It analyzes the domestic pressures that drove the formulation and incorporation of a gender perspective in the negotiations with the FARC, and how this gender dimension was incorporated in the Colombian government's foreign policy strategy. The goal is to understand the entanglement of domestic and international preferences in the gendering of the peace agreement. By doing so, this article contributes to feminist literature on foreign policy and peacebuilding.</span>

Abstract:This article seeks to interpret the recent erosion of gender equality agendas in Kenya through a lens of anti‐gender pushback, or patriarchal backlash. Since 2013, Kenyan governments have increasingly been appealing to citizens’ emotions through apparently ‘sound’ discourse, citing simple de‐contextualised narratives that resonate with many people, such as ‘family values’ and ‘Kenyan moral codes’. Gender equality – and policies and praxis to advance this – is increasingly framed as ‘non-African’, with laws, policies, and practices focused upon gender justice depicted as destructive of the ‘African family’, underscored by a particular framing of religion and morality. By including a broader understanding of the diverse manifestations of backlash within the Kenyan context, this article focuses on how notions of morality are mobilised by a range of implicated actors – government, politicians, media, and repressive religious forces – to undermine policies, laws, and discourse that seek to further gender justice in Kenya.

Abstract:Global gender asymmetries in marketing and consumer behavior were recently exemplified by the Transformative Gender Justice Framework (TGJF). The TGJF, however, lacks an explicit reference to power – an aspect that becomes apparent when it is used to assess a consumer phenomenology. In this article we augment the TGJF by building out the power logics and by empirically testing it through an assessment of the reproductive market in Uganda. We capture macro-, meso-, and micro-level power asymmetries, and explore how bio-power and control over resources melds with local gender relations and agentic practices that (i) leave social marketing efforts misaligned with embodied realities, and (ii) result in dichotomies and tensions in the reproductive health market as the North–South strive to define the modern-traditional, medical-pleasurable, and women-men nature of contraceptives.

Abstract:Abstract This study examines the media coverage of the #metoo movement in neighbouring countries Denmark and Sweden. A comparative content analysis shows differences in genres, sources and themes across the two samples. Further, the analysis shows that the coverage predominantly positioned #metoo within an individual action frame portraying sexual assault as a personal rather than societal problem in both countries. However, the individual action frame and a delegitimising frame focused on critique of #metoo were more prevalent in the Danish coverage. A framing analysis revealed four different news frames in the coverage: #metoo as (1) an online campaign connecting networked individuals, (2) part of a broader and long-standing social movement for gender justice, (3) an unnecessary campaign fuelled by cultures of political correctness and, finally, (4) a witch hunt and “kangaroo court”. Finally, we discuss and relate these findings to the political and cultural contexts of the two countries and their different historical trajectories for the institutionalisation of feminism and implementation of gender equality policies.

Abstract:Latin America has been the backdrop of colonial extraction, military dictatorships and armed conflicts, while it has also been characterised by its strong social movements, political organising and solidarity. Although these phenomena are gendered, diverse and intersectional gendered experiences have been insufficiently recognised in academic research. This article introduces a collection that questions mainstream understandings of how gendered violence against cisgender women and other feminised bodies, including people with diverse gender identities, expressions and sexual orientations in Latin America can be understood, and what we can learn from resistance against gendered violence.

Abstract:Psychology research on men studies, attractiveness, and partner preferences has evolved from the influence of sociobiological perspectives to the role of interactions in shaping election toward sexual-affective relationships and desire toward different kinds of masculinities. However, there is a scientific gap in how language and communicative acts among women influence the kind of partner they feel attracted to and in the reproduction of relationship double standards, like the myth of the "warrior's rest" where female attractiveness to "bad boys" is encouraged or supported. Some women imitate "the warrior" behavior of men by choosing dominant traditional masculinities (DTM) to have "fun" with and oppressed traditional masculinities (OTM) for "rest" after the "fun" with DTM-choosing an OTM for a stable relationship, but perhaps without passion, while also feeling attraction toward DTM, a response which perpetuates the chauvinist double standard that the feminist movement has condemned when men behave in this sexist way. Through conducting a qualitative study with communicative daily life stories, this article explores, on the one hand, how language and social interaction among women can lead to the reproduction of the DTM role by women and, on the other hand, also how new alternative masculinities (NAM) offer an alternative by explicitly rejecting, through the language of desire, to be the rest for the female warrior, the second fiddle to any woman. This has the potential to become a highly attractive alternative to DTM. Findings provide new knowledge through the analysis of communicative acts and masculinities evidencing the importance of language uses in the reproduction of the double standards in gender relations and to understand how and why these practices are maintained and which kind of language uses can contribute to preventing them. Implications for research and interventions on preventive socialization of gender violence are discussed.
Culture, Gender, and Labor Force Participation: Evidence from Colombia

Abstract:This study investigates the impact of integrating gender equality into the Colombian constitution of 1991 on attitudes towards gender equality, experiences of gender-based discrimination, and labor market participation. Using a difference-in-discontinuities framework, we compare individuals exposed to mandatory high school courses on the Constitution with those who were not exposed. Our findings show a significant increase in labor market participation, primarily driven by women. Exposure to these courses also shapes attitudes towards gender equality, with men demonstrating greater support. Women report experiencing less gender-based discrimination. Importantly, our results suggest that women's increased labor market participation is unlikely due to reduced barriers from male partners. A disparity in opinions regarding traditional gender norms concerning household domains is observed between men and women, highlighting an ongoing power struggle within the home. However, the presence of a younger woman in the household appears to influence men's more positive view of gender equality, potentially indicating a desire to empower younger women in their future lives. These findings highlight the crucial role of cultural shocks and the constitutional inclusion of women's rights in shaping labor market dynamics.

Peace Dividends: The Economic Effects of Colombia's Peace Agreement

Abstract:The last decades have seen a resurgence of armed conflict around the world, renewing the need for durable peace agreements. In this paper, I evaluate the economic effects of the peace agreement between the Colombian government and the largest guerrilla group in the country, the FARC, putting an end to one of the longest and most violent armed conflicts in recent history. Using a difference-in-difference strategy comparing municipalities that historically had FARC presence and those with presence of a similar, smaller guerrilla group, the ELN, before and after the start of a unilateral ceasefire by the FARC, I establish three sets of results. First, violence indicators significantly and sizably decreased in historically FARC municipalities. Second, despite this large reduction in violence, I find precisely-estimated null effects across a variety of economic indicators, suggesting no effect of the peace agreement on economic activity. Furthermore, I use a sharp discontinuity in eligibility to the government's flagship business and job creation program for conflict-affected areas to evaluate the policy's impact, also finding precisely-estimated null effects on the same economic indicators. Third, I present evidence that suggests the reason why historically FARC municipalities could not reap the economic benefits from the reduction in violence is a lack of state capacity, caused both by their low initial levels of state capacity and the lack of state entry post-ceasefire. These results indicate that peace agreements require complementary investments in state capacity to yield an economic dividend.

Abstract:Whilst international policy between the mid-1990s and mid-2010s gave some hope for progress on gender equality, events since then – including conflicts, climate change, the pandemic, and an increasingly insecure world – have thrown these hopes into doubt. Far from steady progress on gender equality, we now face backlash against gender and sexual rights. This article introduces our IDS Bulletin which explores understandings of backlash from a primarily global South perspective. Articles from Bangladesh, Brazil, India, Kenya, Lebanon, Uganda, and the UK detail examples of anti-gender backlash in different contexts, and the actors, interests, and tactics involved. This introduction groups the issues into three themes: voice and tactics, framings and direction, and temporality and structure. It also briefly touches on the tactics gender activists have used in countering backlash. In conclusion, the article calls for an increased analysis of backlash from more diverse settings to develop better strategies for resistance and reclaiming gender justice.

Abstract:This paper assesses the effectiveness of the Harvard Gender Analytical Framework using a case study of a Maya-Mam community in Guatemala. Data were collected through participant observation, informal interviews and focus group discussions during the author's four and a half year involvement in a rural development project in Comitancillo, San Marcos. The study reveals the Harvard Gender Analytical Framework to be a useful tool in the examination of data, illuminating the distinctive dynamics of gender work relations in traditional subsistence activities and in activities linked with the national cash economy and social structure. However, it became evident that the Framework could provide a more comprehensive view if it were expanded to include other variables, among them additional aspects of community work.
Perceptions of adolescent pregnancy in the rural context and the Colombian armed conflict: a qualitative approach based on social determination of health

Abstract:Background: Adolescent pregnancy in rural areas is a persistent health problem that has still not properly been understood. Studies with qualitative perspectives that address this phenomenon as a complex social process, which involves the recognition of the voices of the actors involved and the analysis of the specific context in which it takes place, are limited. Objective: This research explored the perceptions of young people and other social actors (municipalities of Palmira and El Cerrito in Colombia) of the social forces and dimensions of the social determination of adolescent pregnancy in the Amaime river basin. These geographic areas have been scenes of armed violence with various groups in combat within the context of a long-standing political conflict in Colombia. After the 2016 Havana agreements were signed, peacebuilding has been underway in its territories. Methods: A qualitative study that implemented focus groups and semi-structured interviews was conducted. The theoretical approach of social determination of health proposed by Breilh was used to study the social process entailed in adolescent pregnancy. Perceptions about social conditions, specific ways of life, and lifestyles were addressed. Galtung and Fischer's theoretical approach on violence and peacebuilding was also incorporated to enrich the understanding of the Colombian context. The analysis was conducted with approaches from phenomenology. Results: Living conditions with strong social stigma and demand for social, political, and cultural opportunities were found. Regarding ways of life, little communication and information about sex education was perceived. As for lifestyles, there are youthful behaviors infused by sociocultural traditions that affect life projects and sexual behavior. Gender relations are precarious, and there are various types of violence that limit effective peacebuilding. Conclusions: This study contributes to a priority issue in sexual and reproductive health, with an approach that generates analytical elements to comprehensively expand the social and health interventions required.
"We fight to the end": On the violence against social leaders and territorial defenders during the post-peace agreement period and its political ecological implications in the Putumayo, Colombia

Abstract:Just over seven years into the implementation of the Peace Agreement between the Colombian government and the FARC-EP in October 2016, the armed conflict has reconfigured and reactivated in several parts of the country. In the Putumayo department, tensions between the state, various armed groups, and rural communities over territory and crops for illicit use persisted, and even accentuated in the wake of the peace agreement. In this context, social leaders who represent ethnic and rural communities in these tensions are an extremely vulnerable group and are frequent targets of violent actions that aim to silence them. Through ethnographic work involving participant observation, interviews, and dialogues spanning over the course of three years, we inquire what defending territories means, who these social leaders are, and what their roles in defending territories are. We then analyze some implications of them being silenced. We find that social leaders in the Putumayo play key roles in terms of political participation as they are critical for both the discourse and practice of defending territories. We interpret the silencing of social leaders as the materialization of a political ecology of silence that, through a combination of direct and slow violence, produces oblivion and detachment. This erasure of social struggles from time and space places many communities back into a position of invisibility and historical irrelevance, jeopardizing the goal of a stable and durable peace.

Abstract:Abstract I study the relationship between the likelihood of a violent domestic conflict and the risk that such a conflict “externalizes” (i.e. spreads to another country by creating an international dispute). I consider a situation in which a domestic conflict between a government and a rebel group has the potential to externalize. I show that the risk of externalization increases the likelihood of a peaceful outcome, but only if the government is sufficiently powerful relative to the rebels, the risk of externalization is sufficiently high, and the foreign actor who can intervene in the domestic conflict is sufficiently uninterested in material costs and benefits. I show how this model helps to understand the recent and successful peace process between the Colombian government and the country’s most powerful rebel group, the Revolutionary Armed Forces of Colombia (FARC).

Abstract:Orientalist and liberal-modernist underpinnings of postconflict gender programming in Afghanistan narrowly construct Afghan women's rights and freedoms, moving them away from the traditional domestic sphere (reliance on religious and cultural worldviews, local institutions, and informal markets) and toward a distinct path of Western liberal (colonial) modernity, focusing on women's public roles, formal political participation, state-centric legal rights, and neoliberal market participation. This liberal-modernist bias has meant that the women's rights agenda is bound to the few contested, hypermilitarized, and politically fragile pockets of liberal publics that are unevenly dispersed across the country and that have limited accessibility for most women. The pull to the masculine-militarized liberal publics is juxtaposed against an Orientalist framing of a stiflingly traditional society from which Afghan women are expected to flee simply because emancipatory possibilities are deemed impossible within it. This article argues that countless rural and urban women are, for many reasons, unable to or lack the desire to enter the liberal public and may not even have the choice or desire to retreat from the interpenetrating spaces of customs, values, traditions, culture, and religion. In failing to account for the complexities of women's lives, gender programming has failed to offer a broad-based, inclusive, or flexible approach to women's rights and gender relations.

Abstract:Motivation Gender is a central concept and a buzzword in the development aid discourse. Like many buzzwords, its meaning is malleable. If aid efforts really are to "leave no one behind," as the Sustainable Development Goals proclaim, we must critically interrogate how the discursive articulation of buzzwords such as gender can both make visible and hide from view vulnerabilities that should be salient for aid programming. In this article, we focus on the extent to which the mobilization of "gender" by Norwegian development aid non‐governmental organizations' is able to bring vulnerabilities related to sexual orientation, gender identity, and expression (SOGIE) to the fore. Purpose The purpose of this study is to examine a corpus of Norwegian NGO development aid policy and planning documents to analyse whether and how gender is articulated differently across different types of documents, and what this means in terms of which gendered vulnerabilities become visible. Approach and methods We draw on methods from corpus‐assisted discourse studies (CADS) to examine a purpose‐built corpus of 88 files pulled from framework funding applications submitted by four Norwegian aid NGOs to the Norwegian Agency for Development Cooperation (NORAD). We analyse the results drawing on Laclau and Mouffe's discourse theory to examine how conceptual translation between policy and programme‐level documents opens up space for the concept to be assigned changing meanings. Findings While the NGOs at policy level articulate a broad notion of gendered vulnerabilities that include recognition of SOGIE vulnerabilities, this is not translated into practical programme plans. At the programme plan level, gender is articulated as a subject field overwhelmingly concerned with women and firmly attached to a traditional binary sex‐gender construct. Policy implications Although SOGIE gendered vulnerabilities are increasingly acknowledged in NGO articulations of their priorities and values, this is not reflected in actual programme plans. We argue that this can lead to a misplaced expectation that these concerns are being addressed in the NGOs' activities, obscuring the neglect of SOGIE vulnerabilities in many development aid gender programmes.

Abstract:Research dating back to the 1960s shows that as children age, their understandings and conceptions about peace change along with their cognitive and social development. This work highlights the importance of context, interpersonal relationships, and cognitive capabilities on how children develop ideas and behaviors related to peace. The literature to date mainly draws from three theoretical bases to situate peace attitudes within ontological development: socialization theory, Piaget’s cognitive stages of development, and social-cognitive theory. Drawing on these models, empirical research has demonstrated that children generally move from concrete and material notions that focus on negative peace to abstract, norm-related concepts that incorporate interpersonal dynamics. At the same time, these processes vary with a number of factors, including cultural norms, historical context, and gender. This chapter presents an ecologically based and culturally grounded theoretical framework to study how children—as part of developmental processes and changes—come to form ideas and behaviors related to peace. An ecological model—Spencer’s PVEST—provides a more effective conceptualization of how individual children interpret historical and cultural contexts in developing understandings of peace and taking on roles as peacemakers. Empirical evidence gathered in different cities in Colombia demonstrates the utility of the theoretical framework for the field of peace and developmental psychology. The chapter ends by discussing how such work in developmental psychology informs peace and human rights education. An ecologically focused theoretical framework would provide a more effective guide for policies and programs seeking to promote understandings of peace and peace building in educational settings.
Armed conflict effects in intimate partner violence: Revealing pathways using the socioecological framework

Abstract:We explored women's narratives about their experiences as victim-survivors of multiple forms of armed conflict violence and intimate partner violence (IPV) in Colombia and examined pathways that clarify the relationships between these two types of violence. Thematic analysis of 47 interviews identified connections that explain how armed conflict influences IPV at all levels of the socio-ecology. At the societal level, armed conflict events amplified patriarchal notions and intensified men's expressions of hypermasculinity through violence. At the community level, rules imposed by armed groups excused IPV if women did not comply with their traditional gender roles as wives and caretakers. At the relationship level, husbands/partners blamed victim-survivors of sexual violence perpetrated by armed groups, which intensified IPV situations. At the individual level, the armed conflict generated high levels of stress that contributed to increasing IPV. Results highlight the need to recognise armed conflict as an IPV risk factor that penetrates multiple socio-ecological domains. Post-conflict societies should consider the effects of the armed conflict on family dynamics and intimate partner relationships. Interventions should be developed to deconstruct hyper-militarised masculinity identities and traditional gender roles as an integral part of peace efforts.

Abstract:Recent scholarship has seen the peace agreement between Colombian government and the Colombian Revolutionary Armed Forces (FARC) guerrillas a milestone in closing more than 50 years of internal armed conflict. Indeed, the traditional practice of subversive warfare between the two sides ended. However, this did not imply a true path to peacebuilding. The empirical and statistical evidence indicates the worsening of the conflict through the transformation of its practices and representations, into terrorism and transnational organized crime. This article contends that the FARC, as a political party, a new insurgent group, and a criminal actor, continues to have a main role.

Abstract:In the Western world, gender has traditionally been viewed as binary and as following directly from biological sex. This view is slowly changing among both experts and the general public, a change that has been met with strong opposition. In this article, we explore the psychological processes underlying these dynamics. Drawing on previous work on gender performativity as well as gender as a performance, we develop a psychological framework of the perpetuation and disruption of the gender/sex binary on a stage that facilitates and foregrounds binary gender/sex performance. Whenever character, costume, and script are not aligned the gender/sex binary is disrupted and gender trouble ensues. We integrate various strands of the psychological literature into this framework and explain the processes underlying these reactions. We propose that gender trouble can elicit threat—personal threat, group-based and identity threat, and system threat—which in turn leads to efforts to alleviate this threat through the reinforcement of the gender/sex binary. Our framework challenges the way psychologists have traditionally treated gender/sex in theory and empirical work and proposes new avenues and implications for future research.

Abstract:Conflict-induced displacement is associated with loss of human and physical capital as well as psychological trauma. Households and social structures that produce and reproduce gender norms are disrupted. This paper investigates the extent to which gender norms relax in situations of displacement using predetermined indicators in the Colombia Demographic and Health Survey. Results of a two-step estimation involving kernel-based propensity score matching and multilevel linear regression models show that gender norms condoning violence against women relaxed with displacement, while those that limit women's economic opportunities became more rigid. Findings also reveal a misalignment between attitudes and behaviors in specific domains of gender norms. Displaced women expressed lower support for patriarchy than non-displaced women, but they had less ability to make independent decisions over the use of contraceptives and over their own earnings. This implies that attitudes and behaviors do not always shift together, and, in displacement settings, do not always progress towards greater gender equality.
