Abstract:In December 2006, on the occasion of delivering the opening address of the 53rd Annual Congress of the Indian Political Science Association in Jaipur, I had the privilege to share the podium with the then Governor of Rajasthan, Pratibha Patil. In my presentation, I referred to the election of Michelle Bachelet as President of Chile earlier that year, and the fact that half the Cabinet she had appointed consisted of women. As it was a rather long ceremony, and we were sitt ing next to each other on the dais, we had a chance to talk quite a bit. Ms Patil showed great interest in what President Bachelet had done in office so far, and how she had gone about it. Little did we know that only a few months later, Ms Patil would make history herself by becoming the first woman President of India.South Asia, of course, is a region known for its large number of top women leaders, from Indira Gandhi in India, Benazir Bhutto in Pakistan, Chandrika Kumaratunga and Sirimavo Bandaranaike in Sri Lanka and Sheikh Hasina and Khaleda Zia in Bangladesh, as well as, of course, Sonia Gandhi in India today. This is especially striking given the many indicators about widespread discrimination against women and the girl child. In Latin America, on the other hand, women leaders have had a much lower profile-that is, until now.

Abstract:Last month finally brought good news for science in Spain. Newly elected prime minister Pedro Sánchez named Spanish astronaut and aeronautical engineer Pedro Duque as head of a new Ministry for Science, Innovation, and Universities. This will hopefully put Spanish research and development (R&D) back on the country's political agenda after two legislatures in which science languished under the Ministry of Economy. Given the minority position of the ruling party in both chambers of Congress, Duque will face extraordinary challenges to increase the budget. But the creation of this new ministry is an encouraging first step.

Abstract:Analysis of vote distributions using current tools from statistical physics is of increasing interest. While data considered for physics studies are subject to a careful understanding of error sources, such analysis are almost absent in studies of voting process. As a way to test reliability in electoral processes we choose to investigate the July 2006 presidential election in Mexico. We use records which appeared in the Programa de Resultados Preliminares, PREP, the program which offers electoral results as soon as they are captured. In order to contrast the results we used the congressional election data-set and the July 2000 presidential record. We demonstrate the existence of correlations in the percentage of votes and, we offer evidence of the strong influence of the PRI in the curious results in the presidential case. Distributions of errors in the data-sets are analyzed for all the elections and no large deviations were found. That is, even when the sum of errors is around 45% in all cases, their global behavior is similar. This result gives support to the thesis of no large fraud for the July 2006 presidential election. Distribution of votes in all cases is obtained for all the parties. Parties and candidates with few votes, annulled votes and non-registered candidates follow a power law distribution, and the corporate party follows a daisy model distribution. Parties and candidates with many votes show a mixed behavior.

Abstract:As in almost the entire world, in Mexico 2020 was the year of the pandemic. The health and socioeconomic consequences of Covid-19 were devastating, severely impacting levels of equality and inclusiveness in the country. In terms of public contestation, hyper-presidentialism and the attempts of the governing party (Morena) to become dominant have eroded checks and balances and limited political plurality in the political system. Morena is building on the bases of the former hegemonic —the PRI— and the PRD, although it faces the hurdle of weak institutionalization — albeit within a party system that is also weak. Overall, the sum of these elements suggests a process of de-democratization in the country. The recent 2021 elections were a relative setback for Morena's attempts to become a dominant party at the federal level, particularly in the Chamber of Deputies, but Morena's political strength was strongly consolidated at the local level.RESUMEN Como en prácticamente todo el mundo, el 2020 en México fue el año de la pandemia. La consecuencias sanitarias y socioeconómicas de la Covid-19 en México fueron enormes, al incrementar los niveles de desigualdad y pobreza en el país. Con respecto a la contestación pública, el hiperpresidencialismo y los intentos de Morena por consolidarse como partido dominante han erosionado los pesos y contrapesos del sistema político, y limitado la pluralidad política. Morena construye su dominio sobre las bases del antiguo partido hegemónico —el PRI— y del PRD, aunque enfrenta como reto su debilidad institucional –en un sistema de partidos también débil. En el agregado, hay elementos que apuntan hacia una desdemocratización del sistema político. Las elecciones de 2021 constituyeron en el plano federal un relativo freno a los intentos de Morena de convertirse en partido dominante, particularmente en la Cámara de Diputados, pero la fuerza de Morena se consolidó fuertemente a nivel local.

Abstract:Over the years, the Statistical Physics activity in Mexico has increased from almost zero in the early 1960s to an international level today. It began in the later part of that decade with a small group at the Instituto Mexicano del Petróleo (IMP) and then grew at the Metropolitan University (UAM), the National Autonomous University of Mexico (UNAM), and the Center for Advanced Studies (Cinvestav), all of them in Mexico City. Later it expanded to Puebla and San Luis Potosí, and the 1990s saw a significant growth across the country, with young groups forming in Morelos, Baja California Norte, Guanajuato, Sonora, Estado de México, Jalisco, Nuevo León, Veracruz, Querétaro, and Yucatán. Several of the papers presented in this edition come from these groups.

Abstract:The representation of Spanish-speaking students in STEM identity literature, particularly in physics identity, is conspicuously minimal. This study addresses this gap with a two-pronged approach. First, a physics identity instrument was adapted for Spanish-speaking STEM students to promote inclusivity in educational research. Data from 334 Mexican STEM students was collected and analysed for validation through factor analyses and Cronbach's alpha, confirming the structural integrity and reliability of the adapted instrument. Second, the instrument was employed to examine the correlation between physics identity and academic performance in a separate dataset from 200 engineering students, using multivariate linear and logistic regressions. The findings underscore gender's impact on physics course grades. Notably, variations in physics identity among engineering students indicated a potential link with their chosen field. Despite the importance of physics in engineering, physics identity was lower than expected, and performance in physics courses did not consistently correlate with a strong physics identity. However, the `interest in physics topics` subconstruct did correlate with physics course grades. This research fills a critical void by providing an adapted instrument for assessing physics identity in Spanish-speaking students and underscores the need for pedagogical shifts to enhance physics identity and STEM outcomes for Latino students.

Abstract:This article explores the complexities of the interaction between politics, religion and gender equality in contemporary Mexico, by analysing recent developments in public debate, legal changes and implementation of government policies in two areas: 1) the inclusion of emergency contraception in public health services in 2004; and 2) the decriminalisation of abortion in Mexico City in 2008, which was followed by a massive campaign to re-criminalise abortion in the federal states. Three main findings emerge from our analysis: first, that women's sexual and reproductive autonomy has become an issue of intense public debate that is being addressed by both state-public policy and society; second, that the gradual democratisation of the Mexican political system and society is forcing the Catholic Church to play by the rules of democracy; and third, that the character and nature of the Mexican (secular) state has become an arena of intense struggle within which traditional political boundaries and ideologies are being reconfigured.

Abstract:The absence of gender bias in the media coverage of political campaigns is one of the elements of the much sought after political participation of women. In this respect, Mexico is an interesting case as its legal framework has transitioned in a few years to include a mandated parity principle. In this study, we examine the relationship between the volume of coverage and gender to determine if there were gender differences in the radio coverage of local elections in Mexico (2012-2015). Findings show lower average shares of coverage for women after the increase in female candidates mandated by the parity principle. Semi-structured interviews conducted with journalists and former candidates suggest that the gender bias may reflect adverse attitudes towards female newcomers benefitted by the parity law, and gender differences in campaign resources, candidate placement criteria, and candidates’ political experience.

Abstract:Vote processes are the results of several complex interactions which are hard to separate in order to understand its role in the final result. The revocatory exercise performed in Mexico in 2022 allows an approximation to the Mexican dynamics of vote. Being a binary election (in principle) and the vote was mainly due to the political party in the government and the coercion of vote we have mainly only two dynamics of vote. In this work I report that the vote distribution for the NO at urn scale is similar to the one that appears in several elections for the Institutional Revolutionary Party (PRI for his Spanish acronym) and it is compatible with a Gamma distribution. We discuss similarities and two possible models for such a behavior, one based on the Traveling Salesperson Problem and other on a Fokker-Planck equation. Las votaciones son el resultado de varias interacciones complejas y que resulta difícil de separar para entender el papel que juegan en el resultado final. El ejercicio revocatorio llevado a cabo en México en el año 2022 permite una aproximación acotada a la dinámica de voto en México. Pues, en principio, es binaria y la votación fue fundamentalmente debida al partido en el gobierno y a la coerción del voto, siendo estas las principales dinámicas de voto. En éste trabajo reportamos que la distribución de voto por casilla para el NO que es parecida a la distribución que ha aparecido en diversas elecciones en votos para el Partido Revolucionario Institucional y es compatible con una distribución Gamma. Se discuten sus similitudes y dos posibles modelos para tal comportamiento, uno basado en el Problema del Agente Viajero (TSP, por sus sigla en inglés) y otro en una ecuación de Fokker-Planck.
