Abstract:The restoration of culturally significant landscapes poses formidable challenges given more than 160 years of settler‐colonial land use change and a rapidly changing climate. A novel approach to these challenges braids Indigenous and western scientific knowledge. This case study braids Indigenous plant knowledge, species distribution models (SDMs), and climate models to inform restoration of the Bear River Massacre site in Idaho, now stewarded by the Northwestern Band of the Shoshone Nation. MaxEnt SDMs were used to project the future spatial distribution of culturally significant plant species under medium (SSP2‐4.5) and high (SSP5‐8.5) emissions scenarios. These results support Tribal revegetation priorities and approaches, identified by tradeoffs between each species' current and future suitability. This research contributes to a knowledge‐braiding approach to the analysis of climate risks, vulnerabilities, and restoration possibilities for Indigenous‐led restoration projects by using the Wuda Ogwa ecological restoration site as a case study.

Abstract:Indigenous peoples globally are actively seeking better recognition of plants and animals that are of cultural significance, which encompass both species and ecological communities. Acknowledgement and collaborative management of culturally significant entities in biodiversity conservation improves environmental outcomes as well as the health and wellbeing of Indigenous people. The global diversity and complexity of Indigenous knowledge, values and obligations make achieving a universal approach to designating culturally significant entities highly unlikely. Instead, empowering local Indigenous-led governance structures with methods to identify place-based culturally significant entities will yield culturally supported results. Here we used a structured decision-making framework with objectives and biocultural measures developed by Indigenous experts, with the aim of prioritizing place-based culturally significant entities for collaborative management approaches on Bundjalung Country in coastal eastern Australia. We found some congruence and some important differences between culturally significant entities priorities and management compared with the colonial focus of threatened species management underpinned by current laws and policies. We provide reproduceable methods and a demonstration of successful local culturally significant entities designation and prioritization in an Australian context that highlights opportunities for Indigenous leadership, supported by governments in the designation and management of culturally significant entities.

Abstract:With climate, biodiversity and inequity crises squarely upon us, never has there been a more pressing time to rethink how we conceptualize, understand and manage our relationship with Earth's biodiversity. Here, we describe governance principles of 17 Indigenous Nations from the Northwest Coast of North America used to understand and steward relationships among all components of nature, including humans. We then chart the colonial origins of biodiversity science and use the complex case of sea otter recovery to illuminate how ancestral governance principles can be mobilized to characterize, manage and restore biodiversity in more inclusive, integrative and equitable ways. To enhance environmental sustainability, resilience and social justice amid today's crises, we need to broaden who benefits from and participates in the sciences of biodiversity by expanding the values and methodologies that shape such initiatives. In practice, biodiversity conservation and natural resource management need to shift from centralized, siloed approaches to those that can accommodate plurality in values, objectives, governance systems, legal traditions and ways of knowing. In doing so, developing solutions to our planetary crises becomes a shared responsibility. This article is part of the theme issue ‘Detecting and attributing the causes of biodiversity change: needs, gaps and solutions’.

Abstract:Rewilding is an increasingly popular approach to ecosystem-level restoration whereby strengthening ecosystem resilience and functionality is achieved through restoring previously extirpated species and/or ecological processes. Although rewilding has been broadly applied in many systems globally, there are limited examples that use sociological information to inform multi-species restoration efforts under this paradigm. We surveyed Montana, USA residents representing five stakeholder groups (local ranchers, statewide ranchers, rural residents, urban residents and members of conservation organizations) to assess public attitudes and behaviors towards a suite of species and ecological processes targeted for multi-species restoration in the Northern Great Plains. We also evaluated levels of public support for conservation incentive programs that are commonly used as a mechanism to increase restoration potential on private lands. We found that there were differences in how stakeholders perceived and behaved towards species subject to or targeted for restoration. Species perceived as potential risks to humans and livestock, or possessing regulatory constraints, yielded more negative attitudes, had increased potential for negative behaviors, and support for incentives for those species was lacking. Conversely, we found that stakeholder attitudes towards conserving migration as an ecological process were generally favorable. Our results illustrate how using public tolerance as a metric of social suitability will reveal barriers to acceptance for individual species restoration as well as insights into potential mechanisms for increasing public support for rewilding. More broadly, our study highlights how achieving rewilding in working lands will require community engagement to increase public support and continued assessments of social processes that may limit multi-species restoration.

Extending Research Protections to Tribal Communities

Abstract:The history of research in American Indian/Alaska Native (AI/AN) communities has been marked by unethical practices, resulting in mistrust and reluctance to participate in research. Harms are not limited to individual persons-tribal communities experience harmful misrepresentation and generalizations disrespectful of AI/AN groups' heritage, cultures, and beliefs. The Belmont Report's research ethics principles are applied primarily to protect individual research participants. The principles of sovereignty and solidarity are argued to be important concepts in extending Belmont's research protections to tribal communities. Sovereignty, an expression of respect for autonomy at a group level, is the basis for tribal self-determination. The principle of solidarity provides an ethical underpinning for tribes' obligations to protect community interests and culture. Extension of Belmont through these principles should serve to minimize harms to AI/AN groups in research.

Abstract:There is a resurgent enthusiasm for Indigenous Knowledges (IK) across settler–colonial institutions of research, education, and conservation. But like fitting a square peg in a round hole, IK are being forced into colonial systems, and then only as marginal alternatives. To address this mismatch, the Traditional Ecological Knowledge Section of the Ecological Society of America (ESA) hosted a 2‐day workshop—entitled Elevating Indigenous Knowledges in Ecology—at the 2022 ESA Annual Meeting, which was held on Kanien'keháka (Mohawk) and Ho‐de‐no‐sau‐nee‐ga (Haudenosaunee) territories in Montreal, Canada. This gathering of 21 interdisciplinary Indigenous ecologists included scholars from across the career and professional spectrum. By consensus, workshop participants (including the authors of this article) identified four emergent themes and respective guiding questions as a pathway toward the transformation of settler–colonial institutions into IK‐led spaces. We highlight this pathway to support actions toward systemic change, inspire future directions for Indigenous and non‐Indigenous ecologists, and nurture stronger relationships between Indigenous communities and the Western sciences, toward actualized decoloniality.

Abstract:Since 1988, the Cooperative Endangered Species Conservation Fund or “Section 6” fund facilitates partnerships between the U.S. Fish and Wildlife Service and state agencies that aim to provide data pertinent to the recovery of Endangered Species Act (ESA) protected species. Despite the success of these efforts, research for rare plants is chronically underfunded and many species experience long periods of research inactivity that hinders their conservation. One example is Macbridea alba Chapm. (white birds-in-a-nest, Lamiaceae, M. alba from hereon), a federally threatened and state endangered mint endemic to four counties within the Florida panhandle. The species is a candidate for delisting after 30 years of protection under the ESA, however a lack of up-to-date data associated with the species has continually challenged the implementation of effective conservation programs and prolonged the recovery process. The focus of this paper is to review the timeline of recovery goals for M. alba , present a summary of recent research findings (i.e., species distribution models, habitat associations, reproductive ecology), and identify achievements as well as persistent obstacles to recovery and delisting. Our research focused on 5 of 10 recovery actions listed in the recovery plan for M. alba . Our findings provide updated data and make novel contributions to the protection of M. alba that will prioritize and improve management efforts. Overall, our work highlights frequent barriers to the recovery and delisting of rare species, using an endemic plant species as a case-study. Importantly, we outline effective methods for the rapid assessment of at-risk plant species that due to enduring data gaps, face an uncertain future in listing and recovery. We hope our work provides a convincing case demonstrating the critical need for current and expanded ESA funding and encourages a diversity of individuals and institutions to participate in critical rare plant research to swiftly fill research gaps and expedite recovery of some of the rarest plant species across the United States.

Abstract:Transforming wildlife management institutions at the cultural level to increase alignment with diverse worldviews can improve relations with Indigenous Peoples and the implementation of Indigenous Knowledges within management. 3 priorities to facilitate this cultural shift are: reconciling historical legacies and power imbalances, moving beyond attempts to integrate Indigenous Knowledges into dominant management paradigms, and building reciprocal, accountable relations with Indigenous Peoples. Within governance agencies, academia, and communities alike, there are increasing calls to recognize the value and importance of culture within social‐ecological systems and to better implement Indigenous sciences in research, policy, and management. Efforts thus far have raised questions about the best ethical practices to do so. Engaging with plural worldviews and perspectives on their own terms reflects cultural evolutionary processes driving paradigm shifts in 3 fundamental areas of natural resource management: conceptualizations of natural resources and ecosystems, processes of public participation and governance, and relationships with Indigenous Peoples and communities with differing worldviews. We broadly describe evolution toward these paradigm shifts in fish and wildlife management. We then use 3 case studies to illustrate the ongoing cultural evolution of relationships between wildlife management and Indigenous practices within specific historical and social‐ecological contexts and reflect on common barriers to appropriately engaging with Indigenous paradigms and lifeways. Our case studies highlight 3 priorities that can assist the field of wildlife management in achieving the changes necessary to bridge incommensurable worldviews: acknowledging and reconciling historical legacies and their continued power dynamics as part of social‐ecological systems, establishing governance arrangements that move beyond attempts to extract cultural information from communities to integrate Indigenous Knowledges into dominant management paradigms, and engaging in critical reflexivity and reciprocal, accountable relationship building. Implementing these changes will take time and a commitment to processes that may initially feel uncomfortable and unfamiliar but have potential to be transformative. Ethical and culturally appropriate methods to include plural and multivocal perspectives and worldviews on their own terms are needed to transform wildlife management to achieve more effective and just management outcomes for all.

Abstract:Tlingit existencescape can be understood in this article as the overlap of the sacred, natural, and cultural dimensions that govern the Tlingit way of life. An Indigenous model of Wolf is holistic in nature, and the species cannot be understood outside of its sociocultural and socioecological contexts. Wildlife management agencies in North America must begin to revise their assessment frameworks to include Indigenous models of wildlife conservation. The United States Fish and Wildlife Service in Alaska, USA, conducted a species status assessment for a petition to list the Alexander Archipelago wolf (Canis lupus ligoni) under the Endangered Species Act in 2020‐2022. This federal undertaking could not be adequately prepared without including the knowledge of Indigenous People who have a deep cultural connection with the subspecies. Our objective is to communicate the authoritative expertise and voice of the Indigenous People who partnered on the project by demonstrating how their knowledge contributed to the species status assessment. The Indigenous knowledge applied in the assessment is the cultural and intellectual property of those who have shared it. We employed rapid appraisal research to expeditiously develop a preliminary and qualitative understanding of Indigenous People's cultural and ecological knowledge of Alexander Archipelago wolves. We used semi‐directed interviewing and inductive coding from grounded theory for text analysis. Indigenous knowledge contributed to the agency's understanding of the Alexander Archipelago wolf in Southeast Alaska and helped the agency with their classification decision. Indigenous research partners explained the rich cultural significance and position of wolves in Tlingit society and described human–wolf relationships and ecological interactions. The agency used a single‐species assessment approach based in species ecology and conservation biology, whereas the Indigenous wolf experts applied a multi‐species, community ecology approach based in a sociocultural context of balance and respect. The Indigenous wolf experts successfully addressed knowledge gaps identified by the agency. The partners were challenged by a short regulatory timeframe that did not allow for comprehensive study of Indigenous knowledge and constrained review and feedback by Indigenous experts. The United States Fish and Wildlife Service learned that its assessment framework was not designed to account for an Indigenous worldview. To level the playing field, the agency and Indigenous experts should discuss how to co‐develop an assessment framework that equitably applies both perspectives.

Abstract:Support for nature-based solutions (NbS) has grown significantly in the last 5 years. At the same time, recognition for the role of Indigenous Peoples in advancing 'life-enhancing' climate solutions has also increased. Despite this rapid growth, the exploration of the intersection of NbS and Indigenous Peoples has been much slower, as questions remain about the ability of NbS to be implemented while respecting Indigenous rights, governance, and knowledge systems, including in their conceptualizations. To address this knowledge gap, we draw on 17 conversational interviews with Indigenous leaders, including youth, women, technicians, and knowledge keepers from what is currently known as Canada to explore Indigenous conceptualizations of nature, nature-based solutions, and the joint biodiversity and climate crisis. Three drivers of the biodiversity and climate crisis were identified: structural legacy of colonization and capitalism, a problem of human values, and climate change as a cumulative impact from industrial disturbances. Building on this understanding, our findings indicate that shifting towards Indigenous conceptualizations of NbS as systems of reciprocal relationships would: challenge the dichotomization of humans and nature; emphasize the inseparability of land, water, and identity; internalize the principle of humility and responsibility; and invest in the revitalization of Indigenous knowledge systems. As the first exploration of Indigenous conceptualizations of nature within NbS literatures, we close with four reflections for academics, advocates, leaders, activists, and policymakers to uplift Indigenous climate solutions for a just, equitable, and resilient future.

Abstract:The U.S. Forest Service and other federal land managers are responsible for maintaining the productivity of aquatic–riparian ecosystems, the associated native biota, and the ecosystem services they provide. These public lands are important sources of water, recreation opportunities, and habitat for a suite of animals and plants, including many that are protected under the Endangered Species Act. To meet these challenges and responsibilities, recent science suggests modifying practices to provide a broader array of habitat, biological conditions, and ecosystem functions than are associated with traditional management approaches. We suggest that by linking approaches based on natural disturbance and portfolio concepts, managers can achieve a robust strategy and desired outcomes more reliably and cost effectively. Locally complex habitat conditions created by natural disturbances provide the template for biological diversity to play out if provided enough time. Accordingly, natural disturbance regimes play an important role in creating and sustaining habitat and biological complexities on the landscape, suggesting that, to the extent possible, management actions should emulate natural disturbance processes at appropriate spatial and temporal scales. In concert with this approach, the portfolio effect (i.e., diversity that mitigates risk) provides justification for promoting connected heterogeneous habitats that reduce the risk of synchronous large‐scale population and ecosystem collapse. In this article, we describe how disturbance and portfolio concepts fit into a broader strategy of conserving ecosystem integrity and dynamism and provide examples of how these concepts can be used to address a wide range of management concerns. Ultimately, the outcome for populations, habitats, and landscapes depends on how well environmental change is understood, the degree to which change is appropriately addressed by natural resource managers, and solutions that allow populations and ecosystems to persist in the presence of and be resilient to a growing scope of human influences.

Abstract:Although biodiversity is declining at the global scale, some species populations are recovering in recent decades, mainly because of effective conservations efforts. However, population increases of some species are sustained only briefly, and public concern over human-wildlife conflict following population recovery is also on the rise, jeopardizing the wildlife species' long-term recovery. Questions related to the extent and sustainability of wildlife population recoveries and their impacts on human society and local ecosystems remain unanswered across many of the areas where they have occurred. These answers are vital if ongoing public support for wildlife conservation and species recovery programs is to continue. In the present article, we outline evidence, benefits, challenges, and unforeseen consequences of wildlife population recoveries globally, and highlight a series of policies and conservation practices to foster long-term wildlife population recovery.

Abstract:Indigenous Peoples throughout the world have been displaced from their ancestral territories through colonial land use management. Indigenous Peoples have pushed settler-colonial governments to shift their policy frameworks to better support Indigenous rights and leadership across land management, but particularly in conservation. In Canada, this has recently involved the development of Indigenous Protected and Conserved Areas. Combined with pressure from international organizations, Canada's Federal Government has dedicated substantial funds to support the establishment of these areas and to achieve conservation and reconciliatory goals. In Aotearoa New Zealand, Māori groups have shaped new legislation that recognizes legal personality status for natural features, which contrasts with Western understandings of land ownership. Indigenous-led conservation in Canada faces many interrelated barriers grounded in colonial histories that complicate land jurisdictions, reconciliation, and protected area networks. This research reveals some of this complexity by examining how Indigenous-led conservation can contribute to more equitable and consensus-based decision-making frameworks in land use management. Policy and legal analyses of Canadian, Aotearoa New Zealand, and international conservation and human rights documents inform our results. We affirm that Indigenous-led conservation can foster relationships between Indigenous Nations and Crown governments. They can also provide steps towards reconciling colonial injustices, supporting Indigenous self-determination, and advancing more sustainable land use systems.

Abstract:Indigenous nations and communities in the United States have rights as sovereign governments to exercise control and ownership over all data and information generated by or from the tribes, tribal members, or tribal resources. Indigenous nations exercise these rights through data ownership policies established in response to unethical research practices in research involving Indigenous communities. Most universities in the U.S. have "openness in research" policies to ensure academic freedom to publish freely, exercised by retaining university control of data. Here, we describe our study of cultural ecosystem services in the St. Louis River estuary region (Nagaajiwanaang in the language Ojibwemowin) in Duluth, Minnesota, and Superior, Wisconsin, U.S., an area that includes portions of the 1854 and 1842 Ceded Territories and reservation lands of a local band of Ojibwe (hereafter referred to as "the Band"). In this university-led, Band-supported study, both the university and the Band sought ownership of data collected based on their respective policies, resulting in a research delay of nearly a year. We found that open research policies that do not consider Indigenous sovereignty can hamper collaboration between university researchers and tribal nations, even when there is broad agreement on research goals and objectives. University open research policies that do not explicitly address Indigenous sovereignty fall short of the open research principles they intend to support and should be revised. Formal adoption of principles for ethical research with sovereign tribal governments by universities is needed to improve coordination and trust among university and tribal researchers and members.

Abstract:Indigenous peoples globally have high exposure to environmental change and are often considered an "at-risk" population, although there is growing evidence of their resilience. In this Perspective, we examine the common factors affecting this resilience by illustrating how the interconnected roles of place, agency, institutions, collective action, Indigenous knowledge, and learning help Indigenous peoples to cope and adapt to environmental change. Relationships with place are particularly important in that they provide a foundation for belief systems, identity, knowledge, and livelihood practices that underlie mechanisms through which environmental change is experienced, understood, resisted, and responded to. Many Indigenous peoples also face significant vulnerabilities, whereby place dislocation due to land dispossession, resettlement, and landscape fragmentation has challenged the persistence of Indigenous knowledge systems and undermined Indigenous institutions, compounded by the speed of environmental change. These vulnerabilities are closely linked to colonization, globalization, and development patterns, underlying the importance of tackling these pervasive structural challenges.

Abstract:Language connects cultural and biological diversity and can contribute to both big data and localised approaches to improve conservation. Analysing Indigenous languages at regional level supports understanding of local ecologies and cultural revitalisation. Collated linguistic datasets can help to identify large-scale patterns, including extinctions, and forge robust multidisciplinary approaches to biocultural decision-making.

Abstract:In her bestselling book Braiding Sweetgrass, Robin Wall Kimmerer describes the reciprocity between humans and nature while also contemplating another potentially beneficial relationship-between Indigenous knowledge and Western science. Not surprisingly, this integration is easier said than done. Recently, for example, the US National Academies of Sciences, Engineering, and Medicine (NASEM) terminated a $2 million study on how to best combine Indigenous and Western approaches to understanding the natural world. The problem? As Kimmerer herself said on this page, effective collaboration with Indigenous communities requires Western science to respect cultural practices and scientific ideas that diverge from the reductionist approach. Unless the scientific community leans into this discomfort, we will never unlock the possibility that this relationship could help address some of society's most distressing problems.

Abstract:Indigenous communities in the United States experience some of the highest rates of food insecurity and diet-related diseases despite an abundance of food assistance programs and other public health interventions. New approaches that center Indigenous perspectives and solutions are emerging and urgently needed to better understand and address these challenges. This Practice Note shares lessons learned from ongoing collaboration between the Karuk Tribe and University of California, Berkeley researchers and other partners to assess and enhance food sovereignty among Tribes and Tribal communities in the Klamath River Basin. Through two participatory research and extension projects, we demonstrate the importance of centering Indigenous knowledge to strengthen research findings and identify more culturally appropriate solutions to community identified food access, health, and ecosystem challenges. Key findings suggest that approaches to food sovereignty and community health must emanate from the community, be approached holistically, reflect community values and priorities, and center Indigenous land stewardship.
