Abstract:Abstract This paper reviews and synthesizes the published literature on decentralization of renewable resources and development interventions to identify four key lessons for future adaptation planning at the national level. After presenting an analysis of why studies of decentralization reforms are relevant to adaptation planning, the paper examines priority adaptation projects identified by 47 Least Developed Countries in their National Adaptation Programmes of Action (NAPAs). Our research analyzes the range of institutional instruments and relationships visible in contemporary decentralization reforms. The four major lessons for adaptation planning concern the need for national adaptation planners to: (1) attend systematically to local institutions relevant to adaptation and increase local capacity through transfers of information, financial, and technical resources; (2) empower communities and local governments by increasing local autonomy so as to decentralize adaptation planning and implementation; (3) create mechanisms for information sharing among decision makers across sectors and levels of decision making; and (4) improve accountability of local decision makers to their constituents. Abstract:China’s health gains over the past decades face potential reversals if climate change adaptation is not prioritized. China’s temperature rise surpasses the global average due to urban heat islands and ecological changes, and demands urgent actions to safeguard public health. Effective adaptation need to consider China’s urbanization trends, underlying non-communicable diseases, an aging population, and future pandemic threats. Climate change adaptation initiatives and strategies include urban green space, healthy indoor environments, spatial planning for cities, advance location-specific early warning systems for extreme weather events, and a holistic approach for linking carbon neutrality to health co-benefits. Innovation and technology uptake is a crucial opportunity. China’s successful climate adaptation can foster international collaboration regionally and beyond.

Current Opinion in Environmental Sustainability

Abstract:‘Collective adaptation’ has recently become a widely used concept in climate change science and advocacy work. Yet, the current engagement with collective adaptation suffers from a few shortcomings: While the debate has been normative for the largest part, a coherent conceptual framing and theoretical engagement have been underdeveloped, hampering the empirical assessment of the extent and patterns of collective adaptation as well as the factors that foster or hinder it. In addition, the majority of emerging empirical assessments are concerned with rather homogenous sociocultural communities, while collective adaptation in heterogeneous settings such as urban melting pots has been far less in the focus — even though the most heterogeneous neighborhoods are often those with the highest vulnerability, least resources and gravest lack of formal adaptation. Sociocultural diversity has the potential to foster resilience through integrating a multitude of perspectives but, at the same time, presents a challenge for trust-building and collaboration. The paper develops and illustrates a heuristic conceptual framework on different types of collective adaptation and their formation as well as mobilization in socioculturally diverse settings. It is meant to help guide future research and inform policy debates in what is a critical decade for climate change adaptation, particularly in an increasingly diverse world.

Mitigation and Adaptation Strategies for Global Change

Abstract:This paper applies a systematic approach to measuring adaptation actions being undertaken by 117 parties to the United Nations Framework Convention on Climate Change (UNFCCC) with the goal of establishing a baseline of global trends in adaptation. Data are systematically collected from National Communications prepared by Parties to the Convention and submitted periodically to the Secretariat. 4,104 discrete adaptation initiatives are identified and analyzed. Our findings indicate that while progress is being made on conducting impact and vulnerability assessments and adaptation research in nearly every country in the sample, translation of this knowledge into tangible adaptation initiatives is still limited. The largest number of reported adaptations falls under the category of infrastructure, technology, and innovation. Some types of vulnerability were more frequently reported across initiatives, including floods, drought, food and water safety and security, rainfall, infectious disease, and terrestrial ecosystem health. Notably, reporting on the inclusion of vulnerable sub-populations is low across all actions. Diffusion of adaptation across sectors remains underdeveloped, with the environment, water, and agricultural sectors emerging as the most active adaptors. Our analysis indicates that national communications provide a valuable source of information for global-scale adaptation tracking, but important gaps exist in the consistency of reporting that should be addressed, as these documents could greatly enhance efforts to monitor and evaluate adaptation progress.

Abstract:Located in a relatively dry region and characterized by mainly sandy soils, the German Federal State of Brandenburg (surrounding the capital city of Berlin) is especially vulnerable to climate change impacts (e.g., summer droughts) and cascading effects on ecological systems (e.g., decreasing ground water tables, water stress, fire risk, productivity losses) with socioeconomic implications. Furthermore, a complex interplay of unemployment, rural exodus, and an aging population challenges this structurally weak region. We discuss adaptation measures that are either implemented or planned, as well as research into adaptation strategies to climate change for the sectors forestry, agriculture, and water management as well as in nature conservation in light of socioeconomic and ecological challenges and benefits. In doing so, we adopt a systemic view of Brandenburg where the sectors discussed are seen as subsystems embedded in a larger regional system. This at least partially holarchical approach enables the identification of conflicts between adaptation measures, but also of synergies among the sectors that pertain to successful adaptation to climate change. The insights gained ultimately highlight the need for cross-sectoral, adaptive management practices that jointly target a sustainable regional development.

Abstract:What happens to policy innovations after they have been adopted? What factors account for subsequent changes to these policies? These are the research questions guiding this study on the spread of and subsequent changes to limit values for nitrogen oxide emissions from large combustion plants. By comparing the processes of diffusion and follow-up policy changes, we assess whether and how policy innovations translate into policy making. In so doing, we build on the literature on the determinants of policy diffusion and transfer. We employ original data on instances of policy adoption and policy change in 24 Organisation for Economic Co-operation and Development (OECD) countries over a period of thirty years (1976–2005). The data are analysed using semi-parametric event-history models. Our empirical findings show that both international and domestic factors account for the observed variation in our data regarding both first-time adoptions and post-adoption modifications. The results reveal that the subsequent tightening of emission standards faces greater obstacles than their mere diffusion (i.e., policy adoption). While international factors and supranational integration appear to impede the subsequent tightening of existing policies, international peer pressure is a strong predictor of an on-going regulatory commitment. Overall, adoption and accommodation processes seem to follow distinctive patterns, suggesting that a promising strategy in policy innovation research would involve differentiation between the first-time adoption and subsequent modification of policies.
From Risk Governance to City–Citizen Collaboration: Capitalizing on individual adaptation to climate change

Abstract:Urban societies are increasingly affected by climatic variability and extremes. In theory, adaptation policy creates the conditions needed to support autonomous adaptation – or deliver public adaptation if autonomous adaptation fails to develop. However, little attention has been given to autonomous adaptation by private households and individuals, and how it is taken into account in cities’ strategic adaptation planning. Against this background, this paper examines the synergies between measures taken by city authorities and citizens, and, more specifically, how public adaptation planning enhances or inhibits private (individual) adaptation. Based on a literature review and an in‐depth study of German municipalities, existing types of city–citizen interaction are systematized. The results show that targeted city–citizen collaboration for climate change adaptation is practically non‐existent. City authorities rarely pay sufficient attention to financial and structural aid for individual adaptation. Conversely, the available municipal support for individual adaptation has little take‐up by members of the public. Furthermore, urban policy and planning often counteract collaboration and the implementation of measures that meet citizens’ capacities and needs. The paper concludes that improving city–citizen collaboration for adaptation co‐production is an important step in fostering transformative adaptation, if the barriers and driving forces identified in the study are addressed. The framework that is presented advances theory on city–citizen interactions for adaptation co‐production, providing a basis for related analyses, action and further research. © 2016 The Authors. Economic valuation of climate change adaptation in developing countries

Abstract:This paper reviews the literature on the economics of climate change adaptation in developing countries, and identifies three key points for consideration in future studies. One key point is that all development policy should be formulated using forecasts from climate science as a baseline. When this is not done, there is risk that a false status quo without climate change is seen as an implicit baseline. Another key point is that authors must be clearer about their behavioral assumptions: Many studies either (problematically) assume profit maximization on the side of farm households, or do not specify behavioral assumptions at all. A third important point is that the allocation of rights is crucial for the results; if households have a right to maintain their current livelihoods, the costs of climate change in developing countries are considerably greater than traditional willingness-to-pay studies would indicate. Thus, costs and benefits of climate change adaptation cannot be analyzed using economic aspects only; climate science, behavioral science, and legal and moral aspects have crucial implications for the outcome of the analysis.
Policy Diffusion Through Multiple Streams: The (Non‐)Adoption of Energy Conservation Building Code in India

Abstract:Although the diffusion of policy innovations can promote sustainability, how this process can be accelerated remains unclear. I address this gap by conceptualizing policy transfer and policy diffusion using the multiple streams framework (MSF) and developing hypotheses to connect them. I apply this theorization to explain the limited spread of the energy conservation building code (ECBC) in India by combining a process trace of policy adoption in the embedded case of Andhra Pradesh with a dyadic event history analysis of state‐level diffusion during 2012‐18. The data for this study are collated from official statistics, elite interviews, news reports, policy documents, and secondary literature. The qualitative analysis shows that policy transfer to Andhra Pradesh occurred when external influence and prior adoption elsewhere were used by a policy entrepreneur to exploit a window of opportunity and couple problem, policy, and politics in the state; the dyadic analysis demonstrates that policy diffusion was influenced by the interaction among the structural characteristics of the problem, policy, and politics streams. I conclude with the implications for research on policy diffusion and the MSF as well as the relevance of the findings for promoting policy innovation for a sustainable energy transition.

Climate Policy

Abstract:Governments, businesses, and civil society organizations have diverse policy tools to incentivize adaptation. Policy tools can shape the type and extent of adaptation, and therefore, function either as barriers or enablers for reducing risk and vulnerability. Using data from a systematic review of academic literature on global adaptation responses to climate change (n = 1549 peer-reviewed articles), we categorize the types of policy tools used to shape climate adaptation. We apply qualitative and quantitative analyses to assess the contexts where particular tools are used, along with equity implications for groups targeted by the tools, and the tools’ relationships with transformational adaptation indicators such as the depth, scope, and speed of adaptation. We find diverse types of tools documented across sectors and geographic regions. We also identify a mismatch between the tools that consider equity and those that yield more transformational adaptations. Direct regulations, plans, and capacity building are associated with higher depth and scope of adaptation (thus transformational adaptation), while economic instruments, information provisioning, and networks are not; the latter tools, however, are more likely to target marginalized groups in their design and implementation. We identify multiple research gaps, including a need to assess instrument mixes rather than single tools and to assess adaptations that result from policy implementation. Key policy insights Information-based approaches, networks, and economic instruments are the most frequently documented adaptation policy tools worldwide. Direct regulations, plans, and capacity building are associated with higher depth and scope of adaptation, and thus more transformational adaptation. Mitigation and Adaptation Strategies for Global Change

Abstract:Adaptation to climate change is imperative for the resilience of smallholder agriculture in many developing countries. While studies have focused on climatic impacts on crops and adaptation decisions, barriers to the uptake of adaptation measures by smallholder farmers remain largely unexplored. We empirically quantified the adoption of adaptation measures, as well as barriers to adoption and their determinants for smallholder agriculture in Far Western Province, Nepal, based on a survey of 327 smallholder farmers. We established relationships between barriers and adoption for three different agroecosystems: the Mountain, Hill, and Terai. We then used multiple regression to identify the determinants of barriers in the broader study area, as well as across agroecosystems. We found that adaptation measures such as crop adjustment, farm management, and fertiliser management were practised across all regions. Techno-informational, economic, and environmental barriers were strongly and inversely correlated with adoption of adaptation measures. Adoption, barriers, and determinants varied across agroecosystems. The findings indicate that agricultural development policies must consider climate change adaptation measures tailored to specific agroecosystems in order to most effectively alleviate barriers and promote smallholder resilience.

Abstract:Abstract: China’s domestic climate-change policy has changed remarkably since 1988. In the late 1980s, the central government viewed climate change as a highly scientific, foreign affairs issue, and any policies were limited to scientific investigations. A mere decade later, climate change was seen as a developmental issue. By 2007 climate change had become a national priority. Since then, climate-change policies have expanded in measure and in scope. In this article I employ the advocacy coalition framework (ACF) to explain the policy changes. The ACF takes into account the overall sophistication of socioeconomic conditions in China as well as the climate-change advocacy coalition’s communications and active use of their amassed knowledge to influence policy.

Abstract:As experts predict that at least some irreversible climate change will occur with potentially disastrous effects on the lives and well-being of vulnerable communities around the world, it is paramount to ensure that these communities are resilient and have adaptive capacity to withstand the consequences. Adaptation and resilience planning present several ethical issues that need to be resolved if we are to achieve successful adaptation and resilience to climate change. In this paper, we present six core discussions that should be an integral part of adaptation and resilience planning: (i) Where does 'justice' feature in resilience and adaptation planning and what does it require in that regard?; (ii) How can it be ensured that adaptation and resilience strategies protect, take into consideration, and represent the interest of the most vulnerable individuals and communities?; (iii) How can different forms of knowledge be integrated within adaptation and resilience planning?; (iv) What trade-offs need to be made when focusing on resilience and adaptation and how can they be resolved?; (v) What roles and responsibilities do different actors have to build resilience and achieve adaptation?; (vi) Finally, what does the focus on ethics imply for the practice of adaptation and resilience planning?

Abstract:Assessing global progress on human adaptation to climate change is an urgent priority. Although the literature on adaptation to climate change is rapidly expanding, little is known about the actual extent of implementation. We systematically screened >48,000 articles using machine learning methods and a global network of 126 researchers. Our synthesis of the resulting 1,682 articles presents a systematic and comprehensive global stocktake of implemented human adaptation to climate change. Documented adaptations were largely fragmented, local and incremental, with limited evidence of transformational adaptation and negligible evidence of risk reduction outcomes. We identify eight priorities for global adaptation research: assess the effectiveness of adaptation responses, enhance the understanding of limits to adaptation, enable individuals and civil society to adapt, include missing places, scholars and scholarship, understand private sector responses, improve methods for synthesizing different forms of evidence, assess the adaptation at different temperature thresholds, and improve the inclusion of timescale and the dynamics of responses.

Navigating the green wave: Urban climate adaptation and firms' investment decisions-evidence from China

Abstract:Climate mitigation and climate adaptation are the two main pillars of climate governance; however, the existing literature has primarily focused on climate mitigation, with relatively little scholarly attention devoted to urban climate adaptation. Our research will fill this research gap by exploring impacts of urban climate adaptation on firms' investment decisions. Regarding the 2017 China's climate adaptation pilot cities (CAPC) policy as a quasi-natural experiment and employing the difference-in-differences (DID) method, we investigate whether and how urban climate adaptation from CAPC policy affects firms' investment decisions based on A-share listed firms. Our findings indicate that urban climate adaptation has significantly enhanced firms' investment by 14.18 %. This effect can be attributed to the reduction of firms' bankruptcy risk and increased optimism in analysts' earnings forecasts, rather than the alleviation of financial constraints. Additionally, our paper finds that impacts of urban climate adaptation on firms' investment decisions are more prominent for non-state-owned enterprises (NSOEs), firms in the growth stage, and those situated in cities with high climate risk perception. These findings enhance understanding about the role of urban climate adaptation in shaping firms' investment behaviors in developing countries and provide critical insights for the formulation of effective climate governance policies.

Abstract:<p>There is a clear need for a state‐of‐the‐art review of how public participation in climate change adaptation is being considered in research across academic communities: The Rio Declaration developed in 1992 at the UN Conference on Environment and Development (UNCED) included explicit goals of citizen participation and engagement in climate actions (Principle 10). Nation states were given special responsibility to facilitate these by ensuring access to information and opportunities to participate in decision‐making processes. Since then the need for public participation has featured prominently in calls to climate action. Using text analysis to produce a corpus of abstracts drawn from Web of Science, a review of literature incorporating public participation and citizen engagement in climate change adaptation since 1992 reveals lexical, temporal, and spatial distribution dynamics of research on the topic. An exponential rise in research effort since the year 2000 is demonstrated, with the focus of research action on three substantial themes—risk, flood risk, and risk assessment, perception, and communication. These are critically reviewed and three substantive issues are considered: the paradox of participation, the challenge of governance transformation, and the need to incorporate psycho‐social and behavioral adaptation to climate change in policy processes. Gaps in current research include a lack of common understanding of public participation for climate adaptation across disciplines; incomplete articulation of processes involving public participation and citizen engagement; and a paucity of empirical research examining how understanding and usage of influential concepts of risk, vulnerability and adaptive capacity varies among different disciplines and stakeholders.
