Abstract:Despite having a well-documented history about community colleges across the United States, relatively few discussions have covered state-level governance structures. To understand the typology of state community college governance structures, it must first be recognized that community college governance is characterized as a complex web of relationships and arrangements that have evolved over time. There is a myriad of ways in which states can structure their higher education systems. Changes, emerging issues, and taxonomies that currently exist in the literature are becoming out-of-date and less precise. The purpose of this study was to develop a national landscape of state-level community college governance structures and to provide an updated categorization of state-level community college governance structures. This study identified common themes, patterns, and emerging developments regarding state-level community college governance. The results of this study about state-level community college governance structures is beneficial for state-level community college governance leaders across the country to stay current and informed on changes and trends, and an opportunity to gain a better understanding about other states’ power-structures, governance, and administration over community colleges.

Abstract:This study examined shared governance in public, unionized community colleges and creates a national inventory of areas in which faculty participate in governance according to the language of collective-bargaining agreements. The findings suggest that community college faculty are engaged in shared governance in both the traditional academic areas such as faculty evaluation, curriculum, sabbatical, and tenure recommendations, and in the nontraditional areas such as budget and retrenchment decisions. Document analysis of 238 contracts representing 301 community colleges in 22 states was used to determine faculty participation in institutional governance. The results are intended to increase the understanding of shared governance in the community college.

Abstract:Objective: This study seeks to deepen understanding of faculty leaders’ perceptions of the concept of shared governance. Moving beyond descriptive considerations of faculty perceptions of efficacy of good or bad governance and the discourse focused on declining faculty involvement and conflict paradigms, I consider governance a co-constructed sociopolitical phenomenon in a neoliberal environment. Method: Qualitative analysis of interviews with 27 faculty from nine community colleges in five states was deconstructed to uncover common themes and understandings. Results: Themes of the importance of the faculty voice, trust and transparency, apathy and disengagement emerged. The findings support recent research which suggests that social and cultural aspects of soft governance are key variables in how faculty conceptualize shared governance. Contributions: The study addresses a gap in the literature in understanding how faculty conceptualize shared governance, and supports findings of recent research that suggest the importance of communication and trust in governance. In addition, the study suggests the need for further research in understanding how faculty are socialized into governance roles.

Abstract:Community colleges in America are now very visible and highly respected institutions of higher education. More than 1,000 community colleges in all 50 states now comprise nearly 25% of all colleges and universities in the U.S., with over 6.5 million students, or about 45% of all college students. State and local governance and coordination of community colleges vary from single-state governing boards to minimal state control and strong local governing boards. The relative degrees of state and local control of community colleges generally “follow the money,” in that accountability to state and local governing board and state legislatures is generally about proportional to the funds provided by each level of government. Funding for operational support of community colleges comes primarily from state and local governments, with considerable federal support for grants and subsidized loans to students. In 2000–2001, the largest proportional funding sources for community colleges were: state governments (44.6%), local governments (19.5%), tuition and fees (19.5%) and the federal government (5.4%). State lotteries in at least 38 states represent a relatively new source of funds for community colleges, often in the form of student scholarships. Many of the earliest public junior colleges charged no tuition, especially in California in the early 1900s. Now many community college students pay $3,000 or more per year in tuition and fees, and recent annual tuition increases in many states have been in double digits. This is a troubling trend that threatens to reduce access to higher education for poor people.

Abstract:The purpose of this study was to explored public participation in governance of the community college. The local people established college in their community of their active participation. Community colleges help for the access of higher education in rural area but not being able to fulfill desire of the local people. The study focuses on public participation in governance of community college. The study was carried out in a qualitative paradigm in which a case study facilitated access to in-depth feelings, views, and opinions of community members and educators regarding their participation in providing education. Data were generated through in-depth interview with parents of children in the college, College Management Committee (CMC) members, and the college chief. Data were transcribed and analyzed manually through the cut and paste technique. The study found out that public participation in governance of community colleges is of various types it may be involvement through sending their children to the college and providing fees and stationery, involvement through contributions of physical things & donations from the very beginning of the establishment of the college, involvement through attendance in programs and meetings conducted by the college, participation in real decision making etc. Further, parents financed college budgets, and were involved in college governance.Academic Voices Vol.6 2016: 37-42

Abstract:Abstract The goal of this article is to enhance understanding and appreciation of the current and potential role of trustees in urban community colleges. In working to make sure students are successful, trustees face numerous challenges in implementing high‐impact policies and practices that center student success. This article establishes a node connecting an understudied topic (governance), and an understudied group (trustees), within an oft‐forgotten context (community colleges). The focus is on the influential role that urban community colleges play in serving educationally, economically, and ethnically marginalized populations and how the trustees must necessarily govern with these groups in mind.

Abstract:Purpose Multiple disciplines such as finance, management and economics have contributed to governance research over time. However, the full intellectual structure of the governance “field” including the exchange of knowledge across disciplines and the large variety of governance topics remains to be uncovered. To appreciate the breadth of corporate governance research, it is necessary to understand the disciplinary sources from which the research stems. This manuscript focuses on the interdisciplinary underpinnings of corporate governance research. Design/methodology/approach This paper employs bibliometric analysis to trace the evolution of corporate governance using articles included in the ISI Web of Science database between 1990 and 2015. Journals included in these categories encompass a full range of business disciplines and provide evidence of the multi-disciplinary nature of corporate governance. It also uncovers the topics treated by disciplines under the governance umbrella using a machine learning method called latent Dirichtlet allocation (LDA). Findings Corporate governance research deals with a number of strategy-related topics. Unlike strategy topics that reside in a single discipline, corporate governance crosses disciplinary boundaries and includes contributions from accounting, finance, economics, law and management. Our analysis shows that over 80% of corporate governance articles come from outside the field of management. Our LDA solution indicates that the major topics in governance research include corporate governance theory, control of family firms, executive compensation and audit committees. Originality/value The results illustrate that corporate governance is far more interdisciplinary than previously thought. This is an important insight for corporate governance academics and may lead to collaborative research. More importantly, this research illustrates the usefulness of LDA for investigating interdisciplinary fields. This method is easily transferable to other interdisciplinary fields and it provides a powerful alternative to existing bibliometric methods. We suggest a number of topic areas within library and information science where this method may be applied, including collection development, support for interdisciplinary faculty and basic research into emerging interdisciplinary areas.

Abstract:In the past century, various levels of American governments change their funding patterns for community colleges in line with changes in the governance structure of public 2-year institutions, mainly from a predominantly local support to a more significant role of state government. Different states use different governance models to control their community college systems, which in turns affect their inclination of using formula funding, their choice of funding formulas, and the relative generosity of state support. This paper proposes that in order to better understand government’s financial support for vocational higher education, one must explore the ways in which local and state governments govern community colleges.

A Study of Factors Relating to Student Participation in Community College Governance.

Abstract:This is a study of student perceptions toward student participation in the governance of College of the Mainland. It was hypothesized that students do not participate because: 1. they are unaware of opportunities for participating; 2. they feel that institutional decision-making is nut their responsibility; 3. they feel their participation makes no difference; and 4. they feel that the issues of institutional decisionmaking do not coincide with their personal needs. A questionnaire was administered to the members of the Student Government and to a random sample of students. The means of the two groups were compared for each hypothesis. All four hypotheses were established at the .05 confidence level. The study includes recommendations. There is also a survey of the literature of student participation in college governance.

Abstract:With the continuous development of the modern university system, the focus of university management continues to move downward, and the improvement of the internal governance structure of universities has become a research hotspot in higher education academic circles. This article aims to improve the governance structure of colleges and universities and improve the governance capacity of colleges and universities by discussing the application of information technology in the governance structure of colleges and universities. This paper conducts questionnaire surveys and interviews with some teachers and students and relevant persons in charge of A colleges and universities, and analyzes the current situation of the governance structure of college A, the existing problems and the current situation of governance informatization of college A. 80.46% of the respondents believe that the actual governance of the school is still dominated by administrative power, and the administrativeization of colleges and universities is becoming more and more serious; 93.71% think that academic strength is weakened; 77.48% think that in participating in school governance matters, teacher and student participation is low and the school does not pay enough attention to it. Based on this, they put forward countermeasures to improve the governance structure of universities. The research in this article is helpful to realize the modernization of my country's university governance and university development through the informationization of university governance.
A contemporary view of civic leadership: Understanding college student perspectives and addressing barriers of service and engagement

Abstract:Civic leadership programming can be found across the United States and allows individuals the opportunity to gain skills focused on engaging their local community, creating space for change and impact to occur, and developing civic agency, a practice of working together across differences. This work describes civic leadership understanding, an examination of Generation Z characteristics, and provides a description of the Civic Leadership Academy at one university. The results of a 3-year longitudinal series of phenomenological focus groups identify student-derived themes that set a definition of civic leadership: catalyst of social awareness and change, bridging people and passions, and developing a culture of service. In addition, they identify barriers to service and provide strategies to challenge these barriers through curricular and co-curricular programs.
College for All and the Struggles to Make It Work: Community College Student Feedback Data on Obstacles to College Completion

Abstract:Background/Context: There is a misalignment in contemporary society between the assumption that all high school graduates can and should attend college and the lack of funding and support to make that happen. This is especially apparent at community colleges that enroll disproportionally low-income students, who deal with a variety of obstacles including a lack of family support, academic issues, and financial struggles. Purpose/Objective/Research Question/Focus of Study: The aim of this project is to better understand the life circumstances that contribute to students dropping out of community college before completing a degree. Research Design: I surveyed community college students on precollege planning, in-college experiences, and reasons for leaving before earning a degree. I assessed the associations of these circumstances with dropping out, using Pearson Chi-square tests, and applied logistic regressions. Conclusion/Recommendations: Students who dropped out of college were less likely to discuss their college plans with their parents; they struggled academically and financially and found themselves isolated and without assistance more often than those who stayed.

Abstract:THE report of the Director of the Cooper Union, of New York, for the year ending June 30, 1944, covering the eighty-fifth year of the Institution, indicates that, although in some respects the disturbance of education in the United States under the impact of war has been less profound than in Great Britain, the problems of demobilization and of retraining are being faced along similar lines. There is an interesting parallel between educational thought, as portrayed in this report, in the two countries. Stress is laid upon the necessity of finding a strong and socially satisfying ethical foundation for modern education, on the limitations of the scientific method, and on the importance of no longer confining instruction and discussion in the human and spiritual values to the level of higher education and the liberal arts. The humanities and the social sciences should be brought into the curriculum of the high school, vocational school, junior college, technical institute and engineering school. The Department of Humanities of the Union has been successfully experimenting since 1939 with the integration of social and humanistic studies with the curricula of the schools of engineering and art, and is now offering a sequence of studies which, taken as a whole, should give a perspective of the history of Western culture and an appreciation of their roles as citizens and as individuals.

Abstract:Community governance arises from the interaction of citizens, elected officials, and administrators. Once we abandon simple models that connect citizens only to elected officials and separate elected officials from administrators, we must come to terms with complex interdependencies. Elected officials pay a critical, although often undeveloped role in representing citizens in the important task of determining the purpose and direction of their government and assuring that it is heading in the right direction. Chief administrators and staff generally complement politicians, drawing on professional values and expertise and their own distinct responsibility to serving citizens and to advancing the public interest. Both sets of officials need to examine how they interact with citizens, as well as with each other, to strengthen the contribution of citizens to governance.

Abstract:The Association for College and Research Libraries (ACRL) and the American Association for School Libraries (AASL), two major divisions of the American Library Association (ALA), both recently released new guidelines. These documents form the basis for information literacy and library skills instruction for PK-20 education. In this study, we explored the alignment between these documents to identify the continuum of knowledge and skill expectations as well as the dispositional attributes toward information literacy that learners are presented. Our findings identified where the content of the ACRL Framework and AASL Standards Framework for Learners documents is strongly aligned as well as the gaps in the teaching and learning continuum. These findings suggest areas for ongoing development in practical application for both PK-12 school librarians and academic librarians who provide information literacy instruction in colleges and universities.

Abstract:A paucity of studies has examined incidents of sexual misconduct reported to Title IX coordinators at institutions of higher education (IHEs) or examined differences across types of IHEs. We used 2018 data from incidents of sexual misconduct (N = 3,829) reported to Title IX coordinators at IHEs in New York (N = 209) to examine the context, processes, and outcomes of reported incidents. Findings show that most incidents reported to Title IX coordinators did not prompt the IHE's conduct process; "other" disciplinary sanctions were the favored response for responsible students, while suspensions and/or expulsions were rarely used. Further data collection and analysis are needed to understand victim and IHE decision-making regarding reported incidents of sexual misconduct and specific processes at community colleges and independent IHEs.
