Abstract:China's governance has been in the process of transition since 1978. The features of new governance tend to be multi-center, autonomy, division and corporation, for which a mature citizen and civil society are indispensable as they are complementary to the functions of government. Citizen is a basic element of the civic society. It means that not only social and financial conditions and system guarantee are necessary, but also the citizen with civic virtues and capacity is required to a perfect civil society. Civic education is one of the best ways to develop civic virtues and capacity, and then it will promote the transition of governance in China indirectly. A modem governance would have more opportunities for civil participation, which might contribute to civic education in turn. Hence, civic education is both the means to and the result of governance transformation. The essay would review the history of the research on civic education, and release its academic and practical significance to the transition of governance. And then it would focus on the progress of civic education in some developed countries. Finally, the essay would discuss the target location and approach choice of civic education in Chinese governance transition context.
