Abstract:Given the lack of empirical research investigating citizens’ use of open government, this study examines the antecedents of citizens’ use of open government data. Based on technology acceptance and motivation theory, this article proposes and empirically tests a research model, applying structural equation modeling to survey data collected from 210 citizens. The findings show that ease of use, usefulness, intrinsic motivation, and Internet competence significantly determine citizens’ intention to use open government data. Overall, this study contributes to the understanding of citizens’ attitudes and behavior in the context of open government and offers implications for research and practice.

Abstract:It is believed that co-creation may lead to public service quality improvements, the provision and creation of new and innovative services, and bring public service providers closer to their service users. There has been an increased interest and focus on how new technological innovations are enabling and facilitating co-creation; one such digital innovation is open government data (OGD). This paper examines a relatively new concept, that of co-created OGD-driven public services and aims to understand how the availability and exploitation of OGD to co-create new public services allows service users to become collaborators rather than customers of public service providers. An exploratory case study is conducted on a pilot project within Estonia where a new public service has been co-created through the exploitation of OGD. The initial results show that in order for an OGD-driven public service to be effectively co-created, a new understanding of the role of stakeholders is needed.

Abstract:The exponentially growing production of data and the social trend towards openness and sharing are powerful forces that are changing the global economy and society. Governments around the world have become active participants in this evolution, opening up their data for access and re-use by public and private agents alike. The phenomenon of Open Government Data has spread around the world in the last four years, driven by the widely held belief that use of Open Government Data has the ability to generate both economic and social value. However, a cursory review of the popular press, as well as an investigation of academic research and empirical data, reveals the need to further understand the relationship between Open Government Data and value. In this paper, we focus on how use of Open Government Data can bring about new innovative solutions that can generate social and economic value. We apply a critical realist approach to a case study analysis to uncover the mechanisms that can explain how data is transformed to value. We explore the case of Opower, a pioneer in using and transforming data to induce a behavioral change that has resulted in a considerable reduction in energy use over the last six years.

Abstract:This paper presents the results of an online survey and subsequent interviews investigating whether, how, and why public administrations of Brazilian states and the federal district (Federation Units) use open government data. According to the literature reviewed, the questions were categorized into four big groups: benefits, barriers, enablers, and drivers. The Survey method, based on a questionnaire followed by interviews, was used to collect and analyze data from the open data officers of 26 Brazilian Federation Units. The use of open government data is controversial as responses from the questionnaires and interviews do not match and raise questions about how well-represented each Federation Unit was. Evidence of open government data use was found. Among others, findings showed that political leadership committed to using open data facilitates and motivates public agents to use these data. Additionally, interviews indicated that the lack of human resources with the knowledge, skills, and capabilities to use open data is a relevant barrier to data use. Findings also revealed that open government data mainly support policy and decision-making processes. This research contributed to the open data and public administration fields. It portrays diverse realities of open government data use and institutionalization in Brazilian state and district public administrations. In addition, it provides lists of open government data use benefits, barriers, drivers, and enablers from the perspective of these administrations so that they can benchmark against each other and improve their OGD use. For academia, this research provides empirical evidence of the factors influencing public administrations' use of open government data at the subnational level in Brazil. Even though Brazil ranks high on OGD global assessments, few studies on its use and reuse in the public sector were identified. This is one of the first academic studies focusing on open government data use in the country. It also contributes by offering to the academic community two instruments, a questionnaire and an interview protocol, which can be applied to other public settings to expand this study's results or open new research paths by applying them to other contexts.

Turning Open Government Data into Public Value: Testing the COPS Framework for the Co-creation of OGD-Driven Public Services

Abstract:This chapter aims to demonstrate and understand how open government data can generate public value by allowing any actor to co-create an open government data-driven public service. The chapter takes a holistic approach to understanding open government data-driven co-creation and follows a content-context-process approach for the framework development. The framework proposes a public service co-creation cycle based around the ideas of agile and lean development that should lead to increased usage of open government data. The co-creation cycle is made up of four parts: co-initiation, co-design, co-implementation, and co-evaluation. To test the propositions put forth by the framework, a multi-case study was conducted on five different pilot projects that aimed to use open government data in the co-creation of new public services. The pilots were conducted at different levels of government and across different public domains. The results of the study seem to support the propositions outlined by the framework, though it also emerged that the pilots that engaged in co-implementation had higher levels of user engagement and satisfaction with the service; this warrants future empirical research.

Abstract:A worldwide movement towards the publication of Open Government Data is taking place, and budget data is one of the key elements pushing this trend. Its importance is mostly related to transparency, but publishing budget data, combined with other actions, can also improve democratic participation, allow comparative analysis of governments and boost data-driven business. However, the lack of standards and common evaluation criteria still hinders the development of appropriate tools and the materialization of the appointed benefits. In this paper, we present a model to analyse government initiatives to publish budget data. We identify the main features of these initiatives with a double objective: (i) to drive a structured analysis, relating some dimensions to their possible impacts, and (ii) to derive characterization attributes to compare initiatives based on each dimension. We define use perspectives and analyse some initiatives using this model. We conclude that, in order to favour use perspectives, special attention must be given to user feedback, semantics standards and linking possibilities.

Abstract:Open Government Data initiatives and particularly Open Government Data portals have proliferated since the late 2000’s. A comprehensive analysis of the capabilities and potential of these initiatives is currently missing from the recent research literature. In order to address this gap, the paper at hand aims towards analyzing the landscape of Open Governmental Data in the European Union from a functional, semantic and technical perspective. Our research focused on the collection and categorization of an indicative number of public data sources for each of the 27 European Union country-members through investigating their services and characteristics. By modeling and classifying the data sources according to their key attributes, we were able to proceed to their statistical analysis and assessment in terms of their content, licensing, multilingual support, acquisition, ease of access, provision and data format. Our results portray the current quality of Public Sector Information infrastructures and highlight what still needs to be done in order to make public data truly open and readily available for researchers, citizens, companies and innovation in general.

Abstract:There are many initiatives of transparency reported in the access and use of government open data for different purposes. This practice reveals an important requirement to accomplish the participatory governance. The literature has reported a minimal set of criteria to categorize a specific data repository as open. This paper discusses to which extent specific national and international data repositories address these criteria. The analyzed repositories focus on public health and prison systems. The results show different levels of alignment to the criteria and provide evidence that the adoption of government open data practices are a reality. On the other hand, there is still a long way to achieve full alignment to the stated criteria.

Abstract:This research investigates whether, why, and how open government data (OGD) is used and reused by Brazilian state and district public administrations. A new online questionnaire was developed and collected data from 26 of the 27 federation units between June and July 2021. The resulting dataset was cleaned and anonymized. It contains an insight on 158 parameters for 26 federation units explored. This article describes the questionnaire metadata and the methods applied to collect and treat data. The data file was divided into four sections: respondent profile (identify the respondent and his workplace), OGD use/consumption, what OGD is used for by public administrations, and why OGD is used by public administrations (benefits, barriers, drivers, and barriers to OGD use/reuse). Results provide the state of the play of OGD use/reuse in the federation units administrations. Therefore, they could be used to inform open data policy and decision-making processes. Furthermore, they could be the starting point for discussing how OGD could better support the digital transformation in the public sector.
A Systematic Literature Study to Unravel Transparency Enabled by Open Government Data: The Window Theory

Abstract:The opening of data has been credited for improving transparency and for providing a window on government functioning. Although this relationship is intuitively apparent, it is in fact complex and the mere opening of data might not actually yield transparency. In this paper, a comprehensive model of determinants that enable or impede transparency enabled by open government data and the expected effects have been derived by surveying public administration and information systems literature. Public administration literature tends to be focused on factors such as participation and trust, whereas information systems literature focuses on factors such as user interface, user experience, and data quality. Digital government literature attempts to bridge these elements. The Window Theory is introduced, in order to unify existing models by integrating a broad range of factors within a single model. The Window Theory can be used to develop context-dependent models that are both comprehensive and parsimonious.

Abstract:This paper explores the use of open government data (OGD) from both resource-based and institutional theoretical perspectives to understand how internal capabilities and external environmental pressures influence its effective utilization. Despite global efforts to harness OGD for societal benefits, its true utility is hindered by both the suboptimal deployment of resources within governments and inadequate responsiveness to external demands and regulatory frameworks. The study integrates resource-based theory, which emphasizes the strategic management of valuable, rare, and hard-to-imitate resources, with institutional theory, which accounts for external pressures such as regulatory, normative, and mimetic influences that shape organizational behavior and policy. This dual approach highlights the necessity of aligning internal resource management with external environmental conditions to enhance OGD’s accessibility, usability, and overall impact. The paper argues that for OGD to reach its full potential, governments must not only improve data accessibility and promote data literacy but also align their data management strategies with broader societal and institutional demands. By examining the interaction between supply and demand, the research identifies strategic insights for policymakers to foster more effective governance and public engagement with open data.

Abstract:Open government data (OGD) has been introduced relatively recently in Gulf Cooperation Council Countries (GCC Countries). However, progress has been significantly less than either hoped for or expected. The purpose of this research is to explore the reasons for this lack of progress. To do so, the attitudes and views of a range of senior government department (OGD-related) personnel were sought, using semi-structured interviews, and the results examined using thematic analysis. Unlike existing studies, which focus on external barriers to progress, this study focuses on internal factors which can result in a lack of progress to implementation, such as leadership attitudes, organisational culture and fear of failure. The findings show that considerable changes are required at both an ideological and practical level, if the gap between expectation and reality is to be closed. The paper concludes with recommendations of specific actions that can be taken to close this gap and the identification of areas where further study would be useful.

Innovation Resistance Theory in Action: Unveiling Barriers to Open Government Data Adoption by Public Organizations to Unlock Open Data Innovation

Abstract:Open Government Data (OGD) plays a pivotal role in fostering data-driven innovation and sustainability across various sectors. Despite its potential, many public organizations are reluctant to share their data openly. While existing research has explored factors impacting the public organizations intention to share OGD, there is a paucity of research applying theoretical models to investigate the resistance by public organizations to making government data publicly available. This study addresses the gap by developing an Innovation Resistance Theory (IRT) model tailored to OGD that allows identifying predictors of resistance among public agencies. We develop an initial model based on literature and refine it through interviews with 21 public agencies across six countries. The final model describes 39 barriers related to usage, value, risks, tradition, and image. The findings contribute to the literature by adapting IRT to the context of OGD, an area where its application has been notably limited. As such, this study addresses the growing demand for novel theoretical frameworks to examine OGD adoption barriers. Practical insights are provided to support policymakers in creating data ecosystems that encourage data openness and address challenges in OGD adoption.

Abstract:This paper addresses the current trends and issues with regards to opening up data held by public entities in various sectors, including public sector information, geographic data, cultural heritage, scientific publications and data. In the paper, opening up public data is defined as making it available for any purpose of use. While several initiatives have been taken within Europe to make public data available, many issues still remain unsolved. Based on the state of play in various sectors, this paper gives an overview of common issues that need to be addressed in order to move to more and better accessibility and reusability of public data. It will argue that even if sectors are currently regulated by different laws and policies governing data of a different nature, a common techno-legal framework can be defined to address legal, cultural and institutional challenges in a cross-sectorial manner.

Abstract:Today, data has an unprecedented value as it forms the basis for data-driven decision-making, including serving as an input for AI models, where the latter is highly dependent on the availability of the data. However, availability of data in an open data format creates a little added value, where the value of these data, i.e., their relevance to the real needs of the end user, is key. This is where the concept of high-value dataset (HVD) comes into play, which has become popular in recent years. Defining and opening HVD is an ongoing process consisting of a set of interrelated steps, the implementation of which may vary from one country or region to another. Therefore, there has recently been a call to conduct research in a country or region setting considered to be of greatest national value. So far, only a few studies have been conducted at the regional or national level, most of which consider only one step of the process, such as identifying HVD or measuring their impact. With this study, we answer this call and examine the national case of Taiwan by exploring the entire lifecycle of HVD opening. The aim of the paper is to understand and evaluate the lifecycle of high-value dataset publishing in one of the world's leading producers of information and communication technology (ICT) products - Taiwan. To do this, we conduct a qualitative study with exploratory interviews with representatives from government agencies in Taiwan responsible for HVD opening, exploring HVD opening lifecycle. As such, we examine (1) strategic aspects related to the HVD determination process, (2) technical aspects, and (3) application aspects.

Abstract:Governments are increasingly opening their datasets, allowing use. Drawing on a multi-method approach, this paper develops a framework for identifying factors influencing the adoption of Open Government Data (OGD) by private organisations. Subsequently the framework was used to analyse five cases. The findings reveal that for private organizations to use OGD, the content and source of the data needs to be clear, a usable open data license must be present and continuity of data updates needs to be ensured. For none of the investigated private organisations OGD was key to their existence. Organisations use OGD in addition to, or as an enhancement of their core activities. As the official OGD-channels are bypassed trustworthy relationships between the data user and data provider were found to play an important role in finding and using OGD. The findings of this study can help government agencies in developing OGD-policies and stimulating OGD-use.

Abstract:Purpose/Significance] Opening government data is an irresistible trend in big data era. It is of great importance to identify different stakeholders as well as analyze the value generating mechanism of Open Government Data ( OGD) to impel the practice of OGD. [ Methods/Process] We identified and classified the stakeholders of OGD based on the literature review. Besides, we analyzed the stake-holdersˊlevel of importance and interest with the "power-interest" matrix. Then, a method for stakeholder management was proposed. Lastly, from the perspective of stakeholders, we explored the value generating mechanism of OGD with the reference of value creation and value capture theory. [ Results/Conclusion] In this paper, we identified 12 different OGD stakeholders and classified them into 3 categories of governmental organization, non-governmental organization and individual, and proposed a 9-dimension Value Generating Mechanism of OGD.
