Abstract:The building industry, as one of the fundamental and pivotal sectors of economic development in China, is also a high source of pollution emissions. Therefore, construction enterprises play a pivotal role in urban low-carbon development, and green innovation is an effective approach for these corporations to meet emission reduction targets and enhance economic benefits. This study primarily focused on the panel data of Chinese construction companies from 2000 to 2019. This study applied a multi-period double difference model. The purpose of this study was to investigate the impact of piloting low-carbon city policies on green innovations in the construction sector. The results indicate that the policy clearly advanced the green development of enterprises in the construction industry, and this effect persisted even after undergoing long-term robustness tests. The heterogeneity test results revealed that the pilot policy has been more effective in promoting green innovation for SOEs as well as for construction companies that are in the process of maturing.

What problem does this paper attempt to address?
The problem that this paper attempts to solve is the impact of China's low - carbon city pilot policies on green innovation in the construction industry. Specifically, the research mainly focuses on the panel data of construction enterprises in China from 2000 to 2019, and applies the multi - period difference - in - differences model (DID), aiming to explore whether the low - carbon city pilot policies can promote green innovation in the construction industry and evaluate the long - term robustness of this impact. ### Research Background - **Environmental Impact of the Construction Industry**: According to the "China Construction Industry Research Report 2016 - 2020", building energy consumption accounts for 20.6% of the total national energy consumption, and building carbon emissions accounted for 19.4% of the national carbon emissions in 2016. In 2018, carbon emissions during the building life cycle accounted for 51% of domestic carbon emissions. In 2020, carbon emissions in the entire construction industry process accounted for 50.9% of the total national carbon emissions. These statistics show that there is a significant gap in the green development of China's construction industry, which affects its sustainable development prospects. - **National Strategic Goals**: At the 2020 United Nations Biodiversity Summit, two proposals, "Protect Green Development" and "Achieve a Win - Win Situation for High - Quality Economic Development and Environmental Protection", were put forward. Subsequently, the grand goal of "promoting green development and promoting the harmonious coexistence of man and nature" was emphasized at the 20th National Congress of the Communist Party of China. This strategic goal has been reiterated at many important meetings, indicating that China is moving towards green economic and social development, aiming to achieve environmentally friendly, low - carbon, and high - quality growth. ### Research Purposes - **Evaluating Policy Effects**: The research evaluates the effectiveness of policies by analyzing the changes in the green innovation levels of construction enterprises before and after the implementation of the low - carbon city pilot policies. - **Providing Decision - making Support**: The research results aim to support the government's decision - making in expanding pilot projects and formulate strategies for the green transformation and upgrading of the construction industry. ### Main Hypotheses - **H1**: As a form of environmental regulation, the low - carbon city pilot policy plays a crucial role in promoting green technological innovation in construction enterprises. - **H2**: Through government environmental subsidies, the low - carbon city pilot policy can enhance the willingness of state - owned enterprises to develop green innovation. ### Research Methods - **Data Sources**: The research uses panel data of 79 construction enterprises from 2000 to 2019, covering samples of 18 cities. - **Model Construction**: Adopting the multi - period difference - in - differences model (DID), by constructing policy dummy variables and time dummy variables, the changes in the number of green patent applications of construction enterprises before and after policy implementation are evaluated. - **Control Variables**: Including enterprise scale, enterprise age, Tobin Q value, enterprise debt, return on total assets, capital intensity, the shareholding ratio of the top ten shareholders, and the proportion of independent directors, etc. ### Empirical Analysis - **Parallel Trend Test**: In order to ensure the unbiasedness of the estimate, the research conducts a parallel trend test to verify whether the trends among groups are consistent before policy implementation. Through the above methods, this paper aims to comprehensively evaluate the impact of low - carbon city pilot policies on green innovation in the construction industry and provide a scientific basis for the formulation and optimization of relevant policies.
