Abstract:Given the lack of empirical research investigating citizens’ use of open government, this study examines the antecedents of citizens’ use of open government data. Based on technology acceptance and motivation theory, this article proposes and empirically tests a research model, applying structural equation modeling to survey data collected from 210 citizens. The findings show that ease of use, usefulness, intrinsic motivation, and Internet competence significantly determine citizens’ intention to use open government data. Overall, this study contributes to the understanding of citizens’ attitudes and behavior in the context of open government and offers implications for research and practice.

Abstract:Purpose This study uses the technology fit–viability theory to study the performance of one of the early pioneers of open government data (OGD) in Africa. The study aims to investigate the task and technology fit, as well as the economic, IT infrastructure and organisational viability as performance measures for the Ghana Open Government Data (GOGD) initiative. Design/methodology/approach The study adopted a qualitative approach by interviewing key actors within the GOGD ecosystem, namely, the OGD implementing body, data suppliers and data users. The results were compared with established OGD best practices and standards around the world. Findings The results suggest that Ghana’s OGD architecture appears far from meeting its fit and viability goals because of lacklustre performance attributed to the following factors: a complete lack of synergy among various stakeholder groups and actors in the GOGD ecosystem, a lack of sustainable financial support for the implementing body, a shortage of qualified staff for the GOGD project and partial neglect of GOGD as a consequence of the implementation of a new project called eTransform. Research limitations/implications This research is limited to Ghana’s OGD initiative. Perhaps, a comparative study on the performance of other OGD initiatives in Africa and other developed countries will present another view of how OGD initiatives are performing across the globe. Again, the number of interviewees in the study may not be sufficient to generalise the results. Practical implications The study guides developing economies on how to examine national and international legal frameworks that have consequences on the usage of OGD at the national and sub-national levels. Besides, the study results will help implementing agencies and by extension government to be wary of the consequences of neglecting relevant stakeholders in the implementation process. The study also emphasizes on the need for developing economies to have sustainable funding and technical support for OGD implementation. Social implications The study helps shape citizens’ understanding of what the government is doing pursuant to making data readily available for them. Because OGD spurs innovations, citizens’ continuous involvement is key in the process of realising government drive to be open and accountable to citizens through data. Originality/value This research is the first, to the best of the authors’ knowledge, to present a retrospective and prospective view of a country’s OGD implementation to ascertain the country’s fit and viability. More uniquely, this study will be the first, to the best of the authors’ knowledge, in assessing the performance of OGD setup in Africa.

Abstract:Open government data (OGD) has been introduced relatively recently in Gulf Cooperation Council Countries (GCC Countries). However, progress has been significantly less than either hoped for or expected. The purpose of this research is to explore the reasons for this lack of progress. To do so, the attitudes and views of a range of senior government department (OGD-related) personnel were sought, using semi-structured interviews, and the results examined using thematic analysis. Unlike existing studies, which focus on external barriers to progress, this study focuses on internal factors which can result in a lack of progress to implementation, such as leadership attitudes, organisational culture and fear of failure. The findings show that considerable changes are required at both an ideological and practical level, if the gap between expectation and reality is to be closed. The paper concludes with recommendations of specific actions that can be taken to close this gap and the identification of areas where further study would be useful.

Abstract:Open Government Data (OGD) has been growing as a field of research in digital government. Using a systematic review method, this paper sought to capture the status of research in OGD over the last five years from 2012–2018. The key findings indicate that OGD is an emergent research area with no existing theoretical frameworks. The absence of design science methods suggests an opportunity to create digital government platforms based on OGD best practices. There are also strong legal concerns concerning the opening up of government data, the format of the data, and the privacy / security implications of such exposure. There is limited research on OGD for business benefit nor developing countries. We highlight some gaps for further research and identify potential opportunities.

Abstract:E‐government presents one of the utmost opportunities and challenges for development and offers solutions to tackle corruption. Corruption generates even erratic impacts in developing and transition economies. Developing and transition economies can dramatically benefit from related technological innovation uptake that would spur public sector transparency and sustainability. The intersections of these areas have not received full academic consideration and appear to be under‐explored. In addition to a review of the existing literature on these topics, this study applies extensive reliance on existing metrics and indexes, including those developed by the World Bank and Transparency International. By accentuating relevant and recent findings, the results of this study can be used for a better conceptualization of national or regional growth and development strategies based on the nexus between corruption and e‐government advances among developing and transition countries.

Abstract:Governments are increasingly opening their datasets, allowing use. Drawing on a multi-method approach, this paper develops a framework for identifying factors influencing the adoption of Open Government Data (OGD) by private organisations. Subsequently the framework was used to analyse five cases. The findings reveal that for private organizations to use OGD, the content and source of the data needs to be clear, a usable open data license must be present and continuity of data updates needs to be ensured. For none of the investigated private organisations OGD was key to their existence. Organisations use OGD in addition to, or as an enhancement of their core activities. As the official OGD-channels are bypassed trustworthy relationships between the data user and data provider were found to play an important role in finding and using OGD. The findings of this study can help government agencies in developing OGD-policies and stimulating OGD-use.

Abstract:Open Government Data (OGD) is data gathered and processed by public sector or government agencies and made available to the public via a web portal. Many countries have implemented OGD in order to promote economic growth and social development (e.g., the UK, Korea, Japan, Malaysia, Australia, Netherlands, etc.). The purpose of this paper is to examine the implementation of OGD in a few Asian countries based on previous research, in order to understand the challenges and experiences of OGD implementation in these countries. Analysis was done on the relevant literature and online resources. The findings indicate that there are many benefits gained from the OGD implementation, at the same time there are challenges that need to be overcome before realizing these benefits. Additionally, it was found that there are several factors that contribute towards successful OGD implementation in those selected countries. Another finding is that there is not many past research related to OGD implementation in Asian countries, hence it can be concluded that OGD research in this region is still at infancy.
Innovation Resistance Theory in Action: Unveiling Barriers to Open Government Data Adoption by Public Organizations to Unlock Open Data Innovation

Abstract:Open Government Data (OGD) plays a pivotal role in fostering data-driven innovation and sustainability across various sectors. Despite its potential, many public organizations are reluctant to share their data openly. While existing research has explored factors impacting the public organizations intention to share OGD, there is a paucity of research applying theoretical models to investigate the resistance by public organizations to making government data publicly available. This study addresses the gap by developing an Innovation Resistance Theory (IRT) model tailored to OGD that allows identifying predictors of resistance among public agencies. We develop an initial model based on literature and refine it through interviews with 21 public agencies across six countries. The final model describes 39 barriers related to usage, value, risks, tradition, and image. The findings contribute to the literature by adapting IRT to the context of OGD, an area where its application has been notably limited. As such, this study addresses the growing demand for novel theoretical frameworks to examine OGD adoption barriers. Practical insights are provided to support policymakers in creating data ecosystems that encourage data openness and address challenges in OGD adoption.

Abstract:A worldwide movement towards the publication of Open Government Data is taking place, and budget data is one of the key elements pushing this trend. Its importance is mostly related to transparency, but publishing budget data, combined with other actions, can also improve democratic participation, allow comparative analysis of governments and boost data-driven business. However, the lack of standards and common evaluation criteria still hinders the development of appropriate tools and the materialization of the appointed benefits. In this paper, we present a model to analyse government initiatives to publish budget data. We identify the main features of these initiatives with a double objective: (i) to drive a structured analysis, relating some dimensions to their possible impacts, and (ii) to derive characterization attributes to compare initiatives based on each dimension. We define use perspectives and analyse some initiatives using this model. We conclude that, in order to favour use perspectives, special attention must be given to user feedback, semantics standards and linking possibilities.

Abstract:Open government and open data are often presented as the Asterix and Obelix of modern government—one cannot discuss one, without involving the other. Modern government, in this narrative, should open itself up, be more transparent, and allow the governed to have a say in their governance. The usage of technologies, and especially the communication of governmental data, is then thought to be one of the crucial instruments helping governments achieving these goals. Much open government data research, hence, focuses on the publication of open government data, their reuse, and re-users. Recent research trends, by contrast, divert from this focus on data and emphasize the importance of studying open government data in practice, in interaction with practitioners, while simultaneously paying attention to their political character. This commentary looks more closely at the implications of emphasizing the practical and political dimensions of open government data. It argues that researchers should explicate how and in what way open government data policies present solutions to what kind of problems. Such explications should be based on a detailed empirical analysis of how different actors do or do not do open data. The key question to be continuously asked and answered when studying and implementing open government data is how the solutions openness present latch onto the problem they aim to solve.

Abstract:Open data are currently a hot topic and are associated with realising ambitions such as a more transparent and efficient government, solving societal problems, and increasing economic value. To describe and monitor the state of open data in countries and organisations, several open data assessment frameworks were developed. Despite high scores in these assessment frameworks, the actual (re)use of open government data (OGD) fails to live up to its expectations. Our review of existing open data assessment frameworks reveals that these only cover parts of the open data ecosystem. We have developed a framework, which assesses open data supply, open data governance, and open data user characteristics holistically. This holistic open data framework assesses the maturity of the open data ecosystem and proves to be a useful tool to indicate which aspects of the open data ecosystem are successful and which aspects require attention. Our initial assessment in the Netherlands indicates that the traditional geographical data perform significantly better than non-geographical data, such as healthcare data. Therefore, open geographical data policies in the Netherlands may provide useful cues for other OGD strategies.

Abstract:Open data has rapidly moved from being a niche interest, to being part of the global policy mainstream. Government-led open data initiatives have spread across the globe, and civil society or technologist experiments using data to improve governance have been spreading organically, from budget monitoring in Nigeria, to court transparency projects in Argentina. It is increasingly seen as enabler of a “data revolution” in the process of decision-making and accountability. However, understanding how experience of open data will vary from country to country and context to context, and, understanding the common features of open data that are shaping its implementation in these diverse settings, requires broad-based research framework. It requires research that can engage with both existing realities of decision-making in sectors, acknowledging the growing complexity of this process in an increasingly networked society. In this paper we have reviewed the framework of the “Open Data in Developing Countries”(ODDC) project, the largest research project on the impact of open data in developing countries to date. The framework was designed to help explore the link between openness in the data ecosystem, decentralized changes in decision-making, and positive and negative emerging impacts such as transparency and accountability, inclusion and empowerment as well as innovation and economic development. It was tested to generate cross-learning from 17 in-depth cases studies in 14 countries, as well as generate policy-relevant findings. This paper reviews and updates the original framework based on the findings and reflections developed during the research project.

Abstract:This paper explores the use of open government data (OGD) from both resource-based and institutional theoretical perspectives to understand how internal capabilities and external environmental pressures influence its effective utilization. Despite global efforts to harness OGD for societal benefits, its true utility is hindered by both the suboptimal deployment of resources within governments and inadequate responsiveness to external demands and regulatory frameworks. The study integrates resource-based theory, which emphasizes the strategic management of valuable, rare, and hard-to-imitate resources, with institutional theory, which accounts for external pressures such as regulatory, normative, and mimetic influences that shape organizational behavior and policy. This dual approach highlights the necessity of aligning internal resource management with external environmental conditions to enhance OGD’s accessibility, usability, and overall impact. The paper argues that for OGD to reach its full potential, governments must not only improve data accessibility and promote data literacy but also align their data management strategies with broader societal and institutional demands. By examining the interaction between supply and demand, the research identifies strategic insights for policymakers to foster more effective governance and public engagement with open data.

Abstract:E-government, or electronic government, refers to the utilization of information and communication technology to improve and simplify the provision of government services and information to citizens, businesses, and government agencies. The adoption and implementation of e-government may be seen as an imperative for governments in developing nations. This research observes the intricacies of e-government implementation in developing countries, aiming to identify and analyze pivotal issues. By employing the preferred reporting items for systematic review and meta-analysis method, this research discovers the intricate landscape of e-government implementation. Also, utilizing the Technology-Organization-Environment and Unified Theory of Acceptance and Use of Technology frameworks, the study uncovers substantial issues rooted in organizational limitations like limited awareness and inadequate top management support. The scarcity of essential infrastructure, notably reliable internet access, exacerbates these issues, deepening the digital divide between urban and rural areas. These findings emphasize the crucial role of clear regulations and unwavering top management support. Success in technology adoption hinges on the synergy between organizational, technological, and environmental factors. This thorough investigation illuminates the complex dynamics associated with the implementation of e-government in developing countries, providing invaluable insights for policymakers, practitioners, and researchers navigating the complexities of digital governance.

Abstract:Open government data (OGD) holds great potential for firms and the digital economy as a whole and has attracted increasing interest in research and practice in recent years. Governments and organizations worldwide are struggling in exploiting the full potential of OGD and require a comprehensive understanding of this phenomenon. Although scientific debates in OGD research are intense and heterogeneous, the field lacks theoretical integration of OGD topics and their systematic consideration in the context of the digital economy. In addition, OGD has been widely neglected by information systems (IS) research, which promises great potential for advancing our knowledge of the OGD concept and its role in the digital economy. To fill in this gap, this study conducts a systematic literature review of 169 empirical OGD studies. In doing so, we develop a theoretical review framework of Antecedents, Decisions, Outcomes (ADO) to unify and grasp the accumulating isolated evidence on OGD in context of the digital economy and provide a theory-informed research agenda to tap the potential of IS research for OGD. Our findings reveal six related key topic clusters of OGD research and substantial gaps, opening up prospective research avenues and particularly outlining how IS research can inform and advance OGD research.

Abstract:Open government and open (government) data are seen as tools to create new opportunities, eliminate or at least reduce information inequalities and improve public services. More than a decade of these efforts has provided much experience, practices, and perspectives to learn how to better deal with them. This paper focuses on benchmarking of open data initiatives over the years and attempts to identify patterns observed among European countries that could lead to disparities in the development, growth, and sustainability of open data ecosystems. To do this, we studied benchmarks and indices published over the last years (57 editions of 8 artifacts) and conducted a comparative case study of eight European countries, identifying patterns among them considering different potentially relevant contexts such as e-government, open government data, open data indices and rankings, and others relevant for the country under consideration. Using a Delphi method, we reached a consensus within a panel of experts and validated a final list of 94 patterns, including their frequency of occurrence among studied countries and their effects on the respective countries. Finally, we took a closer look at the developments in identified contexts over the years and defined 21 recommendations for more resilient and sustainable open government data initiatives and ecosystems and future steps in this area.

Abstract:The exponentially growing production of data and the social trend towards openness and sharing are powerful forces that are changing the global economy and society. Governments around the world have become active participants in this evolution, opening up their data for access and re-use by public and private agents alike. The phenomenon of Open Government Data has spread around the world in the last four years, driven by the widely held belief that use of Open Government Data has the ability to generate both economic and social value. However, a cursory review of the popular press, as well as an investigation of academic research and empirical data, reveals the need to further understand the relationship between Open Government Data and value. In this paper, we focus on how use of Open Government Data can bring about new innovative solutions that can generate social and economic value. We apply a critical realist approach to a case study analysis to uncover the mechanisms that can explain how data is transformed to value. We explore the case of Opower, a pioneer in using and transforming data to induce a behavioral change that has resulted in a considerable reduction in energy use over the last six years.
