's domestic legislation and statistical data. Materials and Methods. The methodological basis of the study was formed by the following general scientific and special methods of cognition of legal phenomena and processes in the field of international and European law: the method of system-structural analysis; the method of synthesis of socio-legal phenomena; comparative-legal method; formal-logical method; statistical method. Results of the research. The analysis revealed that after the reform immigration policy of the UK has become more practical, as it has allowed to attract highly qualified specialists, talented students and promising entrepreneurs to the territory of the country regardless of the country of their citizenship. Using a wide range of tools (such as an extensive visa system and an electronic platform for selecting candidates for visas), the updated migration policy of the UK aims to regulate migration flows with the maximum benefit for the country and increased opportunities for fulfilling the professional potential of foreign labor migrants. Discussion and conclusion. The article substantiates the application of new tools for regulating external migration in the UK; analyzes their main advantages and disadvantages.

Abstract:This article examines the geographical mobility of highly skilled scientific personnel with reference to universities as principal recruiters of scientific skills. Its interest is the British academic labour market primarily because the United Kingdom has been a traditional academic destination for foreign scientists and students. Despite much of the talk about the internationalization of the scientific/academic community in the advanced world, the academic community of the United Kingdom is still far from being truly globalized. It is more Europeanized than internationalized. Inflows of foreign skills will enrich the science pool of the United Kingdom, but these, however, will mostly benefit the already high performing universities and departments. Lower performance universities might benefit less, as they will attract fewer foreign “stars” to their modest departments. The concept of “brain circulation” might be skewed through the biased division of this circulation between high performing and less performing institutions.

Abstract:United States (US) immigration policies have increasingly focused on national security resulting in universities experiencing declines in international student applications, constraints on international scholar employment, and complications facilitating international research collaborations. The COVID-19 pandemic brought additional travel restrictions, embassy closures, and health and safety concerns that exacerbated these challenges. Science mobility is critical for science education, training, competitiveness, and innovation. Using a representative sample of US and foreign-born scientists in three STEM fields, we explore how recent visa and immigration policies have shaped research collaborations, work with students and postdoctoral scholars, and intentions to leave. We use descriptive statistics, analysis of variance, and logistic regression and find academic scientists report disruptions from visa and immigration policies; negative impacts of immigration policies on US higher education; negative effects on recruitment and retention of international trainees; and increased intentions to leave the US driven by negative perceptions of immigration policy. Abstract:Abstract This article investigates how Germany and the United Kingdom (UK) have governed international student mobility (ISM) over the last two decades. While both are among the most popular destinations for international students and have experienced similar political trajectories during this period, they have pursued divergent education and immigration policies in regulating ISM. Driven by a mix of educational universalism and fear of future labor shortages, Germany offers financial benefits and generous right to stay opportunities. The UK, by contrast, combines high tuition fees with restrictive immigration policies, favoring students who will leave the country upon graduation. Drawing on a variety of parliamentary reports, policy documents, and interviews with politicians and civil servants, I argue that this divergence is rooted primarily in the different politicizability of ISM: international students are discursively treated as students (belonging to the non-politicized field of education) in Germany but as internationals (belonging to the hyperpoliticized field of immigration) in the UK.

Abstract:Migration is generally considered to be a driver of enhancing the subjective well-being of immigrants; however, personal characteristics such as educational attainment, migration channel, and country of origin may moderate the impact of immigrant life on expected well-being. Therefore, the present study aimed to explore the intersections between the lived experiences of post-secondary Indian immigrant students in the United Kingdom (UK), the challenges they encounter as immigrants, and how these experiences could impact their subjective well-being. A qualitative research design was employed, which included a focus group discussion and 24 in-depth interviews with postgraduate students who had migrated from India to the United Kingdom. Four themes generated from the thematic analysis, which overall indicated that individuals who came to the United Kingdom as international students to study, work, and settle over time often found themselves unable to leverage their educational credentials to establish expected subjective well-being. This was primarily due to the systematic denial of their agency (capability) to overcome challenges in the host society. Reasons include becoming involuntarily immobile in the host country, incongruency between past expectations and present experiences and prospects, socio-emotional and financial costs associated with immigrant life that hinder the freedom of agency, and bureaucratic burdens. All these reasons can generate an unconducive environment for those immigrants who took part in the study, ultimately decreasing their life satisfaction and positive feelings while increasing negative feelings. In conclusion, the findings question the widely held belief that migration can increase subjective well-being and describe how migration comes at a cost, along with several other challenges, particularly for those who have moved first to learn, secondly to earn, and then to settle in. The channel of migration (migration for education and then to settle in) thus plays a crucial role in determining the outcomes of migration while influencing the anticipated subjective well-being of migrants.

Abstract:This article attends to the lived experience of binational families subject to the 2012 family immigration rules (FIR). It seeks to enrich the pre-existing discussions of family migration within the European Union (EU) and the United Kingdom, focusing on the ‘micro-political’ experiences of those whose lives have been adversely affected by their introduction. It draws on the life writings of binational families, suggesting that a micro-political focus reveals an ongoing neuropolitical experience that traditional accounts of moral agency are ill-equipped to negotiate. The article suggests an unorthodox interpretation of agency premised on storytelling, while probing the tensions that emerge when this lived experience is framed in such a manner. It concludes by positing a series of questions relating to the value of a neuropolitical labelling of the subject and suggests a need to further engage with traumatic interpretations of harm at the intersection of citizenship rights and mobility rights.

Abstract:This paper examines the impact of Brexit on international student migration. In a structural gravity model, we estimate student migration between 69 countries for counterfactual scenarios in which the United Kingdom leaves the European Union one year before the referendum. This exercise reveals a decrease in exchange students studying in the UK of around 3.8% to 4.9%. While the number of non‐EU students to the UK rises, a drop in EU student numbers drives this result. Similarly, 30% to 38% fewer UK students choose to study abroad. The estimated changes in international student stocks show that most other member countries lose international students and non‐EU countries host more than without Brexit. Our findings provide evidence that there may be hidden costs to Brexit affecting global student exchanges that we have yet to see.

Abstract:This paper reports on the employment migration behavior of non‐White ethnic minority graduates in the United Kingdom for the 2018/2019 graduation cohort, which is the last cohort to enter the labor market before the COVID‐19 pandemic. Using data from the new Graduate Outcomes survey and controlling for a rich set of background characteristics, the findings indicate that ethnic minority graduates are more likely than their White counterparts to find work in ethnically diverse areas of the United Kingdom after leaving higher education. An identity utility framework is then formalized that combines identity economics with traditional approaches of human capital theory and job search theory. A test of an ethnic identity‐based hypothesis reveals that Asian, Black, and Mixed‐background graduates are comparatively more likely to migrate to areas with higher ethnic diversity levels, rather than less diverse areas. In addition to traditional explanations based on human capital theory and job search theory, this paper argues that these patterns are best explained by ethnic identity norms, which introduce a preference for working in ethnically diverse places. However, the results should be interpreted with some caution because of concerns related to heterogeneity within the ethnic group classifications used in the paper and possible omitted and unobserved variables.

Explaining Scientists’ Plans for International Mobility from a Life Course Perspective

Abstract:We identify factors influencing young scientists’ plans for research stays abroad by embedding theories of social inequality, educational decision making, and migration into a life course framework. We test the developed model of international academic mobility by calculating a structural equation model using data from an online survey of scientists employed at German universities below the rank of full professor. We find that earlier international mobility mobilises scientists to plan a research stay abroad. This turns out to be a potential channel of social inequality reproduction, as individuals from a high social origin in particular spend time abroad in their early life course. Moreover, scientists’ research contexts play a vital role: Internationalised institutional environments and academic disciplines as well as personal international networks create opportunity structures that ease research stays abroad. Similarly, the current social context matters: Parenthood decreases the likelihood of plans for international mobility among female scientists. This may entail long-lasting gender inequalities. Finally, young scientists striving for an academic career are more likely to plan a research stay abroad than those with exit plans. Our results show that beyond the current context, both past life events and future life goals shape scientists’ decisions about international mobility.

Abstract:In 2012, Home Secretary Theresa May told a newspaper that she wanted to create a ‘really hostile environment’ for irregular migrants in the UK. Although the phrase has since mutated to refer to generalised state-led marginalisation of immigrants, this article argues that the hostile environment is a specific policy approach, and one with profound significance for the UK’s border practices. We trace the ‘hostile environment’ phrase, exposing its origins in other policy realms, charting its evolution into immigration, identifying the key components and critically reviewing the corresponding legislation. The article analyses the impact and consequences of the hostile environment, appraising the costs to public health and safety, the public purse, individual vulnerability and marginalisation, and wider social relations. We conclude by identifying the fundamental flaws of the policy approach, arguing that they led to the 2018 Windrush scandal and risk creating similar problems for European Economic Area nationals after Brexit.

Abstract:This research contributes to the booming literature on the mobility of international students in higher education. We analyse university-level factors that affect the sorting of Chinese international students across British universities. We produced a unique data-set merging university-level data from the 2014 UK Higher Education Statistics Agency and the Higher Expectations Survey, supplemented by qualitative evidence from six focus groups for illustrative purposes. Our results, using nationally representative evidence for the first time, confirmed that university prestige is the most important driver for the sorting of Chinese students across British universities, together with further effects of the broader social and cultural offerings that the universities provide. Interestingly, the cost of study and marketing strategies deployed by universities do not seem to drive the Chinese students’ university choices. Our findings underline the importance of diffuse institutional factors such as university rankings and their taken-for-granted status by students themselves.

Abstract:Countries, companies, and universities are increasingly competing over top-tier artificial intelligence (AI) researchers. Where are these researchers likely to immigrate and what affects their immigration decisions? We conducted a survey $(n = 524)$ of the immigration preferences and motivations of researchers that had papers accepted at one of two prestigious AI conferences: the Conference on Neural Information Processing Systems (NeurIPS) and the International Conference on Machine Learning (ICML). We find that the U.S. is the most popular destination for AI researchers, followed by the U.K., Canada, Switzerland, and France. A country's professional opportunities stood out as the most common factor that influences immigration decisions of AI researchers, followed by lifestyle and culture, the political climate, and personal relations. The destination country's immigration policies were important to just under half of the researchers surveyed, while around a quarter noted current immigration difficulties to be a deciding factor. Visa and immigration difficulties were perceived to be a particular impediment to conducting AI research in the U.S., the U.K., and Canada. Implications of the findings for the future of AI talent policies and governance are discussed.

Abstract:The proposition that international students are not only sojourners but future immigrants has become well established in public policy. While education and immigration policy have become more intertwined, they continue to be analysed as separate spheres of influence. This paper compares Australia, Canada, and Germany, which between them host nearly 20% of all globally mobile students and where a nexus between international student and immigration policy has emerged. Using critical discourse analysis, a comparative case study design and based on a systematic literature review of over 300 studies published from 1990 to 2018, the findings revealed three ostensibly paradoxical discourses, which are discussed using the new term 'discursive pairings'. First, international students are selected for success but remain vulnerable to policy shifts that may exclude them and cause them to 'fail'. Second, international students are retained to fill economic shortages, but face difficulties being accepted on the labour market. Third, international students help build national reputation yet have been known to be exploited and subject to discrimination. The contradictions that emerge in the discourses bring into question the 'ideal immigrant' framing of international students, demonstrating that their role, acceptance, and ability to integrate into host countries is far from assured.

Abstract:The cross-border movement of people in higher education has been attracting scholarly attention for decades, but the definition of 'international academic mobility' bears ambiguities. This article reviews the literature on international academic mobility published in the journal Higher Education and beyond. By bridging the literature on international academic mobility from higher education studies and other disciplines, this article proposes to redefine international academic mobility, which highlights the integration of both international student mobility and international faculty mobility. Furthermore, this article outlines a new conceptual framework and research agenda, on the role of international academic mobility in the national, regional, and global knowledge systems. The framework highlights the relationship between international academic mobility and worldwide knowledge acquisition, production, transfer, circulation, networks, and the geopolitics of science. The article also proposes further methodologies for future research on international academic mobility.

Abstract:Abstract This study analyses international student mobility (ISM) in Europe since the 1999 Bologna Declaration. International mobility of higher education students is both a driver and a consequence of the Bologna Process and emerges as a relevant issue in a wide range of research areas. This literature review develops a qualitative content analysis of the set of high-performance articles published between 2000 and 2018 and identified through a wide range of bibliometric tools: direct (first generation) citation counts; indirect or accumulated impact; early influence; adjusted impact with respect to year of publication, type of document, and discipline; and alternative metrics that measure interactions in the internet and social media. The content analysis focuses on the pending achievements and main challenges to ISM, among them: attracting non-European students to whole degree programs, the need for actual and further convergence in programs and systems to ensure real compatibility, the impact of HE ISM on the promotion of the European citizenship and consciousness, the sharp imbalance between credit and degree mobility, the need to strengthen the link between ISM and employability, the existing social selectivity in European ISM, the frequent social segregation problems faced by international students.

Creating a 'hostile environment for migrants': the British government's use of health service data to restrict immigration is a very bad idea

Abstract:In January 2017, the UK Government made public a Memorandum of Understanding (MoU) between the Department of Health, National Health Service (NHS) Digital and the Home Office. This Memorandum allows for the more expedited sharing of a patient's non-clinical data, specifically from the NHS England to the Home Office. The Government justified the MoU as in the 'public interest to support effective immigration enforcement'. In this review, we seek to unpack this justification by providing, first, a background to the MoU, placing it in the context of creating a 'hostile environment' for migrants - a project initially sought by Theresa May in her time as Home Secretary. We then explore the potential impact of data sharing on individual health, public health and on health professionals. We conclude that the MoU could threaten both individual and public health, while placing health professionals in an unworkable position both practically and in terms of their duties to patients around confidentiality. As such, we agree with colleagues' position that it should be suspended, at least until a full consultation and health impact assessment can be carried out.
