Abstract:With the inauguration of South Korea's new president, Lee Myung-bak, Korea's China policy is changing. Replacing the policy of tilting toward China pursued by his predecessor, Roh Moo-hyun, President Lee instead suggests a policy of hedging toward China. In general, the policy of hedging is composed of two different approaches, engagement and balancing. President Lee's twin hedging emphasizes deep engagement and soft balancing toward China. The basic rationale of the Republic of Korea (the ROK) is to adopt the policy of twin hedging as it needs both great powers, the United States and China, for its strategic stability and economic prosperity. For the successful implementation of the twin hedging policy, the South Korean government, as a way to deepen the economic engagement, has to precipitate and expand the economic cooperation between the ROK and China. Simultaneously, it has to strengthen the U.S.–Korean alliance as a mode of soft balancing. For the United States, the diplomatic shift of Lee Myung-bak to the policy of twin hedging is, of course, a welcome development. But China seems to feel uncomfortable with this. Although China cannot object to the reinforcement of the U.S.–Korean alliance, however, it is beginning to feel concerned about a potential strategic coalition between the United States and the ROK on the sensitive issues, including Seoul's participation in the Missile Defense System and Proliferation Security Initiative, the ROK's shift of its North Korean policies unfavorable to China, and the shift of conditions and roles of the American troops stationed in Korea. The success of the policy of twin hedging toward China depends on how carefully and competently the Lee Myung-bak administration convinces the Chinese government of the ROK's strategic necessity for the hedging policy.

Abstract:Regarded as a significant period marked by unprecedented attempts of north-south reconciliation on the Korea Peninsula,the years of Kim Dae-Jung administration(1998-2002) has continuously stirred up over-heated controversies,due to its courageous "sunshine policy" towards North Korea.In the opinions of some critics,Kim Dae-Jung unwisely waved olive branches to North Korea,brining harm to South Korea's national interests.However,the author thinks that Kim Dae-Jung's North Korea policy is based on his perception of national interest defined by the objective of national unification on Korea Peninsula,which can be deconstructed into philosophical reasoning in conformity to his experience and Korea's cultural & historic background.From the author's point of view,Kim Dae-Jung's North Korea policy,perhaps the best choice at that time focused on north-south reconciliation and facilitated by his effort to construct an international surroundings more compatible and friendly to North Korea,achieved a successful détente and a stabilized peace on the Korea Peninsula that was managed to the utmost limit of possibility under circumstances of that time.Lasting only four years,Kim Dae-Jung did maintain the relaxing trend of Korea Peninsula and protect his national interest successfully.

Abstract:Abstract Given the limits of the prevailing hedging account for Seoul’s puzzling behavior that is in conformity with the interests of its adversary (i.e. North Korea) and potential threat (i.e. China) rather than those of its principal ally (i.e. the United States) and security cooperation partner (i.e. Japan), this article emphasizes the impact of the progressive ideology on Seoul’s security policy. In doing so, it calls for attention to a domestic source of ideology in explaining the security behaviors of a secondary state, which is under-researched and thus is poorly understood.

Abstract:The recent announcement that the US will resume talks with North Korea represents another chapter in the roller-coaster ride of the first two years of the Bush administration. After a bumpy initial summit with President Kim Dae-jung, the completion of the US policy review last June brought a sigh of relief, in part because the summit had drastically lowered expectations that the new administration would even continue a policy of engaging Pyongyang. The outcome was certainly not as bad as some experts expected but pointed to a difficult road ahead. While the administration professed to be willing to meet anywhere, anytime, the president's Axis of Evil speech in January once again heightened fears about America's intentions. So did the administration's refusal to certify that the North Koreans were complying with the 1994 US-DPRK Agreed Framework. But now with the agreement to resume talks, US-North Korean relations may be entering a new phase. Whether these talks show a bottoming out of the relationship or a “dead cat bounce” remains unclear. The resumption of these talks at the same time as the two Koreas seem posed to resume contacts makes for a complicated situation. While the recent visit of President Bush to Seoul did much to ease the troubled bilateral relationship, the potential for problems remains, both during the remainder of President Kim Dae-jung's term in office and beyond, as the two allies once again try to reengage Pyongyang. That potential will be acute if North Korea seeks rapid progress in its relationship with Seoul, but the chances of that seem minimal.

Abstract:This paper explains South Korea's foreign policy preferences and degree of influence in negotiations between Washington and Pyongyang. It analyzes six administrations in South Korea in the post-Cold War era and shows that domestic politics determines the country's policy preferences toward North Korea. South Korea can either obstruct or facilitate U.S. negotiation with North Korea based on these policy preferences. It also shows that South Korea's diplomatic influence on the North Korean issue is maximized when it functions as a mediator between Washington and Pyongyang and maintains access to both parties.

Abstract:Strengthening the South Korea–US alliance is South Korean President Yoon Suk-yeol’s top priority in foreign and security policies. However, such a pro-American inclination is highly likely to create many diplomatic challenges caused by heightened tensions on the Korean peninsula and in its relations with China in the years to come. South Korea, as a middle power, should play a more proactive role in world affairs commensurate with its economic and cultural prowess in cooperation with like-minded countries in the Indo-Pacific region.

Abstract:Tensions in the Korean Peninsula have soared with the advancement of North Korea’s (DPRK) nuclear weapons development. Along with Russia’s invasion of Ukraine in early 2022, DPRK’s 7th nuclear test is impending. In the era of a “new Cold War,” the presidency of South Korea (ROK) changed in May 2022. This study examined how the recent ROK presidency change affects its security relationship with DPRK. To analyze this, I performed a literature review of DPRK-related policies that former ROK presidents implemented. I used qualitative data from my three in-depth interviews that focused on Yoon’s policy initiatives in three aspects: DPRK policy, US-ROK alliance, military defense. To obtain updated information on ROK’s international situation, I conducted a debriefing of the 8th Yonhap News Symposium on Korean Peace (June 2022). Throughout past ROK governments, the strategies toward DPRK differed significantly between progressive and conservative parties. Inter-Korean relations were stronger under progressive party governments, but neither made progress towards DPRK’s denuclearization. President Yoon stated his policy would be principled and consistent, with a strong US-ROK alliance and international cooperation. Yoon planned the implementation of ROK’s 3-axis system and the establishment of the Military Strategic Headquarters, including advanced detection and precision strike counter-force capabilities. If he can achieve a US-ROK alliance and attain non-nuclear deterrence, ROK’s security relationship with DPRK will likely be safer than in the past. My research addresses a detailed question that is part of a larger global landscape to analyze ROK’s international affairs and gain insight into effective security policies.

Abstract:South Korea, caught amid the intensifying Sino-US peer competition, has begun to re-orientate its foreign policy under President Yoon Suk-yeol, significantly shifting it away from his predecessor President Moon Jae-in. At the crux of these policy changes is a shift away from the so-called “Three Noes”, which have existed as a policy stopgap in order to stabilize Seoul's position between China and the US following the 2017 THAAD debacle. This policy shift indicates that the Yoon administration has begun removing policy stopgaps that facilitated hedging behavior and is trimming South Korea's hedge tacking harder on the US for security and aligning as a core Asian state with the Rules-based International Order. Nevertheless, careful strategic calculus is required to avoid backlash from Beijing, despite Yoon seeking closer alignment with Washington. The policy shift underway has the geostrategic potential to solidify the Northeast Asian flank of Washington's efforts to counter Beijing, with a phalanx of Asia-Pacific allies and partners.

Abstract:South Korea has so far maintained a “double hedging” strategy—that is, the United States for security, China for economy—in managing its relations with the United States and China. Both Washington and Beijing are recently increasing their pressures on Seoul to join their side, respectively. South Korea needs to re-evaluate its current strategy and adopt a more practical strategy based upon rational calculation of national interests rather than upon political leaders’ ideological beliefs or domestic political considerations.
Deciphering Consistency and Coherence in U.S Foreign Policy: North Korea under Trump and Biden

Abstract:Propose: This study investigated how consistent and coherent U.S. foreign policy toward North Korea was under President Trump and Biden. Methodology: Through qualitative analysis of policy shifts and diplomatic strategies, this paper explored how effectively both administrations advanced their policy objectives within the intricate dynamics of U.S.-North Korea relations. Data were collected from primary sources like official government documents and secondary sources like academic journal articles and media reports. Thematic and content analyses were employed to identify recurring motifs and evaluate the articulation and implementation of policy strategies. Findings: Findings indicated that Trump's untraditional approach of involving North Korean leader Kim Jong-un directly, alongside a "maximum pressure" campaign, yielded mixed outcomes. While it broke long-standing diplomatic deadlocks, it faced challenges such as inconsistencies and limited progress on denuclearization. In contrast, Biden's administration focused on multilateralism, alliance-building, and a structured policy framework. Nonetheless, it also encountered several challenges in making tangible progress toward denuclearization. The study underscored the importance of future U.S. administrations integrating the strengths of both approaches to enhance foreign policy effectiveness. Unique Contribution to Theory Practice and Policy: This study improved understanding of contemporary international relations by dissecting American interactions with North Korea under two different administrations. It provided crucial insights for policymakers, highlighting how maintaining consistency and coherence is pivotal in forming effective foreign policy.
North Korea’s Missed Opportunity: The Unique, Dovish Moment of the Overlapping Trump and Moon Presidencies

Abstract:This paper argues that North Korea’s unwillingness to seriously negotiate during the 2018-2020 period of dovish outreach by American President Donald Trump and South Korean President Moon Jae-in will return the North Korea policy debate to the pre-Trump status quo of containment, deterrence, sanction, and isolation, while also opening that debate to more hawkish options. North Korea failed to grasp a historically unprecedented three-year window of two overlapping dovish presidents governing its primary geopolitical opponents. Trump and Moon both aggressively sought a major inter-Korean breakthrough; they represented a unique opportunity in the long Korean stand-off for North Korean leader Kim Jong Un to press his peninsular claims. Yet Pyongyang offered no serious concessions in the 2018-2020 window, and the politico-military situation on the ground in Korea is essentially unchanged today. We argue that this failure will, at minimum, encourage the reemergence of establishmentarian, status quo policies under the new American administration of President Joseph Biden. Further, North Korea’s recalcitrance in this unique dovish period will likely push the “Overton Window” of acceptable counter-North Korea policy options rightward. Harsher measures will be considered in the wake of engagement’s failure.

Abstract:This paper aims to conduct research on the influence of domestic South Korean politics on relations with the United States and North Korea. In this case, the theory of dominance of domestic political actors explains where the dominance of a group will have an influence on determining the foreign policy of a country. South Korea’s domestic politics is dominated by two groups with different ideologies in the face of the United States and North Korea. This then resulted in different actions in the face of North Korea and the United States. The differences will be explained by assessing some of the policies applied to Kim Dae Jung’s regime and Roh Moo-Hyun from a progressive group. The policy will then be compared to the policies of the regime of Lee Myung Bak from conservative groups. Differences in the group’s dominant views in South Korea have led to certain strategies for each group in the face of the opposition group. The strategy is carried out to maintain the effectiveness of the policies applied according to the ideology of each group. This research used literature study as the method by taking data from journals and reports which that discuss the national politics of South Korea. The theoretical framework of V.M Hudson, which focuses on the national circumstances, and the role of domestic actors have been applied in this research.

Abstract:Since Trump's "Indo-Pacific Strategy" was formally unveiled in 2017, the South Korean government's perspective has undergone a dramatic shift. From being "very cautious" in the early years of the Moon Jae-in administration to "gradually approaching" in the latter years, to the Korean Indo-Pacific Strategy's release immediately following Yoon Seok-yeol's assumption of office to benchmark with the United States, which has raised concerns on all sides, this essay explores the domestic and external factors that have affected South Korea's perception of the Indo-Pacific Strategy. On the domestic front, the primary drivers are rooted in economic interests and diplomatic considerations, with political party competition exerting a significant influence. On the international level, the continuous change in the situation in Northeast Asia and the pressure from the US have also compelled South Korea to seek more influence through the Indo-Pacific policy.

Abstract:<p>The study aims to understand public opinion toward the 2019 North Korea–United States summit. Specifically, we investigate the changes in public opinion before and after the summit through comparing and analyzing networks of major keywords extracted from Twitter. We found a clear difference between public opinion before and after the summit. For example, we could see that the differences in public perception of End of war, peace, and freedom changed. The clear difference between Chinese and South Korean representatives can be interpreted as to how international relations and domestic situation lead to public opinion. This study shows that network analysis can be useful for quantitative public opinion analysis.</p>

Abstract:This article discusses the impact and implications of Sino-American reconciliation on South Korea's policy towards its conflict with North Korea as well as its effect on South Korean politics in the early 1970s. Specifically, this article will examine how the Park regime altered its policy toward the North in response to the demands of the Nixon administration, before discussing the limitations of the policy in terms of the hostile approach of the Park regime toward Pyongyang during its talks with North Korea in 1972. Based on recent findings in the South Korean and American archives, and an interview with former KCIA official Gang Indeok, this article contends that this particular focus provides an interesting case study to explain the impact of global changes on the domestic politics of specific nation(s) during the Cold War era. Along with many other American client states, the Republic of Korea misunderstood the objective of the United States before Nixon announced his Doctrine in 1969 and intention to reduce American support for Park. To be sure, it was not Washington's intention to build a democratic country in the Korean Peninsula. Rather, as Westad has indicated, the superpower sought greater control over the world and the expansion and extension of its power. This short article will thus demonstrate the process by which the client states of the United States—in particular, South Korea—came to understand the real aims of Washington and learned how to utilize these American intentions for their own national interest.

The Dilemma of Sino-North Korea Relations: Focusing on Military Provocation of North Korea

Abstract:This paper examines how China's response to similar military provocations such as North Korea's ICBM launch in 2017 and 2022, has changed and analyzes the causes of the change at the level of individual, national, and international systems. China generally dealt with North Korea in terms of cooperation with the United States in 2017 and clearly sent a message of concern and opposition to North Korea's serial nuclear tests and military provocations. This was to prevent China from being involved in North Korea's provocations, while stably managing Sino-U.S. relations and dispelling the theory of Chinese responsibility raised by the international community. However, instead of worrying about the involvement in North Korea's provocations, China has recently defended North Korea's position and shifted the blame to the U.S. Why is this change occurring in China's response? As a result of the study, it is observed that China was excluded from the discussion centered on the South, North, and the U.S. during the 2018-19 denuclearization negotiations, and that China experienced concerns that North Korea might break away from its alliance beyond its problem of diminishing influence on the Korean Peninsula. China's recent changes in response to North Korea's provocations are attributed to complex internal and external factors such as Trump's unpredictable behavior, domestic political circumstances of China and North Korea, the Sino-U.S. conflict since 2018 and the prolonged Ukraine crisis.

Abstract:This paper explores how South Korea and India have taken positions between the United States and the People’s Republic of China over diverse foreign policy issues. By adopting dual engagement and strategic ambiguity as hedging strategies, both regional powers reduce their vulnerability to the influence and pressure of the two great powers. Thanks to their strategic importance and prominence in regional politics enhanced by such strategies, South Korea and India can independently pursue their foreign policy preferences to a great extent. The analysis of voting behavior of these regional powers in the United Nations General Assembly between 1991 and 2018 confirms our expectations.

Abstract:Abstract The combination of partisan polarization and controversial military engagements has produced contentious debates over US foreign policy in Congress. Who has been winning these debates and exerting greater influence over the development of security and defense bills, hawkish or dovish legislators? The literature offers competing answers—on the one hand, arguing that hawks enjoy policy advantages because of Congress’s commitment to US hegemony and, on the other, claiming that doves gain policy openings because of shifting partisan and security conditions. To determine the influence of hawkish versus dovish legislators, we examine congressional actions on all defense spending bills from 1971 to 2016. Specifically, we track roll call votes to see which legislators enjoy the greatest support for their measures. We find that hawks have disproportionate influence over the content of defense bills, whether Republicans or Democrats are in control, and whether the United States is at war or enjoying relative peace.

Abstract:Subject Politics in South Korea. Significance President Moon Jae-in has hailed the second summit between North Korean leader Kim Jong-un and US President Donald Trump due to be held in Hanoi on February 27-28 as a “remarkable breakthrough” for peace on the Korean peninsula. Moon hopes the meeting will lead to an easing of sanctions on Pyongyang, enabling inter-Korean cooperation such as the relinking of roads and railways to progress, and that this will boost his waning popularity. Impacts US pressure on Seoul to pay more for US troops in South Korea may stoke anti-US sentiment. Rising tensions with Japan will ultimately cause problems for both countries, and their currently indifferent US ally. Pinning hopes on the unpredictable Kim and Trump is risky; failure with North Korea would galvanise the conservatives.
