Abstract:In 2007, the British Department of Education and Skills published a white paper titled "Curriculum Review: Diversity and Citizenship". Based on the analysis of the citizenship education in the past few years, the white paper proposed some suggestions for reforming citizenship education which include hearing pupils' voice in citizenship education, conducting citizenship education in all subject teaching and providing related training for school leaders and teachers. It especially put great importance on education for diversity to build a more harmonious society.

Abstract:China's governance has been in the process of transition since 1978. The features of new governance tend to be multi-center, autonomy, division and corporation, for which a mature citizen and civil society are indispensable as they are complementary to the functions of government. Citizen is a basic element of the civic society. It means that not only social and financial conditions and system guarantee are necessary, but also the citizen with civic virtues and capacity is required to a perfect civil society. Civic education is one of the best ways to develop civic virtues and capacity, and then it will promote the transition of governance in China indirectly. A modem governance would have more opportunities for civil participation, which might contribute to civic education in turn. Hence, civic education is both the means to and the result of governance transformation. The essay would review the history of the research on civic education, and release its academic and practical significance to the transition of governance. And then it would focus on the progress of civic education in some developed countries. Finally, the essay would discuss the target location and approach choice of civic education in Chinese governance transition context.

Abstract:America is the world's sole superpower as well as a world leader in science and education.It is also a multi-ethnic society.Since the Civil War in the 1860s,America has no longer experienced civil war or national disunity due to ethnic divisions.The history of America's growth and rise suggests that its strategies for cultivating national identity as well as its programs encouraging the higher education for ethnic minorities are one of the important reasons for the Absence of ethnic conflict.China is also a multi-ethnic society.Since ancient times,China has had a cultural concept of unity based on "pluralism within unity."However,due to the fact that many of China's ethnic minority areas are remote and poverty-stricken,some destabilizing factors have emerged.The backward state of higher education in ethnic minority areas is one of these factors.Comparing and learning from the America's ethnic-minority higher education policies and their contribution to building a harmonious society and stable nation should be an important and timely undertaking.

Abstract:Citizenship education in China began in the later Qing Dynasty and early Republic period. The keen consciousness of saving the nation from the subjugation and enlightenment thoughts in that era deeply inlfuenced the introduction of the idea of citizenship education, the research of the theory of citizenship education, and the exploration of the practice of citizenship education. And the urgent appeal for building modern nation-state had strengthened the political dimension of citizenship education in general, and the cultural dimension, social dimension and historical dimension of the citizenship education were relatively weakened. In the face of the coexist condition of the era of globalization and diversiifcation, the relfection of the development and its dilemma of citizenship education in china during the ifrst half of 20th century, to a certain extent, will provide beneifcial enlightenment for us to explore Chinese citizenship education model.

This volume features frontiers of scholarship in the political, social, and behavioral sciences that are advancing civic education. The volume begins with an analysis of recent efforts to create a shared agenda for civic learning against a backdrop of politicization in education. Additional articles provide theoretical and empirical support for the knowledge, skills, and dispositions necessary for students to become engaged civic actors and problem solvers; other contributions offer illustrations of civic learning in action. Abstract:The ANNALS of the American Academy of Political and Social Science, Volume 705, Issue 1, Page 39-52, January 2023. American elites' continuing descent into polarization and the ongoing disintegration of civic culture and institutions highlight the need for educational leaders to learn from national consensus efforts in civics reform that have been forged by experts from the center left and center right. From a conservative perspective, this requires center-left colleagues to recognize the drawbacks of prioritizing civic engagement over civic education, the latter encompassing fundamental knowledge and civic virtues. The recent study Educating for American Democracy provides a balanced view of a national consensus framework for improvements that can be undertaken by states and localities, emphasizes civic knowledge and civic virtues as the foundation of informed participation, and features Tocqueville's concept of "reflective patriotism" as indispensable to a healthy American constitutional democracy. I argue that if American elites do not invest in such preparation for informed, committed citizenship, we risk the kind of self-inflicted crisis that Lincoln addressed in 1838 when he warned of an impending national "suicide."

Abstract:Ideological and political has always been the most important issue of the higher of our country and talents' training objective. Though U.S.A. government has not adopted the concept of and political education clearly, it has carried on a large amount of substantively ideological and political in the name of citizen education, moral education, political socialization and so on. It has made the remarkable results, and has accumulated more abundant experiences in ideological and political content and approaches, theoretical research and building of contingent, and has formed the system of ideology and politics with characteristics. The stones from other hills may serve to polish the jade of this one. We can absorb and draw lessons from their beneficial experiences critically with Marxist stand and methodology, and enhance the substantial results of ideological and political of institutions of higher in our country.

Abstract:<span>This paper examines the influence of civic education on political engagement across racial groups. While scholars focus on the political efficacy gap between Black and White students, we extend attention to Latina/os and Asian Americans. This is because universities are becoming increasingly more diverse and defined by inclusion of these historically underrepresented groups. We theorize that the White-centered nature of political science classes as well as other structural disadvantages that Latina/os and Asian Americans face within and outside of the university may lead to inequality in their political efficacy gains after taking the same civic education courses, relative to Whites. Toward testing these expectations, we conducted an original panel study. We find that while Latina/o and Asian American students start out at higher levels of internal efficacy at the beginning of civic education classes, they leave more uncertain about their own understanding of politics after the course ends. Our findings suggest that amid universities' demographic change, the promise of civic education is unevenly realized by Latina/os and Asian Americans, racial groups that colleges will increasingly need to serve. In the conclusion, we offer several suggestions on tailoring civic education to students of color in political science.</span>

Abstract:This paper presents a critical discourse analysis and a comparative study of the Chinese and American white papers on national defense from 2002 to 2008.It finds that China and U.S.differ greatly in their choice of words,classification,modality and macro-textual structure in constructing their respective national identities.The very national identity the Chinese government intends to construct is that of China as a peace-loving and development-pursuing country that highly cherishes cooperation and avoids confrontation,while the U.S.government portrays the U.S.as a superior country with a mission.This difference can be attributed to the culture of harmony in China and the mission mentality deeply rooted in America.
