Abstract:Abstract Illegal trade in big cat ( Panthera spp.) body parts is a prominent topic in scientific and public discourses concerning wildlife conservation. While illegal trade is generally acknowledged as a threat to big cat species, we suggest that two enabling factors have, to date, been under‐considered. To that end, we discuss the roles of human‐felid conflict , and “ local ” use in illegal trade in big cat body parts. Drawing examples from across species and regions, we look at generalities, contextual subtleties, ambiguities, and definitional complexities. We caution against underestimating the extent of “local” use of big cats and highlight the potential of conflict killings to supply body parts.

A synthesis of wild animal-related trade laws in some of the world's most biodiverse countries

Abstract:We examined the laws and legal provisions governing the commercial trade of terrestrial wild fauna across the trade chain in some of the world's megadiverse countries and how these relate to key animal welfare and conservation concerns. Over the past century, an increase in the quantity and complexity of laws related to commercial wildlife trade has been observed in the 11 focal countries examined. Our review identified 95 laws with 560 provisions adopted since 1910 across these countries. Surprisingly, the level of biological diversity in a country does not correlate with the extent of legislation addressing wildlife trade. Moreover, legislation is unevenly distributed across different stages of the wildlife trade chain, with more provisions on extraction and transportation compared to captive management. Notably, animal welfare considerations are relatively underrepresented in legislation related to wildlife trade, despite their broad implications for public health and economies. Urgent legislative action is needed to meet global biodiversity targets and respond to the challenges posed by the growing scale and complexity of the wildlife trade. Recommendations are made to streamline legislation, consider the legal status of wild animals, and address gaps in enforcement mechanisms. We conclude that alignment of national and international regulations is crucial for the effective protection of both wild animal populations and individual animals' welfare in the context of commercial trade. Further research is needed to assess the effectiveness of existing laws, bridge legal gaps, and address diverse concerns related to wildlife trade, including public health and the rights of local communities.

Abstract:Wildlife trafficking threatens the existence of many plant and animal species and accelerates the destruction of wildlife, forests, and other natural resources. It contributes to environmental degradation, destroys unique natural habitats, and deprives many countries and their populations of scarce renewable resources. The more endangered a species becomes, the greater is the commercial value that is put on the remaining specimen, thereby increasing the incentive for further illegal activities. Preventing and supressing the illegal trade in wildlife, animal parts, and plants is presently not a priority in many countries. Despite the actual and potential scale and consequences, wildlife trafficking often remains overlooked and poorly understood. Wildlife and biodiversity related policies, laws, and their enforcement have, for the most part, not kept up with the changing levels and patterns of wildlife trafficking. Poorly developed legal frameworks, weak law enforcement, prosecutorial, and judicial practices have resulted in valuable wildlife and plant resources becoming threatened. The high demand for wildlife, animal parts, plants, and plant material around the world has resulted in criminal activities on a large scale. Considerably cheaper than legally sourced material, the illegal trade in fauna and flora offers opportunities to reap significant profits. Gaps in domestic and international control regimes, difficulties in identifying illegal commodities and secondary products, along with intricate trafficking routes make it difficult to effectively curtail the trade. Although several international and non-governmental organisations have launched initiatives aimed at bringing international attention to the problem of wildlife trafficking, political commitment and operational capacity to tackle this phenomenon are not commensurate to the scale of the problem. There is, to date, no universal framework to prevent and suppress this crime type and there is a lack of critical and credible expertise and scholarship on this phenomenon. As part of their joint teaching programme on transnational organised crime, the University of Queensland, the University of Vienna, and the University of Zurich examined the topic of wildlife trafficking in a year-long research course in 20182019. Students from the three universities researched selected topics and presented their findings in academic papers, some of which have been compiled in this volume. The chapters included in this v edited book address causes, characteristics, and actors of wildlife trafficking, analyse detection methods, and explore different international and national legal frameworks.

Abstract:Illegal wildlife trade has emerged as a major threat to the conservation of wildlife species in India. Despite the existence of laws and regulations to control and prevent wildlife crime, the illegal trade in wildlife continues to flourish. This paper examines the challenges associated with the illegal wildlife trade in India and evaluates potential solutions to address the issue. The research draws on secondary sources such as academic articles, government reports, and news articles to analyze the trends and patterns of wildlife trafficking in India. The research finds that the illegal trade in wildlife in India is driven by a complex set of factors, including demand for traditional medicines, fashion, and exotic pets, as well as weak law enforcement, corruption, and lack of public awareness. The research identifies potential solutions to address these challenges, including strengthening legal frameworks, improving enforcement measures, enhancing public awareness and community participation, and reducing consumer demand for wildlife products. The paper concludes that a comprehensive and coordinated approach is required to combat illegal wildlife trade in India and protect the country's rich biodiversity.
Women and urban wildmeat trafficking in the Republic of Congo

Abstract:As a result of declining biodiversity and increasing rates of urbanization, the illegal urban wildmeat trade is projected to become an integral sector of the wildlife crime industry. Adequate assessment of urban wildmeat trafficking requires investigation into the roles and behaviors of individuals who engage in wildlife crimes. However, akin to much of wildlife crime literature, women's engagement within the urban wildmeat trade have received little investigation. The objectives of our investigation were to (1) explore relationships between women and wildlife products across the supply chain, and (2) determine whether a significant relationship exists between women and specific wildlife products. Through systematic social observations, we evaluate the gendered dimensions of urban wildmeat trafficking in the Republic of Congo between the urban centers of Brazzaville and Pointe-Noire. We place particular emphasis on species of conservation concern, namely great apes, African pangolins, and dwarf crocodiles. Results indicate that there are gendered variations at the species and the geographic level, indicating that women are sourcing and sending their products to different locations than men, and that women are specializing in trade of different species. We attest that urban wildmeat trafficking prevention strategies implement a gender-aware approach due to the unique ways that individuals engage with the industry and how that engagement is gendered.

Abstract:An increasing number of countries in the Global North have enacted, or are considering, import bans on hunting trophies to protect wildlife. We interrogate arguments used to characterize trophy hunting using data from the Convention on International Trade in Endangered Species (CITES), the International Union for Conservation of Nature (IUCN) Red List of Threatened Species, and empirical research. We show that trophy hunting is not a major threat to any CITES-listed species traded as a trophy during 2000-2022. Yet, 60% of global trade in trophies involving these species may be impacted by bans, with significant implications for conservation. We therefore question whether such legislative actions are proportionate. Wildlife trade solutions may appear simple but evidence-based policy is needed to conserve biodiversity and avoid harming people.

Abstract:Significance Despite advances in technology and general descriptive work, current approaches at reducing the illegal wildlife trade are failing. We take a more analytical approach to identify the key countries involved in the illegal wildlife trade network by using a new database of illegal wildlife trade reports, HealthMap Wildlife Trade, to identify ( i ) the key exporter, intermediary, and importer countries and ( ii ) the countries where enforcement activities and educational campaigns might most effectively disrupt the networks. Identifying these key countries can provide useful information on how to allocate resources to combat the illegal trade in wildlife, a major focus for conservation and public health agendas.

Abstract:West Africa is home to one of the largest protected area systems in Africa, the W-Arly- Pendjari (WAP) Complex, which provides a last refuge for many threatened carnivore species extirpated from most other protected areas in the region. However, rising global demand for wildlife products has increased concerns about the impacts of Illegal Wildlife Trade (IWT) on these species. To assess the extent of IWT, covert market surveys were conducted in Benin and Niger to identify wildlife products and derivatives coming from carnivore species (African civet, serval, caracal, lion, cheetah, leopard, and spotted hyena) suspected to be targeted by IWT. When possible, information about product origin was gathered to understand trading routes. Data were analysed to determine if products were available in markets due to their proximity to source populations or due to accessibility to trade and transport hubs. A variety of products from several threatened species, including multiple lion skins, were found in Benin and Niger. Products were found more frequently in markets near the WAP Complex and main trade and transport hubs. Sellers reported that a large majority of products originated from international trade, but some could also have been sourced from the WAP Complex. There was little evidence indicating that product availability was more affected by the distance to the WAP Complex than by the distance to international transport hubs, suggesting that trade was widespread across both countries. The study provides an evidence base and monitoring baselines to identify and assess interventions to address IWT and ultimately reduce illegal trafficking of wildlife. Cependant, l'augmentation de la demande mondiale de produits issus de la faune sauvage a suscité des inquiétudes quant à l'impact du commerce illégal sur ces espèces. Afin d'évaluer l'ampleur de ce commerce illégal, des enquêtes sous couverture ont été menées sur des marchés du Bénin et du Niger. L'objectif de ces enquêtes était d'identifier les produits et dérivés provenant d'espèces de carnivores (civette africaine, serval, caracal, lion, guépard, léopard et hyène tachetée) soupçonnées d'être ciblées par le commerce illégal. Lorsque cela a été possible, des informations sur leur provenance ont été recueillies afin de comprendre les itinéraires commerciaux. Les données ont été analysées pour déterminer si les produits étaient disponibles sur les marchés en raison de leur proximité avec les populations sources ou de l'accessibilité des centres de commerce et de transport. The ecological drivers and consequences of wildlife trade

Abstract:Wildlife trade is a key driver of extinction risk, affecting at least 24% of terrestrial vertebrates. The persistent removal of species can have profound impacts on species extinction risk and selection within populations. We draw together the first review of characteristics known to drive species use - identifying species with larger body sizes, greater abundance, increased rarity or certain morphological traits valued by consumers as being particularly prevalent in trade. We then review the ecological implications of this trade-driven selection, revealing direct effects of trade on natural selection and populations for traded species, which includes selection against desirable traits. Additionally, there exists a positive feedback loop between rarity and trade and depleted populations tend to have easy human access points, which can result in species being harvested to extinction and has the potential to alter source-sink dynamics. Wider cascading ecosystem repercussions from trade-induced declines include altered seed dispersal networks, trophic cascades, long-term compositional changes in plant communities, altered forest carbon stocks, and the introduction of harmful invasive species. Because it occurs across multiple scales with diverse drivers, wildlife trade requires multi-faceted conservation actions to maintain biodiversity and ecological function, including regulatory and enforcement approaches, bottom-up and community-based interventions, captive breeding or wildlife farming, and conservation translocations and trophic rewilding. We highlight three emergent research themes at the intersection of trade and community ecology: (1) functional impacts of trade; (2) altered provisioning of ecosystem services; and (3) prevalence of trade-dispersed diseases. Outside of the primary objective that exploitation is sustainable for traded species, we must urgently incorporate consideration of the broader consequences for other species and ecosystem processes when quantifying sustainability.

Abstract:Implementing community-based approaches to countering illegal wildlife trade is important to not only improve the effectiveness of strategies to protect wildlife, but also to promote equity and justice. We conducted an international exploratory review of interventions that aim to address the illegal trade in wildlife using a variety of community-based approaches. We focused our study on Felidae species in particular, as they factor centrally in the illegal wildlife trade, and have received significant conservation attention due to many being charismatic species. We searched for case studies that have been or are currently being implemented, and that were published between 2012-2022 in scholarly or grey literature databases. We extracted data on 40 case studies across 34 countries, including information on the approaches used, successes, challenges, and recommendations using a Theory of Change framework for community action on illegal wildlife trade. Initiatives to protect Felidae species from illegal trade could consider using multi-pronged approaches, consider historically underrepresented groups within communities - including women - in their design, and should evaluate the social and ecological outcomes to improve future efforts.

Abstract:North America holds a considerable share of global wildlife trade as both an importer and exporter of live animals and their parts. Wildlife trade is embedded in Canada's history dating back to the early fur traders, evolving to include multiple commodities such as the contemporary fur industry and the thriving pet trade of today. Considering recent reports of animals legally and illegally imported into Canada and the potential threats of wildlife trade studied elsewhere, wildlife trade may pose risks to Canada's natural heritage, biodiversity, biosecurity, and animal welfare. To delineate research needs pertaining to wildlife trade in Canada, we conducted a review of the existing literature. Our review included a systematic search of peer-reviewed scientific articles and grey literature to identify research gaps and opportunities. The analysis of 160 coded sources demonstrates that the existing literature on wildlife trade in Canada is limited, with only five journal articles focused specifically on trade in the Canadian context. Most research with a focus on wildlife trade was international in scope but identified Canada as an import or export country with connections to both legal and illegal trade. Although articles on luxury products and pet trades were the most frequently cited, substantial gaps remain in our understanding of Canada's role, particularly in the trade of live animals for pets. Our review underscores the need to enhance academic knowledge and policy tools to effectively identify and address trade issues concerning Canadian and non-native wildlife. Implementing a robust monitoring system in Canada is critical to achieving successful oversight, characterisation, and control of wildlife trade in Canada.

Abstract:This scientific article addresses the issue of wild animal trafficking, which ranks as the third largest form of illicit trade worldwide and demands special attention from society. In order to gain a better understanding of this phenomenon, we conducted a bibliographic data organization, searching for information from federal and state organizations spanning the period from 2016 to 2021. Additionally, we administered questionnaires to professionals involved in the environmental field, supervision, and direct community interaction. The results indicate a persistence in animal trafficking practices, with particular emphasis on the years 2018 to 2020, during which higher numbers of apprehensions were reported. It is evident that this crime has a direct impact on biodiversity, with species from the Passeriformes and Psittaciformes orders being most commonly found among rescued animals. Regarding legislation, the research highlights that the main challenges lie in the lack of supervision, delays in the judicial system, and the failure of specialized facilities to accommodate seized animals. In conclusion, it is essential for society to actively engage in supporting supervision efforts, prioritizing actions related to environmental education, and strengthening competent institutions. Only through collaborative actions can we effectively combat wild animal trafficking and preserve our natural heritage.

Illegal Trade in Exotic Animals and Its Impacts in Slovenia-A Case Study

Abstract:Currently, the illegal wildlife trade is one of the most profitable illegal enterprises in the world. The aim of our study was to determine the situation with respect to wildlife trade in Slovenia, which is mainly a transit country, before changes to the Schengen borders came into effect. The volume of trade is significant but not extensive. The most common endangered species involved in illegal trade in Slovenia are the brown bear, the peregrine falcon, the date mussel, the lady's slipper orchid, the common snowdrop, the cyclamen, the sea turtle, the otter, and various reptile species. The smuggling of shells (date shells), ivory (ivory products), certain plants, and various hunting trophies (bears, big cats) has decreased in recent years. Nevertheless, counteracting crimes continues to be important for the conservation of some species in Slovenia, notably the lynx, and for the reduction of poaching. Improvements are needed in the detection and prevention of wildlife crime, especially in light of changes made to the Schengen borders and the consequent inclusion of new trading partners for Slovenia. The lack of people properly trained to identify, detect, and investigate wildlife crime is especially acute.
The need for a socioecological harm reduction approach to reduce illegal wildlife trade

Abstract:The burgeoning illegal trade in succulents in southern Africa presents a critical conservation and social development challenge. Drawing parallels with the trajectory of the response to rhinoceros poaching, we considered the consequences of conservation law enforcement measures, particularly the militarization of antipoaching efforts. The response to rhinoceros poaching not only resulted in so-called green militarization, but also led to extrajudicial killings, human rights abuses, and the disproportionate targeting of low-level poachers. The nature of wildlife trade prohibition is complex and often contested, and many actors operating in illegal wildlife trades dispute the label of illegal for socioeconomic, cultural, historical, or political reasons. This contestation is crucial when considering Indigenous cultural and medicinal values of succulents, with Indigenous Peoples and local communities questioning the criminalization of traditional plant harvesting practices. As the illegal trade in succulents continues to grow, it is imperative for conservationists to consider a nuanced approach. We call for a socioecological harm reduction approach that emphasizes community engagement, sustainable use, and codesigned interventions. Such an approach could help balance the scales of ecological conservation and human dignity in the face of growing wildlife trade challenges.

Abstract:The trade in wild animals involves one-third of the world's bird species and thousands of other vertebrate species. Although a few species are imperiled as a result of the wildlife trade, the lack of field studies makes it difficult to gauge how serious a threat it is to biodiversity. We used data on changes in bird abundances across space and time and information from trapper interviews to evaluate the effects of trapping wild birds for the pet trade in Sumatra, Indonesia. To analyze changes in bird abundance over time, we used data gathered over 14 years of repeated bird surveys in a 900-ha forest in southern Sumatra. In northern Sumatra, we surveyed birds along a gradient of trapping accessibility, from the edge of roads to 5 km into the forest interior. We interviewed 49 bird trappers in northern Sumatra to learn which species they targeted and how far they went into the forest to trap. We used prices from Sumatran bird markets as a proxy for demand and, therefore, trapping pressure. Market price was a significant predictor of species declines over time in southern Sumatra (e.g., given a market price increase of approximately $50, the log change in abundance per year decreased by 0.06 on average). This result indicates a link between the market-based pet trade and community-wide species declines. In northern Sumatra, price and change in abundance were not related to remoteness (distance from the nearest road). However, based on our field surveys, high-value species were rare or absent across this region. The median maximum distance trappers went into the forest each day was 5.0 km. This suggests that trapping has depleted bird populations across our remoteness gradient. We found that less than half of Sumatra's remaining forests are >5 km from a major road. Our results suggest that trapping for the pet trade threatens birds in Sumatra. Given the popularity of pet birds across Southeast Asia, additional studies are urgently needed to determine the extent and magnitude of the threat posed by the pet trade.

Abstract:The chapter focuses on crimes against wildlife as illustrated by ivory trade in China and its wildlife law in an attempt to identify some of the problems in the current legal protection regime for wildlife. It argues that wildlife crime is a serious crime, and transnational wildlife crime is a growing menace to the animal and human world and requires international actions. Despite the legal framework and laws at the international and domestic levels in many countries including China, African elephants, rhinos and other endangered wildlife are facing extinction due to the growing demand and trade for such animal products in Asia and the ineffective protection system. A fundamental change of attitude and conception in wildlife protection is required, that is, wildlife and animals in general need to be protected irrespective of their species and wildlife must not be seen as resources for human exploitation as illustrated by China’s ivory case. A more practical and immediate urgent measure is a comprehensive ban of all trade of ivory products in China and elsewhere. Wildlife are victims of human crimes and deserve our protection, and the definition of crimes against wildlife needs to be expanded to include harms done to them either legally or illegally in order to safeguard and enhance animal rights and interests in our increasingly globalized world.

Abstract:The COVID-19 pandemic was an unexpected event with far-reaching long-term economic, political, and social consequences, entailing disruptive changes with potentially existence- and livelihood threatening consequences. Lessons in resilience from illegal economies such as the illegal wildlife trade could help society better cope with harms and risk from global environmental change . We critically review the Frictions and Flows framework and the case of the illegal wildlife trade—a globally distributed form of nature crime—in South Africa, Tanzania, and Zambia—countries with different responses to the COVID-19 pandemic. Diverse frictions and flows were, and continue to be, documented in the illegal wildlife economies of each country through and after pandemic lockdowns, demonstrating resilience, adaptability, and innovation. We point to market features and characteristics prevalent in the anthroposphere that appear to render actors and markets more resilient, shock-resistant, and flexible. Without advocating for operating outside the rule of law and with overt recognition for the destructive impacts of illicit trades on sustainable development, political stability, and global security, we identify three observations relevant to resilience and global environmental change that scientists of the total environment may be critically missing.

A Flexible and Scalable Approach for Collecting Wildlife Advertisements on the Web

Abstract:Wildlife traffickers are increasingly carrying out their activities in cyberspace. As they advertise and sell wildlife products in online marketplaces, they leave digital traces of their activity. This creates a new opportunity: by analyzing these traces, we can obtain insights into how trafficking networks work as well as how they can be disrupted. However, collecting such information is difficult. Online marketplaces sell a very large number of products and identifying ads that actually involve wildlife is a complex task that is hard to automate. Furthermore, given that the volume of data is staggering, we need scalable mechanisms to acquire, filter, and store the ads, as well as to make them available for analysis. In this paper, we present a new approach to collect wildlife trafficking data at scale. We propose a data collection pipeline that combines scoped crawlers for data discovery and acquisition with foundational models and machine learning classifiers to identify relevant ads. We describe a dataset we created using this pipeline which is, to the best of our knowledge, the largest of its kind: it contains almost a million ads obtained from 41 marketplaces, covering 235 species and 20 languages.
