It is Not Too Late for Reconciliation Between Israel and Palestine, Even in the Darkest Hour

Abstract:The conflict in Gaza and Israel that ignited on October 7, 2023 signals a catastrophic breakdown in the possibility of ethical dialogue in the region. The actions on both sides have revealed a dissolution of ethical restraints, with unimaginably cruel attacks on civilians, murder of children, destruction of health facilities, and denial of basic needs such as water, food, and shelter. There is a need both to understand the nature of the ethical singularity represented by this conflict and what, if any, options are available to allow the reconstruction of communication between the warring parties. This article seeks to address these tasks by analysing the conflict as inherently an ethical one, in the sense that it exposes a rupture in the fabric of communicative relationships that has evolved systematically out of the deep cultural structures from which all protagonists have emerged. Drawing on the work of Levinas, Habermas, Arendt, and others, and referring to the specific circumstances in the region, it examines the ethical sources of the crisis and tries to identify conditions for its resolution. The possibility of reconciliation-that is, of refiguring relationships to open up a space for dialogue to create pathways to heal the ruptures-is examined. The dark legacy of the Holocaust is identified as an abiding cultural vulnerability for both societies. It is concluded, however, that the rich history of partnerships and collaborations between Jews and Palestinians provides a robust infrastructure on the basis of which a sustainable peace might be built, providing a much-needed source of hope.
The Israeli-Palestinian peace process and its vicissitudes: insights from attitude theory

Abstract:The vicissitudes of the Israeli-Palestinian peace process since 1967 are analyzed using attitudes and related concepts where relevant. The 1967 war returned the two peoples' zero-sum conflict around national identity to its origin as a conflict within the land both peoples claim. Gradually, new attitudes evolved regarding the necessity and possibility of negotiations toward a two-state solution based on mutual recognition, which became the building stones of the 1993 Oslo agreement. Lacking a commitment to a final outcome, the Oslo-based peace process was hampered by reserve options, which increased avoidance at the expense of approach tendencies as the parties moved toward a final agreement. The resulting breakdown of the process in 2000 produced clashing narratives, reflecting different anchors for judgment and classical mirror images. Public support for violence increased, even as public opinion continued to favor a negotiated two-state solution. Reviving the peace process requires mutual reassurance about the availability of a partner for negotiating a principled peace based on a historic compromise that meets the basic needs and validates the identities of both peoples.

Abstract:This article updates the author's article which opens this issue, and responds to the other contributions. Composed over the winter of 2011–2012, the opening paper was commissioned for a private conference held in Europe. The difficulties academics from Israel or Palestine (and elsewhere) experience in convening to discuss the subject matter explain why the conference was private. It was not officially conceived as a ‘track-two’ contribution to the possibilities of a peace initiative from the second Obama administration, or from the European Union, but it was intimated that such possibilities might shape the paper.

Abstract:This article presents a comparison of political preferences for solutions to the Israeli-Arab conflict of three samples of respondents synchronously interviewed: Israeli Jews, Israeli Arabs, and West Bank Arabs. The results indicate no solution is simultaneously endorsed at the grass roots by a plurality of Israeli Jews on the one hand, and Israeli Arabs or West Bank Arabs on the other. Nonetheless, both Jews and Arabs distinguish between ideal (coveted) solutions, and reality-bound ones they could live with and would accept. Within nationalities, attitudes vary to a limited extent according to social characteristics such as education and religiosity. Additionally, among Israeli Arabs attitudes are significantly affected by locality of residence, especially among rural dwellers, which is a reminder of the enduring relevance of the traditional-modern dimension of analysis for this population.

Abstract:The Informative Process Model (IPM) proposes an intervention to facilitate change in conflict‐supporting narratives in protracted conflicts. These narratives develop to help societies cope with conflict; but over time, they turn into barriers for its resolution. The IPM suggests raising awareness of the psychological processes responsible for the development of these narratives and their possibility for change, which may unfreeze conflict attitudes. Previous studies in the context of the Israeli–Palestinian conflict found that the IPM (versus control) increased participants' support for negotiations. In three preregistered studies (combined N = 2,509), we illuminate the importance of feeling that one's conflict‐related attitudes are accepted–that is, acknowledged without judgement–in explaining the effectiveness of the modeland expand the IPM's validity and generalizability: By showing the effectiveness of the IPM compared to an intervention similarly based on exposure to conflict‐related information (Study 1); by showing its effectiveness in unfreezing attitudes when communicating different thematic conflict‐supporting narratives–victimhood and security (Study 2); and by showing its effectiveness when using messages referring to ongoing, not only resolved conflicts, and text‐based, not only visually stimulating, message styles (Study 3). These results contribute to theory and practice on psychological interventions addressing the barrier of conflict‐supporting narratives.

Abstract:This review examines the coloniality infused within the conduct and third reporting of experimental research in what is commonly referred to as the 'Israeli‐Palestinian conflict'. Informed by a settler colonial framework and decolonial theory, our review measured the appearance of sociopolitical terms and critically analysed the reconciliation measures. We found that papers were three times more likely to describe the context through the framework of intractable conflict compared to occupation. Power asymmetry was often acknowledged and then flattened via, for instance, adjacent mentions of Israeli and Palestinian physical violence. Two‐thirds of the dependent variables were not related to material claims (e.g. land, settlements, or Palestinian refugees) but rather to the feelings and attitudes of Jewish Israelis and Palestinians. Of the dependent measures that did consider material issues, they nearly universally privileged conditions of the two‐state solution and compromises on refugees' right of return that would violate international law. The majority of the studies sampled Jewish–Israeli participants exclusively, and the majority of authors were affiliated with Israeli institutions. We argue that for social psychology to offer insights that coincide with the decolonization of historic Palestine, the discipline will have to begin by contextualizing its research within the material conditions and history that socially stratify the groups.

‘History in conflict: Israeli–Palestinian speeches at the United Nations, 1998–2016’

Abstract:A close textual study of Israeli and Palestinian speeches at the annual UN General Debate from 1998 to 2016 demonstrates how conflict is embedded in historical presentations. At the same time, the exclusionary, zero-sum history in these UN speeches becomes one of several obstacles for moving from conflict to conflict resolution. Conflict and history’s public manifestations are mutually reinforcing. From a thematic perspective, Israeli leaders talk about victimization, existential insecurity, and ancient Jewish roots. Palestinian leaders covered a similar range: the Nakba (catastrophe) of 1948, existential insecurity, and right and justice. While neither party directly delegitimizes the other’s nationalism at the United Nations, both sides trumpet their own commitment to peace and the other’s peace failings. From a symbolic perspective, the article addresses the numerical base of Palestinian speeches, UN Resolutions 181 and 194, and Arab–Israeli Wars in 1948 and 1967, and how they relate to land and demographic disputes. In conclusion, the article suggests how a conciliatory history that opens the door to conflict resolution, or itself is a sign that the door has been opened, might read.

Abstract:The war between Israel and Palestine is among the longest-lasting and most intricate geopolitical conflicts of the contemporary period. The dispute, which has its roots in a history of conflicting claims to land and national identity, has resulted in decades of violence, evictions, and political impasse. This study offers a thorough analysis of the Israel- Palestine conflict, emphasizing significant historical occurrences, underlying factors, and current dynamics influencing the conflict. The research follows the rise of rival nationalisms and the 1948 establishment of the State of Israel, starting with the early Zionist movement and the British Mandate era. It looks at the uprooting of Arab Palestinians, the Arab Israeli wars that followed, and the occupation of Palestinian lands, such as the West Bank and Gaza Strip. Furthermore, the study explores the intricacies of religious, cultural, and geopolitical elements that intensify hostilities between Israelis and Palestinians. This research attempts to give a comprehensive view of the Israel-Palestine conflict using an interdisciplinary approach based on political science, historical analysis, and international relations theory. The research aims to provide insight into the historical foundations and current expressions of this ongoing struggle to support educated discourse and attempts to find a fair and durable settlement.
The False Readiness Theory: Explaining Failures to Negotiate Israeli-Palestinian Peace

Abstract:This article applies a new conflict resolution theory – False Readiness ( FR ) – to the Israeli-Palestinian conflict and offers a theory-based explanation of the numerous failures to resolve it. The FR theory was designed to facilitate research on protracted conflicts where the parties agree to open negotiations, conduct rounds for decades, but fail to reach peace agreements. It suggests that when at least one of the disputants does not seek resolution, no agreement can be achieved. Based on the FR theory, this article concludes that the Palestine Liberation Organization ( PLO ), the widely recognized sole representative of the Palestinians, behaved as an FR actor in negotiations with Israel. Ample empirical evidence demonstrates that this conduct is rooted in historical factors, ideological positions, and strategic policies adopted with little change since the establishment of the PLO in 1964. A similar application to the Israeli side may yield similar results. Abstract:It is an acutely tragic time for many Jewish people who have for decades shared Eyal Rozmarin's commitment to working for peace in Israel/Palestine. Rozmarin importantly emphasizes the many ties that bind people, often unconsciously, to collectivities, especially the ways in which nation states, or birthplaces, provide identity narratives that unite, or sometimes, discomfort, us. However, it is not so uncommon for people to have fractured belongings, as life experiences complicate our ties to past identifications and attachments. In this essay I discuss the historic complexity of Jewish ties to Israel, including my own. I note that Jewish criticisms of Israel's dispossession of Palestinians, which have always existed from well before the creation of the state of Israel, are continually dismissed by allowing only one narrative to be addressed, that of political Zionism. All other attempts to criticize Israel's refusal to contemplate justice for native Palestinians is spuriously undermined as antisemitism. Yet today, more Jewish people are joining with others who are not only currently devastated by Israel's genocidal aggression in Gaza, but also demanding equal rights and freedom for everyone now residing in Israel/Palestine.

Abstract:The Palestinian-Israeli conflict lasted over half a century and has widely influenced international political currents. This article aims to unravel the roots of the Palestinian-Israeli conflict, explain alleged Israeli-American and American-Arab conspiracies, and solve the peace process in the match, which all failed. This research uses qualitative research methods by utilizing a narrative approach. The data collection technique used is library research with much secondary data, including scientific articles and textbooks related to the Palestinian-Israeli conflict. These data are collected, validated, arranged in similar groups, and processed data analysis using content analysis methods. The results show that Palestine is getting worse in the face of Israel, while Israel is getting stronger in armaments, economy and gaining support from major powers such as the United States, Britain, and France. The research also found that the Jewish bill submitted by Benjamin Netanyahu to the Israeli Parliament can potentially increase the number of Jews and reduce the rights of Arab Muslims as a minority community. In addition, the number of groups in Palestine hindered the country’s unity and resulted in the exodus and deportation of Muslims with former Israeli citizenship. From the lab to the field and back: the effects of need satisfaction on reconciliation among Germans and Israelis

Abstract:Introduction: Previous lab experiments supported the needs-based model of reconciliation, which posits that discussing historical transgressions enhances the need for acceptance in groups perceived as perpetrators and empowerment in groups perceived as victims. Addressing these needs (e.g., through accepting or empowering messages from outgroup members) increases willingness to reconcile. This study tests this model in a real-world settings. Methods: Study 1 examined 143 German and Israeli Jewish participants from youth exchange programs, measuring their feelings of acceptance/empowerment, program satisfaction, outgroup attitudes, and keeping in touch with outgroup members. Study 2 examined 293 Israeli Jews, manipulating the salience of the conflict between Israelis and Palestinians in a pre-registered laboratory experiment and measuring responses to accepting versus empowering messages from Germans. Results: As expected, Study 1 ( N =143) found Germans' feelings of acceptance were linked to program satisfaction, positive outgroup attitudes, and keeping in touch. For Israeli Jews, feelings of empowerment were linked to satisfaction and positive attitudes, but keeping in touch was unexpectedly linked to acceptance. This unexpected effect maybe because keeping in touch is done mainly through social networks that focus on the conflict between Israelis and Palestinians, often with a focus on Israel's transgressions against Palestinians. Consistent with this explanation, Study 2 ( N =293, pre-registered) showed that Israeli Jews viewed accepting messages from Germans as more conciliatory when presented with transgressions against Palestinians, and empowering messages as more effective when presented with reminders of historical victimization by Nazis. Discussion: The findings from Study 1 partially support the needs-based model of reconciliation and additionally suggest that reconciliation needs vary with context. Implications for people-to-people peace-building interventions are discussed.

The Stalemate of “Solutions” in the Palestinian-Israeli Conflict: Through the Perspective of Palestinian Intellectuals

Abstract:In the peace talks on the Palestinian-Israeli conflict, the two-state solution has been assumed as a premise. However, the Oslo Accords have, de facto, failed, and the peace talks have not progressed since the 2000s. As such, some academics are now pointing out the impossibility of the two-state solution. Meanwhile, the one-state solution has attracted attention, mainly from intellectuals in Europe and the United States. Nonetheless, there is no growing support for the one-state solution in the occupied Palestinian territories, Jordan, Lebanon, or Israel. Even now, the two-state solution remains the main premise of the discussion. Many previous studies on these suggested solutions (especially the two-state and one-state solutions) are based on a political perspective. These mainly focus on the issue’s theoretical aspect and have not dealt with the social aspect: how Palestinian society reacts to the propositions. This research therefore mainly adopts a sociological approach. This paper pays particular attention to the awareness of Palestinians about these solutions. For this, qualitative interviews with several Palestinian intellectuals in Jordan were conducted. As a consequence, this paper reveals why the two-state solution continues to be a premise in peace talks and describes the defects of each solution. In addition, this study suggests the necessity of rebuilding an idea of governance in the future by reconsidering premised values like “sovereign states” and “national self-determination.”

Reviewing evidence that social rejection can have significant social and psychological costs for norm violators, I propose that social rejection can serve as a powerful reputational sanction in fostering peace in society.

Abstract:Previous research on group‐based hope has predominantly focused on positive intergroup outcomes, such as peace and harmony. In this paper, we demonstrate that hope experienced towards group‐centric political outcomes, such as a victory in a conflict and defeating the enemy, can be detrimental to peace. In Study 1, conducted among Israeli Jews, hope for victory over the Palestinians was uniquely associated with more support for extreme war policies, whereas hope for peace generally showed the opposite associations. In Study 2, we replicated these results among Muslim Pakistanis regarding the Pakistan–India dispute. Notably, in both Studies 1 and 2, only hope for victory significantly predicted personal violent extremist intentions. In Study 3, conducted with a representative sample of Israeli Jews, we found three latent profiles of hope: victory hopers, peace hopers, and dual hopers (hoping for both peace and victory). Finally, in preregistered Study 4, we longitudinally investigated how hopes for victory and peace changed from a relatively calm period in 2021 to the Israel–Hamas War of 2023, utilizing a Bivariate Latent Change Score analysis. Increases in hope for victory during the highly intense war explained the increase in support for violence. We discuss implications, limitations, and directions for future research.

Navigating the battlefield within: Exploring the interplay of political armed conflict, mental health, and emotion regulation

Abstract:The study explored the intricate relationship between political armed conflict, mental health outcomes, and emotion regulation strategies, focusing on cognitive reappraisal and emotion suppression. Drawing on extensive literature, we examined the impact of the Israel-Hamas war on mental health, particularly post-traumatic stress symptoms (PTSS) and anxiety. Using data from a nationally representative sample of 517 Israeli adults surveyed four weeks after the October 7 war began, we conducted path analysis to examine the direct and indirect effects of conflict exposure on mental health outcomes mediated by emotion regulation. Cognitive reappraisal was positively associated with well-being, while emotion suppression was linked to higher levels of PTSS and anxiety and lower levels of well-being. Subjective exposure to war events was associated with higher levels of anxiety and PTSS, and cognitive reappraisal served as a protective factor for overall well-being. We also observed ethnicity, age, and gender differences in exposure levels and mental health outcomes. Emotion regulation emerges as a crucial factor in navigating the psychological challenges posed by war exposure, with cognitive reappraisal associated with positive mental health outcomes and emotion suppression linked to adverse effects.

Abstract:The purpose of this study is to explore individual predictors of support for peace agreements after their implementation. The aim is to test if individual differences in Social Dominance Orientation (SDO) temper the effect of exposure to violence on support for peace agreements. One hundred and eighty participants completed measures surveying their SDO, exposure to violence and voting behavior four years after the peace agreement between the Colombian government and the FARC in 2016. Results show that SDO lowers support for the peace agreement four years after it was signed among those who experienced violence but has a smaller effect on those who did not experience violence. The implications of the interaction between SDO and exposure to violence are discussed.

Peaceful Settlement and International Law: A Jus ad Pacem

Abstract:States and scholars often ask how international law can forestall or redress harms caused by tensions and differences among States. This article offers the obligation of peaceful settlement of disputes as a necessary part of any response. Despite a prominent place in the UN Charter, the obligation is currently under-theorized and its practice under-examined. We explain this marginalization by identifying category errors and disabling assumptions in existing historical, doctrinal, and practical treatments, which view peaceful settlement as an obligation derived from the laws of war (jus ad bellum) and largely concerned with legal modalities (e.g., international courts and tribunals). Our article provides an autonomous, qualified, and functional account of peaceful settlement as a foundational feature of the international legal order. We survey it as part of a jus ad pacem, whose origins both pre-date the Charter and have evolved in the ensuing years. We review four existing interpretations of what the obligation entails and—contrary to earlier attempts to declare one superior—offer a holistic view, envisioning each interpretation as a different manifestation of the same obligation for different contexts. Applying this approach, we can catalog the obligation’s prohibitions, requirements, and permissions. Doing so reveals peaceful settlement as an obligation of international law, but not one requiring performance solely in international law; compliance through non-legal modalities is not only possible but prevalent. By opening up the concept and contents of peaceful settlement, we demonstrate it functions as far more than a tool for dispute settlement; it serves as a bulwark for the maintenance of international peace and justice, as well as a critical component in constructing international law itself. Thus, our article offers States a new framework for identifying and complying with peaceful settlement as a legal obligation and a research agenda for assessing its capacity to address international tensions effectively and constructively.

Abstract:This article explores the paradoxical notion that nonviolence is best achieved when one is fully prepared for war. Drawing from historical examples, strategic theories, and contemporary case studies, the paper argues that effective nonviolent movements are not born out of naivety or passivity but rather through meticulous preparation, organization, and strategic planning. By examining the interplay between readiness for conflict and the pursuit of nonviolent objectives, this article seeks to provide insights into the dynamics of successful nonviolent resistance movements and their potential for fostering lasting peace. This article aims to contribute to the ongoing discourse on nonviolent resistance by highlighting the strategic imperative of comprehensive preparation for peace. Through a multidisciplinary approach encompassing historical analysis, theoretical frameworks, and contemporary case studies, it seeks to underscore the effectiveness of strategic planning, organization, and readiness in achieving the goals of nonviolence.
