Abstract:With the predicament of sustainable improvement in traditional cities, the low-carbon city pilot policy (LCCPP), as a novel development mode, provides thinking for resolving the tensions of green development, resource conservation and environmental protection among firms. Using Chinese A-share listed companies panel data during 2007-2019, this study adopts the difference-in-differences model to explore the impact of LCCPP on firm green innovation. Based on theoretical analysis, LCCPP-driven environmental rules have the impact of encouraging business green innovation. The relationship between LCCPP and green innovation is strengthened by external media attention and organizational redundancy resources. The mechanism study shows that the incentive effect of LCCPP on firm green innovation is mainly due to the improvement of enterprises' green total factor productivity and financial stability. In addition, the heterogeneity analysis shows that the LCCPP has significantly positive effects in promoting green innovation in high-carbon industries and state-owned enterprises. This research contributes to the understanding of city-level low-carbon policies as a driving force for corporate green innovation, offering practical implications for policymakers and businesses striving for sustainability.

Abstract:As a new form of urbanization, smart city construction in China represents an innovative approach to promoting economic growth and environmental protection. This paper takes the smart city pilot policy (SCPP) as a quasi-natural experiment. Based on the panel data of Chinese listed enterprises during 2007–2021, the impacts of SCPP on heterogeneous enterprise green innovation (EGI) are explored using the difference-in-differences method. The results indicate that SCPP can effectively promote EGI. Particularly, SCPP contributes more significantly to energy conservation innovation at source and technology-based green innovation than end-of-pipe governance innovation and administration-based green innovation. Mechanism tests reveal that SCPP can promote EGI by increasing enterprise digitalization. SCPP is also subject to government environmental monitoring and public environmental supervision, thus encouraging EGI. Heterogeneity analysis suggests that SCPP exhibits more prominent promotion effects on EGI in eastern and central regions, non-resource-based regions, and large enterprises. Furthermore, SCPP promotes EGI while leading to long-term improvements in enterprise economic performance. This study can provide not only micro-evidence from Chinese listed enterprises for understanding the heterogeneous green innovation impact of smart city construction. The findings can also provide valuable references for other developing countries experiencing rapid urbanization and industrialization in their pursuit of green development.

Abstract:As the digital economy becomes the new engine of economic growth, China has introduced a series of smart city policies aimed at promoting high-quality and sustainable urban development. This paper aims to evaluate the green development effects of China's "Smart City Pilot" policy and to explore the heterogeneity of policy effects across different types of cities. Using panel data from 283 prefecture-level cities in China from 2006 to 2020, this study examines the relationship between smart city construction policy and urban green development efficiency using the green total factor productivity (GTFP). We employ the Causal Forest and mediation effect models to estimate the impact of smart city pilot policy on GTFP and explore the underlying mechanisms. The main results are: (1) The smart city pilot policy significantly enhances urban GTFP, a finding consistent across diverse policy evaluation approaches. (2) The influence of the policy on green development varies among cities, and such heterogeneity is effectively captured by the Causal Forest. (3) This varied impact primarily stems from urban location factors and inherent characteristics. Notably, the policy effect in Eastern China outpaces that in other regions. The policy yields greater green benefits with financial development and medical capital rises, but excessive government public expenditure curtails its positive influence. (4) The mediation mechanisms through which the smart city pilot policy promotes green development exhibit certain differences between the "high-effect group" and the "low-effect group". The former predominantly leverages innovation-driven and agglomeration effects, while the latter chiefly relies on industrial structural advancement and rationalization.

Abstract:Officially launched in 2008, China's low-carbon city pilot project is aimed at creating green and low-carbon cities by restricting individual consumption and enterprise production behaviors as a means of controlling greenhouse gas emissions. Among other indicators, the impact of the pilot low-carbon initiative may be evaluated based on whether it induces enterprises to engage in green technology innovation. Using green patent application data from Chinese listed companies between 2009 and 2018, this paper applies a time-varying difference-in-difference (DID) model to conduct a multi-dimensional empirical test on the changes in listed companies' degrees of green innovation before and after the publication of the list of three batches of pilot cities. Our findings were as follows: first, as a means of environmental regulation, the pilot low-carbon city initiative's effect on enterprises' green technology innovation conforms to the Porter hypothesis—that is, it encourages enterprises to improve their production technology and enhances the green innovation levels of listed companies in pilot cities; second, in terms of regional differences, the low-carbon cities pilot initiative can significantly induce green innovation activities among enterprises in China's eastern region, but not in the central or western regions; third, from the perspective of enterprise ownership, the initiative promotes greater awareness of green innovation among non-state-owned enterprises than among state-owned enterprises. At the enterprise level, this paper provides theoretical support and empirical evidence for the success of the low-carbon city pilot initiative and highlights the implications for nationwide policy.

Abstract:The smart city pilot plan plays a pivotal role in the modernization of urban development within Digital China. To accelerate economic growth and establish a nation driven by innovation, it is crucial to examine the impact of smart city pilot programs on urban innovation. This research evaluates the effects of these policies using a multi-period difference-in-differences (DID) model. The findings indicate a significant enhancement in innovation levels within cities that participated in China's smart city pilot program. These results remain robust even after rigorous validity tests. Mechanism testing reveals that the development of smart city pilot cities primarily boosts urban innovation through industrial upgrading and increased informatization. Additionally, heterogeneity tests show that the influence of smart city policies on urban innovation varies according to the geographical characteristics of different cities. Based on these insights, this study provides recommendations to further strengthen urban innovation by optimizing smart city policies. These include crafting differentiated smart city strategies, promoting the digital transformation of cities, and increasing economic support for smart city initiatives.

Abstract:The integrated development of green innovation and digital economy is crucial for addressing global climate change, promoting the application and popularization of digital technologies in the green sector, and achieving efficient, intelligent, and sustainable economic development and lifestyles. Using panel data from China's listed enterprises from 2003 to 2021, this study examines the impacts of environmental regulations on green innovation in the low-carbon city pilot policy (LCCPP) context, which serves as a quasi-natural experiment in the digital economy. The results show that LCCPP effectively enhances enterprises' green innovation by increasing enterprises' environmental and research and development investments, and boosting digital transformation. Heterogeneity analysis reveals that the promotion effect of LCCPP on green innovation is highly pronounced for enterprises in the eastern region, for those with low financial constraints, and for technology-intensive enterprises. This effect is closely and positively correlated with the digital economy level in the regions where the enterprises are located. This study provides new empirical evidence for the relationship between environmental regulations and enterprises' green innovation and discusses policy support for addressing global climate change challenges through environmental regulations in the digital economy context, thereby promoting global sustainable development.

Abstract:National Development and Reform Commission of the People's Republic of China implemented the pilot policy of "Smart city" in 2012, which promoted the high-quality development of cities, so can this pilot policy promote the development of Green technology innovation in cities? In this paper, we select 300 Chinese prefecture-level cities as samples from 2005 to 2020 and use difference-in-difference models to investigate the quantitative and qualitative impacts of the Smart city pilot policy on Green technology innovation. The results of the study show that Smart city pilot policies can promote the development of Green technology innovation at the overall level, and the results still hold after testing. This paper has certain reference significance for understanding the practical significance of the pilot policy of "Smart city" and enhancing the development pattern of urban construction.

Abstract:To achieve China's 2030 target for reducing greenhouse gases, the government has implemented a low-carbon pilot city policy. One goal of this policy is to promote the green transformation of local firms; as such, this paper focuses on how the policy influences green innovation among firms. The study analyzed data on the number of green patents held by industrial firms listed in Shanghai and Shenzhen Stock Exchanges in China for the 2007–2017 period. This enabled an investigation of green innovation activity after implementation of the low-carbon pilot city policy, using a Differences-in-Differences model. We found that the low-carbon pilot cities policy has a significant impact on applications for green patents. The relationship is stronger for private owned firms compared to State-owned firms. The direction of the effect was mainly due to green utility patent applications by private owned firms. State-owned firms have strong path dependence and are protected by local governments, so they are less constrained by low-carbon pilot city policies, which makes it difficult for them to improve the green innovation of State-owned firms. Firms in a monopoly position have more motivation to pursue green innovations than firms in competitive settings. Because green innovations have double positive externalities and require cooperation between multiple departments, they are associated with higher risk levels compared to nongreen innovations. It is difficult for firms in highly competitive industries to continuously invest many resources in green environmental R&D. This study provides important data supporting the basis of low-carbon pilot city policy implementation.

Abstract:Low-carbon urban policy (LCUP) and corporate green innovation are considered crucial strategies and methods for reducing urban carbon emissions, addressing climate change, and promoting urban environmental sustainability. This study constructed a quasi-natural experiment based on the low-carbon city strategy program implemented in China in 2010, utilizing data from Chinese prefecture-level cities and publicly listed companies from 2005 to 2020. Employing a multi-period difference-in-differences (DID) approach, this paper reveals that the establishment of low-carbon model cities effectively fosters green innovation in corporations. Further analysis demonstrates that this promotional effect is particularly significant in non-state-owned enterprises, enterprises with high media attention, those with a high level of digitalization, and enterprises located in cities with high levels of green finance and in the Eastern and Central regions of China. These conclusions withstood a series of robustness tests, confirming their validity. Meanwhile, the examination of policy mechanisms reveals that public environmental awareness, government environmental regulation, and corporate environmental information disclosure are three key policy transmission mechanisms through which LCUP affects corporate green innovation. The findings of this study provide significant empirical insights for addressing climate change and enhancing the sustainable capacity of urban environments.

Abstract:To cope with climate change and achieve sustainable development, low-carbon city pilot policies have been implemented. An objective assessment of the performance of these policies facilitates not only the implementation of relevant work in pilot areas, but also the further promotion of these policies. This study uses A-share listed enterprises from 2005 to 2019 and creates a multi-period difference-in-differences model to explore the impact of low-carbon city pilot policies on corporate green technology innovation from multiple dimensions. Results show that (1) low-carbon city pilot policies stimulates the green technological innovation of enterprises as manifested in their application of green invention patents; (2) the introduction of pilot policies is highly conducive to green technological innovation in eastern cities and enterprises in high-carbon emission industries; and (3) tax incentives and government subsidies are important fiscal and taxation tools that play the role of pilot policies in low-carbon cities. By alleviating corporate financing constraints, these policies effectively promote the green technological innovation of enterprises. This study expands the research on the performance of low-carbon city pilot policies and provides data support for a follow-up implementation and promotion of policies from the micro perspective at the enterprise level.

Abstract:Urban construction plays an important role in firms' environmental considerations. This paper examines the effect of low-carbon urban construction on firm green innovation, using China's low-carbon pilot program as a quasi-natural experiment. Our results show that the construction of low-carbon pilot cities can promote firm green innovation. Further analyses reveal that the positive effect of low-carbon pilot city construction on firm green innovation is more pronounced in regions with high degrees of intellectual property protection, in less financially constrained firms, and in state-owned enterprises. We also examine the mechanism for these relationships and find that the positive effect of low-carbon pilot city construction on firm green innovation is realized through strengthening environmental regulation, enhancing environmental governance, and increasing enterprises' environmental awareness. Collectively, these findings suggest that urban construction matters for firm green innovation in emerging markets.

Abstract:The building industry, as one of the fundamental and pivotal sectors of economic development in China, is also a high source of pollution emissions. Therefore, construction enterprises play a pivotal role in urban low-carbon development, and green innovation is an effective approach for these corporations to meet emission reduction targets and enhance economic benefits. This study primarily focused on the panel data of Chinese construction companies from 2000 to 2019. This study applied a multi-period double difference model. The purpose of this study was to investigate the impact of piloting low-carbon city policies on green innovations in the construction sector. The results indicate that the policy clearly advanced the green development of enterprises in the construction industry, and this effect persisted even after undergoing long-term robustness tests. The heterogeneity test results revealed that the pilot policy has been more effective in promoting green innovation for SOEs as well as for construction companies that are in the process of maturing.

Abstract:Green and low carbon transition is a broad and profound economic and social systematic change. Green innovation is a critical way to promote energy saving and emission reduction. Has China continuously promoted a carbon emission trading policy to significantly promote green innovation cooperation? Taking the implementation of the carbon emission trading pilot policy as a "quasi-natural experiment," this study answers this question by exploring the impact of the policy on green innovation cooperation. Based on data on 274 cities from 2008 to 2020, the multi-time difference-in-differences model is used to evaluate the impact of the policy on green innovation cooperation. The results reveal that the carbon emission trading pilot policy significantly improved inter- and intra-city green innovation cooperation through the upgrading effect of industrial structure and the coverage effect of digital finance compared with the non-pilot cities at the city level. In addition, there are significant differences in the policy effects among cities with different degrees of openness to the outside world and command-and-control environmental regulation.

Abstract:China's economic growth has entered "new normal," and the task of reducing carbon emissions has become more onerous. Hence, this study aimed to explore whether China's carbon emissions trading pilot policy stimulated corporate green innovation capabilities. The data pertained to the green patent data of the listed companies in Shanghai and Shenzhen stock exchanges during 2008–2018. Using a difference-in-difference-in-differences (DDD) method, the study took advantage of the variations across regions, across enterprises, and across years and obtained several novel findings. First, the pilot carbon emissions trading policy significantly stimulated the green innovation capabilities of emission control companies in the pilot areas compared with enterprises in nonpilot areas and the nonemission control list. Second, the effect of the policy on the improvement in corporate green innovation capabilities might be driven by the improvement in corporate input factor allocation efficiency and the additional benefits that could be obtained from the carbon trading market. Third, the positive effect of the policy on the green innovation capabilities of state-owned enterprises was more significant. Therefore, the establishment and promotion of a unified national carbon emissions trading market and supporting mechanisms should be accelerated to achieve the balance of stable economic growth and carbon emission task.
Environmental regulations and firms' trade-offs between innovations: Empirical evidence from the quasi-experiment in China

Abstract:This paper uses firm-level panel data to study the quasi-experiment of China's low carbon city (LCC) pilots and to estimate the dynamic impact of environmental regulations on firms' trade-offs between green innovation and digital innovation. The results indicate that environmental regulations lead to an increase in firms' green innovation in the short run and promote firms' digital transformation in the long run. Moreover, the key factors influencing firms' trade-offs are their size and the pollution levels of their primary businesses, highlighting the importance of both capability and immediacy for firms when making decisions. Furthermore, the event study shows that environmental regulations initially impact firms' profits in heavily polluting industries in the short run. However, environmental regulations can gradually enhance those profits in the long run by reducing marginal costs and upgrading industrial structures in treated regions. This paper provides insights for a deeper understanding of firms' heterogeneous choices and dynamic effects of innovation behaviors.

Abstract:Carbon emission reduction is an important goal of China’s sustainable economic development. As a new urbanization construction model, the importance of smart city construction for economic growth and innovation is recognized by the academic community. The impact of smart cities on the environment, especially on carbon emission reductions, has yet to be verified. This has implications for the green and low-carbon transformation of China, the realization of the peak carbon and carbon neutrality goals and the effectiveness of smart city pilot policies. For these reasons, this paper utilizes China’s urban panel data, and using the difference-in-difference method, investigates the smart city pilot policy as a quasi-natural experiment of new urbanization construction and its impact on urban carbon emission reductions. The results are summarized as follows: (1) Smart city construction has reduced the carbon emissions of pilot cities by about 4.36% compared with non-pilot cities. (2) The dynamic impact analysis found that the carbon emission reduction effect of smart city construction tends not to be effective until the third year of the implementation of the policy, that the policy effect gradually increases over time, and that its carbon emission reduction dividend has a long-term sustainability. (3) The analysis of the influence mechanisms determined that smart city construction mainly promotes urban carbon emission reduction through three paths, including improving technology innovation capacity, enhancing the attraction of foreign direct investment, and accelerating the upgrading of industrial structure. (4) The heterogeneity analysis indicates that smart city construction has stronger carbon emission reduction effects in the “two control zones”, non-old industrial bases and non-resource-based cities.

Abstract:As a new pattern of urbanization, smart cities offer a set of initiatives to achieve a win-win situation for both environmental protection and economic development. This paper aims to explore the influence of smart city policy (SCP) on green technology innovation (GTI) by Chinese listed enterprises. Employing the difference-in-differences (DID) approach, the results show that SCP promotes enterprises' GTI. This finding remains valid after various robustness tests, which include the parallel trend test, PSM-DID, placebo test, the substitution of estimation model, replacement of dependent variable, and the exclusion of the impacts of other policies. Additional tests reveal that SCP improves GTI through government environmental subsidy, corporate environmental awareness, and research and development investments. Furthermore, the heterogeneity analysis suggests that our findings are more prominent in subsamples during the growth stage, in high-tech industries, and in eastern regions. Our research is vital to the urban ecological environment and high-quality economic development.

Abstract:Using the difference-in-difference model and panel data from 283 Chinese cities from 2006 to 2019, this study assesses the effect on CO 2 emissions of an innovative city pilot policy and analyzes its mechanism using the mediation effect model. The findings demonstrate that the pilot policy significantly reduces urban carbon emissions overall, and this finding holds even after conducting several stability tests. Innovative pilot cities can cut carbon emissions by 11.5% compared to nonpilot cities and thus significantly impact carbon reduction. Reducing carbon emissions is possible through three mechanisms. These are the enrichment of cultural resources, the development of technological innovation levels, and the optimization of industrial structure. There is a significant lag in how the innovative city pilot policy affects this reduction. The emission reduction effects of innovative pilot policies on different pollution levels, regions, and cities of various sizes are heterogeneous. In the long run, the scope of pilot projects needs enlargement in an orderly manner, and specific policies should be implemented according to local conditions. Meanwhile, advanced technologies are required in cities of different scales to build innovative development mechanisms for carbon peaking and carbon neutrality, and environmental regulations should be strengthened to implement in urban areas the concept of green and sustainable ecological development.

The Impact of Low-Carbon Pilot City Policy on Corporate Green Technology Innovation in a Sustainable Development Context—Evidence from Chinese Listed Companies

Abstract:The low-carbon pilot city policy is an important initiative to explore the path of a win-win situation for both the economy and the environment. Since 2010, China has established 87 low-carbon pilot cities. This policy implementation aims to encourage green technology innovation among listed companies, thereby achieving sustainable corporate growth through the promotion of energy efficiency and renewable energy. This paper aims to unveil the relationship between low-carbon pilot city policies and green technology innovation. This paper explores the impact of policy implementation based on patent data of Chinese listed companies from 2007 to 2019. Empirical results show that the policy can promote green technology innovation among listed companies in the pilot cities. This finding still holds in the parallel trend test and the PSM-Multi-period DID test. Second, the policy has a greater effect on the green-technology innovation of non-state enterprises and can promote more green technology innovation activities of enterprises in the eastern region compared with other areas. Furthermore, in terms of different stock sectors, the low-carbon pilot city policy can significantly promote GEM-affiliated enterprises' green technology innovation activities. Finally, listed companies with a high degree of digital transformation are more active in green technology innovation in the context of low-carbon pilot city policy.
