Abstract:Distributed leadership is one of the most influential and well-discussed ideas to emerge in the field of educational leadership. Prompted by the foundational and seminal work of Spillane et al. (2001) the idea of shared or 'stretched' leadership that incorporates both formal and informal leaders, has been of interest to researchers, policy-makers practitioners and educational reformers around the globe. Distributed leadership has captured the attention of many international researchers and as this article will show, has been the focus of a great deal of empirical enquiry. This article looks at the two decades of research that followed the pivotal Spillane et al. (2001) article on distributed leadership. Firstly, it takes a retrospective view by drawing upon selected literature from 2001 to 2011 mapping out the main findings based on this empirical terrain. Secondly, it offers a contemporary view by exploring recently selected literature on distributed leadership from 2011 to 2021. The article does not claim to be a systematic review of the literature but rather, offers some insights into selected evidence over two decades. The article considers how far distributed leadership remains a relevant concept for those working within the field of educational leadership.
Distributed leadership in ECE: perceptions and practices

Abstract:Leadership within the New Zealand early childhood education (ECE) sector is both positionally assigned and a practice required of all teachers. Within this context, distributed leadership, where all team members have the potential to lead through intentional practice, is increasingly seen as an effective leadership model. This article focuses on the perceptions and practices of teachers and leaders regarding distributed leadership. ECE teachers and positional leaders’ perceptions of distributed leadership and leadership practice were gathered through surveys, and explored through individual and group interviews in three previously identified high-quality ECE services. Data analysis revealed some differences in the perceptions of teachers and leaders surveyed, whereas in the interviews, the teachers and leaders had similar perceptions. Differences in perceptions about leadership create the potential for positional leaders to be unaware of areas requiring improvement either in their leadership practice or in the service as a whole. Effective leaders supported distributed leadership through building relational trust, mentoring and coaching teachers, and providing opportunities for teachers to enact leadership. The findings of this study may provide guidance for positional leaders wishing to support distributed leadership practice.

Abstract:This article considers distributed leadership in the context of the extensive literature on post-bureaucratic organisations. It suggests that both distributed leadership and bureaucracy are ideal types. It outlines the development of bureaucracy as an organisational form, challenges the often-stereotypical criticisms that have damned the theory and questions the withdrawal of the field of educational leadership from constructive engagement. It explores the notion that bureaucracy is conceived as a means of shaping and containing power in a way that is sophisticated and has developed considerably since Weber’s original idea. The article also outlines the development of distributed leadership and critiques the assertion that it offers a means of redistributing power, arguing that there is little evidence that this happens in any reliable way. It suggests that such reliance is often based on a limited zero-sum concept of power and a sanitised view of staff and organisations. It concludes that bureaucracy offers a more realistic and deeper engagement with issues of power, and that its rejection, except as a butt of criticism, deliberately ignores an enduring and important aspect of leading organisations. It concludes that educational leaders need to engage positively with bureaucracy if they are to transform education.

Distributed leadership in Chinese higher education: Conceptual understanding and barriers to its implementation

Abstract:Educational Management Administration &Leadership, Ahead of Print. There is a prevailing trend of distributed leadership in the West as it balances the weaknesses and combines the capabilities of different individuals in knowledge-based societies. Conversely, there is still a lack of understanding and literature on distributed leadership in Chinese universities. We know little about how faculty members in Chinese universities understand this term and the possible challenges of leadership distribution in Chinese higher education contexts. This article explores the conceptual understanding of distributed leadership and what barriers exist to its implementation in Chinese higher education through the perception of Chinese leaders and staff members. Drawing on questionnaires and semi-structured interviews, the findings suggest that respondents have gained a good understanding of the principles of this leadership model. However, distributed leadership is seen as delegation and erosion of power by the respondents; this creates certain sociocultural barriers to its use in Chinese higher education.

Abstract:The ever-evolving and complex technological environment of 21st century schools and the new leadership capacities that accompany it have signified a paradigm shift in leadership. Distributed leadership has emerged as a possible method for dealing with the increased responsibilities and pressures placed upon school principals. Distributed leadership theory is proposed as a means of in-depth analysis of the practice of school leaders in order to understand the dynamics of leadership practice and proposes that leadership function is stretched over the work of a number of individuals (Spillane, 2006). This theory, the concepts, propositions it contains, and the research evolving from it present a means for exploring and analyzing the leadership activities, actions, and roles of teacher librarians. The applicability of distributed leadership to teacher librarian leadership will be demonstrated through this report of research that applied distributed leadership theory to investigate the enablers and barriers to teacher librarian technology integration leadership.

Abstract:Educational Management Administration &Leadership, Ahead of Print. The concept of distributed pedagogical leadership (DPL) practice in education is advanced as an acceptable element in enhancing the quality of pedagogical improvement and the academic achievement of learners across educational contexts. This concept is conceived as a leadership style, where stakeholders are formally and informally involved in the leadership process. The interdependence of stakeholders in the enactment of this concept is underpinned by the five dimensions of DPL, namely: enhancing shared consciousness of visions, and strategies between stakeholders; distributing responsibilities for pedagogical leadership; distributing and clarifying power relationship between the stakeholders; distributing the enactment of pedagogical improvement within centers; and developing a strategy for DPL. This study employed a systematic literature review that mapped relevant literature to the topic. The database of sources consists of 10 articles on DPL published in the English language and in high-ranking journals between January 2010 and December 2021. The review highlights empirical and theoretical-conceptual contributions to the literature on DPL including the methodologies used in the studies. The study extensively expounds on the underpinning theoretical and conceptual frameworks to elucidate this concept. The result implies the need to promote the culture of DPL in all learning levels and spheres of education.

Enhancing teaching and learning through distributed leadership : a case study in higher education

Abstract:This thesis aims to identify how the Distributed Leadership approach may be evident in Higher Education and specifically how it may enhance the teaching and learning function in a specific Higher Education setting, for which the primary activity is teaching and learning. Whilst being atypical of many Higher Education Institutions, the case study institution is arguably facing the same challenges in terms of the need to enhance teaching and learning as other institutions in the sector. Uniquely the research aims to identify parallels of teacher leadership theory drawn from the schools sector with that of activity in a Higher Education sector setting. The research draws upon theoretical and empirical literature of the Distributed approach to provide a conceptual framework for the case study. An interpretivist stance is used to collect predominantly qualitative data through a mixed methods approach, which was used to engage with staff in both formal leadership and academic positions. Sixteen semi-structured interviews were conducted and data from these interviews, together with fifty two questionnaire responses and documentary analysis were used to elicit both qualitative and quantitative data. Findings indicate that formal leadership assumes that there is a fostered environment that facilities the Distributed approach and that specific activity allows for elements of distribution. However, there is a perceptions gap of how the overall vision, mission and teaching and learning strategy is communicated. This needs to be strengthened in order to provide an ‘Effective Leadership Framework’ in which leadership of teaching and learning may be enhanced. Many aspects of leadership activity among academics drew parallels with teacher leadership theory. Many staff undertook activities that it can be argued are leadership functions such as networking, developing subject expertise and initiating projects that arguably enhance the student experience. However, this was ‘pulsating’ in nature and not sustained activity. The research also identified that opportunities for leadership should to be extended to more academic staff, the majority of whom had considered applying for leadership roles. In order to facilitate leadership activity, the professional learning community needs to be considerably strengthened to allow for efficient networking, especially around pedagogic development. A model of an ‘Effective Leadership Framework’ is developed to illustrate the role that Distributed Leadership may take in enhancing teaching and learning.

Is Distributed Leadership Universal? A Cross-Cultural, Comparative Approach across 40 Countries: An Alignment Optimisation Approach

Abstract:Distributed leadership (DL) is defined as the degree of contact and involvement of various people in making choices or carrying out responsibilities, and is an increasingly used concept among researchers, policymakers, and educationalists worldwide. However, few studies have investigated the cross-cultural comparability of the distributed leadership scale for school principals, and few have ranked countries according to their levels of distributed leadership. This study employs an innovative alignment optimisation approach to compare the latent means of distributed leadership, as perceived by school principals, across 40 countries, using data from the OECD Teaching and Learning International Survey (TALIS, 2018). We found that South Korea, Colombia, Shanghai (China), and Lithuania had the highest levels of distributed leadership in school decisions, from the perspective of school principals. In contrast, the Netherlands, Belgium, Argentina, and Japan had the lowest levels. Our findings may serve as guidance for education stakeholders over which nations they could learn from in order to enhance school principal distributed leadership.

Abstract:Styles of leadership which encourage leaders to share responsibilities and authority have been the subject of much recent interest. Initiatives, such as that for encouraging distributed models of leadership, are attracting much attention. Within this movement the head teacher is encouraged to work with staff, utilizing their expertise and initiative in a way which benefits the school as a whole. This article reports research commissioned by the National College for School Leadership and looks at the issues of leadership involved in the primary school sector. Interview data collected from head teachers and subject leaders is reported and consideration is given to the realities of being a primary school leader. The authors will suggest that many of the arguments supporting more distributed patterns of leadership are desirable but that a number of developments need to be considered if this goal is to be realized.

Abstract:The topic of distributed pedagogical leadership has attracted researchers' interest in early childhood education leadership. A growing body of research focuses on investigating leadership enacted between leaders and teachers in ECE settings. In this article, we focus on the enactment of distributed pedagogical leadership in Finnish ECE settings and their relations to teacher commitment to pedagogical leadership on staff teams. The study employed an explanatory sequential mixed methods design. Data on the perceptions of 130 ECE professionals, ECE center directors, ECE teachers, and child care nurses on the enactment of distributed pedagogical leadership and teacher commitment were collected with a survey. A qualitative inquiry included six ECE professional interviews. The results indicate that the studied ECE centers have adopted leadership approaches congruent with distributed pedagogical leadership and the implementation of distributed forms of leadership related positively with the ECE teacher's ability to lead reflection and learning in their teams.

Abstract:This work attempts to examine instructional leadership from a peer influence perspective within a districtwide network of educational leaders. This approach to instructional leadership supplements a conventional understanding of technical core of professional collaboration. We argue from a social network perspective that individual perception is likely to be influenced by the perception of peers with whom one has direct connections. Specifically, this study investigates individual leaders' perception of instructional leadership and its relationships with the perceptions of peers as they collaborate with one another among a districtwide leadership team in one large school district implementing large scale school reforms in California. Findings suggest that organisational learning and personal beliefs perceived by peer collaborators are associated with individual leaders' perception of instructional leadership.

Abstract:In a dual leadership condition, two leaders share formal power in team decision-making. How to distribute the power between dual leaders in the decision-making process determines team effectiveness. Our research proposes a new perspective to solve the tension between the unity of command and the shared command in a dual leadership condition. We advance and distinguish between decision-participation power and decision-making power. Furthermore, we posit that the decision-participation power gap has a negative effect on team performance through decision-making comprehensiveness whereas the decision-making power gap has a positive effect on team performance through the decision-making speed. A multi-time and multi-source data of 127 dual leader pairs provide support for our hypotheses. Our research discusses the theoretical and practical implications for dual leadership and power distribution.

Abstract:This article explores a case of shifting leadership responsibility for teacher evaluation. Peer Assistance and Review (PAR) formally involves teachers in the summative evaluation of other teachers—although the boundaries of the involvement are often vague. Since teacher evaluation has traditionally been the domain of school principals, involving teachers in teacher evaluation raises questions about how those faced with the new role make sense of it and enact it. The article draws on theories of professions, organizations, and institutions to examine the implementation of PAR in one large urban school district. Findings suggest that, despite positive sentiments about the policy across stakeholder groups, those involved wanted principals to remain a central figure in the evaluation of teachers in PAR. Education’s hierarchical norms, the difficulty of conducting evaluations, district leadership, and program ambiguity are identified as challenges to distributing leadership.

Distributed but Undefined: New Teacher Leader Roles to Change Schools

Abstract:This article examines teacher leader role development and definition by looking at one emergent model of distributed leadership: the hybrid teacher leader (HTL). HTLs are teachers whose official schedule includes both teaching K–12 students and leading teachers in some capacity. Participants included six HTLs across four school districts over 2 years, as well as their administrators. Extensive qualitative data were collected and subsequently analyzed, including interviews, on-site observations, and artifacts. Findings included a pervasive lack of role definition for the HTLs amid heightened organizational complexity, leading to numerous de facto definitions emerging. Conflicting de facto definitions led to diminished success for the HTLs, relationship deterioration, a reversion to professional development removed from the classroom, and a lack of capacity to account for HTL efficacy. The study concludes that for new teacher leaders to be successful, states and districts will need to much more clearly define roles and priorities and be specific about how budget-compensated teacher leader time is used.

Abstract:Purpose This study explores the process of interactions experienced by leaders during the evolution of the small firm. Three key propositions are conceptualized into a model with the main aim of supporting leaders of small organizations in understanding better the leadership phenomena. Design/methodology/approach This qualitative research project investigates the dynamics of leadership in small businesses through an inductive and abductive approach, inherent to grounded theory. This enabled the development of propositions directly from data. Field research involved responsive interviews with 12 established small enterprise leaders. Selective and theoretical sampling coupled with ongoing data comparison and analysis were applied to uncover and refine emerging leadership concepts. Findings Intellectual assets of leaders in small firms propel the recognition and sensitivity to the process of organizational evolution which requires a continuous adaptation of the leadership paradigm. Research limitations/implications The researchers' philosophical stance to construct reality based on the participants own experiences, cannot produce generalized findings on the subject area. Practical implications Enhanced Decision-Making and Strategic Planning: Small business leaders can leverage their academic and industry backgrounds to make more informed and strategic decisions. Facilitating Organizational Change: By understanding the necessity of continuous change, small business leaders can implement frameworks that encourage flexibility and adaptability within their organizations. Adopting Distributed Leadership: Encouraging small business owners to move away from centralized control towards a more distributed leadership model can lead to better organizational outcomes. Originality/value A considerable amount of research has been devoted to leadership in the past decades. There is very little evidence on behavioral patterns of leaders, grounded in data within the context of the Small Firm aimed at the practitioner. This work is contribution towards this shortfall.
Distributed leadership, leader-member exchange and innovative work behavior: the mediating role of basic psychological needs satisfaction

Abstract:Distributed leadership (DL) and leader-member exchange (LMX) are highly relevant for fostering teachers' innovative work behavior (IWB). Based on self-determination theory, we hypothesized that the satisfaction of the basic psychological needs (BPNS) for autonomy, competence, and relatedness plays a major role in mediating these relationships. To investigate this assumption, we executed a quantitative survey study among secondary education teachers involving a time-lag design with two points of measurement ( N (T1) = 654 and N (T2) = 293). For hypothesis testing we employed structural equation modelling (SEM) and found support for most of our assumptions: DL (at T1) enhanced teachers' IWB (at T2) by fueling BPNS (at T1 and T2) (indirect effects: autonomy (T1/T2): β = .10/.09, p < .10/.01; competence (T1/T2): β = .09/.10, p < .01/.01; relatedness (T1/T2): β = .00/.08, ns / p < .01). Conversely, LMX (at T1) hardly exerted its effect through BPNS (at T1 and T2) but was directly connected to teachers' IWB (at T2) (indirect effects: autonomy (T1/T2): β = .06/.07, p < .10/.01; competence (T1/T2): β = .01/.04, ns / ns ; relatedness (T1/T2): β = .00/.03, ns / p < .10; direct effects (T1/T2): β = .15/.09, p < .05/ ns ). Therefore, to promote teachers' IWB, school leaders should not only focus on the relationship quality with teachers, but also on the informal distribution of leadership practice and, more generally, to the creation of an environment that bolsters teachers' BPNS. Moreover, future research may explore these relationships in other educational sectors as well as in non-profit organizations.

Abstract:Today’s higher education challenges necessitate new forms of leadership. A volatile financial environment and the need for new business models and partnerships to address the impact of new technologies, changing demographics, and emerging societal needs, demand more effective and innovative forms of leadership. This book focusses on a leadership approach that has emerged as particularly effective for organizations facing complex challenges: shared leadership. Rather than concentrating power and authority in an individual leader at the top of an organization, shared leadership involves multiple people influencing one another across varying levels and at different times. It is a flexible, collective, and non-hierarchical approach to leadership. Abstract:Bootlegging innovation, the act of developing an idea by an employee even when it was banned by the leader, is a novel and interesting construct that can bring both positive and negative outcomes to organizations. It is of interest to the organizations, leaders within those organizations, and the employers. Drawing upon paradox theory and organizational learning perspectives, we theorize and test a moderated mediation model to explore the relationship between distributed leadership and bootlegging behavior. We use a three-stage questionnaire method to collect data from 517 employees of information technology enterprises in China. Our results corroborate the following: (a) distributed leadership is positively related to the bootlegging behavior of employees; (b) exploratory-exploitative learning tension mediates the linkage between the distributed leadership and the bootlegging behavior of employees; (c) employee's paradox mindset moderates the positive relationship between exploratory-exploitative learning tensions and the bootlegging behavior and also moderates the positive direct relationship between the distributed leadership and employee's bootlegging behavior, so that the relationship is amplified when paradox mindset is strong. We discuss the implications for theory development and practice concerning how distributed leadership can influence personal bootlegging behavior.
