What problem does this paper attempt to address?
Based on the provided text, this paper attempts to address the issue of monitoring methane emissions from landfills. Specifically, the paper mentions that methane is the second most important greenhouse gas after carbon dioxide, and emissions from human activities account for more than 50% of the global total.
