Abstract:in recent years, the settlement audit of capital construction projects has become the focus of all investment subjects, construction units and construction project cost management departments and consulting units. In this paper, how to correctly understand the characteristics of the project settlement audit, and how to improve the quality of the completion settlement audit of the project is discussed. 1. Characteristics of Project Settlement Audit 1.1 Strong Policy Capital construction has the characteristics of large investment, large scale and long cycle. In order to strengthen the management of the construction funds, and to maximize the benefit of the limited funds, the army has formulated many rules and regulations for the management and use of construction funds. The correct implementation and application of these laws and regulations is the guarantee of good management and good construction funds, and is an important basis for the audit of completion settlement. 1.2 Broad Scope Project completion settlement audit involving both for capital use, exchanges, intermediate settlement movement process, and related to material supply, drawing changes, national policy adjustment, the price is floating, etc. All aspects of each link. Abstract:With the nature of public goods,the performance evaluation of rural land consolation projects should be conducted not only from the product-side or supply-side,but also from the consumption-side or demand-side.Being the terminal evaluation on performance of land consolidation projects,the utility satisfaction of peasant households is more significant to improve performance and promote sustainable development of rural land consolidation projects.From perspective of peasant household satisfaction,this paper constructs an evaluation index system of land consolidation projects and adopts methods of questionnaire survey and customer satisfaction evaluation to implement empirical study on the performance and its regional difference of rural land consolidation projects in China.The results show: ①The total performance of peasant households of land consolidation projects achieves at 4.12,at the level of excellent.② Some regional difference and group difference of performance resulted from economic development levels and peasant household features.The regional difference indicates that the performance level in east or middle regions is better than that in western region in China.③Based on performance indexes,current product cost reduction and engineering management maintain do not perform well and should be focused and improved in development of land consolidation projects in the future.This research can provide important policy suggestions for land consolidation in China.

Performance Assessment On Land Consolidation Projects In China Based On The "Matter-Element Model"

Abstract:Considering the shortcomings of performance concept definition and evaluation methods in present studies on benefit evaluation of land consolidation projects (LCPs), this paper tries to define the connotation of performance of LCPs and build up the performance evaluation index system of LCPs and finally conduct an empirical research. Methods of matter-element analysis, Analytic Hierarchy Process (AHP) and empirical approach were employed. The result indicates that: (1) the performance of LCPs should contain "result performance" and "process performance". On base of this definition, the performance evaluation index system of LCPs has been constructed under process logic framework. (2)The performance level of project of Yuhang Town in Hangzhou City is in the "excellent" grade, according to the result that calculated by the matter-element model, which is almost in accordance with the reality. However, the coefficient of grade correlation (KI(1)= 0.0273) indicates that the project has just pass the bottom line of "outstanding" grade. The research conclusion is as the following: (1) The clear definition of performance is conducive to comprehensive and scientific evaluation of performance of LCPs. (2) Matter-element model is fit for performance evaluation, which can give more information for performance improvement. The evaluation result suggests that increasing annual income of farmland by implementing scale operation further and adjusting the planting structure of agricultural land can continue to enhance the correlation of "outstanding" grade in the current project platform.

Abstract:Adherence to clear and equitable contract documents does not guarantee project success. Many other contributors such as attitudes of the contracting parties and their relationships are also considered important. Hitherto, it is not known if relationships among contracting parties in public construction projects in China have a significant effect on project performance. This study aims to investigate relationship quality among contracting parties and their effects on project performance in China's public construction projects. Using a questionnaire survey, 59 sets of data of completed projects were collected from public owners and private contractors and consultants in Beijing. The data were analysed using correlation analysis and one-sample t test. The results show that public construction projects to have achieved significantly good quality performance and client satisfaction but not in budget nor schedule performance. The results also that higher quality of relationships during project implementation stage always leads to significantly good project quality and client satisfaction with the project. In addition, the results show that relationships among contracting parties play an important role in successful project outcomes. It is suggested that concerted effort should be taken to improve relationships in publically funded construction projects, as this will lead to better project outcomes.

Abstract:Over the past decade, land consolidation has become a major means of farmland protection in response to accelerating industrialization and urbanization in China. This paper defines the performance content of land consolidation project in depth, constructs the LCPs performance evaluation index system based on the "processes logic" framework and applies the matter-element model to evaluation the comprehensive performance of LCP in Qianhong irrigated area of Changshan County. The research results show that the comprehensive performance of this project is close to "outstanding" and the value is-0.0285. The results of performance level of single index show that 9 indexes are in the level of "above good", 3 indexes are in "general" and the other 3 ones are in "poor" level. Deep research finds that 3 factors, such as "Deviation rate of timely completion", "Improving rate of vegetation coverage" and "Improving rate of biological abundance" influence to raise the performance. Therefore, the land consolidation management sector of Changshan County should take the relative measures to improve performance level of the land consolidation projects in future.

Abstract:Purpose Optimal clean-up procedures lie at the heart of the closeout phase of construction projects under contract law. However, due to its complexity involving multiple issues, potentially unfulfilled contractual obligations, performance claims and counter-claims, combined with consequently deteriorating stakeholder relationships, the management of closeouts is fraught with difficulties leading to suboptimal outcomes. This is particularly true where general contractor (GC) organizations do not have a claims management office (CMO) dedicated to improving such suboptimal clean-up outcomes. Thus, this study aims to develop a model by which CMOs' may effectively manage the clean-up phase in an environment of closeout claims. Design/methodology/approach X-inefficiency theory was utilized as the theoretical lens guiding this study. The theory helps identify closeout strategies implemented by a GC, which manages completion claims through a CMO. Data were received and analyzed from a large GC, which served as the firm case study. In this case, managing the closeout completion claims was the main function of the CMO. Findings The average delay of closeout completion was four times greater than construction phase delays. The GC results highlighted the "economic destruction tsunami of projects," as a root cause for these completion delays. Wrap-up activities under contract law are identified, including within the domains of statements of completion, project handover and debt settlement. Behavior strategies are also defined, including relational and contractual approaches. Moreover, a process for improving closeout claim performance is described, comprising project closeout identification, rational intra-firm behavior, closeout completion and program closeout practice. Originality/value Findings from this work can significantly contribute in X-inefficiency theory in relation to how a decrease of X-inefficiency will lead to better closeout claim performance. It also offers practical insights into how best to minimize delayed closeout completion while providing valuable lessons for stakeholders in complex infrastructure projects. Further, a model is developed that may be utilized by owners, consultancies, designers and other contractor organizations in an effort to improve closeout claim performance.

How Information Technology Can Improve Construction Management for General Contractor: A Case Study

Abstract:Information technology such as Building Information Modeling, 3D-printing provides an innovative approach for construction project management, aiming at increasing efficiency, improving quality and reducing cost. Construction corporations in mainland China are making active attempts to increase the informatization level in construction projects. This paper discusses Beijing Headquarter building project of Tencent as a case study for the information technology application in the construction phase in terms of how information technology can improve construction management for general contractor. The project for case study is designed as a large public building located in Beijing, with a footprint area of 334,386 square meters. Considering the complexity of the structure, tight schedule and difficulties in detailed construction, various of attempts of information technology application have been made in the project, including 4D-BIM integrated management, 3D-printing, construction simulation. These attempts cover schedule, quality, safety and cost management, resulting in reduction of redundant work, optimized detailed design, improved efficiency, etc. This paper examines the process of each application and analyzes the necessity of each technique by comparing the benefits and the devotion. This project won the first prize in “Longtu Cup” national BIM competition in 2015 and held an exhibition presenting information technology application. The paper also discusses the value and challenges appeared during the application of information technology in the case. Information technology application can result in resource and workload reduction, problem solving in advance and realizing precise management, thus improving construction management for general contractor. However, promoting information technology application can be challenging at first, given the management team is not familiar enough with the techniques. Countermeasures are proposed regarding the challenges and difficulties arose in the case.
