Abstract:Meteorological disasters are common threat to the society and their forecast and response require systematic approaches.This paper discusses the current system of the meteorological disaster emergency management through the analysis of the early warning and response to the great ice and snow disaster in 2008.The experience indicates the effectiveness of disaster mitigation by the system composed of early warning of meteorological stations,leadership of the government,coordination of various departments along with the participation of all citizens.However,it is also pointed out that there is an inefficiency in communication channels for the early warning information.The disaster response and management system lack cohesion due to the slow collaborations among different governmental departments,poor motivation of active response.The paper attempts to propose a framework for establishing an emergency response and management system against future meteorological disasters.

Abstract:Philosophers have pondered the vicissitudes of the weather for millenia, but it is only during the twentieth century and part of the nineteenth that our understanding of the physical laws that govern the atmosphere has been thorough enough to enable us to account for what we observe. As meteorologists well know, our eventual grasp of the laws merely made it possible to account for things; the explanations themselves were not immediately forthcoming, and some of them elude us even today. In this exposition I shall be examining how the search for these explanations—the work of the dynamic meteorologist—has advanced during the lifetime of the American Meteorological Society (AMS).

Abstract:The quantitative characterization and prediction of localized severe weather events that emerge as coherences generated by the highly non-linear interacting multivariate dynamics of global weather systems poses a significant challenge whose solution is increasingly important in the face of climate change where weather extremes are on the rise. As weather measurement systems (multiband satellite, radar, etc) continue to dramatically improve, increasingly complex time-dependent multivariate 3D datasets offer the potential to inform such problems but pose an increasingly daunting computational challenge. Here we describe the application to global weather systems of a novel computational method called the Entropy Field Decomposition (EFD) capable of efficiently characterizing coherent spatiotemporal structures in non-linear multivariate interacting physical systems. Using the EFD derived system configurations, we demonstrate the application of a second novel computational method called Space-Time Information Trajectories (STITs) that reveal how spatiotemporal coherences are dynamically connected. The method is demonstrated on the specific phenomenon known as atmospheric rivers (ARs) which are a prime example of a highly coherent, in both space and time, severe weather phenomenon whose generation and persistence are influenced by weather dynamics on a wide range of spatial and temporal scales. The EFD reveals how the interacting wind vector field and humidity scalar field couple to produce ARs, while the resulting STITS reveal the linkage between ARs and large-scale planetary circulations. The focus on ARs is also motivated by their devastating social and economic effects that have made them the subject of increasing scientific investigation to which the EFD may offer new insights. The application of EFD and STITs to the broader range of severe weather events is discussed.

Abstract:One of the main reasons we cannot tell what the weather will be tomorrow is that we do not know accurately enough what the weather is today. Mathematically speaking, numerical weather prediction (NWP) is an initial-value problem for a system of nonlinear partial differential equations in which the necessary initial values are known only incompletely and inaccurately. Data at the initial time of a numerical forecast can be supplemented, however, by observations of the atmos phere over a time interval preceding it. New observing systems, in particular polar-orbiting and geostationary satellites, which are providing observations continuously in time, make is absolutely necess ary to find new and more satisfactory methods of assimilating meteorological observations - for the dual purpose of defining atmospheric states and of issuing forecasts from the states thus defined. FUndamental progress in this area has been made in recent years and this book attempts to give a review and some suggestions for further improvements in the field of meteorological data assimila tion methods. The European Centre for Medium Range Weather Forecasts (ECMWF) every year organises seminars for the benefit of meteorologists and geophysicists of the ECMWF Member states. The 1980 Seminar was devoted to data assimilation methods, and this book contains selected lectures from that seminar. The purpose of the seminar was twofold: it was intended to give a basic introduction to the subject, as well as an overview of the latest developments in the field.

Climate, weather, space weather: model development in an operational context

Abstract:Aspects of operational modeling for climate, weather, and space weather forecasts are contrasted, with a particular focus on the somewhat conflicting demands of 'operational stability' versus 'dynamic development' of the involved models. Some common key elements are identified, indicating potential for fruitful exchange across communities. Operational model development is compelling, driven by factors that broadly fall into four categories: model skill, basic physics, advances in computer architecture, and new aspects to be covered, from costumer needs over physics to observational data. Evaluation of model skill as part of the operational chain goes beyond an automated skill score. Permanent interaction between 'pure research' and 'operational forecast' people is beneficial to both sides. This includes joint model development projects, although ultimate responsibility for the operational code remains with the forecast provider. The pace of model development reflects operational lead times. The points are illustrated with selected examples, many of which reflect the author's background and personal contacts, notably with the Swiss Weather Service and the Max Planck Institute for Meteorology, Hamburg, Germany. In view of current and future challenges, large collaborations covering a range of expertise are a must - within and across climate, weather, and space weather. To profit from and cope with the rapid progress of computer architectures, supercompute centers must form part of the team.

Abstract:Recent advancements in Earth system science have been marked by the exponential increase in the availability of diverse, multivariate datasets characterised by moderate to high spatio-temporal resolutions. Earth System Data Cubes (ESDCs) have emerged as one suitable solution for transforming this flood of data into a simple yet robust data structure. ESDCs achieve this by organising data into an analysis-ready format aligned with a spatio-temporal grid, facilitating user-friendly analysis and diminishing the need for extensive technical data processing knowledge. Despite these significant benefits, the completion of the entire ESDC life cycle remains a challenging task. Obstacles are not only of a technical nature but also relate to domain-specific problems in Earth system research. There exist barriers to realising the full potential of data collections in light of novel cloud-based technologies, particularly in curating data tailored for specific application domains. These include transforming data to conform to a spatio-temporal grid with minimum distortions and managing complexities such as spatio-temporal autocorrelation issues. Addressing these challenges is pivotal for the effective application of Artificial Intelligence (AI) approaches. Furthermore, adhering to open science principles for data dissemination, reproducibility, visualisation, and reuse is crucial for fostering sustainable research. Overcoming these challenges offers a substantial opportunity to advance data-driven Earth system research, unlocking the full potential of an integrated, multidimensional view of Earth system processes. This is particularly true when such research is coupled with innovative research paradigms and technological progress.

Abstract:Ensemble sensitivity analysis (ESA) offers a computationally inexpensive way to diagnose sources of high-impact forecast feature uncertainty by relating a localized forecast phenomenon of interest (response function) back to early or initial forecast conditions (sensitivity variables). These information-rich diagnostic fields allow us to quantify the predictability characteristics of a specific forecast event. This work harnesses insights from a month-long dataset of ESA applied to convection-allowing model precipitation forecasts in the Central Plains of the US. Temporally-averaged and spatially-averaged sensitivity statistics are correlated with a variety of other metrics, such as skill, spread, and mean forecast precipitation accumulation. A high, but imperfect, correlation (0.81) between forecast precipitation and sensitivity is discovered. This quantity confirms the qualitatively known notion that while there is a connection between predictability and event magnitude, a high-end event does not necessarily entail a low predictability (high sensitivity) forecast. Flow regimes within this dataset are analyzed to see which patterns lend themselves to high and low predictability forecast scenarios. Finally, a novel metric known as the Error Growth Realization (EGR) Ratio is introduced. Derived by dividing the two mathematical formulations of ESA, this metric shows preliminary promise as a predictor of forecast skill prior to onset of a high-impact convective event. In essence, this research exemplifies the potential of ESA beyond its traditional use in case studies. By applying ESA to a broader dataset, we can glean valuable insight into the predictability of high-impact weather events, and in turn, work towards a collective baseline on what constitutes a high- or low-predictability event in the first place.

Abstract:availability and quality, and biodiversity (Erisman et al. 2008).Such improvements will require significant advances in observations, prediction, and understanding of the complex interactions between the physical-biological-chemical Earth system 1 and global societies (NRC 2007(NRC , 2008)).Recognizing this challenge, delegates and scientists associated with the (refer to the appendix for acronym expansions) WMO, WCRP, WWRP, GAW, and IGBP proposed the Earth-System Prediction Initiative (EPI) at the 2007 GEO Summit in Cape Town, South Africa (Shapiro et al. 2007).A major objective of EPI is to develop and foster collaborative research priorities between these international programs.The 2008 World Modeling Summit for Climate Prediction at the ECMWF in Reading, United Kingdom, recommended the creation of advanced climate research and computing facilities (Shukla et al. 2009).The WCC3, (www.wmo.int/wcc3/page_en.php) in Geneva, Switzerland, in 2009, proposed a Global Framework for Climate Services to strengthen production, delivery, and application of science-based climate prediction and services.More recently, the ESSP, involving four global environmental change research programs under the ICSU (i.e., Diversitas, IGBP, the IHDP, and WCRP) developed a closely related strategic vision for its program (Leemans et al. 2009).ICSU, in cooperation with the ISSC, is spearheading a process on Earth system visioning (www.icsu-visioning.org/) to develop a new vision and strategic framework for Earth system research (Walter et al. 2009).

Abstract:When the Royal Meteorological Society was founded, weather forecasting was a sorry business: methods were dubious and results unreliable. Worse still, prospects for improvement looked bleak. Around 1900, Vilhelm Bjerknes realized that the development of thermodynamics had completed the jigsaw of atmospheric laws, and that these laws provided a rational basis for precise scientific forecasting. But his was a method without a means: he saw no possibility to put his ideas to practical use. Lewis Fry Richardson was bolder, attempting a direct assault on the equations of motion. His methodology was unimpeachable but his results disastrously wrong. His glorious failure discouraged further investigation along these lines.Developments in meteorology and numerical analysis in the ensuing decades, and the invention of the radiosonde and digital computer, led to the possibility of a practical implementation of Bjerknes' and Richardson's ideas. In 1950 the first computer forecast was made using a greatly simplified mathematical model. It was so successful that within 10 years computer predictions were used in operational forecasting. Numerical weather prediction has advanced rapidly, with the development of efficient algorithms and refinement of the treatment of physical processes. By Trojan efforts, assimilation techniques have been devised to squeeze benefits from quantitative satellite data. Forecasts with some skill up to a week ahead are now routine.Progress since 1950 has been spectacular. Advances have been based on sound theoretical principles so that the woolly art of weather forecasting has been ennobled to a precise scientific discipline.

Abstract:Numerical simulation of an ever-increasing range of geophysical phenomena is adding enormously to our understanding of complex processes in the Earth system. The consequences for mankind of ongoing climate change will be far-reaching. Earth System Models are capable of replicating climate regimes of past millennia and are the best means we have of predicting the future of our climate.The basic ideas of numerical forecasting and climate modeling were developed about a century ago, long before the first electronic computer was constructed. There were several major practical obstacles to be overcome before numerical prediction could be put into practice. A fuller understanding of atmospheric dynamics allowed the development of simplified systems of equations; regular radiosonde observations of the free atmosphere and, later, satellite data, provided the initial conditions; stable finite difference schemes were developed; and powerful electronic computers provided a practical means of carrying out the prodigious calculations required to predict the changes in the weather.Progress in weather forecasting and in climate modeling over the past 50 years has been dramatic. In this presentation, we will trace the history of computer forecasting through the ENIAC integrations to the present day. The useful range of deterministic prediction is increasing by about one day each decade, and our understanding of climate change is growing rapidly as Earth System Models of ever-increasing sophistication are developed.

Abstract:Since 1975, the Jackson State University Meteorology Program (JSUMP) has played a unique role in the preparation of minorities for careers in the atmospheric sciences. Through external partnerships, incorporation of undergraduate research, summer internships, and involvement in activities of the professional societies, the JSUMP has graduated around 55 atmospheric scientists from underrepresented minorities between 1978 and 2008. In recent years, about half of the graduates have continued on to graduate school. These contributions are important to the National Oceanic and Atmospheric Administration's (NOAA) goal to develop a more diverse workforce, in particular for the National Weather Service. The JSUMP has also become active in outreach activities to K–12 schools and the general public through workshops, camps, and Web sites.

Abstract:Climate change is a global existential threat with far-reaching implications for natural ecosystems, biodiversity, and human societies. Adapting to and mitigating climate change requires global cooperation and participation from all mindsets and belief systems, including the traditionally Western Weather, Water, and Climate Enterprise (WWCE), faith-based understandings (FBUs), and Indigenous Knowledges (IKs). Epistemological differences and language barriers between knowledges, and the historical marginalization and exploitation of IKs by Western ideologies and some FBUs make co-production and relationship-building challenging. Acknowledging their historical tensions and distinctions, there is meaningful overlap between the WWCE, FBUs, and IKs on environmental stewardship, justice, and mental health. This article highlights three themes at the intersection of FBUs, IKs, and environmentalism: 1) increasing faith-based and Indigenous community resilience to weather extremes, 2) developing K-12 and collegiate weather, water, and climate education that weaves FBUs and IKs, and 3) increasing communication flows between weather, water, and climate science, and faith-based and Indigenous communities. These initiatives aim to foster relationships and trust between the WWCE, faith-based, and Indigenous communities, transform the WWCE into a multi-knowledge enterprise, and promote a climate-resilient society. The American Meteorological Society's Committee on Spirituality, Multifaith Outreach, and Science (COSMOS) plays a pivotal role in facilitating dialogue and collaboration on these themes while acknowledging distinctions and historical tensions between FBUs, IKs, and the WWCE. Collaborative efforts between the WWCE, faith-based, and Indigenous communities hold immense potential for addressing climate challenges, fostering resilience, and building a more inclusive and sustainable future grounded in mutual respect and understanding.

Abstract:We develop a new methodology to solve the problem of identifying and selecting mesoscale weather patterns (MWPs) from high-dimensional spatio-temporal climate datasets. This problem is important and topical and has many implications for decision-makers across multiple sectors, such as urban design, urban climate, agriculture, transportation, energy, and disaster management. This problem involves selecting a small subset of data (specific days) from the original large dataset (decades long), such that it captures the essential information and characteristics of the large dataset, while minimizing redundancy. This is useful as it makes the dataset more manageable for processing, analysis, and insight gathering without degrading the overall quality of the information content. We develop a novel algorithm that is based on advanced machine learning and optimization techniques and consists of two stages: (1) spatial dimensionality reduction (SDR) to reduce the number of spatial cells analyzed while preserving as much relevant information as possible and (2) representative subset selection (RSS) to find a small subset of days in the dataset that captures the essential patterns, relationships, and information present in the full dataset—these are the mesoscale weather patterns . We demonstrate our methodology by applying it to a spatio-temporal dataset of atmospheric observations, the ERA5 dataset, in Singapore. The MWPs offer valuable insights into the region's diverse weather conditions and help researchers, climatologists, and policymakers comprehend the complex interactions between atmospheric elements.

Abstract:Magnetohydrodynamics (MHD)-based global space weather models have mostly been developed and maintained at academic institutions. While the “free spirit” approach of academia enables the rapid emergence and testing of new ideas and methods, the lack of long-term stability and support makes this arrangement very challenging. This paper describes a successful example of a university-based group, the Center of Space Environment Modeling (CSEM) at the University of Michigan, that developed and maintained the Space Weather Modeling Framework (SWMF) and its core element, the BATS-R-US extended MHD code. It took a quarter of a century to develop this capability and reach its present level of maturity that makes it suitable for research use by the space physics community through the Community Coordinated Modeling Center (CCMC) as well as operational use by the NOAA Space Weather Prediction Center (SWPC).

Abstract:The Bergen School of meteorology, founded by the Norwegian meteorologist Vilhelm Bjerknes, has played a signiifcant role in the development of modern atmospheric sciences. They put forward several important theories including the polar front theory and the frontal cyclone model, which influenced modern meteorology profoundly. In this paper, the foundation of the Bergen School and the chief academic achievements were reviewed. The life and research experiences of three significant members: Jacob Bjerknes, Halvor Solberg and Tor Bergeron were introduced. We focus on the development process of their theories, including the front-cyclone concept, polar front theory, Solberg’s work on inertial wave and Bergeron’s dedication to the development of cold-cloud precipitation theory. The contributions of these three greatest meteorologists are also discussed.

Abstract:Various aspects of modern statistical physics and meteorology can be tied together. Critical comments have to be made. However, the historical importance of the University of Wroclaw in the field of meteorology should be first pointed out. Next, some basic difference about time and space scales between meteorology and climatology can be outlined. The nature and role of clouds both from a geometric and thermal point of view are recalled. Recent studies of scaling laws for atmospheric variables are mentioned, like studies on cirrus ice content, brightness temperature, liquid water path fluctuations, cloud base height fluctuations, .... Technical time series analysis approaches based on modern statistical physics considerations are outlined.

The co-evolution of historical source materials in the geophysical, hydrological and meteorological sciences

Abstract:Historical data sources are used by a wide variety of disciplines, but rarely do they look outside their particular research fields at how others are using and applying historical data. The use and application of historical data has grown rapidly over the last couple of decades within the meteorological, geophysical and hydrological disciplines, but have done so relatively independently. By coevolving, each discipline has developed separate themes or areas, with varying degrees of uptake beyond their academic communities. We find that whilst the geophysical discipline has been relatively successful in engaging with international policymakers and stakeholders, this has not been reflected within the meteorological or hydrological disciplines to date. This disparity has occurred for a variety of reasons, including varying scales of disaster and social, political and cultural structures. In examining current developments within the disciplines, evidence suggests that this disparity is lessening, as each are using online databases and some citizen science, but that they continue to evolve independently with little unifying structure or purpose. This continued autonomy makes multi-hazard analysis challenging which, considering the potential that historical datasets present in the emerging field of multi-hazards analysis, is a considerable hindrance to this field of research. In looking forward, opportunities emerge for improved understanding of the risks presented to societies by natural hazards in the past, but also for examining how resilience, behaviour and adaptation alter during periods of repose.

Abstract:Mesoscale weather, such as convective systems, intense local rainfall resulting in flash floods and lake effect snows, frequently is characterized by unpredictable rapid onset and evolution, heterogeneity and spatial and temporal intermittency. Ironically, most of the technologies used to observe the atmosphere, predict its evolution and compute, transmit or store information about it, operate in a static pre-scheduled framework that is fundamentally inconsistent with, and does not accommodate, the dynamic behaviour of mesoscale weather. As a result, today's weather technology is highly constrained and far from optimal when applied to any particular situation. This paper describes a new cyberinfrastructure framework, in which remote and in situ atmospheric sensors, data acquisition and storage systems, assimilation and prediction codes, data mining and visualization engines, and the information technology frameworks within which they operate, can change configuration automatically, in response to evolving weather. Such dynamic adaptation is designed to allow system components to achieve greater overall effectiveness, relative to their static counterparts, for any given situation. The associated service-oriented architecture, known as Linked Environments for Atmospheric Discovery (LEAD), makes advanced meteorological and cyber tools as easy to use as ordering a book on the web. LEAD has been applied in a variety of settings, including experimental forecasting by the US National Weather Service, and allows users to focus much more attention on the problem at hand and less on the nuances of data formats, communication protocols and job execution environments.
