Abstract:In September 2014,Housing and Urban-Rural Development issued the "guiding opinions on further promoting the reform of engineering cost management",along with the implementation of the《code of bills of quantities and valuation for construction works》( 2013 Edition),which marks the project cost to enter the new era of the whole process of fine management. Inviting party is the main part of the bill of quantities preparation;it is of great significance to implement the whole process control of the list. On the basis of analyzing the research status of the quality list preparation,from the perspective of the whole project implementation process of fine management,the pre-control method based on the comprehensive unit price adjustment and the key issue review of the tender control price is put forward,the mid-control method based on tender clarification and price adjustment control are proposed,the post-control method based on the mid-process payment control is put forward,which aimed at reducing the adverse impacts on the tender side.

Abstract:Under the bill of quantities pricing model, the price of the contract is determined in advance, making the focus of enterprise project cost management be to control the expenditure of construction costs on the premise of established revenue, reduce the risks brought about by the bill of quantities pricing model, strengthen cost control, give play to the advantages of strategic cost management, and ultimately minimize project risks to maximize the benefits obtained by the enterprise. This paper mainly analyzes the problems existing in the cost control and cost management process of construction enterprises under the bill of quantities pricing mode, and proposes corresponding solutions based on the existing problems, hoping to increase the profits of enterprises from cost control and improve their market competitiveness.

This paper researched on the uncertainty of construction projects costs, proposed Monte Carlo simulation method and procedure to simulate the construction projects costs on the basis of the construction projects costs conform to the characteristics of normal distribution, and also put forward a method to calculate risks of the tender offer in accordance with the established bidding strategy, which are helpful to the risk management and control of project contracting enterprises.

Abstract:Building Information Model (BIM) Technology can be widely used in various construction fields. The construction quality and project cost of the prefabricated construction industry based on BIM can be effectively controlled. Based on BIM Technology, the integration of bill of quantities can effectively control the cost of prefabricated construction and improve competitiveness in the bidding process. Based on this, the characteristics and advantages of bill of quantities pricing based on BIM were expounded in this paper. Besides, the structure and content construction of bill of quantities were analyzed, followed by an analysis of pricing control strategy based on BIM were analyzed for assembly building quantities for reference.

Abstract:Bill of quantities (B/Qs) is an essential document in a construction project which provides the detail of the contract amount. Historically, the formal form of B/Qs was initiated in the United Kingdom after the Industrial Revolution in the 19th century. It was mainly used by contractors for paying their workers and claiming payments from clients by submitting it as partisan final account. Particularly, B/Qs is widely used in the traditional procurement for cost estimating and as part of tender and contract document. However, as construction industry evolved and changed technologically, economically, legally, and procedurally, sodoes the usage of B/Qs in the construction projects. It is not known whether B/Qs in its current format is suitable to be used with the more modern procurement systems or not. Based on literature, the issue on the declining usage of B/Qs due to the non-traditional procurement system adopted in construction industry has been encountered in the UK’s, Australia’s and also Malaysia’s construction industry due to several factors. One of the common factors is due to complexity and time consuming in the preparation of B/Qs document. Thus, this article intends to develop strategies to close the gaps between B/Qs documentation in terms of format and style with the procurement system. Besides that, this article may establish the functions of B/Qs in the construction procurement system.
