Abstract:The lunar geological record has much to tell us about the earliest history of the Solar System, the origin and evolution of the Earth-Moon system, the geological evolution of rocky planets, and the near-Earth cosmic environment throughout Solar System history. In addition, the lunar surface offers outstanding opportunities for research in astronomy, astrobiology, fundamental physics, life sciences and human physiology and medicine. This paper provides an interdisciplinary review of outstanding lunar science objectives in all of these different areas. It is concluded that addressing them satisfactorily will require an end to the 40-year hiatus of lunar surface exploration, and the placing of new scientific instruments on, and the return of additional samples from, the surface of the Moon. Some of these objectives can be achieved robotically (e.g. through targeted sample return, the deployment of geophysical networks, and the placing of antennas on the lunar surface to form radio telescopes). However, in the longer term, most of these scientific objectives would benefit significantly from renewed human operations on the lunar surface. For these reasons it is highly desirable that current plans for renewed robotic surface exploration of the Moon are developed in the context of a future human lunar exploration programme, such as that proposed by the recently formulated Global Exploration Roadmap.

Abstract:The lunar surface has historically been considered an optimal site for a broad range of astronomical telescopes. That assumption, which has come to be somewhat reflexive, is critically examined in this paper and found to be poorly substantiated. The value of the lunar surface for astronomy may be broadly compelling only in comparison to terrestrial sites. It is suggested here that the development and successful operation of the Hubble Space Telescope marked a turning point in the perception of value for free-space siting of astronomical telescopes, and for telescopes on the Moon. As the astronomical community considers the scientific potential of the Vision for Space Exploration (VSE) and the return to the Moon in particular, it should construct a value proposition that includes the tools, technology, and architecture being developed for this return, as these can well be seen as being more astronomically enabling than the lunar surface itself - a destination that offers little more than rocks and gravity. While rocks and gravity may offer astronomical opportunity in certain scientific niches, our attention should be focused on the striking potential of human and robotic dexterity across cis-lunar space. It is this command of our environs that the VSE truly offers us.

Abstract:The Moon presents unique opportunities for high-impact astronomy that could enhance our understanding of our solar system, the possibility of life beyond Earth, and the evolution of the universe. A handful of locations on the lunar surface are ‘sites of extraordinary scientific importance’ (SESIs) for such studies, presenting opportunities for astronomical research unmatched anywhere else. For instance, the farside of the Moon, the most radio-quiet location in the inner solar system, could allow for the emplacement of telescopes to study the cosmic Dark Ages in ways that are impossible elsewhere. However, we are also on the cusp of a broader lunar renaissance. A flurry of upcoming missions, both scientific and non-scientific, will target some of these very same sites and threatens to degrade their value to science. Protecting these sites is an urgent matter. Two major international efforts to create rules for activities on the Moon are afoot, but so far neither emphasizes protecting SESIs. To safeguard the exceptional scientific opportunities on the Moon, astronomers should engage these international rulemaking efforts and steer them towards ensuring the preservation of SESIs for research and discovery. Abstract:There is strong interest in lunar exploration from governmental space agencies, private companies and the public. NASA is about to send humans to the lunar surface again within the next few years, and ESA has proposed the concept of the Moon Village, with the goal of a sustainable human presence and activity on the lunar surface. Although construction of the infrastructure for this permanent human settlement is envisaged for the end of this decade by many, there is no definite mission plan yet. While this may be unsatisfactory for the impatient, this fact actually carries great potential: this is the optimal time to develop a forward-looking science input and influence mission planning. Based on data from recent missions (SMART-1, Kaguya, Chang'E, Chandrayaan-1 and LRO) as well as simulation campaigns (e.g. ILEWG EuroMoonMars), we provide initial input on how astronomy could be incorporated into a future Moon Village, and how the presence of humans (and robots) on the Moon could help deploy and maintain astronomical hardware. Abstract:Motivated by efforts to return humanity to the Moon, three cases are reviewed for X-ray astronomy from the lunar surface: (i) facilitation of ambitious engineering designs including high-throughput telescopes, long focal length optics and X-ray interferometery; (ii) occultation studies and the gain they enable in astrometric precision; and (iii) multi-messenger time-domain coordinated observations. The potential benefits of, and challenges presented by, operating from the Moon are discussed. Some of these cases have relatively low mass budgets and could be conducted as early pathfinders, while others are more ambitious and will likely need to await improvements in technology or well-developed lunar bases. Abstract:The lunar geological record contains a rich archive of the history of the inner Solar System, including information relevant to understanding the origin and evolution of the Earth-Moon system, the geological evolution of rocky planets, and our local cosmic environment. This paper provides a brief review of lunar exploration to-date, and describes how future exploration initiatives will further advance our understanding of the origin and evolution of the Moon, the Earth-Moon system, and of the Solar System more generally. It is concluded that further advances will require the placing of new scientific instruments on, and the return of additional samples from, the lunar surface. Some of these scientific objectives can be achieved robotically, for example by in situ geochemical and geophysical measurements and through carefully targeted sample return missions. However, in the longer term, we argue that lunar science would greatly benefit from renewed human operations on the surface of the Moon, such as would be facilitated by implementing the recently proposed Global Exploration Roadmap.

Abstract:Since the launch of the first artificial satellite – Sputnik 1 – by the Soviet Union in 1957, and the landing of the first human on the Moon in 1969, astronauts and other spaceflight participants have travelled to the International Space Station, probes and rovers have explored the solar system and have landed on planets, comets and asteroids, and instruments, such as the Kepler Space Telescope, have discovered exoplanets. The next decade of space exploration will again take humans to the Moon, with the objective to go further towards Mars. New space activities are being developed by States and private entities that will involve space mining and human settlements on celestial bodies. These future space programmes will have to be conducted with caution in order not to unduly damage the unique and fragile space environment and to conduct space exploration in a sustainable way for present and future generations. In this context, this article examines the main provisions of the current international space legal framework applicable to the space environment. Since States are obligated to explore and use outer space in accordance with international law, we will assess which principles of international environmental law are possibly adaptable to space activities. The lunar dust environment: concerns for Moon-based astronomy

Abstract:The Moon has no atmosphere, hence, it offers a unique opportunity to place telescopes on its surface for astronomical observations. It is phase-locked with Earth, and its far side remains free from ground-based interference, enabling the optimal use of radio telescopes. However, the surface of the Moon, as any other airless planetary object in the solar system, is continually bombarded by interplanetary dust particles that cause impact damage and generate secondary ejecta particles that continually overturn the top layer of the lunar regolith. In addition, there is evidence, that small particles comprising the lunar regolith can be electrically charged, mobilized and transported, also representing a hazard for covering sensitive surfaces and interfering with exposed mechanical structures. In addition to the naturally occurring dust transport, rocket firings during landings and take-offs, pedestrian and motorized vehicle traffic will also liberate copious amounts of dust, representing a potential hazard for the safe and optimal use of optical platforms. Abstract:Lunar exploration is deemed crucial for uncovering the origins of the Earth-Moon system and is the first step for advancing humanity's exploration of deep space. Over the past decade, the Chinese Lunar Exploration Program (CLEP), also known as the Chang'e (CE) Project, has achieved remarkable milestones. It has successfully developed and demonstrated the engineering capability required to reach and return from the lunar surface. Notably, the CE Project has made historic firsts with the landing and on-site exploration of the far side of the Moon, along with the collection of the youngest volcanic samples from the Procellarum KREEP Terrane. These achievements have significantly enhanced our understanding of lunar evolution. Building on this success, China has proposed an ambitious crewed lunar exploration strategy, aiming to return to the Moon for scientific exploration and utilization. This plan encompasses two primary phases: the first crewed lunar landing and exploration, followed by a thousand-kilometer scale scientific expedition to construct a geological cross-section across the lunar surface. Recognizing the limitations of current lunar exploration efforts and China's engineering and technical capabilities, this paper explores the benefits of crewed lunar exploration while leveraging synergies with robotic exploration. The study refines fundamental lunar scientific questions that could lead to significant breakthroughs, considering the respective engineering and technological requirements. This research lays a crucial foundation for defining the objectives of future lunar exploration, emphasizing the importance of crewed missions and offering insights into potential advancements in lunar science.

Lunar Drilling – Challenges and Opportunities

Abstract:Plans are being developed to drill and core a 100m deep hole on the Moon, an ambitious step beyond the 2.986m depth achieved at the Apollo 17 landing site in 1972. There are many scientific reasons for doing this, including determining the lunar geology and mineralogy below the meteorite-shattered regolith surface and its volatile content and heat flow, and identifying resources for future human space exploration. The complexities are such that the mission lead time is 15 plus years. Drilling in the lunar environment poses many different technical challenges compared with terrestrial activity, although there are parallels, starting with the geological prognosis, similar to an oilfield exploration play. Operationally, the drilling equipment must escape Earth's gravitational pull. It must then travel almost 400,000 km to the drill site before it can be deployed and drilling starts. With each Kilogram of payload currently costing over $1.2 Million (Astrobotic Payload User Guide) this limits the available continuous power to approximately 100W, a minute fraction of its terrestrial counterparts. At these distances a radio signal takes 2.5 seconds to make the round trip, so the deployment and subsequent drilling activities must be largely autonomous. To add to the difficulties, the Moon's gravitational pull is only one sixth that of the Earth and it has no atmosphere, introducing weight on bit and hole cleaning problems. Despite the low gravity, displaced solids can still fall and obstruct the hole and some form of casing will be needed to secure the hole as it is drilled. The associated weight, power and geometrical limitations make this another serious technical challenge that must be overcome. With little or no chance to intervene, the operation must aim to be engineered to be right-first-time. In the last decade, automation in oil and gas drilling has advanced considerably (Veila 2016; Hseih 2017). The number of autonomous activities has expanded and system reliability has improved. This, and other aspects of oil and gas experience, coupled with space exploration expertise and technology will be combined to make this happen. The pay-back for the oil and gas industry's involvement in this endeavor will be a step change in reliability and efficiency that results from satisfying the demanding conditions and clinical attention to detail that will be necessary to succeed. The paper contains details of the goals, challenges and current thinking that drilling on the Moon entails, and the parallels with oil and gas drilling. This comes at a time when there is a renewed interest in further exploration of our solar system, particularly the Moon and Mars.

Concentrated Lunar Resources: Imminent Implications for Governance and Justice

Abstract:Numerous missions planned for the next decade are likely to target a handful of smal sites of interest on the Moon's surface, creating risks of crowding and interference at these locations. The Moon presents finite and scarce areas with rare topography or concentrations of resources of special value. Locations of interest to science, notably for astronomy, include the Peaks of Eternal Light, the coldest of the cold traps and smooth areas on the far side. Regions richest in physical resources could also be uniquely suited to settlement and commerce. Such sites of interest are both few and small. Typically, there are fewer than ten key sites of each type, each site spanning a few kilometres across. We survey the implications for different kins of mission and find that the diverse actors pursuing incomptible ends at these sites could soon crowd and interfere with each other, leaving almost all actors worse off. Without proactive measures to prevent these outcomes, lunar actors are likely to experience significant losses of opportunity. We highlight the legal, policy, and ethical ramifications. Insights from research on comparable sites on Earth present a path toward managing lunar crowding and interference grounded in ethical and practical near-term considerations. Abstract:As humans advance their presence in space and seek to improve the quality of life on Earth, a variety of science questions in support of these two objectives can be answered using the Moon. In this paper, we present a concept for an integrated mission focused on answering fundamental and applied biological questions on the Moon: BioMoon. The mission was designed to investigate the effects of the lunar radiation, gravity, and regolith on biological systems ranging from biomolecules to systems with complex trophic interactions, spanning a range of model organisms. Using common analytical systems and data processing, BioMoon represents a systems-level integrated life sciences mission. It would provide fundamental insights into biological responses to the lunar environment, as well as applied knowledge for In-Situ Resource Utilisation (ISRU), closed-loop life support system development, planetary protection and human health care. The mission was conceived to test biotechnology and sensor technology for lunar and terrestrial application and provide education and outreach opportunities. Although BioMoon was considered in the context of the European Space Agency's Argonaut (European Large Logistics Lander) concept, the mission design provides a template for any integrated life sciences experimental suite on the Moon and other celestial bodies, implemented either robotically or by human explorers.

Space Resources on the Moon and Space Mining

Abstract:– Space mining is the biggest challenge of the 21st century. The existence of resources such as volatiles and oxides, metals, and water discovered in recent years on the Moon, Mars, and near-Earth asteroids indicates that their grade would reach sufficient levels to supply raw materials for future human settlements in the solar system. Although these issues have been widely addressed in the last 50 years, technical information in Spanish is scarce for the Hispanic community. This document is based on an extensive systematic review spanning from 1987 to 2022 and includes distribution maps of the major resources on the Moon. The article explains the main challenges in the prospecting stage as well as the limitations for excavation and transport, such as low temperatures (50°C) or topography (slopes > 25°). The summary includes details of the main routes for the recovery of water, oxygen, and metals, as well as the metallurgical conditions for obtaining water and oxygen (for example, temperature: 200K to 2000K). It is concluded that there is an important technological advance to enable the extraction of materials on the moon and that we are close to seeing the first operational units on its surface.

Abstract:Many plans are in preparation to land robotic missions on the surface of the Moon, which will pave the way to return humans to the lunar surface and set the stage for an ongoing human presence. Artemis is a NASA-led international effort to return humans to the Moon. One of the goals of Artemis is to use innovative technologies to address priority science objectives. At the same time, the European Space Agency (ESA) is exploring designs for a Moon base to enable ongoing human activity on the lunar surface. Furthermore, China plans to land humans on the Moon by 2030. In situ resource utilization ( ISRU )—the extraction of useful materials from the Moon itself—will be beneficial for efforts to sustain a human presence. ISRU could provide water that can be used by astronauts or split into hydrogen and oxygen rocket fuel for returning to Earth or moving onward to Mars, along with other vital resources. Although this possibility is exciting, it is critical that we recognize how human and robotic activity will affect the lunar environment . Not having a global strategy to characterize lunar volatile materials before their scientific value is lost will substantially degrade the Moon's scientific potential.

Abstract:A new era of lunar exploration has begun with participation of all major space agencies. This activity brings opportunities for revolutionary science experiments and observatories on the Moon. The idea of a lunar gravitational-wave detector was already proposed during the Apollo programme. The key characteristic of the Moon is that it is seismically extremely quiet. It was also pointed out that the permanently shadowed regions at the lunar poles provide ideal conditions for gravitational-wave detection. In recent years, three different detector concepts were proposed with varying levels of technological complexity and science potential. In this paper, we confront the three concepts in terms of their observational capabilities based on a first more detailed modelling of instrumental noise.
