Development of the nuclear competences based on global trends in the nuclear industry

Abstract:The nuclear industry worldwide is experiencing significant transformations driven by various trends. They include rising energy demands, technological advancements, climate crisis challenges, international cooperation agreements, growing public concerns and evolving threats. These trends require robust competences development in the nuclear area to ensure the safe and secure use of nuclear energy. Current nuclear industry challenges include development and adaptation of methodologies and technologies for implementation of nuclear safeguards and non-proliferation regimes today and in future. This paper analyses the key global trends shaping the field of nuclear safeguards and identifies five crucial competences required for future professionals. Five key nuclear safeguards competences are: technical expertise, analytical skills, communication and collaboration skills, adaptability and lifelong learning, ethical and professional conduct. Beyond these core competences, the paper emphasizes the importance of investing in education and training: developing new training programmes, offering scholarships and fostering international exchange and collaboration; building a robust safeguards culture as a good example of encouraging knowledge exchange and fostering a culture of continuous learning and improvement and engaging with the public. This study is supported by the lessons learned and experience gained through the Safeguards Training and Education Project (MC3.01/18; INSC/2018/401-261) funded by the European Union (hereinafter - Safeguards Training and Education Project) and its Specializing Master Programme on Nuclear Safeguards. Being a part of the European Commission Instrument for Nuclear Safety Cooperation, the project aims to responding the high demand on building of nuclear safeguards competences and knowledge improvement within the partner countries outside the European Union. Addressing the global trends in nuclear industry by introducing various competence development concepts can ensure a competent and dedicated workforce prepared for future safeguards challenges, enabling continued safe and responsible use of nuclear energy.
