Abstract:Стратегическое управление затратами проявляется, прежде всего, в обилии моделей процессов, таких как разработка "глобальных" стратегий. Анализ деятельности предприятий в различных сферах деятельности доказывает, что несмотря на обилие публикаций по стратегическому менеджменту, редко бывает, чтобы предприятие не могло продемонстрировать организационную структуру стратегического управления. По этой причине следует ознакомиться с зарубежным опытом на примере автомобильного производства, чтобы провести мониторинг и изучить успешно применяемые виды и методы стратегического управления затратами. Strategic cost management is manifested primarily in the abundance of process models, such as the development of "global" strategies. An analysis of the activities of enterprises in various fields of activity proves that despite the abundance of publications on strategic management, it rarely happens that an enterprise cannot demonstrate the organizational structure of strategic management. For this reason, one should get acquainted with foreign experience on the example of automotive production in order to monitor and study successfully applied types and methods of strategic cost management.

Abstract:The paper discusses the Russian features of management accounting of production costs in medium and small enterprises, which being properly organized and functioning, provide an opportunity to use information the performance improving of the organization. Its multi-variance, enshrined in domestic accounting standards, involves the use of various approaches to the formation of costs, in particular, the normative method, which is the subject of this study. Based on the results of the work, as an optimization measure for material-intensive industries, the authors propose to use material costs as a basis for distributing indirect costs and ones for auxiliary production instead of the major employees’ wages. The methodology is based on a systematic and dialectical approach, observation, systematization, analysis, grouping, classification and generalization of data; as well as on such accounting tools as costing and double entry. The specific experience in management cost accounting using the example of an enterprise producing paving tiles will give an opportunity to develop a practical base of works out in determining the stages of costing and the features of the costs specifications of the main and auxiliary production based on the facts of economic life.

Abstract:Introduction: forestry industry in modern Russia cannot be called the leading one: with the world’s largest reserves of forest resources, the contribution of the timber industry to the country’s GDP is less than 1 %. The problems of effective management in the forest industry are regularly revealed in the works of both domestic and foreign scientists. In the framework of this study, the authors focus on economic nature of the problems in effectiveness of timber production management, in particular, to one of the key objects of management – the cost of production. Objectives: to conduct a comprehensive study of the existing methodological base used in the domestic timber production for calculating the production cost, identify key problems in this area and identify the main opportunities for cost management. Methods: retrospective and content analysis of regulatory legal acts in the field of cost accounting at enterprises of the forest industry, analysis, including statistical one, synthesis. The proposed software products were tested for the case of a logging enterprise; the results obtained were reviewed in a wide range of studies using general methods of analysis and comparison. Results: key approaches to estimating the production costs were revealed. Three most significant components of the cost of timber were identified, for which management (reduction) options were proposed. For effective cost of timber management, a complex of interrelated software products has been proposed and tested, the main purpose of which is to optimize a variety of enterprise processes and increase the overall efficiency of activities. Conclusions: the logging process management, including a proper information support, leads to a reduction in the cost of timber, which in turn affects the cost of all products in the industry. Assessment of management impacts effectiveness and various aspects of current activities should be carried out using a set of interrelated software products.

Abstract:Конкуренция на рынке металлопродукции настоятельно требуют постоянного поиска возможностей повышения достоверности текущей информации. Использование опыта работы зарубежных компаний-сталепроизводителей дает направление такого поиска и позволяет заложить основы для совершенствования отечественной системы учета затрат. В отличие от современной зарубежной практики учета затрат, основанной на измерении фактических данных и сопоставлении их с нормативными показателями, в традиционной российской системе учета затрат упор делается на выполнение целевых бюджетных показателей, а отнесение фактических затрат зачастую основывается на теоретически рассчитанных значениях этих затрат. Таким образом, совершенствование системы учета затрат как основного элемента системы управления себестоимостью и рентабельностью продукции металлургического предприятия и приведение ее к мировому уровню является актуальной задачей исследования. Авторами исследования определена последовательность действий для обеспечения формирования системы учета затрат в листопрокатном цехе металлургического предприятия. Competition in the metal products market and the current situation in Russia urgently require a constant search for opportunities to increase the reliability of current information. Using the experience of foreignsteel-producing companies gives the direction of such a search and allows us to lay the foundations for improvingthe domestic cost accounting system already today. In contrast to the modern foreign practice of cost accounting,based on measuring actual data and comparing them with normative indicators, in the traditional Russian cost accounting system, the emphasis is on meeting budget targets, and the attribution of actual costs is often basedon theoretically calculated values of these costs. Thus, the improvement of the cost accounting system as themain element of the cost and profitability management system of the metallurgical enterprise and bringing it to the world level is an urgent task of the study. The authors of the study determined the sequence of actions to ensure the formation of a cost accounting system in the sheet-rolling shop of a metallurgical enterprise.

Abstract:The paper studies the foreign experience of cost management of agricultural enterprises in the conditions of the Russian-Ukrainian war to ensure the functioning of the agro-industrial complex of Ukraine. It was established that agriculture is determined by the priority sector of the Ukrainian economy in the commodity structure of exports. It was determined that in 2010, in the structure of the gross production of agriculture, the share of crop production was 69.9%, and livestock – 29.4%, then in 2019 this trend was as follows – 79.1 and 20.8%, respectively. It has been established that Ukrainian agricultural enterprises grow high-yield crops, such as cereals, rape and sunflower, which are in high demand on the international market. It has been established that cost management of agricultural enterprises can be defined as an interconnected set of works that form corrective effects on the process of spending during the agricultural activity of a logistics entity, aimed at obtaining the optimal level of costs in all subsystems of a logistics entity. The system and functions of cost management of agricultural enterprises are analyzed. The proposed improved model of the cost management process of agricultural enterprises in the conditions of the Russian-Ukrainian war. Having analyzed foreign experience with the aim of coordinating the entire cost management system of agricultural enterprises in the conditions of the Russian-Ukrainian war, it is necessary to create special departments – control departments, whose functions include planning and control of costs. The measures used by the government to support the activities of small and medium-sized agricultural producers with a turnover of no more than 20 million euros per year, which is equivalent to a company cultivating up to 10 thousand hectares, were analyzed. due to martial law conditions. It has been found that to increase the efficiency of agricultural production, a rational use of production resources with the highest possible level of labor productivity is required.

Abstract:The study is devoted to the analysis of management strategies of network production and trading enterprises, with an emphasis on their role in the global economy, optimization of supply chains, adaptation to international market conditions. The purpose of the study is to investigate foreign experience in managing the development of network production and trading enterprises. The study used the methods of critical literature analysis, which included a study of scientific publications, journal articles and reports of international organizations to assess the existing theories and practices of managing production and trade networks. The method of case studies of leading international companies that demonstrate different approaches to the management of production and trade networks was also used. As a result of the study, it is found that network production and trading enterprises that integrate production with the distribution and sale of goods play a significant role in the development of national economies. It is found that the key management strategies of these enterprises include cost reduction by locating production in regions with lower wages, adaptation to protectionist policies, integration of new technologies, increasing the sustainability of supply chains, environmental responsibility and individualization of approaches to consumers. It has been found that successful management of these companies requires a deep understanding of the interdependencies between different stages of the value chain and the need to balance strategic and tactical aspects of activity. Prospects for further research in this area include analyzing and studying foreign experience in managing the development of these enterprises, with an emphasis on the ability of companies to be innovative and flexible in response to rapidly changing global trends. The practical significance of the study lies in obtaining tools for developing effective management strategies for networked production and trading enterprises adapted to changing global conditions. It also contributes to the optimization of management processes from production to sales, providing companies with a competitive advantage in the market.

Abstract:The article provides theoretical justification for the use of accounting and analytical tools of information support in the viticulture and winemaking industry to maintain its competitiveness in unstable economic and political conditions. One of the key tasks in improving the efficiency of domestic production in the context of a decline in the pace of economic development and restrictions on financing domestic enterprises is to find tools and methods for improving business processes in order to optimize all resources of the enterprise. To solve this problem, the article presents the author’s model of using the accounting system and adapting the accounting and analytical tools for target-costing and kaizen-costing using the example of economic entities in the viticulture and winemaking industry.

Abstract:In comparison with national manufacturers, distributors have an advantage in providing wellknown brands and might receive financial or information support by foreign manufacturers in marketing campaigns in the local market. At the same time distributors have a lack of independence in producing and pricing policies, so they are limited in the tools for reducing the costs of production and increasing the profitability of sales. Nevertheless, distributors, as well as other companies, are focused on increasing their economic efficiency. Based on the study of the activities of the company «SK Energy», the authors identified the characteristic problems associated with the implementation of foreign trade operations. Their overcoming is mainly focused on decreasing the costs associated with the transportation of goods to the territory of the Russian Federation, reducing currency risks that limit the ability of the importing company to increase competitiveness in the local market due to the price factor. The authors propose ways to solve the identified problems, confirmed by estimates of the economic efficiency of imports based on actual data on the foreign-trade transactions of «SK Energy» and calculated values, considering the possible implementation of such measures. Considering the specifics of «SK Energy» business, it is identified the possible ways to increase revenue through changes in the company's sales policy and in the conditions of cooperation between the distributor and the foreign manufacturer. The results obtained are sufficiently general and can be used in different industries by commercial organisations that are already engaged in import activities, as intermediaries between foreign producers and consumers on the national market, or only plan to develop an international direction.

Abstract:Currently, rapid urbanization is taking place in Russia under the influence of globalization processes. Russian economic growth is mostly based on the natural resources and the need to speed up its industrialization process. Today there is a change of economic model associated with the transition from the stage of industrialization to the post-industrial economy. Emphasis shifts from production to the provision of services. In the digital economy, where the major resources required for the production of quality products are time and information, the concept of cost management should be reconsidered. The new paradigm of cost management should take into account the changes in approaches to the management of material, labor, and financial costs, and include approaches, tools, and methods of cost control of resources, updated by digital post-industrial economy. A sectorial and territorial specific of the process of change of economic model requires strategic approach to cost management.

Abstract:For Russian enterprises, the formation of effective internal control and audit systems is not just a matter of efficiency or ensuring market competitiveness, but also national security, which determines the relevance and increases the significance of this study. The aim of the study is to study international experience in the formation and assessment of the reliability of the internal control and audit system. During the study, such methods as analysis, observation, formalization, classification, modeling and others were used. The analysis allows us to conclude that very often in Russian companies there is a situation where the same unit combines the functions of internal control, internal audit and risk management. On the other hand, little time has passed since the introduction of the organization’s best practices, internal control and internal audit at domestic enterprises. These processes can become successful only in conditions of a developed corporate mentality, which the Russian business environment cannot boast of so far.

Abstract:A study is made of the theoretical and methodological characteristics of cost management when carrying out the foreign economic activity of the enterprise, and the features of this process are determined. The authors give their reasons for the necessity to analyze the costs of foreign economic activity and determine the peculiarities of foreign economic activity affecting the costs of the enterprise. The classification of costs of foreign economic activity has been considered, and specific costs spent in the process of foreign economic activity are distinguished, among them, there are costs for: the process of carrying out foreign economic operations; customs clearance of export and import transactions; prevention of foreign economic activity risks; export activity; transport provision of foreign economic agreements; insuring the parties against foreign currency risks during the execution of monetary, financial and payment terms of foreign economic contracts. It is noted that the process of managing costs of foreign economic activity is a system process that is based on general management functions and should include two aspects – target and cost-oriented. Due to the functioning of such a system, it is possible to plan, optimize and control costs from the long-term perspective and achieve the company's goals in the field of foreign economic activity. The tasks faced by the enterprise when managing the costs of foreign economic activity are defined. The research considers the cost management methods that are expedient to use at the enterprise during the management of foreign economic costs. The article substantiates the need to create a unified cost management system for both domestic market enterprises and operations conducting economic activity on international markets. It highlights the role of the state as a legal institution, which directs its activities to unite the interests of society and satisfy the consumer needs, as well as everyone due to the realization of power obtained during the creation of a unified system of cost management. Methods of management and state regulation of enterprise costs are determined.

Abstract:In today's reality of the transformation of the market and business, stocks of goods become one of the most important and competitive assets since their turnover is the main source of profit for companies. The active adoption of digital technologies makes it difficult to perform tasks such as inventory management, the development of effective strategies and policies for warehouse stocks with unsupported approaches. In the current circumstances of the rapid development of the market, many companies must face many difficult situations: the development of new markets, an increase in the number of suppliers, the expansion of the product range. As a result of the digital transformation of the logistics infrastructure, the process of inventory management in supply chains is changing, which creates the prerequisites for the creation and application of completely new digital concepts oriented to the optimization of logistics processes. The present study describes the modern stage of logistic infrastructure digitalization. The impact of digital technologies on inventory management in company supply chains has been identified. The concept of a digital double is discussed, which is used to optimize the processes of inventory management in supply chains and its specifics. An analysis of the implemented projects of international and domestic companies on the introduction of a digital model of supply chain optimization was carried out.

Mechanism of an economic regulation

Abstract:Thes article proves that the actual direction of effective enterprise management is the use of network management concept of production and commercial activities, which is based on the theory of stakeholders. This area of research is widely discussed in foreign economic publications, where a significant number of innovative developments and proposals have already accumulated. Research, generalization and use of foreign experience in the field of stakeholder theory are extremely important for domestic industrial enterprises. The purpose of the study is to study the methods of substantiation of theoretical and methodological approaches and practical recommendations for managing relations with stakeholders on the basis of a cost approach, identification and grouping of stakeholders of industrial enterprises taking into account their interests. Achieving this goal is carried out using a conceptual approach to the formation of total value, which includes the value of the industrial enterprise and the value of its stakeholders, who jointly create the overall contribution of this economic entity in achieving society as a whole. The proposed approach differs positively from the conceptual provisions available in the theory of stakeholders and can be based on the theoretical provisions of managing the relationship of an industrial enterprise with its stakeholders on the basis of a cost approach. The implementation of the proposed approach allows an industrial enterprise to rank stakeholders by value, analyze the dynamics of the structure and parameters of flows of material and financial resources of the enterprise and its stakeholders.

Abstract:With the development of digitalization in Ukraine, which has led to an increase in opportunities for foreign economic activity, interest in cost management as one of the factors of competitiveness of products and services has increased significantly. Cost management in competitive business conditions is one of the main components of managing the activities of enterprises, which allows to achieve effective functioning and has the ability to influence the vital activities of the enterprise. That is, costs are the main limiter of profit and, at the same time, the main factor of efficiency, the level of which is affected by the volume of supply and management decisions of the management of the enterprise in the economic system. In these languages, it is impossible to do without cost management and planning of their value for the future. The article examines the organizational and economic aspects of the household cost management mechanism, which begins with the cost management strategy at the enterprise. The strategy begins with the composition and structure of costs by operations and by functional divisions, then the carriers of costs and the method of distribution of costs, their accounting, analysis by divisions, types of activities and types of products (services) are determined. The next step is the selection of the cost calculation method and the organization of the accounting system, which takes into account: information support, technical support, personnel training, separation of rights and responsibilities, interaction of departments. Consolidation of responsibility: type of expenses, volume, type and size of responsibility, motivation. Then we conduct a cost analysis and, based on the results, leave the cost management system unchanged or take measures to reduce costs. After the measures, the result is evaluated. Cost measurement and analysis is the first step in a cost management system. This is a holistic analytical procedure that includes a set of interdependent stages and is the main element of the cost management mechanism. Also, the article describes two main approaches to the analysis and subsequent management decisions regarding cost optimization: analysis of the cost structure and reduction of critical types of costs and analysis of comparative indicators.

Abstract:In modern realities, the urgent question is how enterprises can remain competitive in their production niche. The key areas in this context are cost reduction and evidence-based cost management while maintaining high quality products. The cost of production is an important economic category that characterizes the sum of all the costs of an enterprise for its production and sale, described by a multidimensional system of indicators. In this regard, it is necessary to identify a list of factors in each specific case, analyze their contribution to the change in cost and select from them the most significant parameters that affect the result of production. Without such actions, it is impossible to search for potential opportunities, reserves and competent cost management. One of the most formalized methods of analysis is the implementation of an economic and mathematical approach based on statistical data with the construction of correlation and regression models. It allows not only to identify the factors influencing the formation of cost, predict the outcome of the activity, but also helps to determine the reserves for its reduction. The purpose of the work is to search for potential opportunities to reduce the amount of production costs, develop measures aimed at forming strategies for the company's activities in order to improve the efficiency of management of the production system. MS Excel and the Statistica software package from StatSoft were used as tools for data analysis, as well as for conducting correlation and regression analysis and building econometric models. For the studied regional enterprise, a forecast of changes in the cost of production has been built. Based on the results of the obtained correlation and regression model, significant factors have been identified that have the greatest impact on cost formation and act as controlled variables. With this in mind, a set of specific measures has been formulated aimed at reducing the cost of production, as well as improving the efficiency of the enterprise and its competitiveness. Among the most significant are: rationing of labor, economical use of materials, as well as optimization of logistics to the client. The applied technique can be implemented for a similar production system.

Abstract:This study focuses on modern methods of enterprise cost management. The development of market relations in Ukraine, intensification of competition in the market for goods and services contribute to the growth of organizations' attention to the issue of increasing the level of efficiency of their activities. Improving the efficiency of activities can be achieved by increasing the result, or reducing the costs which allowed to obtain these results. Thus, cost management is one of the determining factors in improving the efficiency of enterprises and should be seen us their essential permanent function. Despite the sufficient number of publications on the study of cost management, among scientists there is still no single approach to the interpretation of the concept of "cost management" and methods of managing them, which necessitates and relevance of research in this area. Most cost management methods, currently used in the practice of domestic enterprises, focused on finding reserves to reduce costs in the internal environment of the organization, to achieve short-term results and do not take into account the impact of current market environment and its strategic goals. Novel approaches to cost management which have been advocated include activity based costing, Strategic Cost Management, life-cycle costing, among others. The application of modern methods and concepts of cost management has a number of advantages: the creation of a relevant information base for making timely and effective management decisions, strengthening the potential of the enterprise, increasing its competitiveness. The presence of numerous methods and concepts of cost management, the lack of their clear classification complicates the choice of appropriate methods that take into account the needs and goals of a certain enterprise. For this purpose, the authors clarified the essence of cost management concept, described the cost management process main stages content and clarified their composition. The authors group the main methods by stages of the cost management process that improves understanding using certain methods feasibility depending on the enterprises’ needs.

Abstract:The article analyzes the scope of green public procurement based on foreign and domestic experience. Authors note that the main feature of such procurement is the existence of a larger number of criteria amongst which is the environmental criteria which is used in the goods and services suppliers’ assessment process. The purpose of the study is to develop domestic and foreign experience in relation to “green” public procurement. The study predetermines the regulatory framework analysis, as well as different researchers’ opinions on the problems of “green” public procurement from the perspective of Russian and foreign practice. Techniques of analysis, induction, deduction, and abstraction in public sector organizations served as the methodological basis of the study. This study pays considerable attention to the basics of the “green” public procurement system, which are structured and meaningful, but at the same time has flexible points of interaction when organizing procurement activities. Also, more attention was paid to the environmental criteria for products and services procurement. The authors consider the experience of foreign countries, namely the USA and Germany, and also determine the level of development of national “green” public procurement in 2023. The authors emphasize that in the past year, the Government of the Russian Federation adopted a regulatory document that makes it possible to implement the basic principles of resource management when organizing and conducting procurement at both the federal and municipal levels, as well as to effectively use secondary raw materials in certain types of new products. This research made a conclusion that international and domestic experience in implementing “green” public procurement helps to solve a number of problems common in each country.

METHODICAL APPROACH TO MANAGEMENT OF EXPENSES OF THE INDUSTRIAL ENTERPRISE

Abstract:The article analyzes the problem of formation of a single, effective and universal methodological approach to cost management of an industrial enterprise as an important aspect for its success in the competitive domestic markets of Ukraine and in the conduct of foreign economic activity in the world market. The necessity of a clear understanding of the economic essence of the category "costs" is revealed and it is determined that the category "costs" is all the resources and factors of production that require accounting, expressed in monetary form, as well as used in the process of economic activity to obtain a financial result and necessary for its analysis, management decision – making, and is an internal price-forming factor. We systematize the components of the concept of "expenses". The approaches to the concept of the economic essence of costs in General covers all spheres of activity and summarizes the types of costs inherent in the enterprises of the industrial complex. The proposed definition of the category "costs" will improve the efficiency of their management; strengthen the control of their consumption; identify reserves to improve performance; improve the organization and methodology of cost accounting at the industrial enterprise. Negative factors of influence on financial and economic activity of industrial enterprises are also allocated and it is proved that efficiency of actions for reduction of expenses depends on degree of their coordination with tasks of activity and development of the enterprise. Built a mechanism for the distribution functions of the system management costs of industrial enterprises and revealed that the distribution of functions and objectives of the cost management system must be implemented in concert with management functions of an industrial enterprise. It is concluded that the cost management system of an industrial enterprise is a complex of related elements and relations in the enterprise management system, which, due to the rational use of its resources, ensure its stable functioning. Each individual element performs the corresponding functions and tasks of the cost management system. The effectiveness of the functions and tasks of the cost management system depends on the degree of feedback from the control of the cost management activities of the enterprise to its planning.

Abstract:The research subject is the cost management system of an industrial enterprise. The purpose of the article is the theoretical substantiation of the methodical aspects of the cost management system as a part of the industrial enterprise management system. Each company pays attention to the formation of costs because they affect the financial results. The improvement of the enterprise management system in modern economic conditions will not be effective without the establishment of a functional efficient cost management system, the formation of which is advisable to implement using both domestic and international practices. However, not every Ukrainian industrial enterprise has an efficient cost management system that optimizes the level of costs. Methodology. The empirical and theoretical methods such as analysis and synthesis, logical approach, interpretation, modelling, and visual systematization using the graphical method have been used in the work. The article considers the place of the cost management system in the management system of an industrial enterprise. There has been shown the influence of the cost management system on the strategic and tactical purpose of the enterprise. Subsystems of the cost management system have been considered and their components have been disclosed. Functions of the cost management system have been presented and the value of each subsystem element has been considered. The structure of the cost management system in the enterprise management system is clearly represented. Practical implications. An efficiently operating cost management system cannot only be aimed at an enterprise’s surviving in today’s market conditions. It should facilitate the implementation of tactical and strategic enterprise goals. As tactical goals, we can note the growth of enterprise profitability. The enterprise strategic goal in a market environment is to increase its value. However, the efficient cost management is a rather complicated process, because costs are variable and consist of numerous elements of different content and origin depending on various factors that are sensitive to the external environment, often have a controversial composition and are hardly subjected to the desired regulation. Value/originality. The system approach has revealed the dual nature of the company’s cost management system. On the one hand, the enterprise cost management system is a subsystem of the enterprise management system. On the other hand, the cost management system can be considered as an independent system, which includes subsystems and a set of interconnected elements that interact with each other to achieve a high economic performance of the enterprise. Among the subsystems, there have been distinguished economic and functional, organizational and managerial. For the formation of the economic and functional subsystem, M. Porter’s approach to the creation of the value chain of production was used. Moreover, the value chain for an industrial enterprise should start not from the material and technical supply, as M. Porter proposed, but from the study of market demand for products.
