Abstract:In Jan of 2018, the U.S. had waged a trade war against China. Besides additional tariffs on Chinese products, in May of 2019, the USA is also tightening restrictions on the transfer of technology to China and the business activities of Huawei, namely the chip ban. For many companies, being sanctioned by the U.S. would be a devastating blow, a crisis that could potentially ruin the entire business. This paper has used the data from Huawei's 10-year annual report and attempted to find out Huawei's current situation after 4 years sanctions from the financial point of view. The author expects that this study will be helpful in conducting further study in the areas of the U.S. sanctions on high-tech companies outside America.

Abstract:Huawei has suffered a heavy toll on sales in international markets because of the US sanction, but it has successfully utilized its strength and opportunity, meaning having use sales promotion, patriotism and proprietary technology in promotions in the domestic market, and having switched and secured its suppliers. Therefore, the sales in the Chinese mainland is quite satisfactory to Huawei, and this situation let Huawei achieve an increase in sales revenue. In addition, the impact of the US sanction on Huawei's liquidity and profitability is minimum. Therefore, financially speaking, Huawei reacted well to the US sanction.

Abstract:In this paper we explore how a public national media outlet, the British BBC, represents an international legal case which has a highly political nature. The case is US versus Huawei/Meng Wanzhou, which took place between 2018 and 2021. Accusations were that the Chinese technology company committed fraud, leading the global HSBC bank to breach US sanctions against Iran. The charges were made by the US using what is called an 'extraterritorial law', which, while rejected as law by governments around the world, is policed by US economic powers and control over international finance. Using Critical Discourse Analysis we show that, while the BBC presents much detail of legal process, the actual nature of the law the US uses to bring criminal charges against international companies and banks, is neither considered nor questioned. Our interest is how such a law, which has a huge influence over global trade and politics, is presented to the public in this particular case. We contribute to the position that the nature of laws, how they are used and known, must always be understood within the prevailing discourses of the moment.

Abstract:The various measures of the United States under the Sino-US trade friction are a precise blow to China's high-tech industry, so it is vitally important to study how to break through of the high-tech industry under the Sino-US trade friction. This paper takes Huawei Technologies Co., Ltd (hereinafter referred to as Huawei) as an example. It proposes countermeasures at the enterprise level by studying Huawei's countermeasures. The results of the study conclude that the most important thing is to increase R&D (research and development) expenses and introduce talents to enhance the enterprise's R&D capability to avoid being constrained by others, in addition to which when the R&D capability has apparent advantages in the global scope, there will be no lack of sales channels and partners. Moreover, enterprises also need to have a forward-looking, prepare for the worst, and adequate stock to ensure that the short-term can continue operating the industry. Furthermore, suppose Chinese companies cannot work with U.S. high-tech companies or sell in the U.S. because of sanctions. In that case, they should actively seek other partners and expand sales in their significant markets to mitigate the impact of reduced U.S. consumption.

Abstract:Amidst the ongoing globalisation of supply chains, geopolitical issues have emerged as a significant source of supply chain risk for firms. This has recently been illustrated in the trade sanctions adopted by the US against the Chinese semiconductor industry, particularly in the accessing of semiconductor chips. A notable event here, that we focus on in this paper, involves how the leading telecommunications company Huawei has been impacted by this and most interestingly how they have been able to respond, by being able to successfully launch new chip-based products during the US semiconductor chip technology blockade, despite the sanctions ban. This has been achieved with the support of key supplier, SMIC, who has become a major 7 nm chip supplier for Huawei. Employing the event study research method, this study initially examines the stock market's response to Huawei's new product release with these new SMIC-sourced semiconductor chips. It also appraises the propagation effects on Huawei's and SMIC's supply chain partners. This exposes the differential impact on the supply chain members of Huawei (focal firm) and SMIC (main supplier). The results reveal predominantly positive responses from Huawei's suppliers and customers, as well as SMIC's suppliers and customers, to these incidents, with Huawei's suppliers' and SMIC's suppliers' and customers' share prices responding positively to the release of Huawei's new product, exhibiting substantial median stock market reaction of 1.53%, 1.62%, and 2.52% on Day 0, respectively, it shows, in contrast, that Huawei's customers did not exhibit a positive share price reaction to the development of this newly sourced product. It is noteworthy that SMIC's supply of chips to Huawei has had a significantly positive impact on both Huawei and SMIC's suppliers and customers. With the impact varying across different roles within the supply chains, this study provides useful insights for understanding the propagation effect of good news in the supply chain resulting from firms' proactive action in response to imposed sanctions for a key supply component.

Abstract:We investigate the impact of US economic sanctions on EU's trade using a panel data approach expressed in a two‐level framework. Both multilateral and unilateral sanctions involving the US and the EU have a negative impact on EU trade (total, imports and exports). We argue that unilateral sanctions, if extensive in nature, would have a depressing impact on target countries’ trade, especially in the stage after sanctions have been imposed. Over time, both multilateral and unilateral sanctions lead to an increase in a target country's exports to the EU, lending support to the third‐country effect of sanctions.

Abstract:Abstract Digital supremacy is fundamental to national security and global economic competitiveness. An imperative of protecting critical information infrastructure (CII) is the theoretical basis for cybersecurity policies. The cyber competition has the potential to reshape global tech supply chains and international economic governance. The winner will make standards and rules that can take the most advantage of a first mover. The assumption that governments across jurisdictions embrace similar policies, regardless of their ideologies, is not a paradoxical proposition any more in the time of globalisation 2.0. Both the US and China use law enforcement power to advance their national strategic interests. The imposition of sanctions against Huawei is an epitome of the current US–China cyber competition game far beyond the mere economic scenario. This study seeks to explore whether the unilateral approaches would be well justified in a new normal of the decoupling era and how to establish a viable global cyber governance regime.

Abstract:As the U.S.-China strategic rivalry has intensified, Washington has looked to its close allies and partners to counter Chinese clout in global technology leadership. With the Huawei ban as a proxy for the U.S.-China competition, the paper focuses on the concept of the alliance halo and analyzes how the three key U.S. allies in Asia—Australia, Japan, and South Korea—responded to Washington’s expectations of mutual support on the decoupling of Chinese technology companies from global supply chains. We argue that given that the Huawei ban is about future risks associated with China’s economy, as opposed to demonstrated military threats, it was more challenging to establish allied reliability within the U.S. alliance network as a whole. Our comparative analysis shows that Australia’s reactions have been the most direct, banning Huawei before the United States, showing a contrast with South Korea’s relatively muted responses. Japan’s decision to ban Huawei was as decisive as Australia’s but Tokyo sought to keep a low profile. Rather than the diplomatic pressure from the Trump administration, these allies’ varied responses resulted from their own assessments of security risks associated with Huawei.
The US Way or Huawei? An Analysis of the Positioning of Secondary States in the US-China Rivalry

Abstract:This article examines the determinants of the positioning of secondary states in the US-China conflict over market access for China's Huawei. Our explanations draw on three branches of realism: balance-of-threat theory, patron-client theory, and Hirschman's theory on trade relationships and foreign-policy convergence. For the dependent variable, we assemble a new dataset of the attitudes of 70 states toward Huawei's investment aspirations. We present a series of ordered logit regression models from which three main patterns appear. First, less powerful states seem more acceptive of the Chinese company. Second, those states that rely on US security guarantees tend to be far more rejective of Huawei. Third, whereas trade with China appears to be a factor in the reasonings of other states, trade with the US is not. In sum, the patron-client theory offers the most cogent explanation of the divergence of responses to Huawei.

Abstract:In recent years, as China’s largest smartphone company, Huawei’s position in the international market has gradually increased and received widespread attention from foreign media. The rapid development of China’s impact on the hegemony of the US has also changed the direction of US media’s reporting on Chinese companies. At this stage, it is meaningful to study the image of Huawei in both Chinese and US media reports. Therefore, based on the corpus approach and critical discourse analysis, this paper builds two corpora of China Daily (576 reports with 438,261 words) and The New York Times (429 reports with 347,025 words). It is found that (1) both sides acknowledge that Huawei ranks top in world telecommunication technology, particularly in the 5G network; (2) two newspapers focus on different aspects in their reports. For the Chinese media, Huawei’s technological prowess, innovation capacity in the global market, cooperation with many other European and African countries are given more attention, while for the American media, more focus is shifted to Huawei’s threat to national security; (3) two newspapers hold different attitudes towards the rise of Huawei. China Daily’s positive construction of Huawei’s image is obvious. While for the American media, the Trump administration is more likely to project a threatening image of Huawei; (4) the reporting frameworks and the styles of materials selected differ in two newspapers. China Daily’s framework concentrates on “Huawei” itself, while The New York Times tends to construct a reporting framework from multiple perspectives from the third-party.
The impact of U.S. economic sanctions on corporate innovation and fraud

Abstract:Economic sanctions have increasingly become a pivotal tool in modern foreign policy, especially in the context of U.S. international strategy. Despite their growing significance, there is a notable lack of empirical research on how these sanctions affect corporate behavior. This study aims to explore the impact of U.S. economic sanctions on innovation and fraudulent activities within Iranian firms subjected to these measures. Utilizing a difference‐in‐differences approach, the findings reveal a weak and negative relationship between sanctions and innovation, while no significant link is found between sanctions and fraudulent activities. Notably, the study uncovers a substantial divergence in companies' responses to sanctions based on their innovation background. Companies with a strong innovation background experience a significant increase in innovation efforts and a corresponding decline in fraudulent behavior upon facing sanctions. In contrast, companies lacking an established innovation background exhibit a reduction in innovation and, in turn, an escalation in fraudulent practices in response to sanctions. These findings remain robust across various sensitivity analyses. This research contributes to the expanding body of empirical literature on sanction outcomes by highlighting the profound impact of innovation background on the responsible and ethical decisions made by sanctioned companies.

Abstract:Decoupling, defined as the deliberate and state-directed severing of economic ties between the world’s two largest economies (the USA and China), is one of the most studied phenomena of contemporary international relations. The growing confrontation between the political systems and military machines of the United States and China extends into the economic sphere and increasingly affects the field of high technology. A number of experts consider the conflict of the modern superpowers for the leading position in the field of the new technologies as a manifestation of techno-nationalism, a new type of mercantilism that plays a key role in industrial policy and world trade of the leading economies of the planet. The article is focused on the new generation of interstate conflict, in which the technological giants act as proxy institutions of U. S. and Chinese state power. The distinctive feature of this new type of conflict is its overtly nonviolent nature. It manifests itself in the use by both sides of tools borrowed from economic sanctions and trade wars of the past. The China — US rivalry in the development and implementation of the latest technologies is a non-military reincarnation of the thermonuclear arms race of the Cold War era. Nowadays the most economically powerful states of the planet, led by the USA, choose instruments of economic coercion to protect the existing status quo in the global system. Such measures allow them to adapt elements of the arms race and power rivalry of past eras to modern conditions.
Non-decision decisions in the Huawei 5G dilemma: Policy in Japan, the UK, and Germany

Abstract:Huawei, the telecommunications company based in the People's Republic of China (PRC), has presented the governments of several middle powers with a policy dilemma. On the one hand, Huawei's affordable 5G network technology is attractive to telecommunications operators in these countries, which do not have domestic producers of this equipment. On the other hand, the U.S. government and intelligence agencies in other countries maintain that Huawei gear presents intolerable network security risks, a charge that the PRC government and Huawei forcefully reject as they insist Huawei merits access to foreign markets. Facing the question of whether and how to allow the installation of Huawei's 5G equipment in their domestic networks, the governments of Japan, the United Kingdom, and Germany have been caught between the competing demands of the two rivalrous superpowers and faced internal divisions among communities of government experts. At first glance, Japan, the UK, and Germany each appear to have responded to the Huawei dilemma in a different way. The Japanese government moved quickly and without formal announcement to exclude Huawei from its market, while publicly denying a ban. The UK government initially allowed Huawei to supply some of its national 5G infrastructure, but then reversed itself to ban the company's equipment outright after a U.S. regulatory change. The German government has yet to officially ban Huawei, but has taken successive steps to curtail the PRC company's continued involvement in its domestic networks. In spite of their apparent differences, the three national responses to the Huawei dilemma share a fundamental commonality: all amount to 'non-decision decisions' on the question of whether and how to allow Huawei to supply domestic 5G networks. In one way or another, each government avoided making policy decisions that were either explicit, definitive, or singular on the issue, but nonetheless reduced the likelihood of Huawei's participation in its domestic 5G infrastructure. After developing the concept of a 'non-decision decision,' we explain why these maneuvers are not isolated responses to a specific policy conundrum, but may presage a mode of middle power coping with competing demands from two increasingly rivalrous superpowers.

Abstract:Supply chain security is a vital component of American national security. United State officials have continued to warn that 5G infrastructure equipment built by Huawei could be subverted by China to conduct espionage. There has been an intense investigation on Huawei, ranging from their software development processes to allegations of back doors. While it may be debated if Huawei is a pawn in a trade war or national security risks, it reinforces the importance of knowing one’s ecosystem. This article summarizes a panel discussion at the RSA2020 cybersecurity conference in San Francisco, titled "How to Reduce Supply Chain Risk: Lessons from Efforts to Block Huawei" was moderated by Craig Spiezle, founder of Agelight Advisory and Research Group, with panelists Katie Arrington, cyber information security officer of acquisitions for the U.S. Department of Defense; Donald Andy Purdy, chief security officer of Huawei Technologies USA; Bruce Schneier, security researcher and lecturer at the Harvard Kennedy School; and Kathryn Waldron, a fellow at R Street Institute. This session uses Huawei as a case study for best practices to assess risk and provide transparency to all stakeholders.
