Abstract:Based on the Science Citation IndexExpanded webversion, the USA is still by far the strongest nation in terms of scientific performance. Its relative decline in percentage share of publications is largely due to the emergence of China and other Asian nations. In 2006, China has become the second largest nation in terms of the number of publications within this database. In terms of citations, the competitive advantage of the American domestic market is diminished, while the European Union EU is profiting more from the enlargement of the database over time than the US. However, the USA is still outperforming all other countries in terms of highly cited papers and citationpublication ratios, and it is more successful than the EU in coordinating its research efforts in strategic priority areas like nanotechnology. In this field, the Peoples Republic of China PRC has become second largest nation in both numbers of papers published and citations behind the USA.

Abstract:<div class="abstract-group"> <section class="article-section article-section__abstract" lang="en" data-lang="en" id="section-1-en"> <h3 class="article-section__header main abstractlang_en main">Abstract</h3> <div class="article-section__content en main"> <p>This paper proposes a benefit of the doubt (BoD) approach to assess the research performance of 37 public Australian universities based on data from 2015. The primary activities of Higher Education institutions are teaching and research, but the prestige of a university depends mainly on the results of its research activities. The BoD method is rooted in the data envelopment analysis methodology, which enables the flexible and data‐based assignment of weights to aggregated variables. Full weighting flexibility, however, allows zero weights, which can lead to unrealistic results. For this reason, the proposed model has been supplemented with additional weight restrictions. The assessment considers key performance factors: number of publications and citations; number of completed doctoral degrees; amount of research grants; and percentage of science graduates. Unlike earlier research on Australian universities, this study uses the number of publications and citations from the Web of Science database. The results provide a ranking of universities and recommendations for decision makers regarding the direction of future improvement actions for the worst‐performing universities.</p>

Abstract: The Australian higher education sector has changed markedly over the past two decades, and this chapter examines these changes through the eyes of university academics. Student enrollments have increased by 130%, but public funding and teaching staff numbers have failed to keep pace. In Australia, the major dividing line across universities still is their research intensiveness. Therefore, we explore whether change is experienced differently by those working in the major research universities (the self-designated Group of Eight – the Go8) compared with those in the less research-intensive universities. On many fronts, there is little difference in the opinions expressed by academics from the two blocs, but Go8 academics perceive a lesser degree of “being managed” than their counterparts from other universities do, and a greater degree of satisfaction with working conditions, combined with a stronger focus on research.

Top Research Performance Over Three Decades: A Multidimensional Micro-Data Approach

Abstract:In this research, the contributions of a highly productive minority of scientists to the national Polish research output over the past three decades (1992-2021) is explored. In almost all previous research, the approaches to high research productivity are missing the time component. Cross-sectional studies were not complemented by longitudinal studies: Scientists comprising the classes of top performers have not been tracked over time. Three classes of top performers (the upper 1%, 5%, and 10%) are examined, and a surprising temporal stability of productivity patterns is found. The 1/10 and 10/50 rules consistently apply across the three decades: The upper 1% of scientists, on average, account for 10% of the national output, and the upper 10% account for almost 50% of total output, with significant disciplinary variations. The Relative Presence Index (RPI) we constructed shows that men are overrepresented and women underrepresented in all top performers classes. Top performers are studied longitudinally through their detailed publishing histories, with micro-data coming from the raw Scopus dataset. Econometric models identify the three most important predictors that change the odds ratio estimates of membership in the top performance classes: gender, academic age, and research collaboration. The downward trend in fixed effects over successive six-year periods indicates increasing competition in academia. A large population of all internationally visible Polish scientists (N=152,043) with their 587,558 articles is studied.

Abstract:Previous research indicates that during the past 20 years, the highest‐quality work has been published in an increasingly diverse and larger group of journals. In this article, we examine whether this diversification has also affected the handful of elite journals that are traditionally considered to be the best. We examine citation patterns during the past 40 years of seven long‐standing traditionally elite journals and six journals that have been increasing in importance during the past 20 years. To be among the top 5% or 1% cited papers, papers now need about twice as many citations as they did 40 years ago. Since the late 1980s and early 1990s, elite journals have been publishing a decreasing proportion of these top‐cited papers. This also applies to the two journals that are typically considered as the top venues and often used as bibliometric indicators of “excellence”: Science and Nature. On the other hand, several new and established journals are publishing an increasing proportion of the most‐cited papers. These changes bring new challenges and opportunities for all parties. Journals can enact policies to increase or maintain their relative position in the journal hierarchy. Researchers now have the option to publish in more diverse venues knowing that their work can still reach the same audiences. Finally, evaluators and administrators need to know that although there will always be a certain prestige associated with publishing in “elite” journals, journal hierarchies are in constant flux.

Abstract:After 2009 many governments implemented austerity measures, often restricting science funding. Did such restrictions further skew grant income towards elite scientists and universities? And did increased competition for funding undermine participation? UK science funding agencies significantly reduced numbers of grants and total grant funding in response to austerity, but surprisingly restrictions of science funding were relaxed after the 2015 general election. Exploiting this natural experiment, we show that conventional measures of university competitiveness are poor proxies for competitiveness. An alternative measure of university competitiveness, drawn from complexity science, captures the highly dynamical way in which universities engage in scientific subjects. Building on a data set of 43,430 UK funded grants between 2006 and 2020, we analyse rankings of UK universities and investigate the effect of research competitiveness on grant income. When austerity was relaxed in 2015 the elasticity of grant income w.r.t. research competitiveness fell, reflecting increased effort by researchers at less competitive universities. These scientists increased number and size of grant applications, increasing grant income. The study reveals how funding agencies, facing heterogeneous competitiveness in the population of scientists, affect research effort across the distribution of competitiveness.

Abstract:Basic science research remains fundamental to progress in clinical care, understanding of disease pathophysiology and underpinning the evolution of personalised medicine. Exposure to research is pivotal to educating students, but a declining profile of basic science research has the potential to erode research capacity further. The capacity for women to engage in research and remain in academia long term is continually challenged by negative gender-based experiences and institutional barriers. The authors explored themes and authorship of abstracts presented at Australia and New Zealand--based nephrology conferences, as a surrogate marker of trends in research activity and gender engagement. Basic science research and female senior authorship declined during the study period, which has serious implications for the future of nephrology.

Abstract:We investigate the question of how long top scientists retain their stardom. We observe the research performance of all Italian professors in the sciences over three consecutive four-year periods, between 2001 and 2012. The top scientists of the first period are identified on the basis of research productivity, and their performance is then tracked through time. The analyses demonstrate that more than a third of the nation's top scientists maintain this status over the three consecutive periods, with higher shares occurring in the life sciences and lower ones in engineering. Compared to males, females are less likely to maintain top status. There are also regional differences, among which top status is less likely to survive in southern Italy than in the north. Finally we investigate the longevity of unproductive professors, and then check whether the career progress of the top and unproductive scientists is aligned with their respective performances. The results appear to have implications for national policies on academic recruitment and advancement.

Abstract:Les classements nationaux et internationaux des établissements en fonction de leur performance prennent actuellement une place de plus en plus importante dans l’enseignement supérieur. Il est essentiel pour la gestion de cette composante que les chercheurs élaborent des approches pragmatiques, en prise avec les problèmes de l’enseignement et méthodologiquement solides. Cet article compare trois approches en matière de modélisation des indicateurs clés qui sous-tendent l’évaluation nationale de l’enseignement universitaire en Australie : le classement par agrégats ; l’analyse de l’évolution des établissements dans le temps ; la variation de la performance en fonction des domaines d’étude. Les observations montrent que le modèle simple des agrégats n’est pas satisfaisant et qu’il importe de faire appel aux méthodes analytiques modernes si l’on veut prendre en compte les variations d’un domaine d’étude à l’autre. De manière plus générale, il ressort de ces observations qu’il conviendra d’envisager un effort méthodologique important pour aboutir à un classement satisfaisant des universités.

Abstract:The ability to attract and retain talented professors is a distinctive competence of world-class universities and a source of competitive advantage. The ratio of top scientists to academic staff could therefore be an indicator of the competitive strength of the universities. This work identifies the Italian top scientists in over 200 fields, by their research productivity. It then ranks the relative universities by the ratio of top scientists to overall faculty. Finally, it contrasts this list with the ranking list by average productivity of the overall faculty. The analysis is carried out at the field, discipline, and overall university levels. The paper also explores the secondary question of whether the ratio of top scientists to faculty is related to the size of the university.

Abstract:Reverse migration has mitigated the brain drain for many Asian countries. But can developing countries actually bring back their best overseas talent? How can this studymeasure the quality of that talent? And, if the best are not returning, why not? Is the 'institutional culture' within the scientific and academic institutions the cause? The authors address these questions by comparing full-time and part-time returnees in three national programs, using each scholar's h-Index, the impact factor of the journals in which they publish, and the annual number of publications by each researcher. The findings show that, circa 2012–13, the strongest researchers returned only part-time. Second, returnees to the Chinese Academy of Sciences were weaker than returnees under national programs at universities. And third, universities whose presidents reformed the institutional culture at the school attracted better overseas talent than other universities. The findings, then, show that resistance to institutional change can undermine a state's effort to promote its research and development while domestic reform can promote that endeavour.

Abstract:As part of its program of 'Excellence in Research for Australia' (ERA), the Australian Research Council ranked journals into four categories (A*, A, B, C) in preparation for their performance evaluation of Australian universities. The ranking is important because it likely to have a major impact on publication choices and research dissemination in Australia. The ranking is problematic because it is evident that some disciplines have been treated very differently than others. This paper reveals weaknesses in the ERA journal ranking and highlights the poor correlation between ERA rankings and other acknowledged metrics of journal standing. It highlights the need for a reasonable representation of journals ranked as A* in each scientific discipline.

Abstract:Recent decades have witnessed a dramatic shift in the cross-border collaboration mode of researchers, with countries increasingly cooperating and competing with one another. It is crucial for leaders in academia and policy to understand the full extent of international research collaboration, their country's position within it, and its evolution over time. However, evidence for such world-scale dynamism is still scarce. This paper provides unique evidence of how international collaboration clusters have formed and evolved over the past 50 years across various scientific publications, using data from OpenAlex, a large-scale Open Bibliometrics platform launched in 2022. We first examine how the global presence of top-tier countries has changed in 15 natural science disciplines over time, as measured by publication volumes and international collaboration rates. Notably, we observe that the US and China have been rapidly moving closer together for decades but began moving apart after 2019. We then perform a hierarchical clustering to analyse and visualise the international collaboration clusters for each discipline and period. Finally, we provide quantitative evidence of a `Shrinking World' of research collaboration at a global scale over the past half-century. Our results provide valuable insights into the big picture of past, present and future international collaboration.

An empirical study of the per capita yield of science Nobel prizes: Is the US era coming to an end?

Abstract:We point out that the Nobel prize production of the USA, the UK, Germany and France has been in numbers that are large enough to allow for a reliable analysis or the long-term historical developments. Nobel prizes are often split, such that up to three awardees receive a corresponding fractional prize. The historical trends for the fractional number of Nobelists per population are surprisingly robust, indicating in particular that the maximum Nobel productivity peaked in the 1970s for the US and around 1900 for both France and Germany. The yearly success rates of these three countries are to date of the order of 0.2-0.3 physics, chemistry and medicine laureates per 100 million inhabitants, with the US value being a factor 2.4 down from the maximum attained in the 1970s. The UK managed in contrast to retain during most of the last century a rate of 0.9-1.0 science Nobel prizes per year and per 100 million inhabitants. For the USA one finds that the entire history of science Noble prizes is described on a per capita basis to an astonishing accuracy by a single large productivity boost decaying at a continuously accelerating rate since its peak in 1972.
