Abstract:The aim of this study is to determine whether dam reoperation (the adjustment of reservoir operating rules) is an effective adaptation strategy to reduce the potential impacts of climate change and regional socio-economic developments. The Xinanjiang-Fuchunjiang reservoir cascade, located in Hangzhou Region (China), is selected as case study. We use a scenario-based approach to explore the effects of various likely degrees of water stress for the future period between 2011 and 2040, which are compared to the control period from 1971 to 2000. The scenario impacts are simulated with the WEAP water allocation model, which is interlinked with the NSGA-II metaheuristic algorithm in order to derive opti- mal operating rules adapted to each scenario. Reservoir performance is measured with the Shortage Index (SI) and Mean Annual Energy Production (MAEP). For the investigated sce- narios, adapted operating rules on average reduce the SI with 84 % and increase the MAEP with 6.4 % (compared to the projected future performance of conventional operation). Based on the optimization results, we conclude that for the studied case dam reoperation is an effective adaptation strategy to reduce the impact of changing patterns of water supply and demand, even though it is insufficient to completely restore system performance to that of the control period.

Abstract:In this study, operation policies were obtained for a reservoir in Michoacán, Mexico, used for irrigation and domestic water supplies. The main purpose of these policies is to optimize the uses of the water, an increasingly scarce resource everywhere. Two optimization methodologies were used; stochastic dynamic programming, that provides release decisions for each stage, and genetic algorithms coupled with a reservoir operation simulation program, to achieve annual release curves. The operation of the reservoir was evaluated using historical inflow records. Monthly requirements for crop cycles, as well as the volumes of spills and deficits were examined. Both methodologies gave inverse relationships between deficits and spilled volumes. While both methodologies proved efficient in achieving the objectives, the results of the stochastic dynamic programming showed a better performance for this system.

Multiobjective Direct Policy Search Using Physically Based Operating Rules in Multireservoir Systems

Abstract:This study explores the ways to introduce physical interpretability into the process of optimizing operating rules for multireservoir systems with multiple objectives. Prior studies applied the concept of direct policy search (DPS), in which the release policy is expressed as a set of parameterized functions (e.g., neural networks) that are optimized by simulating the performance of different parameter value combinations over a testing period. The problem with this approach is that the operators generally avoid adopting such artificial black-box functions for the direct real-time control of their systems, preferring simpler tools with a clear connection to the system physics. This study addresses this mismatch by replacing the black-box functions in DPS with physically based parameterized operating rules, for example by directly using target levels in dams as decision variables. This leads to results that are physically interpretable and may be more acceptable to operators. The methodology proposed in this work is applied to a network of five reservoirs and four power plants in the Nechi catchment in Colombia, with four interests involved: average energy generation, firm energy generation, flood hazard, and flow regime alteration. The release policy is expressed depending on only 12 parameters, which significantly reduces the computational complexity compared to existing approaches of multiobjective DPS. The resulting four-dimensional Pareto-approximate set offers a variety of operational strategies from which operators may choose one that corresponds best to their preferences. For demonstration purposes, one particular optimized policy is selected and its parameter values are analyzed to illustrate how the physically based operating rules can be directly interpreted by the operators.

Quantifying the resilience of the water-energy nexus for a reservoir-pump station system

Abstract:Abstract Most inter-basin water diversion projects have been constructed to cope with water shortage problems. These projects usually have multiple reservoirs and pump stations connected to each other. Most previous studies focus solely on the operation of reservoirs aiming to supply more water rather than the joint operation of the reservoir-pump station system. Project operations that ignore the pump station may not be cost effective. In addition, future water availability is of great uncertainty that will affect the system's performance. Therefore, the main purpose of this study is to evaluate the tradeoffs between water supply and power net revenue (considering power generation by hydropower stations and power consumption by pump stations) under different water availability scenarios, which can be used to inform policies. A resilience metric is introduced to evaluate the joint system performance. An optimization model including two objectives: social perspective (minimum of total water shortage) and economic perspective (maximum of power net revenue) is considered for the study area: the Hanjiang-to-Weihe River Valley Water Diversion Project. Results mainly show that two objectives are in a contradictory relationship. If future streamflow does not decrease, the water supply sector could at least meet 50% of the water demand in recipient area.

Abstract:While drought impacts are widespread across the globe, climate change projections indicate more frequent and severe droughts. This underscores the pressing need to increase resistance and resilience to drought. The strategic application of Preventive Drought Management Measures (PDMMs) is a suitable avenue to reduce the likelihood of drought and ameliorate associated damages. In this study, we use an optimisation approach with a multicriteria decision-making method to allocate PDMMs for reducing the severity of agricultural and hydrological droughts. The results indicate that implementing PDMMs can reduce the severity of agricultural and hydrological droughts, and the obtained management scenarios (solutions) highlight the utility of multi-objective optimisation for PDMMs planning. However, examined management scenarios also illustrate the trade-off between managing agricultural and hydrological droughts. PDMMs can alleviate the severity of agricultural droughts while producing opposite effects for hydrological droughts (or vice versa). Furthermore, the impact of PDMMs displays temporal and spatial variabilities. For instance, PDMMs implementation within a specific subbasin may mitigate the severity of one type of drought in a given month yet exacerbate drought conditions in preceding or subsequent months. In the case of hydrological droughts, the PDMMs may intensify streamflow deficits in the intervened subbasins while alleviating the hydrological drought severity downstream (or vice versa). These complexities emphasise a customised implementation of PDMMs, considering the basin characteristics (e.g., rainfall distribution over the year, soil properties, land use, and topography) and the quantification of PDMMs' effect on the severity of each type of drought.

Abstract:The ever-growing participation of Renewable Energy Sources (RES) in modern distribution networks is replacing an important portion of Conventional Generation (CG), which brings along new challenges in the planning and operation of distribution grids. As RES such as Photovoltaic Energy (PV) and Wind Power Generation (WPG) increase in distribution networks, studies regarding their integration and coordination become more important. In this context, the purpose of this paper is to propose a Multi-period Optimal Power Flow (MOPF) model for the optimal coordination of Battery Energy Storage Systems (BESSs) with PV, WPG, and CG in modern distribution networks. The model formulation was developed in A Modeling Language for Mathematical Programming (AMPL) and solved through the Knitro solver within a time horizon of 24 h. A distinctive feature and one of the main contributions of the proposed approach is the fact that BESSs can provide both active and reactive power. The proposed optimization model reduces power losses and improves voltage profiles. To show the applicability and effectiveness of the proposed model, several tests were carried out on the 33-bus distribution test system and a real distribution system of 141 buses located in the metropolitan area of Caracas. Power loss reductions of up to 58.4% and 77% for the test systems of 33 and 141 buses were obtained, respectively, when BESSs provided both active and reactive power. The results allow us to conclude that the proposed model for optimal coordination of BESSs with RES is suitable for real-life applications, resulting in important reductions of power losses and flattening of voltage profiles.

Abstract:This paper introduces the concept of affine reserve policies for accommodating large, fluctuating renewable infeeds in power systems. The approach uses robust optimization with recourse to determine operating rules for power system entities such as generators and storage units. These rules, or policies, establish several hours in advance how these entities are to respond to errors in the prediction of loads and renewable infeeds once their values are discovered. Affine policies consist of a nominal power schedule plus a series of planned linear modifications that depend on the prediction errors that will become known at future times. We describe how to choose optimal affine policies that respect the power network constraints, namely matching supply and demand, respecting transmission line ratings, and the local operating limits of power system entities, for all realizations of the prediction errors. Crucially, these policies are time-coupled, exploiting the spatial and temporal correlation of these prediction errors. Affine policies are compared with existing reserve operation under standard modelling assumptions, and operating cost reductions are reported for a multi-day benchmark study featuring a poorly-predicted wind infeed. Efficient prices for such "policy-based reserves" are derived, and we propose new reserve products that could be traded on electricity markets.

Abstract:Global challenges, such as population growth, rapid urbanization, and the impacts of climate change, are creating unprecedented demands on water resources in semi-arid regions. Meeting the surging needs for irrigation and water supply requires a departure from the limitations of single reservoir systems. Instead, the construction of multi-reservoir systems within semi-arid river basins is imperative. The research employs an integrated reservoir operation approach that facilitates the controlled release of surplus water from upstream reservoirs to downstream ones. The novel Teaching-Learning-Based Optimization (TLBO) model is utilized to determine optimal irrigation releases, subsequently forming the basis for evaluating reservoir operation performance through the lenses of reliability, resilience, and vulnerability. The findings of this study shed light on the performance of these reservoirs under different models. Notably, the Aji-2 reservoir operation exhibits higher levels of reliability and resilience when the TLBO model is employed, surpassing the outcomes of the Linear Programming (LP) model. Conversely, the vulnerability of the Aji-3 reservoir operation is more pronounced with the TLBO model, albeit reduced when compared to actual release years 2005, 2009, and 2013. This study adds to the development of reservoir operation policies that favor reduced vulnerability and increased reliability.

Abstract:The state-of-the-art on operation of multi-reservoir system is reviewed and multi-reservoir construction and management practice in China are introduced at the beginning. Considering the impact of human activity on the reservoir inflow, multi-reservoir operation is studied within theory framework of dualistic water cycle. The reservoir operation rule form and derivation method are the most important elements for deriving optimal multi-reservoir operation policy. Different rule curves and multi-objective optimization algorithms are discussed in this chapter. Inter-basin water transfer project becomes one of effective measures to mitigate imbalance between water supply and water demand. The multi-reservoir operation problem in inter-basin water transfer project is illustrated mainly on deriving the water transfer rule and water supply rule using bi-level model. Reservoir inflow is important information for multi-reservoir operation. The effect of inflow forecast uncertainty on real-time reservoir operation, effective forecast horizon identification and generalized marginal model of the uncertainty evolution of inflow forecast are discussed in details.

Abstract:AbstractAssessments of water and energy security over historical and future periods require hydrologic models that can accurately simulate reservoir operations. However, scare reservoir operation data limits the accuracy of current reservoir representations in simulating reservoir behaviors. Furthermore, the reliability of these representations under changing inflow regimes remains unclear, which makes their application for long future planning horizons questionable. To this end, we propose a synergistic framework to predict the release, storage, and hydropower production of ungauged reservoirs (i.e., reservoirs without in‐situ inflow, release, storage, and operating rules) by combining remotely sensed reservoir operating patterns and model‐simulated reservoir inflow with conceptual reservoir operation schemes within a land surface‐hydrologic model. A previously developed reservoir operation scheme is extended with a storage anomaly based calibration approach to accommodate the relatively short time series and large time intervals of remotely sensed data. By setting up controlled experiments in the Yalong River Basin in China, we show that remote sensing can improve the parameter estimation and simulations of ungauged reservoirs for all selected reservoir operation schemes, thereby improving the downstream flood and streamflow simulations. However, most of these schemes show degraded accuracies of reservoir operation simulations under a changing inflow regime, which could lead to unreliable assessments of future water resources and hydropower production. In comparison, our newly extended reservoir operation scheme can be more adaptable to flow regime variations. Our study provides a practical framework for reservoir impact assessments and predictions with the ongoing satellite altimetry projects such as Surface Water and Ocean Topography.

Abstract:In the energy production sector, increasing the quantity and efficiency of renewable energies, such as hydropower plants, is crucial to mitigate climate change. This paper proposes a new and flexible model for optimising operational decisions in watershed systems with interconnected dams. We propose a systematic representation of watersheds by a network of different connection points, which is the basis for an efficient Mixed-Integer Linear Programming model. The model is designed to be adaptable to different connections between dams in both main and tributary rivers. It supports decisions on power generation, pumping and water discharge, maximising profit, and considering realistic constraints on water use and factors such as future energy prices and weather conditions. A relax-and-fix heuristic is proposed to solve the model, along with two heuristic variants to accommodate different watershed structures and sizes. Methodological tests with simulated instances validate their performance, with both variants achieving results within 1% of the optimal solution faster than the model for the tested instances. To evaluate the performance of the approaches in a real-world scenario, we analyse the case study of the Cávado watershed (Portugal), providing relevant insights for managing dam operations. The model generally follows the actual decisions made in typical situations and flood scenarios. However, in the case of droughts, it tends to be more conservative, saving water unless necessary or profitable. The model can be used in a decision-support system to provide decision-makers with an integrated view of the entire watershed and optimised solutions to the operational problem at hand.

Abstract:The trade-off between ecological and socioeconomic benefits in the reservoir operation has become a focus issue in the watershed water resource management. However, finding a suitable reservoir ecological operation scheme in the multi-objective cascade reservoir systems remains unclear. At present, most ecological operation models are designed on the basis of water quantity balance, neglecting the dynamic variability of the hydrological process. This study proposed a multi-objective ecological operation system, which coupled a two-dimensional hydrodynamic model with a rainfall-runoff model, and integrated the ecological operation scheme into the hydrodynamic simulation system considering ecological flow. Moreover, the applicability of the operation scheme under climate variability with different hydrological periods was evaluated. Results indicated that multi-reservoir joint operation had the largest effect in normal years; the variation in the monthly hydrological magnitude, extreme events and their duration, temporal change and frequency of streamflow were significantly reduced after reservoir ecological operation. The SAM0-UNICON model performed better than the two other climate models, the ecological deficit (ED) under the Representative Concentration Pathway (RCP) 8.5 climate change scenario was larger than other scenarios with different operation schemes. Future climate change will have a larger impact on discharge change in the wet season than in other hydrological periods. This study emphasises the comprehensive application of the hydrological and hydrodynamic methods, which is of considerable importance for decision-making in basin water resource management and reservoir regulation.

Abstract:A novel ecological operation chart and coordinated management policy for the cascaded hydropower system are proposed in this study, in which limited ecological curves were introduced to balance long- and short-term ecological requirements and hydropower benefits. A case study is performed in Xiaowan-Manwan reservoirs on the Lancang River. The proposed operation charts lead to a 0.77% increase in electric production and a 0.05% increase in ecological conservation degree, as well as alleviation in the ecological damage frequency from 19.72 to 10.28%. The operation strategy and management policy are further discussed including trade-offs among competing objectives, monitoring, an early warning system, and the multiparty platform in practical operation.

Abstract:It is imperative to understand the interconnectedness of water use and hydrological impacts for water policy design underlying varying hydrological conditions across space and over time. However, such analysis remains difficult, constrained by the lack of appropriate modeling tools that fully integrate water policies, water use, and hydrological processes with high spatiotemporal resolutions. To address this challenge, this study proposes a distributed policy design scheme featuring spatially variable and temporally dynamic policies for conjunctive surface water‐groundwater management in large river basins. A fully integrated modeling framework is developed to tightly couple (a) an agent‐based model for farmers' water use under distributed water policies and (b) a physically based hydrological model for surface water‐groundwater processes. The modeling framework is applied to the Heihe River Basin to assess water use and hydrological impacts under distributed water policies. By using the distributed policy scheme to adjust a water policy (e.g., groundwater tax) across space and over time, we found that hydrological outcomes can be improved without adversely reducing agricultural water supply. For example, by shifting the implementation of a high groundwater tax from dry to wet years, a rise of the water table by 0.28 m (0.03–0.95 m across different irrigation districts) can be achieved while the total water supply is maintained at a similar level. Furthermore, hydrological externality effects among nearby districts can be explicitly identified and quantified based on assessments of spatially varying water policies. This study highlights the need for water policy design to consider spatiotemporal variations in the physical hydrological system. Abstract:Energy storage systems - in particular, Pumped Hydropower Storage (PHS) - will be increasingly important to support the transition of power systems toward zero emissions. The reason is that PHS can mitigate the variability and uncertainty of renewable energy production from solar and wind power to balance electricity demand with supply. In this paper, we propose an integer programming problem for PHS siting that uses a Digital Elevation Model (DEM) to meet an energy storage requirement. It assumes the existence of a reservoir, lake, or river, and decides where to build a reservoir that will constitute the PHS with the existing body of water. This model finds minimum-cost project candidates given parameters such as desired head, power, and operation time. The paper discusses different solution methods to assure reservoir closure and avoid its fragmentation. A heuristic explores the representations of the DEM, from more aggregate to more precise, to sequentially refine the solution based on the last selected site, which reduces computational effort. The formulation is general and the objective function includes both construction and equipment costs. Constraints are related to the energy storage target and reservoir closure based on the DEM. We illustrate the methodology by selecting multiple PHS projects next to the reservoir of the Sobradinho hydropower plant in Brazil. The result of this model can be seen as a bottom-up step that prepares PHS candidate projects to be considered by an integrated resource planning model in a top-down step, that would select from these shortlisted projects.

Abstract:Optimizing reservoir drawdown operations holds significant implications for hydropower generation, water supply, and drought mitigation strategies. However, achieving multi-objective optimization in reservoir drawdown operations poses fundamental challenges, particularly considering emergency storage capacity and seasonal drought patterns. This study introduces a novel multi-objective optimization framework tailored for a mega reservoir, focusing on drawdown operations to enhance hydropower generation and water supply reliability. A drawdown operation model leveraging a multi-objective ant lion optimizer is developed to simultaneously maximize reservoir hydropower output and minimize water shortage rates. China's Three Gorges Reservoir (TGR), situated over the upper reaches of the Yangtze River, constitutes the case study, with the standard operation policy (SOP) serving as a benchmark. Results showcase the efficacy of the proposed method, with substantial improvements observed: a 10.6% increase in hydropower output, a 6.0% reduction in water shortage days, and a 9.5% decrease in minimal reservoir water release compared to SOP. This study provides robust technical and scientific bolster to optimize reservoir ESC and enhance the synergy between hydropower generation, water supply, and drought resilience. Additionally, it offers decision-makers actionable strategies that account for emergency water supply capacities. These strategies aim to support mega reservoir's resilience against extreme drought events facilitating the collaboration between modelers and policy-makers, by means of intelligent optimization and decision-making technologies.

Abstract:Reservoirs are designed and operated to mitigate hydroclimatic variability and extremes to fulfill various beneficial purposes. Existing reservoir infrastructure capacity and operation policies derived from historical records are challenged by hydrologic regime change and storage reduction from sedimentation. Furthermore, climate change could amplify the water footprint of reservoir operation (i.e., non-beneficial evaporative loss), further influencing the complex interactions among hydrologic variability, reservoir characteristics, and operation decisions. Disentangling and quantifying these impacts is essential to assess the effectiveness of reservoir operation under future climate and identify the opportunities for adaptive reservoir management (e.g., storage reallocation). Using reservoirs in Texas as a testing case, this study develops data-driven models to represent the current reservoir operation policies and assesses the challenges and opportunities in flood control and water supply under dynamically downscaled climate projections from the Coupled Model Intercomparison Project Phase 6 (CMIP6). We find that current policies are robust in reducing future flood risks by eliminating small floods, reducing peak magnitude, and extending the duration for large floods. Current operation strategies can effectively reduce the risk of storage shortage for many reservoirs investigated, but reservoir evaporation and sedimentation pose urgent needs for revisions in the current guidelines to enhance system resilience. We also identify the opportunities for reservoir storage reallocation through seasonal-varying conservation pool levels to improve water supply reliability with negligible flood risk increase. This study provides a framework for stakeholders to evaluate the effectiveness of the current reservoir operation policy under future climate through the interactions among hydroclimatology, reservoir infrastructure, and operation policy.

Abstract:The high integration of variable renewable sources in electric power systems entails a series of challenges inherent to their intrinsic variability. A critical challenge is to correctly value the water available in reservoirs in hydrothermal systems, considering the flexibility that it provides. In this context, this paper proposes a medium-term multistage stochastic optimization model for the hydrothermal scheduling problem solved with the stochastic dual dynamic programming algorithm. The proposed model includes operational constraints and simplified mathematical expressions of relevant operational effects that allow more informed assessment of the water value by considering, among others, the flexibility necessary for the operation of the system. In addition, the hydrological uncertainty in the model is represented by a vector autoregressive process, which allows capturing spatio-temporal correlations between the different hydro inflows. A calibration method for the simplified mathematical expressions of operational effects is also proposed, which allows a detailed short-term operational model to be correctly linked to the proposed medium-term linear model. Through extensive experiments for the Chilean power system, the results show that the difference between the expected operating costs of the proposed medium-term model, and the costs obtained through a detailed short-term operational model was only 0.1%, in contrast to the 9.3% difference obtained when a simpler base model is employed. This shows the effectiveness of the proposed approach. Further, this difference is also reflected in the estimation of the water value, which is critical in water shortage situations.
