Abstract:Educational leaders in schools face numerous challenges due to the rapid pace of social and economic changes. Therefore, the purpose of this study was to identify the barriers and challenges of educational leadership in elementary schools. This research was conducted using an exploratory strategy. The statistical population of this study included all elementary school principals, educational management experts, and professionals in West Azerbaijan Province. The sampling method was purposive, based on the criterion of theoretical saturation, and employed a snowball technique, resulting in a sample size of 19 individuals. Data were collected through semi-structured interviews. Data analysis was conducted using open, axial, and selective coding. The results of this study identified eight main barriers to educational leadership: lack of specialized and skill-based competencies of leaders, structural barriers, lack of meritocracy, inadequate quantity and quality of facilities and equipment, financial barriers, inefficiency and ineffectiveness of educational staff, educational barriers, and social barriers. The necessary strategies to overcome these barriers and challenges facing leaders in elementary schools include aligning equipment, students, and teachers; evaluating educational quality; fostering creativity and innovation in education; delegating authority to leaders; developing educational programs and enhancing the knowledge of educational leaders; attracting and developing competent leaders; providing social support; securing funding; and empowering teachers.

Abstract:As school systems strive to support students with special education needs in inclusive schools, there has been a persistent lack of scholarly literature that addresses the ways in which school principals are engaged in this process. This article is a response to this gap and aims to examine the question: What types of experiences do school principals identify as formational in their support of students with special education needs and fostering inclusive schools? Based on the analysis of data collected from 285 school principals from six provinces in Canada, four key themes are identified including: relationships, modelling behaviours, communication and principal isolation and lack of preparation. These themes are examined with consideration for how to support principals' professional leadership in fostering inclusive schools. As a result, this article's significance is in its examination of the experiences of principals and how these influence their leadership practice for supporting students with special education needs and fostering inclusive schools.

Abstract:In this paper, we report our findings about a case study that explored challenges and their leadership practices as they responded to complex township school life. Four secondary schools purposively selected participated. Principals, heads of department and teacher were interviewed, and documents kept in the school reviewed. Findings show that principals used various strategies including ignoring policy and causing tensions and conflicts between SGBs and RCL and between SGBs and teacher unions. Holding constant dialogue with the stakeholders and the communities around the schools was the most useful technique they used to address social challenges facing their schools. Although principals used creative ways to keep their functional, some of their strategies are questionable on sustainability and moral reasons.

Challenges and Professional Support for Principals at Rural Schools for Sustainable Development

Abstract:This study aims to explore the challenges faced by principals in rural schools in Taiwan and the professional support they require to improve leadership and school management. Utilizing focus group interviews, data was collected from 16 participants (7 women and 9 men), focusing on issues such as limited cultural capital, student retention, teacher shortages, poor student performance, and insufficient school funding. This research highlights the specific challenges of teacher retention, student mobility, and administrative burdens. The key professional support identified includes targeted professional development, curriculum inspection, parental engagement, and collaboration with colleagues and experienced principals. This study suggests that creating professional development communities, fostering collaborative networks, and increasing administrative support can significantly enhance rural school leadership and improve education quality. The findings offer practical insights for policymakers to tailor support systems to meet the unique needs of rural school principals in Taiwan, drawing on successful strategies from both local and international contexts to ensure sustainable educational leadership and development.

Negotiating Incomplete Autonomy: Portraits from Three School Principals

Abstract:Educational Administration Quarterly, Ahead of Print. Purpose: This study builds on research scrutinizing school autonomy in policy and school governance by shifting the focus from a formal structural view of autonomy to examining how principals negotiate autonomy in their daily work. Drawing on multiple dimensions of autonomy and street-level bureaucracy, this study examined how principals, as both professionals and bureaucrats, work to expand and strategize their autonomy in practice. Research Methods/Approach: We used portraiture to document and interpret the experience and perspectives of three principals at urban, suburban, and rural PK-12 traditional public schools in the Midwest of US during the 2018–2019 school year. Findings: Principals faced a "bounded" or "partial" autonomy in which they had to constantly negotiate their individual autonomy (e.g., how they spent their time on any given day) with institutional autonomy (e.g., the demands of the role via external expectations). The findings show the ways participants utilized institutional autonomy to support individual autonomy and dealt with the boundaries of their autonomy. While these strategies gave them a bit more "control" over decision-making, they also often resulted in overwork and/or conflict with district priorities. Implications for Research and Practice: Detailed portraits offer key insights for rethinking school autonomy with multiple dimensions intersected in leadership practice. Findings yield knowledge regarding how to best support districts and school leaders in creating greater alignment between institutional and individual demands, thus increasing the likelihood that autonomy, as an improvement strategy, can be effective.

Abstract:Globally, the COVID-19 pandemic is triggering a public health emergency and crisis on a large scale, with far-reaching effects and severe damage to all aspects of politics, economy, cultural and social life, and health. Consecutive outbreaks over the past nearly 2 years of "living with COVID-19" have forced most schools to physically close, resulting in the largest educational disruption in human history. In turbulent times of the COVID-19 crisis, school leaders are facing numerous major challenges germane to school governance and leadership. The key objective of the study is to fully explore the prospective challenges principals are encountering in public schools in times of COVID-19. To fulfill the research purpose, a systematic literature review (SLR) was carried out to investigate the leadership challenges. As a result, a total of 24 challenges were explored through SLR approach. Frequency analysis approach was initially applied to figure out the most significant challenges. Accordingly, seven challenges were found statistically significant as showing frequency ≥ 50 each. Irrevocably, the study works as a contribution to K-12 school leadership by providing guidance for current and future leaders in crisis based on practical investigation, experiences, and recommendations. Policy makers can leverage these findings to make necessary adjustments to school policy to better prepare school leaders for crisis. Additionally, the findings of the current study are believed to have profound implications for future research. These findings expand our current understanding on school leadership in time of crisis that needs further investigation. Subsequent studies can quantitatively and/or qualitatively validate these leadership challenges findings regarding a particular school context.
Factors affecting elementary school principals’ management function: the case of Patikul District, Ministry of Basic, Higher and Technical Education-Sulu

Abstract:The study investigated the factors that influence the management functions of elementary school principals among elementary school teachers in Patikul East District, Ministry of Basic, Higher, and Technical Education-Sulu, during the school year 2023-2024. The researchers collected data from 100 participants using non-probability sampling method called purposive sampling. They used statistical analysis techniques such as weighted mean, standard deviation, t-test for independent samples, one-way ANOVA, and Pearson’s r to analyze the data. Here are the key findings of the study: 1. Most of the teachers in the sample were female, married, and aged between 30 years and below or 41-50 years old. They mostly held bachelor’s degrees and had 26 years or more of teaching experience. 2. On average, the management functions of elementary school principals were moderately affected by communication, leadership styles, and decision-making processes. 3. The variables of age, gender, civil status, educational attainment, and length of service did not significantly mediate the assessment of elementary school teachers regarding the extent of elementary school principals’ management functions in terms of communication, leadership styles, and decision-making processes. 4. The group of teachers who assessed the extent of factors affecting elementary school principals’ management functions in Patikul district, Ministry of Basic, Higher, and Technical Education in Sulu, found that decision-making was of moderate extent. This group of teachers also assessed communication and leadership styles as moderate extent. 5. The study supports Henri Fayol’s administrative management theory, which emphasizes the importance of proper planning, organizing, commanding, coordinating, and controlling in the management functions of a principal in an educational setting.
Is a principal still a teacher?: US women administrators’ accounts of role conflict and role discontinuity

Abstract:The authors examined 16 US women school administrators’ experiences with role conflict and role discontinuity within their first one to five years of transitioning from teaching to administration. Findings from this theory-building, qualitative study indicate that this transition triggered role conflicts that emerged from the participants’ movement from the relatively private and intimate domain of the classroom where they focused on instruction and students, to the public domain of the school and community where they shifted their focus to managerial and political responsibilities. In an effort to resolve this tension, the participants employed a cognitive strategy whereby they attempted to retain their identity as teachers. Study findings suggest that principal leadership programs should help aspirants develop strategies to cope with role conflict and role discontinuity. Alternative frameworks for conceptualizing school leadership (e.g. distributed leadership) may also help principals to manage these problems and challenges.

Abstract:<span>This article describes the challenge of engaging educators in professional development (PD) that is timely and relevant to their work, and effective in stimulating instructional changes to improve student learning. The authors highlight the competing needs and goals for PD that create tensions among the external accountability demands, school improvement goals, and the diverse and context-dependent professional learning needs of teachers. Two examples of large-scale PD initiatives in the US are described to illuminate how state accountability goals shaped these efforts, how teachers were engaged in PD, what factors or elements increased the relevancy and quality of the PD, and how leaders at various levels supported teachers' learning. These cases provide further insights about the role and challenges for leadership at the state, university and local levels to support and implement high quality PD. The authors argue that leadership plays a central role aligning accountability needs and teachers' professional learning needs and that technology, through hybrid and online learning environments, can support high quality PD that is customised for the needs of teachers and schools.</span>

Abstract:Using data from a national study on principals' responses to the initial phase of the COVID-19 pandemic, we describe crisis leadership as boundary spanning – managing up, down, and outwards to lead the response. School leaders had to manage outside expectations to ensure their schools responded to the crisis in ways that allowed for organisational and individual health and well-being. We provide descriptive examples of how principals bridged and buffered to ensure the continuity of instruction and the socio-emotional well-being of teachers, students, and families. We argue that by framing crisis leadership as boundary spanning, we can prepare for future crises by emphasising structures and systems that support leaders in sharing information, communicating, collaborating, advocating, and relationship-building. District leaders should involve principals in decision-making, provide supports that foster boundary-spanning activities, and consider the needs of principals when determining directives.

Abstract:As stress impacts the organization and operations of a school, leader stressors may be determined by the setting, years of experience of the leader and the greater educational landscape in which the principal must lead. The researchers sought to differentiate between the perceived stress and joy of urban and rural school principals. Findings derived from this time series design inquiry suggest that despite external influence, there is limited change in reported stress of rural school principals. Though the leadership in any setting is complex and multi-faceted, the researchers identified and assessed contributing factors.

Abstract:Research has consistently demonstrated the benefits of school mental health (SMH) services on the well-being of students. Administrators play an important role in the implementation and sustainability of SMH services within a school. However, school principals' perspectives regarding their role in SMH implementation are underrepresented in research examining the implementation of SMH services. The present study utilized a semi-structured interview format to examine principals' perceptions of their role regarding the implementation of SMH services in one Midwestern state. Four themes developed: (1) principals perceive SMH services to be beneficial due to increasing mental health needs; (2) principal involvement in SMH implementation varies; (3) critical staff promote SMH; and (4) systemic complexities exist related to SMH implementation and sustainability. Implications for practice, future research, and limitations are discussed.

Abstract:In recent years, the role of the leader in the effective operation of the school has been vastly debated in the international educational community. Through a historical study of educational leadership, this research discovered that the position of the leader is constantly being reshaped and adapted to the current social, cultural, and economic circumstances. During the last year, due to the coronavirus disease 2019 pandemic, the educational leadership has had to be reshaped worldwide. The aim of this study is to investigate the issues that have arisen from the aforementioned situation, as well as to try to figure out how a school's principal might apply the basic principles of educational leadership, in a period of crisis. This investigation was focused on the use of the qualitative method. The study included 88 teachers and 5 principals from Cyprus, as well as teachers and parents. Based on the findings of the study, we discovered that the challenges faced by school principals and teachers are primarily linked to alienation, marginalization, time management, improving bureaucracy, problems with technical equipment and distance learning programs. Solution to these obstacles seemed to be the: Empathy, teamwork, and decentralization of the educational system, which are all promoted by the principal, who occasionally has additional authority.
Preparing Leaders for Change-Oriented Schools.

Abstract:The authors draw on case studies of change-oriented school leadership and on other research to promote a discussion of how administrator preparation must change if we are to meet children's needs. Most programs for training school administrators range in quality from embarrassing to disastrous.[1] THE EDUCATIONAL challenge of the 21st century is to achieve higher levels of learning for all children. To attain this all, public school teachers and administrators must undertake changes that are specifically and significantly directed toward that end. While it is well-recognized that schools now serve linguistically, racially, and ethnically diverse student populations, educational administration programs have not responded to this diversity of needs. Daniel Griffiths, a long-time observer of educational administration whose words appear at the beginning of this article, may be more direct and damning of current preparation programs than are most commentators. However, he is not alone in his concern about the quality of programs and the implications of that quality for public education. Even though the reform of administration preparation programs has been debated and discussed since 1987,[2] to our knowledge there have been no fundamental changes in such programs, but only isolated initiatives that have refined components of existing programs.[3] One possible reason for the inertia found in both initial preparation and continuing professional development programs for principals and superintendents is the absence of models of change-oriented leadership. Recent research and development at the National Center for School Leadership (NCSL) at the University of Illinois, Urbana-Champaign,[4] has focused on conceptions of leadership within changing environments and on case studies of current administrators who have reputations for success in such environments. In this article we will draw on this research to promote a discussion of how administrator preparation must change if we are to meet children's needs. At NCSL we embrace a specialized view of leadership throughout our research programs, while acknowledging that no one particular form of leadership is effective in every imaginable situation. Similarly, our conceptions of leadership and leaders are inherently tied to the nature of relationships between school leaders, school culture and climate, and the community the school serves. Position titles and job descriptions do not define qualities of effective leaders. Rather, the processes the participants engage in when presented with specific educational problems are what characterize their effectiveness. One fundamental issue that runs through all our work is the degree to which leaders can initiate, nurture, and maintain changes that benefit students. This basic theme led us to develop four postulates as essential elements of change-oriented leadership that benefits students: 1. Leaders for change are transformational and engage in relationships with school personnel that inspire all participants to accept and accomplish goals that rise above self-interest. 2. Leaders for change create collaborative, inclusive decision-making processes. 3. Leaders for change are oriented toward continuous learning; they believe that the school's context partially defines the school's needs and thus that responses to those needs must be tailored to the school's context. 4. Leaders for change use a variety of student outcomes to evaluate the effects of improvement efforts.[5] To test these postulates, we began four case studies of schools whose principals and teachers had local and national reputations for commitment to and progress toward change. We examined the claim of progress at each of these schools. Once we were able to determine that student benefits had occurred, we then studied the four schools to better understand how their principals and teachers managed to effect change within their buildings. …

Abstract:Schools in Abu Dhabi are going through transformation and reform. The New School Model (2010) introduced changes to the curriculum and teaching and learning methodologies. In line with these changes, recently introduced ‘Principal Professional Standards’ and ‘Performance Evaluation’ documents have conceptualized new roles and responsibilities allocated to principals. To enhance the capacity of principals to lead and implement change, the Abu Dhabi Education Council (ADEC) has provided professional development. Within the context of professional development received and in lieu of school changes and reform, this paper focuses on roles and responsibilities of principals and challenges faced as far as implementing them. Semi-structured interviews with 16 principals formed the main source of data collection and analysis. The findings presented examine anticipated roles and responsibilities and challenges faced implementing them as contextualized within the framework of the professional standards and performance evaluation documents.

Abstract:NASSP Bulletin, Ahead of Print. It has been well established that controversial issue discussions are an integral component to a high-quality civic education. However, as the United States has become increasingly politically polarized, teachers have become more hesitant to engage students in discussions of controversial political issues. Two decades worth of literature on teaching controversial issues has shown that a primary factor in determining whether teachers will engage students in controversial issue discussions is whether they feel supported by their school administrators. Yet, school leaders have rarely been the focus of civic education efforts. This article seeks to bridge that divide by first providing a review of the research showing the importance of engaging with controversy in K-12 education and the influence of school leadership on that process and then ending with implications for school administrators who wish to support teachers who broach controversy in their classrooms.

Abstract:A pressing need on principals and their demands for personal professional development is improving their performance based on evaluation policy standards. State policy standards dictate how principals evaluate teachers and how they are evaluated. Surveying rural principals we investigated the current understanding of state standards and needs for professional development. Rural districts in Utah are remote and isolated. This research highlighted that within Utah rural schools, small school principals have different needs and practices when compared to medium sized rural school principals. Small school principals reported having spent two hours less in collaborating with and mentoring their teachers than did medium school principals. Small school principals also spent less time collaborating with other principals. Based on these results, we recommend that district and state administrators and policy makers target small school principals to provide the needed professional development to assist them in an already isolated and overloaded position.

Professional dialogue among elementary school English teachers in Taiwan: current challenges and issues

Abstract:Elementary school English teachers in Taiwan are required to have a formal professional dialogue regularly and engage in purposeful discussions about the curriculum and classroom practice (Ministry of Education. [1998]. Small-Size Class Plan. http://163.19.62.3/smlass/E983A8E8A888E58A%83.htm). This study used a questionnaire to discover the current situation of elementary school English teachers’ professional dialogue in New Taipei City in Taiwan. Based on the descriptive, factor, and regression analysis of the questionnaires answered by 154 elementary school English teachers, three important features emerged from this. First, professional dialogue has only been held irregularly among elementary school English teachers in New Taipei City. Secondly, regular implementation of professional dialogue was more likely in larger, more urban schools. Third, topics and the format of professional dialogue, as well as English teachers’ attributes and instructional leadership, were regarded as important factors that influence the effectiveness of professional dialogue. Three suggestions are provided to strengthen the effectiveness of professional dialogue.

Abstract:The purpose of this study was to identify the main problems elementary teachers face when teaching online. 13 elementary teachers were interviewed and asked to list the main problems they face when teaching online. Their answers were grouped into the following groups: Assessing students; Behaviour; Communication; Engaging students; Incorporating social-emotional learning; Instructions, modelling, demonstrating; Motivating students; Organisation; Parents over or under support; Planning and delivering lessons; Supporting students; and Technology issues. Then, 554 elementary teachers were surveyed using Microsoft Forms. The findings indicated that the four main problems teachers face when teaching online are related to assessing students, engaging students, parents over or under support and technology. When teacher votes were grouped by country, the findings correlated cross-culturally at .92 correlation, indicating a correlation of significance. A secondary aim of the study was to find whether teachers felt as competent in the online teaching environment as they do in the traditional classroom. The survey showed that 55% of teachers did not feel as competent.
