Abstract:Summary Conflict and climate change might be present in the same areas and expose communities that struggle with these dual risks, but they do not co-occur in consistent or predictable ways. We question how to effectively adapt to climate change in areas experiencing violence. Conflict can make adaptation to climate change more difficult, but when local conflict patterns are better understood it is possible to introduce climate adaptation measures that are effective and responsive to the needs of the population. Further, we argue that conflict mitigation is not a climate adaptation. Even in conflict zones, the most effective climate adaptations focus on climate-centred technical solutions and poverty reduction, local governance legitimacy, and community-led efforts to cooperate in periods of climate stress. We outline some of these possibilities.

Abstract:In the Least Developed Countries (LDC), there is an urgent need to finance households' adaptation to climate change, and several socioeconomic constraints may compromise their resilience to climate risks. Based on data from Benin, a Logit model was used to demonstrate that, apart from climate shocks, households are also affected by declining prices of agricultural products and rising prices of foodstuffs and inputs. The influence of these shocks is independent of the areas of residence. In addition to these variables of interest, the article also highlights the significative influence of other variables. In order to avoid these main constraints from changing the business climate to become disincentivised for household adaptation, their management should be integrated into climate change adaptation planning. Adaptation should be considered within broader development processes, including non-structural policy and institutional frameworks, rather than as an isolated policy that is supported by climate variables alone. This will allow for a better use of the insufficient public funding dedicated to adaptation to climate change.

Abstract:In order to meet the costs of adaptation, additional funds will be required, including private finance. Sovereign insurance is currently used as a contingency for disaster response but, as yet, has not been harnessed to finance a shift to longer term adaptation. In addition to its existing disaster contingency products, African Risk Capacity has designed a new sovereign insurance product – the Extreme Climate Facility – that intends to complement existing bilateral, multilateral and private sources of finance that enable proactive adaptation by leveraging private sector funds through the market. In this viewpoint, we argue that the Extreme Climate Facility contributes to the adaptation financing gap while also being innovative in incentivizing disaster risk reduction and adaptation interventions.

Abstract:Climate adaptation could yield significant benefits. However, the uncertainty of which future climate scenarios will occur decreases the feasibility of proactively adapting. Climate adaptation projects could be underwritten by benefits paid for in the climate scenarios that each adaptation project is designed to address because other entities would like to hedge the financial risk of those scenarios. Because the return on investment is a function of the level of climate change, it is optimal for the adapting entity to finance adaptation with repayment as a function of the climate. It is also optimal for entities with more financial downside under a more extreme climate to serve as an investing counterparty because they can obtain higher than market rates of return when they need it most. In this way, parties proactively adapting would reduce the risk they over-prepare, while their investors would reduce the risk they under-prepare. This is superior to typical insurance because, by investing in climate-contingent mechanisms, investors are not merely financially hedging but also outright preventing physical damage, and therefore creating economic value. This coordinates capital through time and place according to parties' risk reduction capabilities and financial profiles, while also providing a diversifying investment return. Climate-contingent finance can be generalized to any situation where entities share exposure to a risk where they lack direct control over whether it occurs (e.g., climate change, or a natural pandemic), and one type of entity can take proactive actions to benefit from addressing the effects of the risk if it occurs (e.g., through innovating on crops that would do well under extreme climate change or vaccination technology that could address particular viruses) with funding from another type of entity that seeks a targeted return to ameliorate the downside.

Abstract:Climate change is imposing a transformative process on agricultural and food systems, threatening the livelihoods of people dependent upon them which includes a large share of the world's poor people. Transformative adaptation that addresses the risks and vulnerabilities to livelihoods that climate change imposes is essential for effective and inclusive transformation of food systems. Financing that is adequate, accessible and appropriate is essential to realizing these objectives. Multilateral Development Banks (MDBs) are already playing an important role in financing transformative adaptation in the agri-food sector and are well-placed to address some of the existing shortcomings. Expanding public sector climate finance and incentivizing private sector investments is needed to attain adequate levels of financing. Reconsidering the rules and procedures for obtaining public sector finance and the capacity to utilize already existent administrative structures, as well as better targeting of activities and communities is important for accessibility. Appropriate finance requires use of mechanisms that address characteristics of the investment, including riskiness, delayed returns, high social values and new and unproven activities. Utilizing blended finance integrated with development finance can generate financing appropriate to the investment needs. Some positive shifts in these directions are already being undertaken by MDBs but more is required.

Abstract:In this chapter Jikun Huang and Yangjie Wang provide an overview and case studies of the connection between agriculture, foreign aid and climate change, and argue the extent to which agriculture is heavily underfunded and that foreign aid needs to be scaled up significantly to tackle the great challenge of food security in a climate change context. They also point at how to make climate finance through foreign aid more effective to tackle mitigation and adaptation in agriculture across different types of mitigation and adaptation measures.

Abstract:This paper reviews the literature on the economics of climate change adaptation in developing countries, and identifies three key points for consideration in future studies. One key point is that all development policy should be formulated using forecasts from climate science as a baseline. When this is not done, there is risk that a false status quo without climate change is seen as an implicit baseline. Another key point is that authors must be clearer about their behavioral assumptions: Many studies either (problematically) assume profit maximization on the side of farm households, or do not specify behavioral assumptions at all. A third important point is that the allocation of rights is crucial for the results; if households have a right to maintain their current livelihoods, the costs of climate change in developing countries are considerably greater than traditional willingness-to-pay studies would indicate. Thus, costs and benefits of climate change adaptation cannot be analyzed using economic aspects only; climate science, behavioral science, and legal and moral aspects have crucial implications for the outcome of the analysis.

Abstract:International adaptation finance is key to climate justice, yet concern is growing that funding is inequitable and failing to reach the communities most vulnerable to climate impacts. Under UN climate funds, national governments play an important role in distributing adaptation finance within their borders. Informal institutions, such as clientelism and patronage, have been shown to influence governments' distribution of public resources, in many cases undermining equity. This comparative case study examines how patronage in Madagascar and clientelism in Mauritius influenced government decision-making in two UN Adaptation Fund projects. We draw on 105 interviews with national level policymakers, civil society representatives, and Adaptation Fund project actors. We find that informal institutions strongly influenced decision-making and distribution of project benefits in both countries, but the projects diverged significantly in meeting the Adaptation Fund's mandate to benefit "particularly vulnerable" communities. We identify two primary characteristics that explain these divergent outcomes: the interaction of informal institutions with formal institutions of accountability; and the alignment of formal and informal incentives for project actors to advance equity. We argue that adaptation organizations should adopt an "imperfect equity" approach that focuses on positive outcomes and understanding the circumstances under which they occur. Such an approach can yield insights that inform concrete strategies for navigating informal institutions, while contributing to progress toward more equitable and accountable institutions long-term.

The Economics of Climate Adaptation: An Assessment

Abstract:The cost of the impacts of climate change have already proven to be larger than previously believed. Understanding the costs and benefits of adapting to the changing climate is necessary to make targeted and appropriate investment decisions. In this paper, we use a narrative review to synthesize the current literature on the economic case for climate adaptation, with the objective of assessing the value (economic and otherwise) of climate change adaptation, as well as the strength of the methods and evidence that have been used to date. We find that skepticism is warranted about many of the estimates about costs and benefits of climate adaptation and their underlying assumptions, due to a range of complexities associated with (1) uncertainty in distinguishing the economic impacts of climate change from seasonal variability; (2) difficulties in non-market valuation; (3) lack of consistent data collection over time at multiple scales; and (4) distributional inequities in access to proactive adaptation and recovery funding. While useful for broad stroke advocacy purposes, these estimates fall short of the refinement and rigor needed to inform investment decision-making, particularly at micro and local scales. Most estimates rely on cost benefit analysis and do not effectively address these issues. An emergent and promising literature tackles alternative estimation strategies and attempts to address some of them, including the complexities of uncertainty and non-market valuation.

Abstract:Abstract This paper reviews and synthesizes the published literature on decentralization of renewable resources and development interventions to identify four key lessons for future adaptation planning at the national level. After presenting an analysis of why studies of decentralization reforms are relevant to adaptation planning, the paper examines priority adaptation projects identified by 47 Least Developed Countries in their National Adaptation Programmes of Action (NAPAs). Our research analyzes the range of institutional instruments and relationships visible in contemporary decentralization reforms. The four major lessons for adaptation planning concern the need for national adaptation planners to: (1) attend systematically to local institutions relevant to adaptation and increase local capacity through transfers of information, financial, and technical resources; (2) empower communities and local governments by increasing local autonomy so as to decentralize adaptation planning and implementation; (3) create mechanisms for information sharing among decision makers across sectors and levels of decision making; and (4) improve accountability of local decision makers to their constituents. Abstract:The health sector response to dealing with the impacts of climate change on human health, whether mitigative or adaptive, is influenced by multiple factors and necessitates creative approaches drawing on resources across multiple sectors. This short communication presents the context in which adaptation to protect human health has been addressed to date and argues for a holistic, transdisciplinary, multisectoral and systems approach going forward. Such a novel health-climate approach requires broad thinking regarding geographies, ecologies and socio-economic policies, and demands that one prioritises services for vulnerable populations at higher risk. Actions to engage more sectors and systems in comprehensive health-climate governance are identified. Much like the World Health Organization's 'Health in All Policies' approach, one should think health governance and climate change together in a transnational framework as a matter not only of health promotion and disease prevention, but of population security. In an African context, there is a need for continued cross-border efforts, through partnerships, blending climate change adaptation and disaster risk reduction, and long-term international financing, to contribute towards meeting sustainable development imperatives.

Abstract:Climate change is already a reality, and it is affecting the lives and livelihoods of many people globally. Many scientists argue that adaptation is, therefore, necessary to address the impact of climate change on life-supporting systems. Climate change adaptation, however, is a complex process that involves transformations implemented through governance at multiple levels. In this paper, the barriers to climate change adaptation in South Africa are presented and analysed. Semi-structured, in-depth interviews were conducted telephonically and online via Microsoft Teams with 13 government officials working at the Department of Forestry, Fisheries, and the Environment; the KwaZulu-Natal Department of Economic Development and Environmental Affairs; and the uMkhanyakude District Municipality. The findings suggest that the barriers to climate change adaptation in South Africa include inadequate financial resources, a lack of human capacity at the provincial and local levels, limited political will at the local level, limited understanding of climate change adaptation issues by communities, inadequate coordination across government levels and sectors, no legal mandate at the local level, no climate change unit at the district and local levels, a lack of knowledge by some staff members tasked with environmental duties at the local level, not enough climate change plans in place at the local level, and outdated information on climate change used in the IDPs. This paper, therefore, recommends that climate change be a standing item in the Integrated Development Plan for local governments, which will ensure that climate change is budgeted for appropriately. In addition, this paper suggests that a mandate for climate change adaptation be developed for all three government levels. There is also a need for the government to invest in capacity development and improve horizontal and vertical coordination to strengthen the weak climate governance capacity that exists.

Abstract:The significant body of research on the supply of international finance for climate change adaptation shows that it is not well correlated to the vulnerability of countries. Vulnerability differs greatly within countries as well, yet very few studies examine subnational flows of adaptation finance. Here, we present evidence of the subnational allocation of international adaptation finance within the Republic of the Marshall Islands (RMI). The RMI is a highly salient case as it is a small island developing state comprised solely of low-lying atolls that is both in need of and a recipient of adaptation finance. We describe patterns of adaptation finance in the RMI between 2015 and 2019 based on analysis of a comprehensive government database of bilateral and multilateral aid projects. We find that flows of adaptation finance were heavily skewed by a small number of large-scale civil works projects in urban areas funded by multilateral institutions. Rural areas attracted smaller scale projects funded largely by bilateral donors. The overall distribution of adaptation finance across islands is highly sporadic, with hotspots of activity and areas of neglect. Our results suggest the allocation of adaptation finance to the RMI is insufficient relative to needs, is failing to reach places where it is needed, and could be better coordinated.

Adapting to Climate Risk With Guaranteed Credit: Evidence From Bangladesh

Abstract:Climate change is increasing the frequency of extreme weather events, with low‐income countries being disproportionately impacted. However, these countries often face market frictions that hinder their ability to adopt effective adaptation strategies. In this paper, I explore the role of credit market failures in limiting adaptation. To achieve this, I collaborate with a large microfinance institution and offer a randomly selected group of farmers access to guaranteed credit through an "Emergency Loan" following a negative climate shock. I document three key results. First, farmers who have access to the emergency loan make less costly adaptation choices and are less severely affected when a flood occurs. Second, I find no evidence of adverse spillover effects on households that did not receive the Emergency Loan. Finally, I demonstrate that providing the Emergency Loan is profitable for the microfinance institution, making it a viable tool for the private sector to employ in similar circumstances.

Abstract:This paper addresses the macroeconomic challenges stemming from the double affectedness of climate change and dependence on external finance in peripheral countries. The paper uses the Post-Keynesian concept of an asset's own rate of return to assess how susceptibility to the combined effects of erratic capital flows and the vulnerability vis-à-vis the physical and transitional risks of climate change reduces macroeconomic policy space. Climate change and mitigation strategies are said to contribute to financial instability ensuing flight-to-quality of international investors. This translates into higher external financial fragility in low income countries with a high degree of commodity dependence—with increased exchange rate volatility and devaluating pressure deteriorating affected countries' currencies' liquidity premia and the expectation of their short-term exchange rates as result. Consequently, policy-makers in affected countries are forced to commit to investor-friendly policies and high interest rates to uphold their currencies' acceptance. The susceptibility to the physical risks of climate change and mitigation hence contributes to the self-perpetuating nature of international monetary asymmetries and hierarchies.

Abstract:Empirical studies of the determinants of access to climate finance have coalesced around a broad set of independent variables, including recipient need, merit and adaptive capacity, and donor interest. This paper provides comprehensive and nuanced insights into the allocation of the varied sources of climate finance by providing answers to the following questions: (i) Do the eligibility criteria used by donors to determine which countries receive climate finance differ from the criteria used to determine the amount of finance allocated? (ii) Do the eligibility criteria and determinants of amounts allocated for mitigation aid differ from those for adaptation aid? (iii) Do different kinds of donors determine eligibility for financing and amount of finance allocated in different ways? (iv) Do SIDS receive more (or less) climate finance than is justified by their relative vulnerability and adaptive capacity? The results provide a better understanding of the challenges faced by SIDS in accessing climate financing, highlight an underemphasized bifurcation within this group of countries, and underscore the need for further exploration of suitable types of support and modalities of delivery.

Abstract:In the current crisis period, the Sustainable Development Goals (SDGs) have provided a framework for new norms about governance of and access to external financing that emphasize stimulating investor interest and creating a suite of innovative instruments to address major development challenges. However, the inadequacies associated with extant financing streams are in sharp relief since they do not address damages and losses associated with the climate crisis. The current global configuration aimed at generating from “billions to trillions” of development finance are awfully mute on historical responsibility for the uneven and extreme consequences facing climate-impacted communities in the Global South. This paper interrogates the role of the SDGs, in particular SDG17, in both adducing financialisation as an evolutionary process, further extracting profit from racialized communities, and a source of instability in the global economy. It points to the manner in which the “trillions” deemed necessary are ostensibly mobilized in pursuit of financial returns to be made from climate disaster that generate further debt, dispossesses racialized populations in the global south, and thereby ushering in a new era of “bond-age” and coloniality. Current development financing arrangements under the SDGs would increase the cost burdens and compromise the Global South’s capacities to democratically manage and meet their developmental needs due to accumulating losses and damage from major extreme climate-induced events. Loss and damage compensation for marginalised developing countries at the forefront of the climate crisis must therefore come from another source: climate reparations. Climate reparations offer an appropriate encompassing philosophical and policy apparatus for first understanding the magnitude of climate breakdown, and second for mounting a response to ongoing environmental harm in vulnerable countries that is centred on climate justice.
Negotiating the future of the Adaptation Fund: on the politics of defining and defending justice in the post-Paris Agreement period

Abstract:The Paris Agreement's rapid entry into force, less than one year after it was adopted, reaffirmed that the international community would continue its efforts to mitigate greenhouse gas emissions and adapt to climate change impacts. Yet structures created under the Kyoto Protocol, like the Adaptation Fund, were left in a state of unprecedented ambiguity because parties had to actively approve their continuation under the Paris Agreement, or risk seeing them fade into history. Drawing on narrative political analysis of negotiating texts and observations at meetings of the Conference of the Parties (COP), we argue that the Adaptation Fund negotiations became a particularly intense site for the contestation of justice-based norms in international climate policy. Developing countries' ardent and almost unanimous support for the continuation of the Adaptation Fund, despite the Fund's relatively small share of international climate finance, provides important insights into processes of norm contestation in international climate negotiations since the Paris Agreement, which marked a significant transition toward liberal norm structures. We explore how this unwavering support for the Adaptation Fund—and the claims to distributive and procedural justice it represents—could impact not only Fund governance and structure in the post-Paris Agreement period, but also the success of future adaptation efforts and the Paris Agreement itself.As global environmental governance moves towards a more liberal conception of justice, developing countries are holding on to specific issues, such as adaptation finance, to preserve distributive justice-based norms, deeply rooted in the history of the United Nations Framework Convention on Climate Change (UNFCCC).A critical tension in international adaptation finance is contrasting conceptualizations of justice and responsibility. While developed countries increasingly see their climate financing decisions as optional and in the same vein as development aid, developing countries argue that financing is an obligation for countries with historic responsibility for climate change.In order to resolve some of the stickiest issues on climate finance, pressing concerns about procedural and distributive justice must be addressed. Developing countries will focus on defending their position and power in the negotiations, rather than discussing technical decisions, until justice is acknowledged and preserved.
