Abstract:COVID-19-related public health measures have severely impacted the Australian higher education system (AHES). This paper examines the resilience of the AHES, particularly its past reliance on onshore international students to generate revenue that cross-subsidises operational and research expenses. By our measure, ten universities are at risk of financial default. With a different approach on the part of the Government and university leadership, surplus monies could have contributed to building a more resilient AHES. Our findings correct widely held misconceptions about the state of the AHES and aim to provide valuable learnings to individual universities and the sector more broadly.

Abstract: The Australian higher education sector has changed markedly over the past two decades, and this chapter examines these changes through the eyes of university academics. Student enrollments have increased by 130%, but public funding and teaching staff numbers have failed to keep pace. In Australia, the major dividing line across universities still is their research intensiveness. Therefore, we explore whether change is experienced differently by those working in the major research universities (the self-designated Group of Eight – the Go8) compared with those in the less research-intensive universities. On many fronts, there is little difference in the opinions expressed by academics from the two blocs, but Go8 academics perceive a lesser degree of “being managed” than their counterparts from other universities do, and a greater degree of satisfaction with working conditions, combined with a stronger focus on research.

Abstract:While comprehensive mental health promotion inherently involves individuals, there is an ongoing need to address large‐scale determinants of people's mental health and wellbeing—particularly policies and environments. To have the best possible chance of creating positive change, mental health promotion must also work throughout key mediating structures such as places of education and work. This includes universities. Yet, in their efforts to address student and staff mental health and wellbeing, Australian universities have demonstrated limited uptake of comprehensive mental health promotion approaches. In this commentary, I discuss a recent review of Australia's higher education system—the Australian Universities Accord—as a catalyst for strengthening institutional action and change through a comprehensive mental health promotion lens. I discuss key findings—and silences—made clear throughout the review process. I then advocate several urgent priorities for university‐level change—across institutional assessment, institutional accountability and performance, and institutional leadership and power—if Australia's universities are genuinely committed to improving mental health and wellbeing among students and staff.

Abstract:This chapter asserts the need to renovate and improve the equity framework advanced in A Fair Chance for All in order to support and shape the future of Australian higher education. Failing to renovate this national framework after 25 years renders it exposed to being further swamped and sidelined by other institutional and national initiatives, with many such initiatives residing outside the Framework in an undefined fashion. In this chapter we affirm the continued need for a national equity framework, but suggest that it must be expanded to fit contemporary contexts and do more to ameliorate educational disadvantage in Australia. We advance the need to create a more sophisticated perspective on student success that shifts focus from access to outcomes. Abstract:In this paper it is argued that higher education must become substantially more transparent to support greater financial contribution from students. Accordingly, the paper addresses the student financing of higher education, though looks more generally beyond student loans at the broader topic of student contributions. The Australian higher education is adopted as a case study for the analysis. In this country, national settings have promoted system expansion over the last few decades, and with renewed vigour since 2008. In mid-2014, along with a host of other changes, the Australian government announced intentions to cut institutional subsidies and deregulate student fees. The paper reviews these policy developments. It then examines the implications for higher education markets, institutions, functions, leaders, students and academics. The paper contends that in this increasingly deregulated environment, substantially more transparency is required to promote outcomes and avoid failures. As such, the paper considers prospects for building appropriate performance information and governance mechanisms.

Abstract:The previous two decades have seen much improvement in the first-year experience of students attending university. Yet for a significant proportion of students, coping with university study remains challenging. This is particularly the case for those students entering university with low tertiary admission scores. Although the higher education sector is now alert to the challenges facing these students and aware of the need for augmented support, our research shows that students entering Australian education with low tertiary admission ranks (ATAR) continue to be less prepared, less able to cope with study, less academically engaged than their peers, and are at greater risk of attrition. We argue that supporting low ATAR students’ transition into university means rethinking the role of preparatory programmes as well as supporting these students to develop personal objectives, new student identities, and feel a stronger sense of ‘belonging’ to their university community.

Abstract:Massification is a reality facing universities around the world. While increased access to higher education has significant social and economic benefits, rapid growth in class sizes challenges institutions to maintain quality standards while teaching at scale, amidst ongoing cost pressure. This paper analyses this issue within the Australian higher education context. It employs the notion of the 'Iron Triangle' to examine the tensions between what appear to be mutually conflicting concepts of access, cost and quality. It also highlights key strategies that can be employed to potentially enhance quality without dramatically inflating costs.

Abstract:This article analyses academic work and the academic workforce in the context of current dynamics and likely futures. It discusses the significance of academic work, reviews workforce characteristics, and analyses tensions and pressures. Prevailing conceptualisations, it is argued, do not reflect the current situation in which the profession finds itself, and would provide a very shaky foundation on which to build the future workforce. There is an overarching need for a fresh conceptualisation of academic work that is authentic and feasible and suggestions are offered of what this might look like. A number of strategies are proposed how such a recasting might be implemented. The paper works from Australian research, and make suggestions for other systems.

Abstract:Widening participation in higher education for under-represented groups is a priority internationally. In Australia, the most common entry pathway for domestic undergraduate students is by obtaining an Australian Tertiary Admission Rank (ATAR) in the final year of secondary school. The ATAR system, however, has been criticised as disadvantaging certain equity groups. Consequently, widening participation policy has encouraged alternative entry pathways into university, including enabling/bridging courses, vocational education qualifications, or portfolio entry based on demonstrated skills and experience. There is, however, relatively scarce evidence of student use of these pathways, including those from equity groups. Drawing on national enrolment data and institution-specific pathway data for 16 Australian universities, this study's examination of admission data found increasing use of alternative pathways among most student equity groups, with variations by discipline. The findings inform stakeholder understanding of the relative success of alternative entry pathways in widening participation, informing strategies for improvement and future policy.

Perspectives: Policy and Practice in Higher Education

Abstract:Post-pandemic, there is a growing recognition that higher education needs to take a more proactive role in addressing the United Nations' Sustainable Development Goals – the 17 goals for 2030 that aim to balance global economic development with the need to tackle climate change and protect our natural ecosystems. This change of focus has profound implications for international higher education. For universities in countries like Australia, New Zealand and the UK, internationalisation has underpinned a successful business model. Recruiting children of wealthy elites in developing countries and charging them high tuition fees allows universities to invest in research and facilities and drive themselves up global rankings tables. But recruiting students from the Global South imposes an environmental cost in terms of the carbon footprint and perpetuates structural inequality. This article explores solutions to moving beyond the current business model and adopting an internationalisation strategy that prioritises social justice and environmental sustainability.

Abstract:This paper reports on research conducted to understand key factors impacting the recruitment and selection of senior academic leaders in Australian universities. A key finding emerging from this research was an increasing reliance on executive search firms when recruiting senior academic leaders. This reliance is driven by a range of factors including an ageing and contracting pool of potential academic leaders, growing competition domestically and internationally and the declining attractiveness of academia as a sustainable career in the context of increased casualisation of the academic workforce. Concurrently, workforce planning and succession planning have not been a high priority for many universities. As a result, Australian universities are finding it increasingly difficult to recruit senior academic leaders without the use of executive search firms. These findings have significant implications for the higher education sector in Australia and warrant further research.

Abstract:Summary It is commonly understood that enrolment in higher education means inevitable financial strain. In an online national survey in 2015, a sample of 2320 current students from 29 Australian social work programs reported on their experiences of juggling life, study and work. Findings This article details preliminary findings regarding the impact of low levels of income on the lives and study success of an Australian student cohort, and offers a considered comparison to relevant available data. Students in this study reported regularly going without necessities, and identified that a lack of finances and long hours in employment were adversely affecting their study experience. These problems became acute during compulsory field placements. Applications The purpose of this study was to illuminate social work students’ complex study realities in order to inform future education, policy and practice. The findings identify that for these students adverse outcomes including poverty and disruption to studies may be increasingly difficult to avoid. This situation may not be confined to this cohort or the Australian experience. There appears to be an urgent need for national bodies, universities and students to join together in advocating for increased support for tertiary social work students.

Abstract:Crisis makes bold policy actions possible. In responding to socioeconomic and technological ruptures, policymakers create new imaginaries or revitalise existing ones. With the Australian Government's Job-Ready Graduates (JRG) reform during the COVID-19 pandemic as an empirical case, this paper shows how crisis instrumentalism and policy imaginaries intersect to effect swift policy changes. Drawing on a thematic analysis of key documents that constitute the JRG reform, we highlight three findings. First, the reformers used a new crisis context to repackage pre-existing policy agendas. Second, in justifying the timeliness of the reform, rather than constructing new imaginaries, the Government reactivated old neoliberal visions of society and the economy. Finally, the reform agendas are characterised by reductionist accounts of the value of university education, a nativist view of the future workforce, and the omissions of key issues: research training, social justice, and the urgency of decarbonising the economy. We close the paper by arguing that crisis makes swift reform possible to the extent that key actors can mobilise new or pre-existing policy imaginaries .

Abstract:This article considers the Australian entry score system, the Australian Tertiary Admissions Rank (ATAR), and its usage as a selection mechanism for undergraduate places in Australian higher education institutions and asks whether its role as the main selection criterion will continue with the introduction of demand driven funding in 2012. Admission strategies for undergraduate places in Australian universities have remained unchanged for many years. The author concludes that the current entry scheme, the ATAR, will continue as a dominant selection criterion particularly for courses where demand exceeds supply, but ATAR-based selection will be insufficient to meet the participation targets set by the federal government. There is now an opportunity for universities to differentiate themselves by their admission strategies and to improve participation of equity groups through the normalisation of alternative entry mechanisms.

Influence of entry pathway and equity group status on retention and the student experience in higher education

Abstract:Expansionary policies to widen participation in higher education have led to a growth in alternative entry pathways into university. This study considers the experiences and retention outcomes of those entering Australian universities through different pathways, and how these vary across diverse student groups. Data were drawn from linked student administrative records for 81,874 students from sixteen Australian universities who commenced a Bachelor degree in 2015, with academic enrolment status tracked over five years, as well as data from a national survey of student experience conducted in 2019. Students from alternative pathways were associated with lower retention outcomes in the first year of study and poorer course completion outcomes, except those entering via pathway provider and enabling programs who reported more favourable retention compared to secondary school entrants. Students from equity group backgrounds were also associated with poorer retention outcomes, particularly Indigenous students, mature-age students, and those with disability. Associations between entry pathways, equity group status, and student experience were mixed. For example, equity group students generally had positive assessments of student experience, apart from those with disability, yet were associated with increased probabilities of intention to dropout from study. Social and personal reasons were found to be main drivers of dropout intention across different student groups. Findings highlight the need to address the varying factors that affect students entering through different pathways and from diverse backgrounds, rather than a one-size-fits-all approach. The study's recommendations inform stakeholders seeking to improve the experience and outcomes of diverse student groups entering higher education.
