Abstract:Cost controlling of the whole construction process is a new management model which is recently rising in the engineering consulting.The focus of engineering consulting has changed from the construction phase to the entire process of building.This paper analyzes status and problems of the engineering consulting sector in the cost management mode of the whole process.The cost control mode of the engineering consulting firm in the whole construction process is designed,which includes the investment estimating in the decision-making phase of the project proposal,the feasibility study reports,the program design and the preliminary design estimates in the design phase,the base bid and contract price in the project bidding phase,the dynamic cost in the construction process,and the cost audit supervision and control in the constructing settlement completion phase,etc.A comprehensive evaluation model has been built on the basis of advisory service evaluation index system establishment and the weight vectors determination.Appraisal methods of the whole process in cost control consulting firms have been researched.The results show that the engineering consulting firms should take effective measures in the whole process of the project construction period,and make project cost control and control effect evaluation so that it would save costs and rationally use of resources.
